The paper attempts to indicate the variables that define the framework of EU policy towards Egypt in 2012–2014, and to analyse the scope of the new approach to mutual relations in terms of politics. Particular attention is given to the mechanism of various instruments applied by different EU policies and their implementation in the context of political developments in Egypt. These considerations allow the author to draw conclusions on the future possibilities for the European Union to continue its activities within the framework of cooperation in Egypt, taking into consideration the necessity to agree on common interests and to implement an adopted stand- point.

Opis:
The Baba Ali skarn deposit, situated 39 km to the northwest of Hamadan (Iran), is the result of a syenitic pluton that intruded and metamorphosed the diorite host rock. Rare earth element (REE) values in the quartz syenite and diorite range between 35.4 and 560 ppm. Although the distribution pattern of REEs is more and less flat and smooth, light REEs (LREEs) in general show higher concentrations than heavy REEs (HREEs) in different lithounits. The skarn zone reveals the highest REE-enriched pattern, while the ore zone shows the maximum depletion pattern. A comparison of the concentration variations of LREEs (La–Nd), middle REEs (MREEs; Sm–Ho) and HREEs (Er–Lu) of the ore zone samples to the other zones elucidates two important points for the distribution of REEs: 1) the distribution patterns of LREEs and MREEs show a distinct depletion in the ore zone while representing a great enrichment in the skarn facies neighbouring the ore body border and decreasing towards the altered diorite host rock; 2) HREEs show the same pattern, but in the exoskarn do not reveal any distinct increase as observed for LREEs and MREEs. The ratio of La/Y in the Baba Ali skarn ranges from 0.37 to 2.89. The ore zone has the highest La/Y ratio. In this regard the skarn zones exhibit two distinctive portions: 1) one that has La/Y >1 beingadjacent to the ore body and; 2) another one with La/Y < 1 neighbouring altered diorite. Accordingly, the Baba Ali profile, from the quartz syenite to the middle part of the exoskarn, demonstrates chiefly alkaline conditions of formation, with a gradual change to acidic towards the altered diorite host rocks. Utilising three parameters, Ce/Ce*, Eu/Eu* and (Pr/Yb)n, in different minerals implies that the hydrothermal fluids responsible for epidote and garnet were mostly of magmatic origin and for magnetite, actinolite and phlogopite these were of magmatic origin with low REE concentration or meteoric water involved.

The liability of Member States for damages caused by the issuance of a judicial decision in breach of EU law has been shaped in the jurisprudence of the CJEU, as a mechanism to ensure effective legal protection of EU citizens. Its primary purpose is to ensure that in a situation where a court of a Member State causes damage to a citizen by violating EU laws by its ruling, the citizen has a legal remedy to obtain compensation for such a violation. Based on the principle of procedural autonomy of the Member States, such claims can be asserted on the grounds of national procedural rules under the substantive legal grounds laid down by the CJEU in its case law.Research conducted by the authors of the article indicates that despite more than 18 years of Poland’s presence in the European Union, it is extremely difficult to find rulings on liability for damages for breach of EU law by Polish courts. It seems that such a state of affairs may be caused by ambiguities and interpretative doubts that arise on the grounds of Polish procedure in the case of claims for damages for breach of EU law by the courts. Both in the doctrine and case law there are far-reaching divergences as to whether the pre-judgment provided for in the Polish Civil Code should apply to claims for breach of EU law, and if so, when it should be applied. These doubts are reflected in the scant judicial case law on the issue in question. It seems that the indicated procedural doubts and lack of clarity as to the proper procedure in pursuing such claims may deter parties from more frequent initiation of proceedings to obtain compensation for breach of EU law by a national courts in the Polish context.

Multilingualism is a constitutional principle of European Union law. This principle is manifested in the recognition of the equality of all the official languages and Member States. At the beginning of the 1950s, the European Community addressed linguistic equality issues by providing multilingualism protocols and Regulation 1/58. Access for citizens to legislation in every official language of the European Union is a phenomenon on an international scale. The institutions of the European Union establish their own language regimes and apply various practices adapted to the specifics of the functions they perform. The purpose of this article is to analyze and assess the impact of multilingualism as a constitutional principle of European Law.

In this article we examine the notion of ‘harmonisation’ in its interplay with the application of provisions on the free movement of goods. Due to the introduction of the European unitary patent protection system, we are witnessing the first cases of adopting enhanced cooperation in the internal market. This fact raises new, systemic questions concerning the concept of ‘harmonisation’ in European Union law. Are only legal, substantive aspects covered by its definition or should the territorial range of a legal act be taken into account? If yes – to what extent? Since the adoption of enhanced cooperation covers the field of intellectual property rights, the above questions concern the relationship between exercising those rights on the one hand and the principle of free movement on the other. A closer look at this matter leads to the conclusion that the unitary patent might not provide the solution to one of the problems that created for. More generally, in this article we conclude that when defining the concept of ‘harmonisation’, one should take its territorial scope into account narrowly, so as not to infringe the principles of EU law.

