Zagadnienie współpracy w sektorze energetycznym stanowi jeden z najtrudniejszych obszarów negocjacji nad Transatlantyckim Partnerstwem w dziedzinie Handlu i Inwestycji (TTIP). Zapoczątkowana w Stanach Zjednoczonych w połowie pierwszej dekady XXI w. rewolucja energetyczna doprowadziła do wzrostu zainteresowania UE partnerstwem z USA w tej dziedzinie. Sformułowane w obszarze euroatlantyckim normy mogą posłużyć za wzór dla rozwiązań na poziomie globalnym. TTIP przyczyni się również do umocnienia pozycji USA i UE wobec producentów surowców energetycznych oraz innych ich importerów. W pierwszej części artykułu dokonana została charakterystyka rewolucji energetycznej w USA i przedstawiono jej konsekwencje. W części drugiej omówiono wzajemne oczekiwania USA i UE. W części trzeciej analizie poddano ewolucję modelu wyceny gazu ziemnego w Europie.
Cooperation in the energy sector is one of the most difficult areas of the negotiations of the Transatlantic Trade and Investment Partnership. Initiated in the United States in the mid-first decade of the 21st century, the energy revolution led to the EU’s increased interest in energy partnership with the US. Norms formulated in the Euro-Atlantic area could serve as a model for solutions on the global level. TTIP will also contribute to strengthening the United States’ and the European Union’s position vis-à-vis exporters and other importers of fuels. The article has the following structure. In part one I shall characterise the energy revolution in the United States and present its consequences. In part two, I shall discuss the expectations the United States and the European Union have of each other. In the next part, I shall analyse the evolution of the model of natural gas pricing in Europe, which wil l be followed by conclusions. - Źródło:
