The problem of refugees is a phenomenon characteristic of contemporary international relations. It can take an individual form (as a result of individual persecutions of a racial, religious, national or political character) or the form of mass relocations, especially in the face of military conflicts or general breaching of human rights. The purpose of this paper is to present the refugee question as an international global problem that may appear in any region of the world, impacting the situation of states and societies, that is perceived as both a threat and a fundamental challenge for the entire international community.

This article focuses on art, the aesthetic, and the body as a medium for self and social change in developing some thoughts on this issue of globalization and dance. The article explores how art, and specifically dance, can be a vehicle for aesthetic activism that emphasizes the importance of social justice and compassionate community. Drawing on critical and feminist pedagogies the author links pedagogy and aesthetic activism to social integration and cohesion, a sense of belonging and interdependence, and a sense of shared consciousness. The choreographic process described centers on the body as a site for self and social awareness and a critical understanding of the context of women’s lives. The aesthetic here is understood as that domain in which dominant meanings are disclosed and possibilities for social change can be imagined and realized. The author describes a community dance process in Cape Town South Africa in which notions of embodied knowledge and critical understanding come together to create a dance performance. This pedagogy suggests ways in which meaning and purpose within a changing global context can be grounded in an ethics of social justice, human rights and inclusive community.

This paper rethinks the spatialization of educational institutions at the global level, scaling and rescaling the space of the university as an inclusive process that makes academic knowledge production something heterogeneous, complex and composite, and proposing a regime for the higher education system based on a stratified relationship that is asymmetrical and geographically displaced. Moreover it outlines the “new” political economy of knowledge, which is a particular mechanism in contemporary capitalist production, capable of creating an artificial scarcity of knowledge by means of hierarchies, and reproducing the classical law of value in a regime based on abundance instead of scarcity.

The article discusses the rationale for global public policies and the role of international organisations in their designing, implementation and evaluation. It commences with the recognition of the growing global interdependencies and the usefulness of the concept of global public goods in identifying the areas of common problems. Then, it points to the need for global collective actions to solve global problems and sees multilateralism as a principle helping to guide global collective actions. Subsequently, international organisations are discussed as agents serving to stabilise global collective actions in their multiple, and differentiated forms.
Artykuł analizuje uzasadnienie dla globalnych polityk publicznych i rolę organizacji międzynarodowych w ich projektowaniu, wdrażaniu i ewaluacji. Opracowanie wskazuje na rosnące globalne współzależności i pokazuje użyteczność pojęcia globalnych dóbr publicznych w identyfikacji obszarów potencjalnej współpracy. Następnie, pokazana jest specyfika globalnych działań zbiorowych, które są niezbędne dla rozwiązania globalnych problemów. Multilateralizm jawi się jako zasada przewodnia dla zorientowanych na globalne problemy publiczne działań zbiorowych. W konkluzjach opracowanie wskazuje na rolę organizacji międzynarodowych w stabilizowaniu globalnych działań zbiorowych w ich wielu, różnorodnych postaciach.

The article engages in a discussion with Martin Müller’s article In Search of a Global East through the categories of class and class distinction. While recognizing the potential political value of the “Global East” project, the author questions the ideological mechanisms which naturalize the stereotype of “Eastness as forsakenness.” As she points out, one of the effects of the “political and epistemological project” of the North–South divide (as well as stereotypical categorizations of the East) is obscuring the internal class dynamics of Northern, Southern and Eastern societies. In contrast, introducing class analysis – which includes examining such practices as producing and buying counterfeits of original, luxury-brand commodities – allows us to uncover similar patterns of class distinction and reproduction across global capitalist societies of the North, South and East, and perhaps also to forge solidarities amongst classes which are regularly oppressed by the dominant global capitalist order.

The paper studies the phenomenon of poverty in underdeveloped/third-world countries, particularly within the context and the failure of international organizations in Sub-Saharan Africa. The article analyzes that the increasing problem of poverty in the region’s countries/Africa is a replication of the failure of the organizations such as the IMF and the World Bank policies such countries. Despite some projects such as Millennium Development Goals (MDG), Sustainable Development Goals (SDG), and many more by the United Nations. Many of these programs have failed to eradicate or reduce poverty. Instead, the situation has worsened most, especially in Africa, where the rate of poverty is increasing, with several regions in the continent experiencing the worse hunger epidemic in recent times. Therefore, the research posits that the failure of international institutions, the World Bank, and IMF policies have immensely become a significant contributing factor to the poverty level in Sub-Saharan Africa.

This article addresses selected issues enmeshed into global economic governance debate. It focuss on a role of international institutions in transforming world order, in particular the rise of emerging powers increasingly categorised or acronymised as BRICS, their resources, power and vested interests. The main narrative brings close the phenomenon of the new reshuffling in multilateral development banking (MDB). The New Development Bank (NDB), and the Asian Infrastructure Investment Bank (AIIB) as ‘products’ of the third wave of MDB emergence, fit well into the process coined as ‘the recalibration of the world economy.’ It is expressed by shift of the centre of global economic gravity towards non-western actors and can be explained by arguments derived from game theory. They elucidate exit – voice nexus, where the cost of exit for both organisation leaders (Western donors) and members (EMDCs, BRICS) is fragmented multilateralism and where thecost of voice is decreasing capacity to influence principles and procedures of multilateral development lending. The article in the first section starts with overview of three waves of multilateral development banking, where the most recent of them is partially explained using game theory argument. Second section starts from accentuating common characteristics of NDB and AIIB and then examines the differences between NDB and AIIB – entities which emerged during the third wave. The final section provides summaries and conclusions.