This paper explores the role played by the EU in addressing the crisis in Mali. The analysis briefly covers the causes and the outbreak of the crisis, the Frenchled intervention and the role of regional organisations and the UN’s response. The aim is to explore the evolution and humanitarian consequences of the Malian crisis with particular concern for the role played by the EU. The paper concludes with a brief analysis of the limitations of the EU’s Common Security and Defence Policy and the lack of political will to generate a concrete fast response as in the case of Mali.

The issue of access to information and documents concerning the functioning of European Union institutions is extensive and complex. It encompasses all activities to promote or pro- vide citizens with information on the operation of European Union institutions, and in particu- lar the access to European Union materials, which is regulated by numerous separate provisions. The most important ones involve the principles behind the publishing of EU mate- rials and legal regulations on access to documents that have not been published and those sent to the archives. Consequently, there are separate regulations on information policy and the right to access documents. The author counterpoints the legal foundations for access to EU documents with the practical execution of this right and fulfillment of the provisions of EU in- formation policy.

The paper aims to present the global determinants of the increased competitiveness of the European Union in the 21st century. Its detailed purpose was to determine the position of the European Union vis-à-vis the USA and Japan, to indicate the role of innovation and employment in the increased competitiveness of the EU, the position of the Common Agricultural Policy under the circumstances of increased competition, the increased importance of ser- vices, the position of the European Union as compared to the competitiveness of BRIC, and how the EU functions within WTO principles. The analysis of these research issues indicates that the European Union is facing a number of significant challenges in the early 21st century. Those related to the prices of goods and resources are particularly worth pointing out. They are closely, mutually related and concern political issues in the field of financial markets, de- velopment, trade, industry and external relations.

The aim of this article is to show that the activities of the European Space Agency contribute significantly to the security of the European Union. What was required to develop space potential and to start using it for security purposes was the political and programmatic evolution of both organizations. The original objectives for which the European Space Agency was established were not related to security. Before the ESA became an organization with important implications for the security of the EU, it was an intergovernmental organization exclusively dedicated to the exploration and exploitation of space for peaceful purposes. The paper assumes that in order for this evolution to be possible, both the ESA and the EU had to find and/or develop common platforms and forms of possible cooperation. The paper identifies the most important reasons for and stages of this evolution, as expressed in program documentation. As this process is not yet complete, the remaining obstacles to the optimal use of the potential of both organizations to strengthen the security of the European Union are identified. The paper was created on the basis of the descriptive method, analysis of the content of documents and synthesis.

The surge of diversified forms of regionalism and regional integration within the past few decades has stimulated the reappraisal of the conceptual tools traditionally designed to bench-mark and monitor region-building processes across the world. More recently, the Brexit negotiations have become a reminder that the EU remains an unfolding experience. This article argues that the study of African regionalisms constitutes a timely invitation to revisit the experience of the EU and its contribution to the world of regionalisms. After a brief survey of the classic definition of the region, we will discuss the ongoing relevance of European integration and the implications of the analytical distinction between regionalism, regionalisation and regional integration, before drawing from the study of Africa five threads which set the basis for a comparative study of regions and regionalisms beyond the classic emphasis on the EU or the world of regions.

The purpose of this paper is to present background information about Syrian refugee mental health who arrived at Europe Union countries between 2015-2018 and provide statistics about prevalence to some mental health related issues. As well as illustrating the challenges and barrier to provide effective Syrian refugee mental health services. In addition, this paper presents some European countries experience in intervention program to improve mental health among Syrian refugee with providing examples about German and Jordan. This paper provided examples about some wide used programs in EU and middle East Countries that used to deal with refugee mental health issues such as STRENGTH program, PM+ and MHGAP. Many recommendations were suggested with focus on providing culture and language sensitive psychotherapy for refugee in EU countries.

The present paper analyses the scope of protection of EU citizens against expulsion under Directive 2004/38/EC and in the case-law of the Court of Justice of the Eu-ropean Union. According to the provision of this Directive, an EU citizen threatened with expulsion must have access to relevant documents and accessible information on the legal procedures to be followed in his/her case. Even if the government claims that national security interests keep courts from disclosing the evidence to the EU citizen, it is obliged to submit any material or evidence capable of corroborating that the interests of national security or public order are at stake. The CJEU requires that the evidence has to be scrutinised by the adversarial proceedings. In particular, the EU citizen must be informed, in any event, of the essence of the grounds on which an expulsion decision is based, as the necessary protection of State security cannot have the effect of denying the person concerned of his/her right to be heard.
