This paper presents the attitude of the European Parliament to those issues that fall within the scope of interest of the Eastern Partnership. In the analysis of this attitude, the author stresses the significant role the EP has played in developing EU Eastern policy, in particular as concerns the promotion of democratic ideas and values within the scope of this policy. It should be emphasised that the EP is exceptionally interested in the advancement of democracy in East European partner countries, whose geopolitical significance the EP appreciates, frequently calling for the tightening of relations with these countries, and even opening European prospects to them. The deepening of cooperation between the EU and East European countries is conditioned by the EP by their adoption of what is called European values (i.e. democracy, rule of law, protection of human rights, etc.). Acting as the ‘guard of democracy,’ the EP is an institution of political influence which allows it to shape Eastern policy in ways that go beyond the formal rights vested in it by the treaties.

Jews from Central-Eastern Europe play a significant role in the formation of individual and social self-awareness in the Jewish world. It seems that in the Jewish world there exists a polarised approach to the Jews from this part of the world. On the one hand, there is pride, on the other, prejudice verging on shame. Some Jews have identified themselves with the group, others did the opposite, denied having anything to do with them. The most important question of our analyses is: what is the role of Eastern European Jews in building Jewish collective identity? Byron Sherwin, an American Jew, is an example of a great fascination with the Yiddish civilisation. Not only does he recognize and appreciate the spiritual legacy of Jews in Poland for other Jews around the world, but also accords this legacy a pre-eminent status in the collective Jewish identity. At the same time, he is conscious of the fact that not all Jews, if only in the United States, share his view. It is an upshot of the deep prejudice towards the life in the European Diaspora, which has been in evidence for some time. The same applies to the Jews in Israel. The new generations see the spiritual and cultural achievements of the Eastern European Jews as a legacy that should be learned and developed. This engenders hope that the legacy of the Jews of Eastern Europe will be preserved and will become a foundation of identity for future generations.

The aim of this Special Issue of Central European Political Studies is to bring media scholars together and to reflect on the current trends in political journalism in our region. The focus of the articles is trained on the discovery of the shifts and continuities in journalistic practises 25 years after the collapse of the communist regimes. Some of the findings and conclusions presented in the volume come from studies conducted within the framework of international comparative research projects such as Worlds of Journalism, Journalistic Role Performance Around the Globe, or Media Accountability and Transparency in Europe (MediaAcT). The others come from single, national empirical studies or analyses on the media systems conducted in the Central and Eastern countries.

The present paper constitutes a brief analysis of the EU’s policy towards its eastern neighbors. The paper outlines the condition of the EU (crises the Union is struggling with). Next, the situation of countries in the eastern neighborhood was presented in light of the Eastern Partnership policy. Particular emphasis was placed upon the Ukrainian crisis. The crisis, a de facto, armed conflict between Russia and Ukraine, has resulted not only in a geopolitical change in Eastern Europe, but also exerted impact upon conditions the EU’s eastern policy is realized in. In other words, Russia’s aggression on Ukraine placed the EU in a precarious position forcing the Union to change its policy towards Russia. The Eastern Partnership project constitutes a long-term policy, and ought to be perceived assuch. The fact that within the EU itself there exist forces which are against, neutral, and supporting of the EU’s eastern policy, including the Eastern Partnership, is noteworthy.
Niniejszy artykuł – w sposób bardzo skrótowy – analizuje politykę Unii Europejskiej wobec wschodnich sąsiadów. W pierwszej kolejności ukazano sytuację UE (kryzysy, z jakimi boryka się Wspólnota), a następnie zaprezentowano sytuację państw wschodniego sąsiedztwa (przez pryzmat polityki Partnerstwa Wschodniego), z położeniem nacisku na tzw. kryzys ukraiński. Kryzys ukraiński, de facto trwający konflikt zbrojny Rosji z Ukrainą, powoduje, że zmianie uległa nie tylko sytuacja geopolityczna Europy Wschodniej, ale również warunki, w jakich realizowana jest polityka wschodnia Unii Europejskiej. Inaczej mówiąc, agresja Rosji na Ukrainę spowodowała, że UE znalazła się w bardzo trudnej  sytuacji i zmuszona została do zmiany swej polityki względem Rosji. Projekt Partnerstwa Wschodniego Unii Europejskiej jest projektem długoterminowym i w takich kategoriach powinien być postrzegany. Należy również pamiętać, że wśród państw członkowskich Unii Europejskiej występują państwa przeciwne, obojętne lub sojusznicze w odniesieniu do polityki wschodniej Unii Europejskiej, w tym do inicjatywy Partnerstwa Wschodniego.

The modification process of the European Union’s institutional order appears to be permanent. One of the elements of this tendency is the position of the European Council, which is especially interesting in the field of stimulating external EU activities. The aim of this analysis is to explore the EC’s engagement in initiating foreign relations, taking the eastern neighborhood as an example. The paper reviews the European Council’s meetings in the period of 2008–2016, concluding that the EC actively responded to external challenges and created a political impetus for the actions of other institutions. The internal debate initiated by the member states from Central and Eastern Europe resulted in the formulation of the Eastern Partnership initiative that the European Council approved and adopted, giving it a political impetus within the European Union. This caused a specific reaction in the neighborhood. The process of association of some eastern partners was accompanied by the need to deal with the challenging response from Russia, which resorted, among other things, to military measures. The European Council’s involvement in external actions in the East became a self-deepening process with a changing profile and priorities.

Practicaly until today there haven’t appeared objectiv scientific works concerning begining and evolution of the byzantine monarchy. Christian Church after 300 years of awful persecutions came out of the underground and had to find itself in the new reality, had to decide whether reconcile and cooperate with the society, or isolate from the fallen world, as had done sects, and save chosen. Church chose the first option and took responsibility for the salvation of the world. In reality the emperor, the recent persecutor of the Church, must have persuaded christians, that he himself was not only their friend but good-doer also. Therefore in the 4th century beside the Church of the eschatological character appeared a new power of a temporary character. History of the Eastern Roman Empire is also the history of the relationship between Church and the empire focused on the earthly dimension of its mission. The very symbol of this relationship was famous byzantine eagle as a representation of one body and two different ideological trends. However those relations had not always been ideal, more or less those two bodies existed through the period of 1100 years on the principle of symphonia-agreement. After the fall of the Eastern Roman Empire, Church by the will of God survived in order to continue its mission of salvation of the fallen world.

This paper aims at offering insight into the contemporary migration of Romanians towards Serbia, starting with the interwar period, continuing with the communist rule and focusing on the period after the fall of the Romanian communist regime, in 1989. What this study does is delimit the stages of the Romanian migration to Serbia, identify the social categories taking part in these migratory processes, the preferred regions for settling in Serbia, as well as the reasons behind people’s decision to leave the country. I also show how the Romanian emigrants relate to the Romanian autochthonous communities in Serbia (the Vlachs of Eastern Serbia and the Romanians of Vojvodina), in which they usually settle.After presenting the theoretical background relating to ethnic migrations, I introduce a new theoretical concept, reverse ethnic migration, which best fits the situation of contemporary Romanian migrants to Serbia. These migrations take place from a majority (Romanians in Romania) towards a national minority (Romanians or Vlachs in Serbia), thus in an „opposite” direction. The migrations are not state supported and they are individual in most of the cases. I argue that the interwar migrations were state planned, being the result of the Yugoslav-Romanian School Convention from 1933; those taking place during communism were triggered, in many instances, by political reasons; while the post-communist migration was labour oriented.

The study is set up to examine Hausa terms and concepts used over the Nigeria electronic media. Specifically the study analyses the use of Hausa in the eastern Hausa dialect area where we sample Kaduna and Kano States in Nigeria. Through various instruments of research, the study comes up with various performances of the Hausa Broadcasters in terms of IOVs, IOAs, IOCs, and IOIs. The study identifies that there are various degrees of variations among Hausa Broadcasters in the use of terms and concepts in the electronic media in the eastern Hausa dialect area. These variations are observed at different levels i.e. among Hausa Broadcasters in the same electronic media within the same dialect area and across electronic media. These variations occasion various degrees of performances among Hausa Broadcasters in terms of IOAs. The study further identifies various degrees of performances in terms of IOCs, which result in various degrees of performances in terms of IOIs. The performances of the Hausa Broadcasters result in confusions and "breakdown of communication" as reported by Hausa listeners. These variations and inconsistencies in the use of Hausa terms and concepts over the electronic media are tied up to various factors. The lack of a language monitoring body saddled with the responsibility of supervising Hausa language development in the media may be the cause of such discrepancies in the use of terms of concepts over the electronic media in the eastern Hausa dialect area.

