This paper presents the attitude of the European Parliament to those issues that fall within the scope of interest of the Eastern Partnership. In the analysis of this attitude, the author stresses the significant role the EP has played in developing EU Eastern policy, in particular as concerns the promotion of democratic ideas and values within the scope of this policy. It should be emphasised that the EP is exceptionally interested in the advancement of democracy in East European partner countries, whose geopolitical significance the EP appreciates, frequently calling for the tightening of relations with these countries, and even opening European prospects to them. The deepening of cooperation between the EU and East European countries is conditioned by the EP by their adoption of what is called European values (i.e. democracy, rule of law, protection of human rights, etc.). Acting as the ‘guard of democracy,’ the EP is an institution of political influence which allows it to shape Eastern policy in ways that go beyond the formal rights vested in it by the treaties.

This article analyses the components of love and the stages of a love relationship in relation to the increasingly common phenomenon of divorce in society. The author underlines that the reason of filing for divorce may be the further development of love and – more specifically – the decline of passion and intimacy, of which the spouses may not be aware. Qualitative changes in love surprise the spouses and cause dissatisfaction. The availability and popularity of divorces, in turn, induce the spouses to resort to such tools. According to the author, an increase in the social awareness in this matter could make it possible to avoid many divorce processes.

The author of this paper analyzes the policy of strategic partnership between Germany and Russia, especially in the field of the economy, which originated after the reunification of Germany in 1990. He stresses that it was the government of Angela Merkel after 2005 that began to emphasize the authoritarian rule of President Vladimir Putin and human rights breaches in Russia. Nevertheless, economic cooperation continued under the pressure from business circles. The author’s main hypothesis is that it was only Russia’s aggression towards Ukraine that undermined German-Russian collaboration, which is no longer given priority. Germany is the foremost advocate of the EU’s maintaining its sanctions against Russia. Angela Merkel’s third and fourth governments have tried to ‘Europeanize’ Germany’s policy towards the Russian Federation to a greater extent. Both Germany and the EU need Russia as a strategic partner to resolve problems in the Middle East and combat international terrorism. Russia is also a significant supplier of strategic resources to Germany and the EU. This paper employs the descriptive research method, the method of source analysis and decision-making analysis.

The aim of this paper is to describe and analyse how relationships between school and parents were created in the II RP. The research is based on the analysis of teacher’s articles from “Szkoła Specjalna” and “Praca Szkolna” in 1925–1939. The author describes the social functioning of families in the II RP. The article also describes how teachers presented their approach to building relationships with their student’s parents, and how this created social support for families, particularly families of children with disabilities.

The modification process of the European Union’s institutional order appears to be permanent. One of the elements of this tendency is the position of the European Council, which is especially interesting in the field of stimulating external EU activities. The aim of this analysis is to explore the EC’s engagement in initiating foreign relations, taking the eastern neighborhood as an example. The paper reviews the European Council’s meetings in the period of 2008–2016, concluding that the EC actively responded to external challenges and created a political impetus for the actions of other institutions. The internal debate initiated by the member states from Central and Eastern Europe resulted in the formulation of the Eastern Partnership initiative that the European Council approved and adopted, giving it a political impetus within the European Union. This caused a specific reaction in the neighborhood. The process of association of some eastern partners was accompanied by the need to deal with the challenging response from Russia, which resorted, among other things, to military measures. The European Council’s involvement in external actions in the East became a self-deepening process with a changing profile and priorities.

The democratic transformation in Poland, the beginning of which dates back to the 1980s, brought political and economic freedom that additionally inspired the activity of civil movements taking the form of non-governmental organizations. Since the early 1990s, Polish society has become clearly divided, which was illustrated by the emergence of three distinct areas of public activity. The Law of March 8, 1990 on Territorial Self-Government began the rapid development of local governments, which were given the task of handling local public matters. The Law on Business Operations, which was in force at the time, ensured freedom of operations and the principle of quality of all participants of business life. Other laws, the Law on Foundations of April 6, 1984 and the Law on Associations of April 7, 1989 restored the possibility of civil self-organization, working for one’s own circle and fulfilling social needs. Throughout the whole period of political transformation, and in particular in the decade after Poland’s accession to the European Union, NGOs have become one of the most active actors of public life, and a capable partner to local and regional authorities in designing policies. One significant element of politics involves ensuring the security of citizens. Social security is of particular importance. NGOs initiate a number of projects aiming to fulfill the basic needs of residents, thereby ensuring their personal development and confidence. Cooperation with territorial self-government isof exceptional importance here.

