The article presents the essence, goals and instruments of soft (informal, non-statutory) spatial planning, developed in the countries of Western Europe and relatively new in Poland. It targets areas with fuzzy borders (soft spaces) and areas between administration tiers. The article presents conceptual issues and non-formal planning tools used in Western Europe. The planning approaches which are generally described as “soft” are characterised by non-formalised and non-binding procedures, and by their focus on achieving a consensus. In the first part of the article presents the conceptual issues and further informal planning instruments used in Western European countries at diferent spatial scales The following section presents deficits of spatial planning of metropolitan areas and against this background - the legitimacy of creating informal plans in Poland, using Metropolia Poznań as an example

Rural-urban areas are currently characterised by a high rate of economic development. One of the results of these changes is the inflow of urban populations, who are very different from the indigenous inhabitants. In spite of the move to a rural environment, they often preserve their customs and urban life styles; while, on the other hand, the indigenous inhabitants of rural areas tend to present traditional attitudes towards life. They are strongly attached to their land and identify with their place of residence. The author focuses on the attitudes expressed toward newcomers from Krakow and other metropolitan cities by the inhabitants of selected municipalities within the Krakow Metropolitan Area (KOM). The attitudes toward styles, ways of life, values, as well as preferences brought by the urban population were investigated.

The paper investigates into the specific features of the residents living in the metropolitan areas (MAs) in Poland. Basing on the statistical data and survey conducted in the two Polish MAs we draw conclusions on the spatial and political behaviour of metropolitan residents and on their territorial identity. The results show that a fair share of metropolitan residents live in a scale wider then their home municipality. Moreover some citizens (especially those who migrated to suburbs recently and those with higher education) reveal stronger spatial identity with the whole metropolitan area then with their home municipality. Delocalisation is also reflected in the lack of interest in municipal politics and low trust in suburb municipal politicians, while their interest in general politics remains on a high level.

Although the socio-spatial aspect of cities in the globalisation era has gained a new dimension, it cannot be explained by the globalisation process alone. The article presents the problem of social and ethnic segregation in Île-de-France between 1999 and 2009. Socio-economic and demographic data are used to measure indices of segregation and the description of characteristic chosen districts to show its spatial inertia. The analysis revealed a higher degree of social segregation in the entire Paris metropolitan region than in the city of Paris itself. The upper class is the most segregated group, followed by foreigners, immigrants and the lower class. The pattern emphasises the important role of autosegregation factors and functions. It is observed that a constant division into homogenous parts exists in the prestigious and affluent western districts and the impoverished immigrant north-eastern districts. Socio-spatial tendencies reveal the growing importance of the upper class.

The paper analyses the occupation process of agricultural land with social origin and urban uses in the metropolitan area of the city of Toluca (ZMCT), and the barriers that the population and authorities have to face in order to regularize the settlements. A mixed research method was applied, which included the use of quantitative and qualitative methods, on the basis of a theoretical analysis, to build a methodological research model, which was applied to an empirical case in municipal and metropolitan areas. The analysis of the 14 municipalities that constitute ZMCT shows that the barriers for regularizing settlements in land of social origin are the result of legal/administrative inefficiencies due to the incapability of local city halls to address the collective needs of society.

This article focused on the issue of local centers in suburban estates. It presents results of the surveys in Malichy and Książenice suburban estates in the Warsaw metropolitan area, differing in terms of location, morphology, social structure, shops and services offer. Residents spontaneously pointed out the location of the estate center and their preferences in this regard, and expressed their expectations and needs regarding functions the local centers. It turns out that the inhabitants of the suburbs need especially the center of a ludic, not functional character. Residents want to spend their free time and meet friends in the vicinity of their houses. These needs are consistent with the ideal of suburban life. The concentration of shops and services, in turn, raises some concerns about the loss of peace and quiet nature of the place where they live. More ambivalent attitude towards the use of local functional centers is more common among inhabitants of these settlements, where it is easier to get to a nearby town or supermarket. No practice, and at the same time no need to use local shops and services contribute to the "bedroom" character of such settlements, generate additional traffic and promote creation of new supermarkets and shopping malls. In the suburbs devoid of activity nodes often the only meeting place for the residents is spontaneously „appropriated” by them open land near the river or the forest, and the most frequently chosen forms of leisure activities are walking in the picturesque surroundings or riding a bike. Article encourages to do more research on the possibilities of changes in the development of suburban zone in the context of building interpersonal relationships, creating social capital, and searching for identity of suburban settlements and its symbolic space.
