    The aim of this article is to describe the genesis and activities of the Civic Council for Education project and to present it as an activity leading to the development and possible changes in the socialisation of Polish educational policy. The undertaken analysis concerns the reconstruction of knowledge of the society about the professional situation of teachers and their attitude towards current educational reality. The considerations were presented using critical discourse analysis.

    Pandemia COVID-19 wpłynęła na ograniczenie funkcjonowania większości ludzi do obszaru najbliższego sąsiedztwa. Stąd też społeczności lokalne stanęły przed wyzwaniem organizacji wzajemnego wsparcia i przepływu informacji w sytuacji kryzysowej. Celem opracowania jest identyfikacja głównych cech funkcjonowania mediów społecznościowych wrocławskich rad osiedli podczas trwania pandemii COVID-19. Analiza została przeprowadzona na podstawie najpopularniejszego w Polsce portalu społecznościowego – Facebooka. Badania polegające na analizie 46 profili wrocławskich rad osiedli umożliwiły m.in. identyfikację zmian czasowych w zakresie liczby oraz tematyki postów. Było to podstawą określenia najważniejszych prawidłowości w strategiach informowania mieszkańców o rozwoju sytuacji kryzysowej związanej z pandemią COVID-19, jak również ich reakcji na te działania.
    The COVID-19 pandemic limited the functioning of most people to the nearest area. Thus, local communities faced the challenge of organizing mutual support and information flow in a crisis situation. The aim of the study is to identify the basic features of the functioning of social media of Wroclaw neighbourhood councils during the COVID-19 pandemic. The analysis was carried out on the basis of the most popular social networking site in Poland – Facebook. Research based on 46 Facebook fan pages of Wrocław’s neighbourhood councils. Among others we identified the temporal changes in the number and subject of posts. This was the basis for determining the regularities in the strategies of informing inhabitants about the development of a crisis related to the COVID-19 pandemic, as well as their response to these actions.

    One of the main tasks of the Police is to prevent the committing of criminal offences. Crime prevention is the part of the Police’s activity which aims to reduce the number of crimes and offences committed through preventive and educational programs, aimed particularly at younger people. In the context of crime prevention in the United States of the1960s, the idea of community policing was born. It involves the close cooperation of the Police with members of the local community. Its development began in Poland in the early ‚90s, mainly due to the significant increase in crime, but was very slow. Therefore, compared to Western countries, the idea of community policing, in practical terms, is still in the early stages of development in our country. However, it is already possible to specify numerous examples of its actual occurrence. Community policing requires wise, consistent and constant repetition of actions so that it will have positive effects in the future.

    Opis:
    For several years, the number of municipal guards has been decreasing. Over one hundred units have been disbanded in the last five years, which is one-sixth of their total number. On the one hand, there are many opinions that the existing formula has been exhausted, with some calling for the liquidation of the institution. On the other, it is argued that the guards should perform a broader range of tasks and that municipal polices should be created. Against the backdrop of these extreme positions, the guards’ most important reform in years has been designed, aiming to prevent further reduction of their number. The article presents a multi-faceted issue of the functioning of the force, specifying the most important problems and challenges it is currently facing. The analysis indicates that socio-cultural changes at the local level confirm the functionality of the guards.  
    Od kilku lat liczba straży gminnych zmniejsza się. W ostatnich pięciu latach rozwiązano ponad sto jednostek, czyli jedną szóstą ich ogólnej liczby. Z jednej strony, nie brakuje opinii, że dotychczasowa formuła straży się wyczerpała, a w przestrzeni publicznej ponownie zaistniały postulaty likwidacji instytucji. Z drugiej, podnoszony jest postulat poszerzenia katalogu jej zadań i utworzenia policji municypalnych. W cieniu tych skrajnych stanowisk projektowana jest najważniejsza od lat reforma straży, która ma zapobiec dalszemu zmniejszaniu się ich liczby. W artykule przedstawiono wieloaspektową problematykę funkcjonowania straży, wskazując na najważniejsze stojące przed nią problemy i wyzwania. Przeprowadzona analiza wskazuje, że zachodzące na poziomie lokalnym zmiany społeczno-kulturowe potwierdzają funkcjonalność straży.

    Opis:
    The last elections in Poland have substantially changed the political discourse. The new government has started to implement numerous reforms. Many of them aroused great controversy, including the one introducing changes in the local government system. This discussion can be considered as an invitation to broader considerations on the future of local government in Poland. It contains statements of six sociologists who are professionally interested in local government issues. They were inspired by three questions (asked by the editors of the text) about: (i) the possible outcome of the reform of the territorial self-government (ii) the functioning of the territorial self-government (iii) the evaluation of the discussion on the announced changes. The answers to these questions were based on the research knowledge and research experiences of the respondents and are therefore more science-based that general opinions typical for a public discussion which often manifest the worldview (or political attitudes) of the debating parties.
    Ostatnie wybory w Polsce mocno zmieniły sytuację polityczną. Nowe władze przystąpiły do realizacji licznych reform. Wiele z nich wzbudziło duże kontrowersje. Dotyczy to także zapowiedzi związanych ze zmianami w systemie samorządu terytorialnego. Artykuł można potraktować jako zaproszenie do dyskusji na temat przyszłości samorządności terytorialnej w Polsce. Zawiera wypowiedzi sześciu socjologów zajmujących się problematyką samorządową. Były one inspirowane trzema pytaniami, które dotyczyły: (1) bilansu polskiej reformy samorządowej, (2) problemów funkcjonowania samorządów, (3) oceny przebiegu dyskusji poświęconej zapowiedzianym zmianom. Wypowiedzi (odpowiedzi na pytania) opierają się na kompetencjach badaczy i ich doświadczeniu badawczym, są zatem w większym stopniu odwzorowaniem wiedzy naukowej i doświadczeń badawczych niż opinii, czy światopoglądu, które właściwe są dyskursowi publicznemu.