W artykule została podjęta próba analizy zasad odpowiedzialności cywilnej członków zarządów spółek handlowych na gruncie k.s.h., a także możliwych rozwiązań konstrukcyjnych umowy ubezpieczenia takiej odpowiedzialności. Na wstępie opisano przyczyny wyodrębnienia szczególnego rodzaju ubezpieczenia, jakim jest ubezpieczenie D&O, a także jego ewolucję. Ponadto, artykuł relacjonuje recepcję tego specyficznego produktu ubezpieczeniowego na polskim rynku ubezpieczeń. Dalsza część rozważań jest poświęcona wskazaniu poszczególnych źródeł odpowiedzialności członków zarządów spółek handlowych, ze szczególnym uwzględnieniem przepisów k.s.h. Istotnym problemem, jaki pojawia się w tej części analizy, jest kwestia charakteru odpowiedzialności z art. 299 k.s.h. W doktrynie zarysowały się przeciwstawne stanowiska co do tego, czy ma ona charakter odszkodowawczy. Przyjęcie jednego z rozwiązań pociąga za sobą daleko idące konsekwencje na gruncie prawa ubezpieczeniowego, bowiem decyduje o możliwości skorzystania z actio directa. Umowa ubezpieczenia D&O może zostać skonstruowana w dwóch podstawowych wariantach – w pierwszym ubezpieczony zawiera umowę we własnym imieniu i na własny rachunek, natomiast w drugim – umowie na rzecz osoby trzeciej. Ów drugi wariant dominuje w obrocie gospodarczym, wobec czego został on omówiony szerzej. Szczególne znaczenie dla omawianego ubezpieczenia ma możliwość zawarcia umowy ubezpieczenia na rzecz nieoznaczonej osoby trzeciej. Dalsza część artykułu została poświęcona zakresowi przedmiotowemu ubezpieczenia – omówione zostały poszczególne klauzule ubezpieczeniowe, oznaczone kolejnymi literami alfabetu. Stanowią one typowe, najczęściej występujące w praktyce warianty umowy ubezpieczenia D&O. Jedynie niektóre z tych klauzul prowadzą do objęcia ubezpieczonego umową ubezpieczenia odpowiedzialności cywilnej. Ostatnim z omówionych zagadnień są zdarzenia wyłączające odpowiedzialność ubezpieczyciela w ubezpieczeniu D&O.
The main purpose of this article is to analyze the principles of civil liability of members of boards of commercial companies on the basis of the Polish Code of Commercial Companies. The authors also try to present possible models of an insurance contract structure concerning such liability. In the introduction, the authors describe the causes of separation a specific type of insurance, which is a D&O insurance, as well as its evolution. In addition, the article reports reception of this specific insurance product on the Polish insurance market. The remaining part of the discussion is oriented to identifying various sources of liability of members of boards of commercial companies, with particular consideration of the provisions of the Code of Commercial Companies. A major problem that arises in this part of the analysis is the question of the nature of the liability set forth in art. 299 of the Code of Commercial Companies. The jurisprudence emerged opposing views as to whether it is compensatory in nature. The adoption of one of the solutions entails far-reaching consequences for the insurance law, as it is the main factor that allows to file an actio directa complaint against an insurer. D&O insurance contract can be constructed in two basic versions - the first is that the insured enters into a contract in their own name; the second is that the contract is concluded for the benefit of a third party. This second variant dominates in business, so that it has been discussed widely. The possibility to conclude the contract for any third party has a significant meaning. The rest of the article is devoted to presenting the objective scope of the D&O insurance -various insurance clauses, marked with consecutive letters of the alphabet, have been discussed. They represent typical most often used in practice variants of the D&O insurance contract. Only some of these clauses lead to cover the insured party with the civil liability insurance. The last of the issues discussed in the article are the circumstances that exclude the liability of the insurer in the D&O insurance.

The number of partnership structures in tourism (such as destination marketing organisations; tourist unions, tourist agreements, local activity groups) has been recently rising in Poland. Their establishment is often chaotic and not coordinated with other partnership organisations operating in the area. As a result, activities undertaken in cooperation by these organisations are not always effective and efficient as they are often double efforts and lead to unjustified competition. In the paper problems that frequently arise when different tourist organisations operate in the same area have been presented and an attempt has been made to identify the reasons for that.
W ostatnich latach wzrosła i nadal wzrasta Polsce liczba organizacji partnerskich działających na rzecz rozwoju turystyki (lokalne/regionalne organizacje turystyczne, związki/porozumienia międzygminne, lokalne grupy działania itp.). Jednak ich powstawanie często jest procesem chaotycznym i nieskoordynowanym z innymi funkcjonującymi na danym obszarze strukturami partnerskimi. W konsekwencji działania podejmowane we współpracy nie zawsze są efektywne i skuteczne, ponieważ mogą prowadzić do powielanie wysiłków i nieuzasadnionej konkurencji. W artykule zidentyfikowano i scharakteryzowano problemy związane z funkcjonowaniem na jednym obszarze różnych organizacji partnerskich działających na rzecz rozwoju turystyki. Autorka podjęła także próbę wskazania przyczyn zidentyfikowanych problemów.

W artykule postawiono hipotezę, że partnerstwo strategiczne Rosji i Ukrainy nigdy nie znajdowało się na wysokim poziomie (wbrew oficjalnie głoszonej wersji), będąc raczej – z powodu wysokiego poziomu asymetrii w ich relacjach – swego rodzaju „negatywną zależnością strategiczną”. I. Żowkwa twierdzi, że atrybutem partnerstwa strategicznego jest wspólnota interesów strategicznych, a relacje które nie stanowią odzwierciedlenia takiej wspólnoty są zbędne. G. Perepelytsia podkreśla, że naukowcy muszą rozróżnić dwie definicje partnerstwa strategicznego – jako poziom osiągniętej współpracy i jako instrument polityki zagranicznej państwa. Artykuł analizuje dwa aspekty partnerstwa strategicznego. Pierwsza część poświęcona jest wykorzystaniu koncepcji partnerstwa strategicznego w polityce zagranicznej Federacji Rosyjskiej (na przykładzie Ukrainy), a druga – poziomowi współpracy deklarowanej jako partnerstwo strategiczne. Po 1991 roku celem Moskwy była „przyjazna i neutralna Ukraina”. Relacje budowano przede wszystkim w dziedzinie gospodarczej, ale nawet wówczas Rosja intensywnie stosowała instrument polityczny w postaci zakazu importu niektórych towarów. Po 2004 r. relacje rosyjsko-ukraińskie zaostrzyły się w związku z rosyjską bazą wojskową zlokalizowaną na Krymie i stacjonowaniem rosyjskiej floty czarnomorskiej. Kreml był gotów raczej zniszczyć Ukrainę, niż pozwolić jej wybrać własną drogę, co zaprzeczało współczesnej koncepcji partnerstwa strategicznego, będącej fundamentem rosyjskiej polityki wobec Ukrainy. Zamiast tego Federacja Rosyjska zastosowała politykę „kija i marchewki” (niskie ceny gazu i inne preferencje ekonomiczne jako marchewkę, odpowiedzialność za „rodaków” jako kij). Traktat o przyjaźni, współpracy i partnerstwie pomiędzy Federacją Rosyjską i Ukrainą został wypowiedziany, tak samo jak i wszystkie porozumienia dotyczące Floty Czarnomorskiej, tym samym więc, Rosja nie chce posługiwać się formą „partnerstwa strategicznego” jako instrumentem swojej polityki wobec Ukrainy.
The hypothesis of this research was that these states never had a rich level of strategic partner-ship (despite the officially proclaimed status), but always remained a sort of “negative strate- gic dependence” because of the high level of asymmetry in their relations. I. Zhovkva proved that the attribute of strategic partnership is community of strategic interests without its further reflections existing relations are superfluous. G. Perepelytsia marked that scientists must distinguish two definitions of strategic partnership – as a level of the attained cooperation and as an instrument of state foreign policy. In the given article strategic partnership is examined in two measures. The first part is sanctified to the use of the concept of strategic partnership in the foreign policy of the Russian Federation (on the example of Ukraine), and second to accordance of level of their cooperation proclaimed strategic partnership. After 1991, the goal of Moscow was ‘a friendly and neutral Ukraine.’ The relations were built primarily on an economic basis, but even then Russia widely used a ban on the import of some goods as a political instrument. After 2004, problems in Russian-Ukrainian relations related to the Russian military base in Crimea and the basing of the Russian Black Sea Fleet aggravated. Kremlin tried to destruct Ukraine rather than let it go its own way these witnessed against the contemporary concept of strategic partnership, which was the foundation of Russian politics towards Ukraine. Rather, the RF used very old policy of ‘stick and carrot’ (low gas prices and other economic preferences as the carrot, responsibility for ‘compatriots’ as the stick). The Treaty on Friendship, Cooperation, and Partnership between Ukraine and the Russian Federation was denounced as well as all Russian-Ukrainian agreements on the Black Sea Fleet, so, the RF itself refuses from using ‘strategic partnership’ as instrument of its policy towards Ukraine.

Celem artykułu jest analiza uwarunkowań prawnych, organizacyjnych i finansowych współpracy sektora publicznego, głównie samorządowego, z sektorem prywatnym dotyczącej realizacji przedsięwzięć inwestycyjnych mających na celu wspieranie rozwoju lokalnego. Współpraca ta określana jest jako partnerstwo publiczno-prywatne (PPP) i stanowi formę pozyskiwania kapitału przez samorząd terytorialny, z przeznaczeniem na realizację zadań ustawowych, szczególnie świadczenia usług publicznych. Oceny i uwagi sformułowane zostały z wykorzystaniem materiałów empirycznych, wyników badań ankietowych przeprowadzonych w 50 jednostkach samorządu terytorialnego oraz w 60 podmiotach gospodarczych prowadzących działalność na terenie ankietowanych gmin województwa wielkopolskiego. Podjęta problematyka badawcza pozostaje ciągle aktualna, ponieważ zakres planowanych zadań publicznych bardzo często przewyższa możliwości finansowe samorządu lokalnego. Władze samorządowe poszukują zatem finansowego wsparcia wśród partnerów z sektora prywatnego. Z wykorzystaniem wyników badań ankietowych wyszczególnione zostały czynniki ograniczające współpracę w ramach PPP, tj. sektora samorządowego z prywatnym, w zakresie finansowania inwestycji komunalnych. Do oceny zjawiska PPP w województwie wielkopolskim użyte zostały dane publikowane na stronie platformy PPP, zawierającej bazy zamierzeń inwestycyjnych, bazy projektów PPP z zawartymi umowami, bazy umów rozwiązanych, nierealizowanych (bazy te są aktualizowane w okresach miesięcznych lub kwartalnych).
In the article law conditions as well as organizational and financial factors of cooperation between public and private sector in terms of investment undertakings resulting in regional development were presented. The cooperation between the above mentioned entities is one of methods used in the process of financial means obtaining. The financial means are indispensable in realization of statutory provisions in terms of local government duties that involve mainly rendering public services. The scope of the activities is often larger than financial potential of local governments and this is the reason why the governments search for financial support of partners form private sector.

Partnerstwo publiczno-prywatne zyskuje coraz większą popularność w realizacji zadań publicznych, szczególnie w obszarze inwestycji infrastrukturalnych. W toku upowszechniania wykorzystania kapitału i wiedzy pochodzącej z sektora prywatnego do realizacji inwestycji, które dotychczas były domeną sektora publicznego wykształciły się różne modele partnerstwa. Jednym z najpowszechniejszych z nich jest model BOT, czyli build, operate and transfer, co w przekładzie na język polski oznacza buduj, eksploatuj i przekaż. Już samo rozwinięcie tego skrótu, wystarcza do opisania w sposób ogólny tej koncepcji. Polega ona na wykorzystaniu potencjału gospodarczego i organizacyjnego partnera prywatnego do budowy określonego obiektu użyteczności publicznej, następnie podmiot ten odzyskuje poniesione koszty i zapewnia sobie odpowiednią stopę zysku dzięki eksploatacji tego obiektu na podstawie udzielonej mu koncesji. Po wygaśnięciu koncesji prawa do eksploatacji obiektu wracają w posiadanie podmiotu publicznego. Niniejszy artykuł ma charakter poglądowy. Autor na wstępie przybliża podstawy prawne partnerstwa oraz status prawny jego uczestników. Następnie w oparciu o regulacje prawne przedstawiony zostaje proces realizacji przedsięwzięcia BOT, po czym określane są potencjalne korzyści i koszty płynące z zastosowania tego modelu.
Public-private partnerships are becoming increasingly popular in the performance of public tasks, especially infrastructure projects. Popularization of the use of capital and knowledge of the private sector to execute the investments belonging so far to the public sector has led to the creation of different partnership models. The BOT (build-operate-transfer) model is one of the most popular. What BOT stands for is sufficient to understand its essence. It involves the use of economic and organizational potential of a private partner for the construction of a public facility. Then, such entity recovers incurred costs and provides a suitable rate of return through the use of such a building under a granted license. When the license expires, the rights to operate a building return into the possession of the public entity. The paper is of the illustrative character. In the introduction the author describes a legal basis of a partnership and a legal status of its participants. Then, on the basis of legal regulations the execution process of BOT investment is presented, together with potential benefits and costs related with the application of such a model.

