    W artykule przybliżono polskie reakcje na organizację wyborów do Parlamentu Europejskiego w 1979 roku. Skoncentrowano się na opiniach publicystów prasy polskiej, zwrócono także uwagę na reakcje Ministerstwa Spraw Wewnętrznych PRL na zapowiadany po 1975 roku proces unifikacji politycznej EWG. Przedstawiono również reakcje społeczeństw państw „dziewiątki” na niebagatelne wydarzenie, jakim były wybory do Parlamentu Europejskiego.
    The paper shows insight into the Polish response to the elections to the European Parliament held in 1979. It focuses on the opinions presented by journalists in the Polish press, and also highlights the response of the Ministry of the Interior of the Polish People’s Republic to the EEC’s political unification process announced after 1975. The paper also presents the response of the public in the EEC ‘nine’ to the important event that the elections to the European Parliament were.

    This article is both a thread and a complementation of the issues surrounding programmes of Aleksander Bregman entitled “Kaleidoscope”, broadcast in 1960–1966 by the Munich–based station of Radio Free Europe. The overall subject of the programmes, as well as the precise delineation of relations between politics and media and society have been undertaken in separate papers; however, the course and evaluation of the integration process of the old continent’s western part in Bregman’s commentaries, deserves an individual consideration. Several reasons dictate that it should be so. Primarily, the complexity of this subject matter should be emphasised. The author of “Kaleidoscope” perceived the unification of Western Europe in several aspects, therefore the structure of the text should incorporate, albeit setting it apart, Bregman’s personal and subjective impressions, associated with his stay in Brussels and the observation of Union institutions at work. These were delivered to the listeners in a series of special programmes in the shape of objective accounts, which explained formal decisions taken by governing bodies of individual states. At the time, Bregman lived in London, therefore the attitudes of the government and society of Great Britain occupied a particular place in his programmes, as did the assessment of the Whitehall’s standpoint and decisions among the member states.“Kaleidoscope” was typified by a tremendously broad thematic scope in terms of issues addressed by the author. One of the most important among those which interested him was the aforementioned issue of the run of integration processes in the early 1960s, with particular emphasis on the initial solicitation and accession talks of the Brits with the states of “the six”. This thread, being the chief subject of this paper, is nevertheless extended to include the standpoint of other member of the British Commonwealth on Britain’s attempts do join the Common Market. Also, the then situation within the Commonwealth as well as the further expediency of its existence has been analysed. The commentaries of A. Bregman concerning the general operation of the authorities in Brussels, have been discussed separately.

    The primary objective of this paper is to examine the response of the authorities of the Polish People’s Republic to the extending scope and range of European integration in 1961–1973. The following countries applied for EEC membership in this period: the United Kingdom, Ireland and Denmark. The analysis is conducted on the basis of press releases of the Polish Press Agency (PAP) as well as features published in newspapers and magazines (“Trybuna Ludu”, “Polityka”, “Nowe drogi”, “Ideologia i Polityka”), as well as academic periodicals (“Przegląd Międzynarodowy”, “Przegląd Zachodni”).

    The European Council has gradually evolved into a center of political decision making in the EEC/EU and its range of formal and informal powers continues to grow. The following political decisions and legal regulations marked a significant step in this process because it identified and acknowledged the European Council’s position and its leading role within the EEC/ EU. This article examines the sources and manifestations of the institutional changes within the European Council in the period 1961-1977. Its purpose is to analyze the factors which influence the creation and development of the European Council in light of political decisions, Treaty’s provisions and the practice of its activities. The issue discussed in the article is based on the assumption that the structural order is characterized by a significant asymmetry. The increasing interdependence in the relations between states, together with the need and the necessity of the idea of cooperation, has coincided with the process of change necessitated by the new functions of the European Council. This has significantly affected the pace of inter-institutional transformation. In defining the determinants affecting this transformation, the functionality of the system, as well as the limitations in terms of its ability should be emphasized.
    Rada Europejska stopniowo przekształciła się w ośrodek podejmowania decyzji politycznych EWG, później Unii Europejskiej. Jej zakres formalnych i nieformalnych uprawnień stale się zwiększał. Kolejne postanowienia polityczne i wprowadzane prawne regulacje wyznaczały znaczące etapy tego procesu, ponieważ określały jej rolę i wiodącą funkcję w EWG. Artykuł odnosi się do źródeł i przejawów dynamiki instytucjonalnej w procesie rozwoju Rady Europejskiej w okresie 1961-1977. Jego celem jest analiza czynników warunkujących powstanie i rozwój Rady Europejskiej w świetle przyjmowanych decyzji politycznych, a także praktyki jej działań. Przedstawione w artykule zagadnienie oparte zostało na założeniu, iż ład strukturalny cechuje znacząca asymetryczność. Narastanie współzależności w kształtowanych relacjach między państwami w sytuacji potrzeby i konieczności współpracy zbiega się z procesem zmian w odniesieniu do konieczności kształtowania nowych funkcji instytucji. To znacząco wpłynęło na dynamikę międzyinstytucjonalnych przekształceń. Określając determinanty wpływające na te przekształcenia podkreślić należy funkcjonalność systemu, a także jego ograniczenia.

