The article gives an insight into the meaning of the term “normal family” and the potential implications of its use. The modernist and the postmodernist approaches presented are supposed to contribute to a reflection on the current usefulness of this term, i.e. to what extent it describes the family and work with it. The use of the terms: norm and normal is mistaken for objectivism and neutrality. It is therefore worth considering in the context of narration about the family terms such as: healthy, functional, successful, adapting, and when using the term norm or standard, to add criteria of its description. The article first presents selected definitions of norms, then the approaches to the normal family, and the resultant conclusions. Further on the article indicates the results of preliminary analyses of statements made by students, showing their ways of defining the notion of a “normal family”. Subsequently a summary is made from the perspective of both modernism and postmodernism.

In the Polish People’s Republic (1944–1989), a number of organisational and ideological changes were made in the social welfare sector: most of the ways of organising help that were tested during the interwar period were replaced with new concepts, often with sad consequences for those in need. This article presents the changes that took place in the Polish social security sector in the decades after World War II. Subsequent attempts to reform the social welfare system have been shown with the use of archival materials, other historical sources and literature on the subject.

The European Union has identified education in Central Asia as a key area of cooperation. However, the EU’s engagement in this area, which has faced considerable difficulties since the fall of the Soviet Union, has so far not had the desired impact. Based on a case study of Uzbekistan, I argue in this article that the EU should revise its strategy by adopting a more targeted approach, consistent with the longer-term funding it is able to commit to Central Asia and better tailored to the local social context through strong engagement with local stakeholders. Instead of imposing broad concepts designed in Brussels – which have generally not been fully accepted or implemented by local political authorities – this new approach would involve setting up specific projects with local input, such as the opening of campuses of European universities, providing financial and logistical support for school infrastructure, and increasing the involvement of potential employers. With local ownership, EU education assistance will allow a new generation in Uzbekistan to breathe life into long-term reforms by drawing on the European concepts of their instruction, rather than viewing them as imposed from outside.

Opis:
Supporting democracy or, in other words, a special kind of foreign aid aiming to promote democratic ideas and attitudes, has been the domain of western democracies. Therefore, the studies on aiding democracy have typically focused on the programs of international organizations, governmental and non governmental organizations and foundations from the United States and Western Europe. Recently, the circle of benefactors widened to include also the young democracies from Central and Eastern Europe – Poland, the Czech Republic, Slovakia and Hungary – the former recipients of a similar support. The case study of Polish involvement in Ukraine and Belarus allows the author of this paper to analyze the activities of Polish NGOs aiming to support democracy in partner countries from 1990 to 2015. The objective is to examine the reasons for Polish NGOs involvement in supporting democracy, the methods applied to promote democratic ideas and attitudes and the nature of collaboration with civilsocieties of partner countries.
Wspieranie demokracji, czyli szczególny rodzaj pomocy zagranicznej mający na celu promowanie idei i postaw demokratycznych, było dotychczas domeną demokracji zachodnich. Dlatego badania w dziedzinie wspierania demokracji zazwyczaj koncentrowały się na programach prowadzonych przez międzynarodowe organizacje, bądź rządowe i pozarządowe organizacje, fundacje ze Stanów Zjednoczonych, jak również z Europy Zachodniej. Jednakże niedawno do grona darczyńców dołączyły również młode demokracje z Europy Środkowo-Wschodniej takie jak Polska, Czechy, Słowacja bądź Węgry, które same tak niedawno były odbiorcami tego typu pomocy. Biorąc jako studium przypadku działania Polski na Ukrainie i Białorusi niniejszy artykuł analizuje działania polskich organizacji pozarządowych na rzecz wspierania demokracji w krajach partnerskich w latach 1990–2015. Celem badań było zbadanie przyczyn zaangażowania się polskich organizacji pozarządowych we wspieranie demokracji, metod promowania idei i postaw demokratycznych oraz charakteru współpracy ze społecznością obywatelską z krajów partnerskich.