The purpose of this article is to present, on the one hand, the synthetic issues arising from the implementation of projects in the public-private partnership (PPP) formula in conjunction with financing from the European Union in Poland, and, on the other hand, the state policy regarding the development and evaluation of projects of hybrid structure in the new financial perspective for 2014-2020. The importantce of achieving added value resulting from the implementation of an investment in the public-private partnership model is stressed, in particular in a situation of a constant deficit of resources and the rising expectations of stakeholders. Special attention is paid to the prevailing economic downturn being a result of the crisis and the increasing indebtedness of the public sector in the context of the possibility of obtaining funds from the EU budget for the period 2014-2020.
Celem artykułu jest syntetyczne ukazanie zarówno problematyki związanej z realizacją przedsięwzięć w formule partnerstwa publiczno-prywatnego w powiązaniu z finansowaniem ze środków Unii Europejskiej w Polsce, jak również przedstawienie polityki państwa w zakresie rozwoju i ewaluacji projektów o strukturze hybrydowej w nowej perspektywie finansowej na lata 2014-2020. Autor podkreśla istotne znaczenie wartości dodanej wynikającej ze wdrożenia inwestycji w modelu partnerstwa publiczno-prywatnego przy nieustannym deficycie posiadanych zasobów i narastających oczekiwaniach interesariuszy. W szczególności w artykule zwrócono uwagę na panującą dekoniunkturę gospodarczą, będącą efektem kryzysu oraz narastające zadłużenie sektora publicznego w kontekście możliwości pozyskiwania środków z budżetu UE w latach 2014-2020. Jednocześnie zaprezentowano przestrzeń prawno-organizacyjną dla PPP w zakresie uregulowań Unii Europejskiej i rozwiązań krajowych. W ramach artykułu przeprowadzono również ogólną analizę zidentyfikowanych projektów hybrydowych w Polsce do końca 2013 r. W rozważaniach autor usiłował skoncentrować najistotniejsze, a zarazem ważne postanowienia wynikającej z planowanej i kreowanej na podstawie założeń polityki rządu w upowszechnianiu przedsięwzięć w układzie współpracy sektorów (publicznego i prywatnego), oraz łączenia przedmiotowej kooperacji z dodatkowymi źródłami finansowania w celu lewarowania inwestycji. Artykuł jest też próbą poszukania odpowiedzi dotyczących możliwości podjęcie w przyszłości działań w celu popularyzacji inwestycji w formule partnerstwa publiczno-prywatnego, w tym projektów hybrydowych.

The foreign activity (paradiplomacy) of local governments is one of the elements of Polish foreign policy and one of the dimensions of contemporary international relations. This paper presents the re sults of the investigations concerning foreign activity of Polish regions and cities with China. Studies have shown, that China is the most frequently chosen direction of activity of Polish local governments among all non-European countries.

Artykuł prezentuje zarówno możliwości jak i zgrożenia zastosowania zsad i metod marketingu relacji w duszpasterstwie Kościoła. 
Pastoral care is an organized saving activity of the Church. To improve its effectiveness it makes use of the achievements of non-theological sciences, one of which is marketing. Making use of the theory of partnership marketing is of particular importance. It is focused on the customer retention, therefore the rules of it can also be applied in the circumstances of secularization and individualization of the social life. These processes result in maintaining the distance to the Church and in leaving the Church. The article presents the essence of relationship marketing, as well as the relationships between the quality, communication, inner marketing and pastoral care.

The aim of this article is to review the strategic partnership of the European Union-Japan in the context of the changing global order, exploring economic, normative and security dimensions. This leads to wider reflections allowing us to theorize international relations with regards to the concept of strategic partnerships. The research question concentrates on what the foundations of the strategic partnership between the European Union and Japan are, and how it answers the challenges in the three above indicated fields. The hypothesis is formulated from the perspective of strategic partnership theory. Methodologically, the work is based on the analysis of primary and secondary sources, as well as on qualitative methods implemented in the form of semi-structured interviews. The key findings reveal that the changing global order and international environment have pushed both partners to create a strategic partnership that has spilled over from economic relations to the normative, political and finally security fields.
Celem artykułu jest analiza partnerstwa strategicznego Unia Europejska–Japonia w kontekście zmieniającego się porządku globalnego oraz zbadanie jego wymiarów ekonomicznego, normatywnego i dotyczącego bezpieczeństwa. Prowadzi to do szeregu refleksji umożliwiających teoretyzowanie stosunków międzynarodowych w odniesieniu do koncepcji partnerstwa strategicznego. Pytania badawcze koncentrują się wokół fundamentów specjalnych relacji między Unią Europejską i Japonią, i kwestii jak odpowiada ono wyzwaniom w trzech wskazanych powyżej obszarach. Hipotezy sformułowane zostały z perspektywy teorii partnerstwa strategicznego. Metodologicznie praca opiera się na analizach źródeł pierwotnych i wtórnych oraz metodach jakościowych realizowanych w formie semiustrukturyzowanych wywiadów. Kluczowe wnioski pokazują, że zmieniający się porządek globalny i otoczenie międzynarodowe zmusiły obu partnerów do tworzenia strategicznego partnerstwa, które przenosi się ze stosunków gospodarczych na obszary normatywne, polityczne i wreszcie do obszaru bezpieczeństwa.