    The fundamental objective of this paper is to present the response of the Polish People’s Government to the political and institutional changes the European Community implemented from 1981–1987. The paper analyzes secret coded messages and confidential notes sent by Polish diplomats in outposts in Brussels, Rome, Cologne and London, among others, to the 4th Department of the Polish Ministry of Foreign Affairs which was in charge of relations with West European countries. The paper also stresses the opinions of Polish journalists published in Trybuna Ludu, Życie Warszawy and Rzeczpospolita on the topic of transformations of the uniting West Europe.
    Zasadniczym celem artykułu było przedstawienie reakcji władzy ludowej w Polsce na zmiany polityczne i instytucjonalne wprowadzone we Wspólnotach Europejskich w latach 1981–1987. W artykule analizie poddano tajne szyfrogramy i poufne notatki wysyłane przez polskich dyplomatów na placówkach m.in. w Brukseli, Rzymie, Kolonii, Londynie do Departamentu IV Ministerstwa Spraw Zagranicznych Polskiej Rzeczpospolitej Ludowej odpowiedzialnego za kontakty z państwami zachodnioeuropejskmi. W publikacji uwypuklono również opinie publicystów prasy polskiej zamieszczone m.in. na łamach „Trybuny Ludu”, „Życia Warszawy”, „Rzeczpospolitej” o zmianach w jednoczącej się Europie Zachodniej.

    The article presents the issue of cross-border development from the perspective of integration of local and regional communities, using the example of the Carpathian Euroregion. The study presents the Euroregional cooperation, in which regional and local communities take part, as a special form of cross-border cooperation. Euroregional cooperation takes place within the Euroregion. The basis of the existence of Euroregions is supporting economic and tourist exchange, developing communication, cultural activities and jointly solving cross-border problems.
    Artykuł przedstawia zagadnienie rozwoju transgranicznego z perspektywy integracji społeczności lokalnych i regionalnych, na przykładzie Euroregionu Karpackiego. W opracowaniu ukazana została współpraca euroregionalna, w której biorą udział społeczności regionalne i lokalne, jako szczególna forma współpracy transgranicznej. Współpraca euroregionalna odbywa się w ramach euroregionu. Podstawą istnienia euroregionów jest wspieranie wymiany gospodarczej i turystycznej, rozwijanie komunikacji, działalność kulturowa oraz wspólne rozwiązywanie problemów transgranicznych.

    Inicjatywa „Jeden pas i jedna droga” (One Belt One Road – OBOR) Prezydenta Xi Jinpin jest istotnym instrumentem strategii mającej na celu utrzymanie kontroli wewnętrznej i stabilności politycznej oraz zdynamizować schorzałą chińską gospodarkę. Koncepcja OBOR jest ambitna, ale niejednoznaczna, zgodna z tradycyjną chińską zasadą “Ukryj nasze możliwości i daj nam czas”. W tym kontekście pojawia się pytanie czy ChRL jest gotowa na przestrzeganie prawa międzynarodowego i na bycie przewidywalnym i odpowiedzialnym partnerem politycznym i handlowym? Autor analizuje perspektywy i wyzwania chińskiej strategii i stara się dociec jakie są rzeczywiste cele tego projektu, który może przynieść potencjalne korzyści, ale także stanowić poważne zagrożenie dla jej azjatyckich sąsiadów i całej społeczności międzynarodowej.
    The launching of “One Belt, One Road” (OBOR) Initiative by president Xi Jinpin is an essential instrument of the Strategy aiming to maintain the internal control and political stability and dynamises an ailing Chinese economy. The concept of OBOR is ambitious but ambiguous, perfectly in line with traditional Chinese pattern: “Hide our capabilities and bide our time.” In this context, a question is posed: Is China ready to abide by international law and be a reliable political and trade partner? The author analyzes the prospects and challenges of the Chinese Strategy and try to identify what are the real objectives of this project which may bring potential benefits but also important risks for its Asian neighbors and the international community at large.