The subject of the study is an analysis of the regulations of the Act of 5 August 2015 on Free Legal Assistance and Legal Education with a purpose of evaluating if free of charge legal assistance can be considered to constitute an instrument of social security. The rules of providing free legal assistance, including the scope of this assistance and persons entitled to receive it, as well as the organisational and financing solutions are presented and compared with the regulations of the procedural law on the exemption from court fees and state-funded legal aid fees. The term ‘social security’ is also discussed and analysed and against its background the regulations of the Act of 5 August 2015 are analysed.
Przedmiotem opracowania jest analiza przepisów ustawy z 5 sierpnia 2015 r. o nieodpłatnej pomocy prawnej oraz edukacji prawnej i ocena, a celem analizy jest określenie, w jakim stopniu nieodpłatna pomoc prawna może być uznana za instrument zabezpieczenia społecznego. Autor przedstawia zasady udzielania nieodpłatnej pomocy prawnej, w tym zakres przedmiotowy tej pomocy oraz krąg osób uprawnionych do jej otrzymania, a także rozwiązania organizacyjno-finansowe i porównuje je z regulacjami prawa procesowego dotyczącymi zwolnienia z kosztów sądowych oraz ustanowienia pełnomocnika z urzędu. Następnie omawia pojęcie „zabezpieczenie społeczne” i na jego tle ocenia przepisy ustawy.

The article concerns the field of social care and social assistance in the first years of the People’s Republic of Poland provided to individuals who suffered distress during World War Two. The timeline of the paper covers the years 1944-1948. At that time, the focus of social care and social assistance was satisfying the fundamental needs of the people, in particular in environments affected by the destruction of war. It included, among others, ensuring food, health care, accommodation, education and employment. The scale of the relief provided after the war by various Polish and international institutions was unprecedented in the history of the Polish social service with one in four Poles involved i.e. over 6 million people in total.

Temat i treść artykułu koncentrują się na organizacji i zadaniach parafialnego poradnictwa rodzinnego oferowanego małżeństwom i rodzinom przez Kościół katolicki, co jest jednym z elementów pomocy doradczej wobec postępującego rozpadu małżeństw i rodzin, częstego negowania wartości samego małżeństwa, zwłaszcza „istotnych jego przymiotów: jedności, i nierozerwalności” (KPK/83, kan. 1056). Dobro rodziny ma kluczowe znaczenie dla przyszłości świata i Kościoła (AL, nr 31), dlatego Kościół katolicki dostrzega konieczność organizacji, dostosowania i realizacji zadań doradczych poradnictwa rodzinnego, szczególnie przy parafiach, gdyż znajdują się najbliżej wiernych w ich codziennym życiu. Z uwagi na złożoność problemów, z którymi borykają się współczesne małżeństwa i rodziny, Kościół w swoich dokumentach zwraca uwagę na potrzebę rozwoju tej formy poradnictwa z położeniem nacisku na pomoc doradczą z elementem „nowej ewangelizacji”, dynamiczną, otwartą, uwzględniającą obecną rzeczywistość dystansowania się współczesnego człowieka od wiary.            W treści artykułu przedstawiono istotne dokumenty Kościoła regulujące działalność parafialnych poradni rodzinnych, ich cele i zadania w optyce „nowej ewangelizacji”. Szczególnie zwrócono uwagę na konieczność prowadzenia takiego poradnictwa dla małżeństw i rodzin, w pierwszych latach ich małżeństwa. W konkluzjach końcowych dokonano podsumowania rozważań i zaproponowano możliwe rozwiązania usprawniające udzielanie wsparcia oraz uczenie przeżywania małżeństwa i rodzicielstwa jako powołania chrześcijańskiego.

With its specific way of functioning and network of interweaving interactions of various character and emotional intensity, the family is an environment where the process of a child’s socialization takes place, social personality develops and patterns of social roles are acquired. A family that malfunctions can trigger deviation mechanisms, thus considerably contributing to a child’s social maladjustment. Due to that, in case the criteria described by law are met, it is necessary to use specific assistance measures and interfere in a family’s autonomy, limit its parental authority and support it in fulfilling educational and socialization functions. Appointing a family assistant is one of the measures of limiting parental authority aimed at helping a family.

This article raises the problem of the need to equip a social worker with knowledge concerning legal issues useful in assistance activities. Professional knowledge of selected legal problems is necessary in the face of still emerging new situations that create dysfunction for collective life and cause inability in overcoming difficultiesby using their own capabilities, competences and resources. Work aimed at supporting and activating a social welfare beneficiaryrequire from a social worker a wide interdisciplinary knowledge, including familiarity with various fieldsof law. Knowledge in the fieldof substantive (social law, family law) and procedural law used during work with a beneficiaryal-lows a social worker to conduct the assistance process more effectively. The law-realted problems faced by the social worker who performs statutory tasks are connected to the extent of the regulated problems, constant changeability of legal regulations, their interpretative ambiguity, the necessity of using judicial decisions. It requires appropriate, methodical and purposeful action in the process of educating social workers, which influences theexpected efficiency of theirwork and a sense of safety from a formal point of view.

The cooperation between the EU Member States for the recovery of public claims has been gradually strengthened through expanding the subjective scope to new categories of public claims, establishing forms of cooperation, most notably the possibility to recover claims arising in one state by authorities of another state, and establishing separate institutional frameworks of cooperation. The EU legislature placed great emphasis on the most transparent development of relationships between the EU Member States, and thus the validity of the principle of trust. The article analyses the current international cooperation in the recovery of public claims in view of the principle of mutual trust between the Member States that forms the basis for such cooperation.

The subject of the paper is the cooperation of the United States with Kenya in the area of security in the second decade of the 21st century. The introduction contains the methodological assumptions of the paper and a synthetic historical background. The first section of the paper covers the theoretical framework. The second section outlines the increase of the United States’ strategic involvement in Africa, including East Africa, in the 21st century. The third section discusses the joint efforts of the US and Kenya in combating terrorism and piracy. The fourth section is devoted to US training and development assistance for the Kenyan security sector. The considerations are carried out within the framework of the postcolonial current of the theory of international relations. During the research, the method of analyzing text sources was used. The main thesis of the paper assumes that although Africa, including Kenya, was not a particularly important area of strategic interest of the United States, these countries had significant common security interests and undertook cooperation to implement them. First of all, it concerned counteracting international terrorism, but also the general stabilization of East Africa. In the future, the importance of East Africa in American politics might systematically increase, both in the area of economy and security, which will entail further strengthening of cooperation between the US and Kenya.
Tematem artykułu jest współpraca Stanów Zjednoczonych z Kenią w obszarze bezpieczeństwa w drugiej dekadzie XXI wieku. We wprowadzeniu przedstawiono założenia metodologiczne artykułu oraz syntetyczne tło historyczne. Pierwsza część artykułu obejmuje ramy teoretyczne. Druga część przedstawia wzrost strategicznego zaangażowania Stanów Zjednoczonych w Afryce, w tym w Afryce Wschodniej, w XXI wieku. W trzeciej części omówiono wspólne wysiłki Stanów Zjednoczonych i Kenii w walce z terroryzmem i piractwem. Czwarta część poświęcona jest szkoleniom i pomocy rozwojowej dla kenijskiego sektora bezpieczeństwa. Rozważania prowadzone są w ramach postkolonialnego nurtu teorii stosunków międzynarodowych. Podczas badań skorzystano z metody analizy źródeł tekstowych. Główna teza artykułu zakłada, że chociaż Afryka, w tym Kenia, nie były szczególnie ważnymi obszarami strategicznego zainteresowania Stanów Zjednoczonych, to kraje te miały istotne wspólne interesy bezpieczeństwa i podejmowały współpracę w celu ich realizacji. Przede wszystkim dotyczyło to przeciwdziałania międzynarodowemu terroryzmowi, ale także ogólnej stabilizacji Afryki Wschodniej. W przyszłości znaczenie Afryki Wschodniej w polityce amerykańskiej powinno systematycznie rosnąć, zarówno w sferze gospodarczej, jak i bezpieczeństwa, co pociągnie za sobą dalsze zacieśnianie współpracy między USA a Kenią.

