The key issue of this article is inclusive education in connection with the formal and legal aspects of students’ safety when they are staying in educational institutions. In the first part, author describes the basic assumptions of the social model of education and it’s international conditions, also referring to solutions that have been recently implemented in the Polish education system. The second part indicates the problems that may be met by educational institutions and teachers trying to achieve a state of full inclusion. They relate to the school’s caring function in terms of security guarantees. The diversity of student population, especially wide range of educational needs may make it impossible for teachers to develop specific approach to individual pupil. It’s caused by formal items, largely determined by the financial situation of particular local government units.

This paper seeks to answer the question why Finland is considered to have one of the best education systems in the world. The author aims at providing a descriptive case study of Finland in comparison to the Polish educational system with some reference to other Western countries. The world first noticed Finland following the release of PISA results in 2001. Yet, PISA overview is just a starting point for this case study. The paper analyses different social, economic and political factors which, in the author’s opinion, contributed the most to the Finnish success in education. Major arguments for the Finnish success are preceded by an overview of educational reforms from the 1950s until the present. The author argues that the remarkably high social status of teachers, their autonomy and great qualifications,consistency in educational reforms which offer high quality, equity and decentralization are the primary reasons for Finland’s global success. All of the above achievements are compared to Poland’s current situation in education.

The article presents the history of the military higher education system, which is connected to the shaping of the Polish statehood as well as its present state. The structure of this type of education system was dependent on the e ectiveness of socio-economic, political and military activities of public authorities. However, it is only the November Uprising which is generally associated with the revolt of the o cers from the O cer Cadets School [Szkoła Podchorazych] in Warsaw. The changes which occur within the military education system on account of its adjustment to the requirements of the Act “Law on higher education” of 27 June 2005 are very positive. They accommodate military higher education institutions to the public system of higher education, they in uence the development and the quality of education in these institutions, they obliged them to implement the regulations arising from the National Quali cations Framework and to observe all the procedures arising from the legislations which are enacted in the domain of higher education by the competent public authorities.

Currently, recognition of the right of all people to education is considered completely natural. Since the mid-1990s, in the Czech Republic, the issue of educating people with multiple disabilities has been increasingly addressed. The main purpose of this study is to characterise the approach to education of persons with multiple disabilities in the Czech Republic. The article contains interpretations of the concept of multiple disabilities, both in the Czech literature and in international literature, with particular emphasis on the Czech approach.

Over the last two decades, the labor market in Poland has undergone enormous transformations. Well-educated engineers and MAs with hands-on experience are in considerably greater demand than in the past, but we should not ignore the considerable portion of the Polish economy which continues to need, and in some sectors is even increasing its demand for ‘classical’, technical professions that require a practical vocational education. The Polish education system is frequently accused of producing the unemployed, and it is not fully prepared to provide well-prepared workers to the domestic economy. The problem, however, is not the lack of educated people but the type and level of education, which is not always suited to its needs. To a great extent, this is related to the decisions made by young people when choosing an over-ambitious educational path.
Rynek pracy w Polsce przez ostatnie dwie dekady uległ niesamowitemu przeobrażeniu. W dużo większej mierze niż kiedyś, potrzebne są dzisiaj kadry dobrze wykształconych i przygotowanych praktycznie inżynierów, czy magistrów, jednak nie należy zapominać o sporej części gospodarki, która wciąż potrzebuje, a w niektórych sektorach nawet zwiększa zapotrzebowanie na zawody „klasyczne”, techniczne, do których niezbędna jest praktyczna nauka zawodu. Polski system edukacji, któremu często zarzuca się, że kształci osoby bezrobotne, nie jest w pełni przygotowany do dostarczania rodzimej gospodarce należycie przygotowanej kadry pracowników. Jednak problem polega nie na tym, że brakuje ludzi wykształconych, ale na tym, że rodzaj, a także poziom wykształcenia nie zawsze są adekwatne do potrzeb. Związane jest to w dużej mierze z wyborami podejmowanymi przez młodych ludzi na etapie wyboru ścieżki edukacyjnej, które to wybory wynikają często z „zawyżonych aspiracji”.

The text brings closer the career (vocational) guidance issues in the context of the vocational education specificity. Liquid modernity, with multidirectional changes occurring at a great speed, and growing requirements of the competitive labour market have become fertile soil for the growth of all sorts of guidance services, i.e. activities that concern the entire human life and treat individuals in a holistic way. Being one of them, the career guidance has travelled a long way undergoing a paradigmatic change of its objectives and tasks and of other aspects, i.e. how a relation with a client starts or what methods are applied. Vocational school students are one of those groups where career structuring is in demand. Being a weak link in Poland’s education system before the economic and political system transformations of 1989, after this date the group actually has started drifting, losing to the growing educational aspirations and the boom of secondary education that opened the door to increasingly popular higher education. Current efforts to restore vocational education need to be coupled with career guidance services that are provided professionally to the present and future vocational school students. Assumptions of these career guidance activities do not seem to differ basically from the general assumptions applied in the holistic guidance, which does not mean that a search for methods suited to this group of young people should be discontinued.