This paper aims to answer the question whether use of the designation of “global elite” to describe persons experiencing multiple migrations is theoretically justified. The author analyzes the situation on the examples of Polish students who study at universities abroad. Being in a privileged position among other migrants, students may be perceived as people aspiring to membership in the international community. The author discusses the attributes indicating their elite status and traits which makes use of the term doubtful if employed with regards to persons who repeatedly change their country of residence.

The struggle against global terrorism is taking place, and it is between civilizations. It is a war against radical international terror, which is attempting to change the world order and is sowing fear among both citizens and governments. Huntington maintains that people can re define their identity and consequently the boundaries and compositions of civilizations change. The phenomenon of the ‘Islamic State’ illustrates this. There is a cultural difference between civilizations that support Islamic terror, which tramples individual rights, and Western civilizations that are dedicated to pluralism and democracy. The Western world for already seven decades has been under attack by international terrorism, and the peak is the phenomenon of the ‘Islamic State’, which began in the Middle East and now is attacking Europe, and not just Europe. A difficult global war is being waged, and it is necessary to find an effective response to the threat. This response will include a multi-system strategy that addresses ideology, media, financing, and operational activity, including the handling of European residents who joined the ranks of the Islamic State and acquired operational experience, returned to Europe, and constitute an infrastructure of terrorism and terrorist attacks. The integration of forces and resources, significant operational activity, and legislative changes that curtail individual liberties, in cooperation with the moderate Muslim population, will enable the West and Europe to defeat the terrorist entities that trample in all ways the fundamental values of humanity and human life.

The main issue of the study was to determine the importance of the climate factor for migration flows in Russia, as well as its impact on the intraregional level. The article also discusses the possible prospects that global warming may bring to Siberia. According to the results, the climate factor does not have a crucial influence on the decision to relocate in Russia, but it remains one of the most important, along with economic, social and political factors. At the regional level, the climate factor is less important than the agglomeration factor and others. The impact of global warming has now affected the overall increase in temperatures in Siberia, which is not yet sufficient to generate additional migration flows.

The article critically engages in teaching intercultural education in Poland—a country that is to a great extent homogenous in ethnic or religious terms. It starts with a brief overview of the complicated nature of intercultural education, followed by a case study of how intercultural education is studied and researched in Poland in a top academic journal dedicated to intercultural education. Quantitative content analysis shows that intercultural education is generally approached and unrelated to the local Polish context. The only exception is the borderland type of intercultural education. This leads to a conclusion that teaching intercultural education without a context—i.e. real-life experiences—proves to be a challenge in monocultural schools.

The global stratification of higher education institutions is accompanied by the vertical differentiation of the academic profession. The various segments of the profession and the various components of higher education systems have been drifting apart. A general contrast emerges between the haves and have-nots in terms of working conditions and the attractiveness of the academic profession at the individual level; and the global visibility in league tables and access to national research funding at the institutional level. In massified systems, the traditional teaching-research nexus will be maintained in practice almost exclusively in the small elite sub-sector. The opportunities at the disposal of institutions will vary immensely in the future, but the most important, qualitative distinction will be between the top 1,000 universities and the rest (comprising about 25,000–30,000 institutions).

Od zakończenia zimnej wojny dzielenie świata na Globalną Północ i Globalne Południe stało się ogólnie przyjętym sposobem myślenia o globalnej różnicy. Ta opozycja binarna wymazuje jednak istnienie tego, co nazywam Globalnym Wschodem – krajów i społeczeństw, które zajmują pozycję pośrednią, pomiędzy Północą a Południem. Niniejszy artykuł problematyzuje geopolitykę wiedzy powstałą wskutek wykluczenia Globalnego Wschodu, nie tylko z Globalnej Północy i Południa, ale z koncepcji globalności w ogóle. Argumentuje, że w celu odzyskania Globalnego Wschodu dla nauki musimy wykorzystać stanowisko strategicznego esencjalizmu. Analizuje w tym kontekście globalne powiązania kryjące się za szklankami z fazowanego szkła z IKEI, by pokazać konieczność pomyślenia Globalnego Wschodu w sercu globalnych stosunków, a nie poza nimi. Myślenie o Globalnym Wschodzie jako przestrzeni liminalnej problematyzuje pojęcia Północy i Południa na rzecz bardziej inkluzywnego, ale również mniej dookreślonego myślenia teoretycznego.
Carving up the world into Global North and Global South has become an established way of thinking about global difference since the end of the Cold War. This binary, however, erases what this paper calls the Global East – those countries and societies that occupy an interstitial position between North and South. This paper problematises the geopolitics of knowledge that has resulted in the exclusion of the Global East, not just from the Global North and South, but from notions of globality in general. It argues that we need to adopt a strategic essentialism to recover the Global East for scholarship. To that end, it traces the global relations of IKEA’s bevelled drinking glass to demonstrate the urgency of rethinking the Global East at the heart of global connections, rather than separate from them. Thinking of such a Global East as a liminal space complicates the notions of North and South towards more inclusive but also more uncertain theorising.