Od 1 stycznia 2010 roku obowiązuje w Austrii nowe prawo o rejestrowanych związkach partnerskich osób tej samej płci. Jest to trzecia ustawa niemieckojęzyczna, która wprowadza nowy porządek prawny w tej dziedzinie życia społecznego w kolejnym kraju niemieckiego obszaru językowego. Celem artykułu, który z założenia jest badaniem prawnoporównawczym i wpisuje się w nurt badań komparatystyki prawniczej, będzie analiza wspomnianych aktów legislacyjnych przeprowadzana z dwóch perspektyw. Przedmiotem porównania jest nie tylko instytucja związku partnerskiego, ale również struktura przedmiotowych ustaw oraz od strony językowej: terminologia specjalistyczna odnosząca się do przedmiotu ustaw rozpatrywana również w aspekcie przekładoznawczym. Wyniki badania dostarczą odpowiedzi, na ile rozwiązania legislacyjne zaproponowane przez ustawodawców trzech krajów w podobny sposób regulują ten sam fragment rzeczywistości społecznej i mogą uchodzić za standardowe. Analiza językowa wskaże na obecność lub brak specjalnej terminologii oraz jej homogeniczność bądź narodową (regionalną) wariantywność na obszarze państw niemieckojęzycznych.
A new law on registered civil unions of persons of the sme sex has been in force in Austria since 1 January 2010. It is the third statute which introduces a new legal order in this sphere of social life in a German-speaking country. The main aim of this paper is to compare the above mentioned legal acts from a legal and linguistic perspective. The analysed terminology will also be investigated in the aspect of translation. The results of the research will show similities and differences between institutions introduced in the dicussed legal systems and reveal national (regional) terminological usage.
Am 1. Januar 2010 trat das Eingetragene Partnerschaft-Gesetz (EPG) in Österreich in Kraft. Es ist das dritte deutschsprachige Land, in dem der Bereich des öffentlichen Lebens gesetzlich geregelt wird. Die in dem vorliegenden Artikel dargestellte rechtsvergleichende Untersuchung setzt sich zum Ziel die drei deutschsprachigen Gesetzestexte miteinander aus zwei Perspektiven zu vergleichen. Den Ausgangspunkt bilden zum einen die Bestimmungen hinsichtlich des Rechtsinstituts der eingetragenen Lebenspartnerschaft und die von den Gesetzgebern vorgeschlagenen rechtlichen Lösungen. Zum anderen umfasst die Vergleichsbasis die sprachliche Ebene der Texte. Sie werden nämlich hinsichtlich der Fachterminologie untersucht, und somit wird es der Frage nachgelaufen, ob die vorgefundenen Fachtermini ein homogenes Repertoire darstellen oder eher als nationale (regionale) Varianten im deutschsprachigen Raum anzusehen sind. Weniger Augenmerk wird der äußeren Struktur der Gesetzestexte gewidmet. Die Untersuchung schließen einige Überlegungen und Bemerkungen aus dem übersetzungswissenschaftlichen Standpunkt ab.

Refleksje inspirowane obserwacjami zachodzących obecnie zmian w postrzeganiu duchowości małżeńskiej zaprezentowano w świetle Familiaris consortio.
The object of the article is to show the manifestations of the crisis that touches contemporary marriages and which is a result of sexual revolution, women’s emancipation and a negation of hitherto valid values. Reflections inspired by observations of currently ongoing changes in the perception of marriage spirituality are presented in the light of Familiaris consortio.

W gminie Międzybórz na skutek inicjatywy oddolnej zaczęło ponownie funkcjonować partnerstwo lokalne, które zrzesza m.in. burmistrza, sołtysów, lokalne fundacje i organizacje pozarządowe. Projekty społeczne stały się impulsem do próby podjęcia współpracy ze wszystkimi aktorami na obszarze jednostki. Odpowiedzią na potrzebę zrzeszania się okazało się partnerstwo lokalne, którma służyć współdziałaniu różnych podmiotów na rzecz danego obszaru. Celem publikacji jest przedstawienie procesu powstawania partnerstwa lokalnego w gminie Międzybórz i jego wpływu na proces odnowy wsi oraz rozwój lokalny gminy. Wyniki badań zwracają uwagę na rangę aspektu społecznego w rozpoczęciu i kontynuowaniu procesu odnowy wsi oraz rozwoju lokalnego ze szczególnym uwzględnieniem zaangażowania społecznego.
In the commune of Międzybórz, as a result of a grass-roots initiative, local partnership began to function again, which brings together, among others of the mayor, village leaders, local foundations and NGOs. Social projects have become an impulse to try to cooperate with all actors in the area of the individual. The response to the need for an association has become a local partnership, which aims to cooperate with various entities for a given area. The purpose of the publication is to present the process of establishing a local partnership in the Międzybórz commune and its impact on the process of village renewal and the local development of the commune. The results of the conducted research draw attention to the importance of the social aspect in starting and continuing the process of village renewal and local development.

