This paper critically examines Latvian media policy from the point of view of public value theory, regarding the management of public service media. Since 1992, Latvian Television (LTV, 1954) and Latvian Radio (LR, 1925) officially, i.e. according to law, are independent public service media organisations, and consequently two legal entities. In fact LTV and LR are two state enterprises with one supervising council (five members) elected by parliament according to political proportionality – National Electronic Mass Media Council (the NEPLP). Since 2011, the Latvian government has been slowly deciding plans for the reform and creation of a unified PSM corporation, not just a PSB, i.e. including not only radio and TV broadcasting but a multimedia approach, especially on the Internet platform, due to media convergence. Political decisions of government and parliament for the above-mentioned intent are still wanted. Also, an initiative by LTV and NEPLP to establish a Russian language TV channel was not taken further by decision makers.

The article deals with influence of the Serbian elite in the scope of the Yugoslav Foreign Service during 1918–1939. The influence of the elite circles was particularly prominent in the Yugoslav Army and in the Ministry of Foreign Affairs, as was the case in Serbia until 1918. As non-institutional factors had great influence on the work of state institutions, the first aim of this paper is to examine the main aspect for selection, career development and obstacles in the life of Yugoslav Diplomats, derived from the power struggle among elite circles. The second aim is to compare Serbian and Yugoslav experiences in order to establish similarities and differences in the characteristics of the pre-War and Interwar Diplomatic-Consular personnel. The analysis is based on Yugoslav archival materials, as well as on foreign published documents, memorial literature and relevant Yugoslav/Serbian and foreign historiography.

Opis:
Changes in the employment in civil service arising from the implementation of the Act Amending Civil Service and some other acts of 30 December 2015 are discussed. The results of an analysis of new conditions of employment for civil service positions based upon appointment are presented together with the conditions necessary for performing the function by the Chief of Civil Service as well as the principles upon which the Council of the Public Service that replaced the Council of Civil Service.
W artykule omówiono zmiany w zatrudnieniu w służbie cywilnej wynikające z ustawy z 30 grudnia 2015 r. o zmianie ustawy o służbie cywilnej oraz niektórych innych ustaw. W artykule dokonano analizy nowych warunków zatrudnienia na wyższych stanowiskach w służbie cywilnej na podstawie powołania. Przedstawiono też warunki pełnienia funkcji przez Szefa Służby Cywilnej oraz zasady funkcjonowania Rady Służby Publicznej, która zastąpiła dotychczasową Radę Służby Cywilnej.

In this article a special attention is paid to the to the role of public service broadcaster in cultural diversity societies. The main aims of the author was answering the following questions: how cultural pluralism is implemented by the public service broadcaster in Switzerland? How the Swiss PSB implements the principle of cultural pluralism, particularly in the context of the access of national, language communities and the migrants minorities to the media? Are all groups recognized by the public broadcaster in the same way? The second goal of the author was delivering answer to a question about the manner of how public broadcaster has adopted to the new situation and how the new ethnic groups are recognized by SGR SSR. The considerations are related to a cultural pluralism, which assumes that the media provide a guarantee of cultural diversity in a society. This article is a case study of Swiss public service broadcaster – SGR SSR idee suisse.