The countries situated on the west coast of the Persian Gulf base their economies on the export of oil, which inevitably opened them up to processes inherent in global relations. This led the Arab states of the Persian Gulf in the last 30 years of the 20th century to enrichment and increased their economic significance. Over time, growing fluctuations in oil prices enforced not only a process of diversification into their economic model through an extension of the service sector, but also brought in a work force from other countries. This changed ethnic relations in the region. New inhabitants, who are mainly from western countries, have brought with them not only their cultural values, but their education system as well. Gulf Cooperation Council countries have recognized mass immigration as temporary phenomenon. They have plans to educate the local work force and end migration, based on the experience of outside models. These plans have gone wrong owing to cultural limitations. Modern education has had an influence on the attitudes and expectations of the local youth, pushing them in the direction of westernisation. In response to this process, its opponents have supported Islamic projects. Persian Gulf countries have modernised their economies, but at the cost of globalization and the disintegration of the local society. The positive aspect of this process, which can be a good example for other countries in the Middle East, has been the creation of the nation.

This article is an attempt to present the good practices of intercultural education. By the introducing into the main problems, the author presents the education rules of foreigners in the Polish education system, indicating the most important aspects of Polish law regulations. Then defines the one of the most important concepts of intercultural education and multicultural education, discussing its main goals and tasks. The crucial question raised in the text is the role of the school in the intercultural education and shaping of intercultural competence in education among pupils by the teacher. At this point, the author attempts to answer the question whether and how Polish schools and teachers are prepared to accept foreign children? And what is the role of the teacher in intercultural education? In the second part of the text, they presented good practices of intercultural education as an example the Social Secondary School No. 20 “Raszyńska” in Warsaw.

The Arab education system in Israel together with the ethics and legal regulations are found to indicate reports of maltreated and sexually abused children. The problem of viewed in this paper is connected with the reporting of children who had experienced maltreatment and sexual abuse. The article aspires to present the work and dilemmas of art therapists using arts therapy when working within educational and therapeutic frameworks in Israeli Arab society. Today, the field of arts therapy in the Arab society is in its initial stages in contrast to the seniority this field has gained in the Jewish society and more traditional therapies such as psychology and psychotherapy. In the Arab society, mental therapy is uncommon. The field of therapy as a whole is undeveloped and conducted secretly largely due to shame, stigma and prejudices associating mental therapy with mental illnesses or disorders (Masarwa & Bruno, 2018). Until recently, arts therapy has not been practiced at all in Israeli in the Arab society. In comparison to psychological treatment, arts therapy carries an extra value because of its non-verbal work methodology, and enables can the client to make projection and reduction of social and personal objections in face of the therapeutic process. In recent years, implementation of this field of knowledge has gained momentum in therapeutic frameworks in general and at schools in particular, slowly becoming an integral part of the education system. However, this field is still in its early stages and it is oriented towards special education students and those with special needs (Nachum, 2007; Moriah, 2000).

The subject matter of this article was the right to education with a particular regard to the rights of the child being a pupil and his/her right to personal treatment in the teaching and the whole educational process, the right to the open and motivated assessment of the progress in learning, the right to impact the school life via local government activities, as well as the right to the freedom of conscience and religion, and the right to recognise and preserve the national identity in the teaching process. The issue of pupil’s responsibilities, and in particular compulsory schooling and compulsory education, have also been raised. The article defi ned the right to education and placed it among other acts of international law – the Universal Declaration of Human Rights, the International Covenant on Economic, Social and Cultural Rights, the Convention for the Protection of Human Rights and Fundamental Freedoms, the Declaration of the Rights of the Child, as well as the Convention on the Rights of the Child, known as the World Constitution of the Rights of the Child. In addition to the nature of the right to education, the subject matter of the consideration was also the principles and guarantees of its implementation, contained in the Basic Law. Their analysis led to the conclusion about the limited nature of the right of parents to bring up the child according to their own convictions, the implementation of which should be compatible with the welfare of the child and the constitutionally guaranteed right to receive education. An analysis of the regulations applicable in the prescribed scope statutory, and in particular in terms of universal and equal access to education have also been discussed. The refl ections presented in the article have been enriched with case law examples and judgments delivered by the European Court of Human Rights in Strasbourg, the Supreme Court, and the Common Courts. The analysis of the existing legal references, the doctrine, and the case law has allowed to reach a conclusion on the fundamental nature of the right to education, the implementation of which conditions the development of an individual and the full use of its rights.

This article offers an authorial idea of curriculum contents integration thanks to implementation of phenomenon-based learning method, philosophy as a school subject, and design thinking. Author believes that teaching contents and school subjects need to be integrated in order to comprehensively discuss modern phenomena in lessons. The manuscript presents briefly each component: Finnish phenomenon-based learning method and its circumstances of implementation, design thinking and an example of its application to education, as well as philosophy as a school subject to teach thinking and as a supplement for phenomenonbased learning method. The article attempts to prove that these components have certain objectives and characteristics in common and they complete one another providing new quality of teaching. This proposal is specifically designed for Polish education system having in consideration its obstacles and opportunities. Nevertheless, this idea might act also as an inspiration for other countries because it is meant to be universal.