This article presents an analysis of discourses on the subject of parental involvement in school education of a child and aims to emphasize the complexity of the topic and the diversity of research positions, as well as further practical implications for the theoretical assumptions adopted. Initial considerations present the terminology functioning in the context of the parent-school relationship. Concepts such as cooperation and partnership (familiar in Poland) have been juxtaposed with English-language concepts engagement and involvement, relating to the participation in the child’s education and/or supporting a child during learning. While English-language terminology stresses the function of this involvement and participation, which is improving the child’s school achievements, the concepts of cooperation and partnership, prevalent in Poland, emphasize the very essence of the relationship and its determinants. In this work, these concepts are presented against the background of the dominant instrumental-technical discourse and a less-emerging but very important critical-emancipatory discourse. Looking at the issue from different sides and analyzing its multifaceted structure allows to broaden the knowledge about the “figure” of a parent who is now emerging in education as a participant in the space of family-school relations.

The present paper constitutes a brief analysis of the EU’s policy towards its eastern neighbors. The paper outlines the condition of the EU (crises the Union is struggling with). Next, the situation of countries in the eastern neighborhood was presented in light of the Eastern Partnership policy. Particular emphasis was placed upon the Ukrainian crisis. The crisis, a de facto, armed conflict between Russia and Ukraine, has resulted not only in a geopolitical change in Eastern Europe, but also exerted impact upon conditions the EU’s eastern policy is realized in. In other words, Russia’s aggression on Ukraine placed the EU in a precarious position forcing the Union to change its policy towards Russia. The Eastern Partnership project constitutes a long-term policy, and ought to be perceived assuch. The fact that within the EU itself there exist forces which are against, neutral, and supporting of the EU’s eastern policy, including the Eastern Partnership, is noteworthy.
Niniejszy artykuł – w sposób bardzo skrótowy – analizuje politykę Unii Europejskiej wobec wschodnich sąsiadów. W pierwszej kolejności ukazano sytuację UE (kryzysy, z jakimi boryka się Wspólnota), a następnie zaprezentowano sytuację państw wschodniego sąsiedztwa (przez pryzmat polityki Partnerstwa Wschodniego), z położeniem nacisku na tzw. kryzys ukraiński. Kryzys ukraiński, de facto trwający konflikt zbrojny Rosji z Ukrainą, powoduje, że zmianie uległa nie tylko sytuacja geopolityczna Europy Wschodniej, ale również warunki, w jakich realizowana jest polityka wschodnia Unii Europejskiej. Inaczej mówiąc, agresja Rosji na Ukrainę spowodowała, że UE znalazła się w bardzo trudnej  sytuacji i zmuszona została do zmiany swej polityki względem Rosji. Projekt Partnerstwa Wschodniego Unii Europejskiej jest projektem długoterminowym i w takich kategoriach powinien być postrzegany. Należy również pamiętać, że wśród państw członkowskich Unii Europejskiej występują państwa przeciwne, obojętne lub sojusznicze w odniesieniu do polityki wschodniej Unii Europejskiej, w tym do inicjatywy Partnerstwa Wschodniego.

Opis:
The research objective of the article is to analyze the evolution of bilateral relations between the European Union and Moldova from the 1990s to the present, with a particular focus on the participation of the Republic of Moldova in the European Neighborhood Policy and Eastern Partnership, as well as the signing and implementation of the Association Agreement. Contemporary challenges and threats (including Russian aggression against Ukraine) have had a significant impact on the security of the EU, as well as the development of relations between the EU and neighboring countries. In particular, the prospect of membership in the EU structures was opened up to Moldova (and Ukraine). In the paper, the author poses a research hypothesis that despite the fact that Moldova has been granted the status of an EU candidate country, the republic still has a significant internal problem, the lack of solution to which may largely postpone the commencement of accession negotiations or even hinder EU-Moldova cooperation.
Celem badawczym pracy jest analiza ewolucji dwustronnych stosunków między Unią Europejską a Mołdawią od lat 90. XX w. do chwili obecnej, ze szczególnym uwzględnieniem udziału republiki mołdawskiej w Europejskiej Polityce Sąsiedztwa i Partnerstwie Wschodnim oraz podpisania i realizacji umowy stowarzyszeniowej. Współczesne wyzwania i zagrożenia (m.in. rosyjska agresja na Ukrainę) w znacznym stopniu wpłynęły na bezpieczeństwo UE, a także rozwój stosunków między UE a krajami sąsiedzkimi. W szczególności przed Mołdawią (jak i Ukrainą) otwarta została perspektywa członkostwa w strukturach UE. W pracy autorka postawiła hipotezę badawczą, iż mimo przyznania Mołdawii statusu kraju kandydującego do UE, republika wciąż posiada znaczące problemy wewnętrzne, brak rozwiązania których może w dużym stopniu odroczyć w czasie rozpoczęcie negocjacji akcesyjnych lub wręcz zahamować unijno-mołdawską współpracę.