Prokuratura narodziła się we Francji w XIII w., gdzie następnie kształtowała się przez wiele stuleci, aby u schyłku monarchii absolutnej stać się trwałym, a zarazem niezwykle istotnym i wysoko cenionym elementem sądownictwa. W literaturze polskojęzycznej ten okres historii prokuratury traktowany był dotąd marginalnie. Chcąc wypełnić tę lukę, autor analizuje okoliczności powstania prokuratury francuskiej, a następnie omawia jej organizację, funkcjonowanie i najważniejsze zadania, skupiając się na XVII i XVIII w. Prokuratura jest ukazana w swoim historycznym kostiumie, który odłożony na bok odsłania instytucję borykającą się z wyzwaniami o charakterze ponadczasowym. Prokuratorzy ówcześni korzystają bowiem z daleko idącej niezależności, przy jednoczesnej podwójnej podległości królowi i hierarchii sądowej, a także odgrywają z powodzeniem sprzeczne niekiedy role członków sądownictwa i reprezentantów władzy królewskiej w sądach, obrońców praw indywidualnych i wyrazicieli interesów władzy centralnej, funkcjonariuszy tworzących prawo i czuwających nad jego stosowaniem, członków elity społecznej i adwokatów wdów i sierot. Autor opisuje także specyfikę ówczesnej prokuratury, w tym jej silne zróżnicowanie wewnętrzne na poszczególne kategorie funkcjonariuszy, a także jej funkcjonowanie w sposób kolegialny, co w parlamentach upodobniało ją do izby sądowej. Przytacza również przykłady działania prokuratorów w ówczesnych realiach prawnych, w tym prezentowane przez nich stanowiska procesowe.
Prosecution service was born in France in the 13th century, and it was shaped over the following hundreds of years in order to become a permanent as well as a highly significant and well-regarded element of the judiciary in the twilight of absolute monarchy. There has been an insignificant output concerning this period of history of the prosecution in Polish language literature. In order to fill this void, the author analyzes the circumstances surrounding the creation of the French prosecution and subsequently delineates its organization, functioning as well as its most important tasks all the while paying special attention to the 17th and to the 18th centuries. Prosecution is presented in its historic costume and, when this garb is put aside, it reveals an institution which needs to deal with timeless challenges. Contemporary prosecutors enjoyed far-reaching levels of independence which was simultaneously subject to the king as well as to court hierarchy. Moreover, they successfully performed contradictory functions of the members of the judiciary and those of the representatives of the royal authority in courts, defenders of individual rights and exponents of the interests of the central authority, functionaries creating the law and watching over its application, members of the social elite, and advocates for widows and orphans. The paper also presents the specificity of the contemporary prosecution service, including its strong internal differentiation into individual categories of officers as well as its functioning in a collegial manner, which made it similar to a court chamber in parliaments. The author also cites examples of prosecutors' actions in the legal reality of the period, including the procedural positions presented by them.

The drive behind this paper is to explore the quality of the partnership working between the Youth Justice Service and the Multi – Agency Safeguarding Hub & First Response Team in one of the London Boroughs on the basis of 6 selected cases which were known to both services. The study begins with an explanation of the rationale for the research and an introduction to both services and their roles. Subsequently, I review the literature, publications and relevant government policies linked to this topic. Successively, I concentrate on methodology employed in the study and any ethical issues arising as well as the theory underpinning the research. Next part presents the findings and offers an analysis. Finally, the paper outlines the conclusions of this piece of work with a brief summary of recommendations for both services in order to enhance the understanding of their roles as well as how to work better together in order to achieve improved outcomes for young people.

DOI 10.14746/kse.2018.14.15.At the foundation of this research lies the belief that theage can directly differentiate the perception of counterproductivework behaviors. The aim of the article is toidentify and present the relationship between age andthe perception of counterproductive work behaviors. Thesurvey research was carried out in June 2017, with theuse of Internet-based survey questionnaire (CAWI). Therewere altogether 198 officers examined. The results confirmthe existence of variety counterproductive behaviors accordingto the classification proposed by P.E. Spector. Theanalysis results confirm the appearance of dependence betweenthe age of officers and their perception of counterproductivebehaviors. The conclusions which come fromthe research can have significant implications to superiorsin the scope of prophylactic actions aimed against counterproductivebehaviors.

The article focuses on two different categories of Old Polish service peasants, which were connected with operating and maintaining medieval routes (roads) in the Polish state under the early Piast dynasty. The first question, discussed by the authors, refers to the Polish place name Czastary (Wieluń district), which seems to represent a service village, inhabited earlier by “road-workers” (Lat. stratifices) originally called *castari (< Proto-Slavic *cěstarjь, pl. *cěstarji). The second problem concerns Old Polish “bridge-makers”. It is suggested, on the basis of the toponomastical data (see three Polish place names Bierwce, Bierniki and Biernik), that the peasants who were obliged to create bridges or foot-bridges, were called *bi(e)rwci (< Proto-Slavic *brъvьсi) or *bi(e)rwnici (< Proto-Slavic *brъvьnici).

This paper reports on a study investigating the mindsets of 51 pre-service teachers at an Austrian university using Q methodology. Despite the recent growth in interest in the concept of mindsets, little research has addressed the mindsets of teachers – most of it focusing on the mindsets of learners – and the research that does investigate teachers tends to focus on beliefs about learning or intelligence. This study offers a new perspective by focusing on teachers’ beliefs about their own teaching competences. A further aim of the study is to expand the methodological repertoire in language education researchers. This study considers the potential of Q methodology, a research approach used widely in social sciences and education, but, as yet, rare in this field. The data indicate that the most common mindset among the pre-service teachers is one based around a strong belief in the learnability of the more technical aspects of teaching, while interpersonal skills tend to be regarded as more of a natural talent fixed within the individual. One practical implication of this finding is that teacher education programmes may need to pay more attention to explicitly developing the interpersonal side of teaching. A further finding was that teacher mindsets are constructed through individuals’ management of various sets of implicit theories and tend not to conform to the established dichotomous model of mindsets.