After the relatively successful system transformation, some young democratic countries from Central and Eastern Europe which used to receive democratic aid in the 1980s and 90s have engaged as new donors in assisting pro-democratic changes in other post-communist countries. The donor-recipient relations between two post-communist countries can be observed on the example of the development of cooperation between Poland and Ukraine. This paper deals with Polish assistance to new media in Ukraine in from 2007-2017 as a part of supporting democracy in Ukraine under the Polish Cooperation Development Program. Firstly, this work examines whether the Polish government’s support of Ukrainian media as part of cooperation development will be sustained regardless of changes in the Polish government. Secondly, the paper explores whether Polish NGOs tailor their projects, financed by the Polish MFA, to the recipients’ respective needs and the current situation in Ukraine. By examining Polish media assistance, the authors aim to explain the efforts of the new donor in developing media in a partner country, emphasizing the relation between the involvement of external actors and the presence of independent media which play an important role in democratization processes.
W efekcie stosunkowo udanej transformacji systemowej niektóre młode, demokratyczne kraje, które jeszcze w latach 80-tych i 90-tych otrzymywały pomoc demokratyzacyjną, zaangażowały się w charakterze nowych donatorów we wspieranie pro-demokratycznych przemian w mniej rozwiniętych państwach. Relacje pomiędzy post-komunistycznymi donatorami a odbiorcami pomocy można obserwować na przykładzie współpracy rozwojowej Polski i Ukrainy. Artykuł koncentruje się na kwestii polskiego wsparcia rozwojowego, udzielanego Ukrainie w latach 2007–2017 w ramach Polskiej Pomocy. Niniejsza praca ma za zadanie udzielić odpowiedzi na pytania o to czy polskie, rządowe wsparcie dla ukraińskich mediów jest kontynuowane pomimo zmiany partii rządzącej oraz czy polskie organizacje pozarządowe, które realizują pomoc rozwojową w oparciu o finansowanie Ministerstwa Spraw Zagranicznych RP, dopasowują swoje projekty do aktualnych potrzeb beneficjentów wsparcia i aktualnej sytuacji na Ukrainie. Autorki stawiają sobie jako cel zwrócenie uwagi na związki pomiędzy zaangażowaniem państw zewnętrznych i istnieniem niezależnych mediów a procesami demokratyzacji i wysiłkami, jakie podejmowane są przez tzw. nowych donatorów w państwach partnerskich.

EU normative determinants for the provision of Official Development Assistance: the perspective of European emerging donors

Opis:
This text describes the influence of the European Union’s regulations on the member states’ development cooperation. The article identifies and comments on relevant norms from the two key legal agreements on which the EU is based: the Treaty on European Union, and the Treaty on the Functioning of the European Union. It also highlights the content and show’s possible implication of subsidiary EU acts, that are included in the acquis, and need to be accepted by every country willing to join the EU. Currently, the leading and most comprehensive document regulating EU’s development cooperation is the new European consensus on development from 2017, which, formally, is just a non-binding joint statement of the EU institutions and governments. The goal of the text is to show the impact of the EU’s norms, including those non-legally binding, with regard to the creation, and further evolution, of development assistance donors.
Tekst przybliża regulacje unijne dotyczące współpracy rozwojowej i wskazuje mechanizm wpływu, jaki wywierają one na wypełnianie roli donatora przez wstępujące do Unii Europejskiej (UE) państwa. Analiza nie ogranicza się tylko do norm prawnych, płynących choćby z traktatów, ale rozpatruje również dokumenty tworzące zobowiązania o charakterze politycznym, które notabene dominują w sferze unijnej kooperacji rozwojowej. Najbardziej aktualnym zbiorem zasad drugiego typu jest Nowy Europejski Konsensus w sprawie Rozwoju z 2017 r. W tekście weryfikowana jest hipoteza głosząca, że regulacje unijne są czynnikiem bezpośrednio wymuszającym podjęcie roli donatora pomocy rozwojowej przez kraj wstępujący do UE, a następnie determinującym kształt i wielkość jego współpracy rozwojowej.

Opis:
The Poznań Foundation of Humanitarian Relief “Redemptoris Missio” originated twenty-five years ago. Its mission is to provide professional medical assistance to missionaries and mission centers. It is the first foundation which involved lay people in the missionary activity of the Catholic Church. It was also founded mostly by lay people and is still managed by them. Many lay volunteers are also engaged in its work. In this study the author describes the  genesis of the Foundation and its goals in the context of the pastoral paradigm. The analytical-critical method of its functioning was analyzed, as well as analysis of the source documents of the foundation. On the basis of the foundation's activities an institutional model of secular involvement in the Church’s missionary activity is presented, which can be replicated in other pastoral centers.