The study presents selected aspects of the pastoral and writing output of Metropolitan Andrey Sheptytsky. Obviously, they do not encompass or exhaust the complete range of his activity and genuine achievements during his ministry in the Greek Catholic Church. But it was not the purpose of this study to list all the accomplishments or to emphasize the general effect of the works of this outstanding hierarch of the Church. The overriding reason for bringing out Sheptytsky’s profile was the attempt to show him against the background of his epoch and its specific historical-religious circumstances, in order to draw attention to his stance as a person and Church hierarch in the context of essential historical challenges. The following issues are tackled: Sheptytsky’s impact on the shaping of organizational and spiritual matters of his Church, his initiation of the movement of renewal of the Eastern rite in the Eastern Catholic Church, his openness to cooperation and strengthening relations within the Christian communities. Last but not least, the author wished to accentuate the personal authenticity of the Metropolitan, who has not always been assessed in a reliable and objective way.

The studied documents of the registry are linked by the time and place of origin as well as the person of the priest Celestyn Zaręba Cielecki – a parish-priest in Myślibórz who signed almost all documents from the discussed period. Nevertheless, on the basis of linguistic and graphical analysis, it has been established that the documents were drafted by as many as 13 different writers. The aim of the article is to present the non-normative features and to try to answer the question whether – on the basis of the linguistic features of the documents – we can determine the place of origin of the writers. Were they the persons representing local dialectic features, i.e., of the eastern Great Poland (Wielkopolska), or they came from other regions?

The article focuses on the survey of Jan Grzegorzewski’s Karaite-related materials kept in the archive of the Polish Academy of Sciences in Kraków. The article also analyzes the biography and contribution to the field of Karaite studies of Jan Grzegorzewski (1846/9-1922), one of the earliest students of the Karaim language in Europe. Quite an eccentric person, Grzegorzewski was at the same time traveller, litterateur, Slavicist, and Orientalist. Although some academicians (e.g. T. Kowalski) have expressed their scepticism about Grzegorzewski’s scholarly activity, there is no doubt that his Karaitica articles remain highly significant contribution to the field of the history of the Karaim language and folklore. Jan Grzegorzewski’s archival collection contains varied materials such as ethnographic and linguistic data, fairy-tales, proverbs, poetry, letters, drafts of articles, statistics, and official documents. Some interesting documents from Grzegorzewski’s collection are published as appendices at the end of the article.

1989 was a turning point in the socio-economic development in the former Eastern bloc, initiating a systemic transformation that affected the society at large. It also contributed to the crystallisation of certain cultural landscapes, hitherto largely illegible due to the inhibition of spatial processes encountered during socialism. In Poland, after a quarter-century of a free market economy, the focus on social problems began to expand to the spatial realm as well. It became apparent that the progressive social polarisation that followed was most prominent in environments striated by a particular landscape type – the former State Agricultural Farm (PGR). Considering PGRs as ‘the epitome of rurality’ subject to ideas informing about the direction of contemporary ‘rural development’ prompts a different way of looking at the problem. In this paper, we investigate the concept of rurality in the discursive tenor of implemented policy and contrast it with contextualised empirical examples. Our findings suggest that an efficient policy should be confronted with the expectations of residents at the local level, and introducing top-down actions usually ends in failure as in the case of post-PGR estates.

The article discusses Marci Shore’s social and historical thought, as presented in her books: Caviar and Ashes: A Warsaw Generation’s Life and Death in Marxism, 1918-1968 (2006), The Taste of Ashes (2013), and her essays recently published in Polish translation. The author follows the American historian, presenting her concept of modernity, but focuses on the main theme of her research: the contribution of Jewish writers, poets, artists, and intellectuals to the creation of Marxism. The author acknowledges the great value of Marci Shore’s writings, but argues that her panorama of the 20th century would be fuller if her discussion included a reflection on the religious attitude of many Jewish thinkers to Marxism and the USSR. This topic was discussed by Nikolai Berdyaev and Polish thinkers who published in pre-war social journals.

Paul Evdokimov (1901-1970) is one of the most important contemporary Orthodox theologians. His works feature very important, inspiring and prophetic anthropological intuitions. His anthropology is built around the following concepts: imago Dei, body-soul-spirit, biblical heart, person, theandrism, love and freedom. Man as a human person fulfills himself in freedom through the recognized and accepted gift of iconicity. The perfect Image is the incarnate Son. Believers in Jesus Christ participate in a real manner in His sonship and freedom that is realized through love.