Foreign language teachers’ language competence is one of the key factors contributingto the success of instruction as it ensures the provision of a good model of the target language,enables teachers to address the problems learners encounter, and makes teaching more creative. For this reason, improving this facet of a teacher’s expertise is indispensible in in-service teacher training, either in the form of stand-alone courses or modules incorporated into more comprehensive teacher education programs. The main aim of the present paper is to emphasize the importance of language teachers’ proficiency in the language they teach, describe its dimensions, presentthe possible goals of in-service teacher education in this area, and discuss issues involved inconducting and organizing training of this kind.

Despite the elaborated techniques of electronic surveillance, personal sources of information still remain the best possible method of infiltrating a criminal milieu. Such methods gain special importance in totalitarian states. Collaborating with the Security Service almost always had some notable benefits. For some of the TWs, collaborating was an additional, sometimes quite substantial, source of income. One of repeating motives for collaboration was a will to improve one’s professional position or to easily obtain a permission to go abroad. There were also persons, who were impressed with having contacts with the Security Service functionaries. Almost all collaborators were using different forms of help from the part of the Security Service. Most of them would obtain real financial and material profits. The spectrum of favours offered to those helping the repressive state apparatus was very extensive.

The paper deals with news linguistic tendencies in the creation of modern names of retail and service. It is described not only transonymisation, onymisation, but also morphological constituents of modern names of retail and service. Units created by suffixes and references to another names are considered as a fashionable. The first are neologisms and one creates them by means of morphemes -nia (-ownia) oraz -arnia, -ernia, -eria, -teka. The latter are created for free form using of proper or common name that they allow for finding their initial structure (Szmatrix < Matrix).

This paper considers teachers of ‘ethics’, which is a relatively new curriculum subject in school education in Poland. The paper focuses on the assessment of formal requirements for ethics teachers and on the evaluation of teacher education for teachers of ethics in Polish schools. The paper includes analysis of the perspectives of teachers of ethics concerning the future development of teacher education programs. The paper reports on a study of the place of ethics as a curriculum subject and on the practice of teaching ethics in schools in Poland.The study derives from a larger project completed between 2014-2016 and entitled ‘Ethics in the Systems of Education in Poland and Selected Western Countries (Germany, United Kingdom, Spain, Portugal, France, USA, Norway, Finland)’. The project was implemented under the National Program for the Development of Humanities of the Polish Ministry of Science and Higher Education. The project was conceived as a contribution to educational research and knowledge on the teaching of ethics in the school system and to the building of ethics as a school subject in the Polish school system.

Public safety and public order are fundamental elements of the sphere of internal safety of the State. The presented article, having shown the essence of and interrelationships between public safety and public order, deals with the issues of the role and tasks of the Police service as one of the most important guardians of those aspects of Poland’s internal safety. The principal themes of the study focus on such issues as: the statutory tasks, organisational structures, police authorities, personnel and material assets. Apart from indicating general statutory tasks, the articles shows them also in a broader perspective, in the context of the tasks performed at particular organisational levels: the central level represented by the National Headquarters, the regional level managed by Provincial headquarters and the local level for which county headquarters and the subordinate police stations and posts are responsible. In showing the Police force as one of the most important entities ensuring public safety and public order, the special tools which Police has at its disposal, namely compact crime prevention squads and anti-terrorist units, have been described as well. Finally, the articles presents the characteristics of the personnel assets (the number of personnel, description of the length of service among particular corps) and material assets (number of vehicles, basic armament, police air-force dislocation and aircraft).

The aim of the present paper is to discuss Socrates’ idea of philosophy asa service to the god. First the article investigates why Chaerephon wentto Delphi and why he asked Pythia the famous question concerningSocrates. The investigation provides a basis for distinguishing two majorperiods in his activity. The one preceding the Delphic oracle consists inconducting inquiries in a group of closest friends. The one following theDelphic oracle consist in addressing a much larger audience. An analysisof both periods suggests that the oracle from Delphi greatly affectedSocrates’ relations with other Athenians. While the present article dealsalso with the issue of Socrates’ daimonion, it hypothesizes that the voiceof daimonion and the voice of Pythia could be regarded as Apollo’sinterventions.