The European Union has a long history of relations with Africa and Africa has always been a strategic partner for the European Union. Today, however, the European Union’s relations with Africa are at a crossroads and the partnership needs to undergo a profound and rapid change. In order to properly investigate this research problem and to address its research questions concerning the future of the EU-Africa partnership, it is demonstrated that the time has come for change and redefinition of the partnership. Therefore, the overall aim of the article is to provide an insight into the EU’s new partnership with Africa, to explore its complex, fragmented nature and scope, actors, legal bases, constitutive elements and different ways both sides are going to present the new agreement to their respective constituencies. The way this research is pursued combines a number of methods. It involves textual analysis of primary sources – the instruments regulating the EU’s relations with Africa, secondary sources, documentary analysis as well as comparative, contextual and historical analysis. The complexities facing the EU and its African partners encourage curiosity and reflection about the new partnership. The article strongly emphasizes that the EU-Africa partnership does not stand still. It is a process of ever closer partnership. It has evolved from a relatively limited scale into a comprehensive system of normative instruments and institutions. And it has bifurcated into EU-ACP and EU-AU partnerships and today both partnerships are being re-negotiated. The likelihood of the negotiations being completed successfully, optimistically, by the end of 2020, remains open. It is our overall conclusion and prediction that the EU-Africa partnership will be enhanced and move a step closer to an integrated, comprehensive partnership, an effective framework for EU-AU relations.
Unia Europejska ma długą historię stosunków i strategicznego partnerstwa z Afryką. Dziś jednak stosunki Unii Europejskiej z Afryką są na rozdrożu, a ich partnerstwo musi ulec głębokiej i szybkiej transformacji. Aby właściwie zbadać ten problem badawczy i odpowiedzieć na pytania badawcze dotyczące przyszłości partnerstwa Unii Europejskiej z Afryką, artykuł dowodzi, że nadszedł czas na jego zmianę i redefinicję. Głównym celem tego artykułu jest identyfikacja nadrzędnych ram nowego partnerstwa UE z Afryką, analiza jego elementów konstytutywnych, złożonego charakteru i zakresu, aktorów, podstaw prawnych, i pozycji negocjacyjnych stron nowego partnerstwa. Badania prowadzono z wykorzystaniem wielu metod badawczych, przede wszystkim analizy tekstowej źródeł podstawowych – dokumentów regulujących stosunki UE z Afryką, literatury, analizy dokumentalnej, a także analizy porównawczej, kontekstualnej i historycznej. Trudności przed jakimi stoją negocjatorzy Unii Europejskiej i ich afrykańscy partnerzy, których oczekiwania są często dramatycznie rozbieżne, rodzą ciekawość i refleksję na temat nowego partnerstwa. Autorzy wychodzą z założenia, że partnerstwo Unii Europejskiej z Afryką jest procesem i nie stoi w miejscu. Jest to proces coraz ściślejszego związku, który stopniowo przekształcił się w kompleksowy system instrumentów i instytucji i podzielił się na dwa równoległe partnerstwa – partnerstwo Unii Europejskiej z państwami Afryki, Karaibów i Pacyfiku i partnerstwo Unii Europejskiej z Unią Afrykańską. Oba te partnerstwa są dzisiaj przedmiotem ponownych negocjacji, a prawdopodobieństwo pomyślnego zakończenia negocjacji do końca 2020 roku pozostaje zdaniem autorów pod znakiem zapytania. Niemniej jednak naszym ogólnym wnioskiem i prognozą jest, że partnerstwo Unii Europejskiej z Afryką zostanie wzmocnione i zbliży się o krok do zintegrowanego, kompleksowego partnerstwa i skutecznych ram dla stosunków Unii Europejskiej z Unią Afrykańską.
