    Opis:
    The phenomenon of decreasing confidence and trust in academic environments is the subject-matter of my analysis. I observe one of the reasons for that in the fights of political elites, which tend to drag scientists into their political games. The instrumental utilisation of worldview disparities, religious activity, ideological and political preferences split scientific and academic staff, becoming the cause of antagonism among the representatives of social sciences and humanities. I write about pedagogy which is dependent on state affairs and included in activities firstly concentrating on gaining political power by a specific political formation, secondly – on maintaining it thanks to the system of national education, care, and upbringing.

    Opis:
    The article critically analyses political power in Poland. Two charges are formulated against the authorities: 1. lack of rational economic policy, 2. deliberate sparking of hostility and division in the society. These deliberately destructive divisions are accompanied by manipulation of facts, hypocrisy over the past and incitement of hostility on the basis of political, moral and other differences. A bizarre example of the aberration of the country’s political authorities is establishing “LGBT-free zones”. The article presents threats resulting from the introduction of a failed reform of the educational system. This includes the reduction of protective, medical and social functions of the school, and the commercialization of extracurricular activities, thereby increasing educational inequalities. The article sheds a critical light on employment policy, employee protection and working conditions. The scandalous neglect in this respect has led to the highest economic emigration in recent decades, including that of young people. A separate area of criticism is the scandalous neglect of ecology, lack of concern for renewable energy sources, growing exclusion of communication and growing income inequalities, which puts Poland in the group of countries with the highest social stratification rates.

    Opis:
    The author analyses the principles and regularities of the competition of soft power strategies of different states as an actual problem of comparative political science. The article addresses the question of determining principles and key elements of competing soft power strategies in the system of international relations, which is of current interest in comparative political science. As a methodological basis of the analysis was used the H. Hotelling’s law of spatial competition and its political implications, formulated by A. Downs. The author examines two contrasting tendencies: drift of the content and strategies of soft power of different states towards unification and convergence of communicated values and standards, or on the contrary increase of ideological and value polarisation in the wake of escalating international and global tensions. The principles and rules of spatial competition by H. Hotelling and A. Downs have been applied for typology of national strategies of soft power to evaluate their effectiveness and segmentation of potential audience for maximum impact. It was concluded that, due to the polymodality and civilisational diversity of the world, universalist soft power projects today can only have limited success, with significant costs and reputational losses, while attracting value-close countries and pushing away the others. This division provides the basis for the international clustering by interests and values
    Autor analizuje zasady i osobliwości strategii soft power różnych państw jako problem badawczy politologii porównawczej. Artykuł podejmuje problematykę określenia zasad i kluczowych elementów konkurencyjnych strategii soft power w systemie stosunków międzynarodowych, które są aktualnie przedmiotem zainteresowania nauk politycznych. Podstawą metodologiczną analizy jest prawo przestrzennego zróżnicowania H. Hotellinga (znane jako prawo/model Hotellinga) i jego polityczne implikacje, sformułowane przez A. Downsa. Autor bada dwie przeciwstawne tendencje: dryfowanie treści i strategii miękkiej siły różnych państw w kierunku unifikacji i konwergencji komunikowanych wartości i standardów oraz przeciwnie – wzrost polaryzacji ideologicznej i wartości w następstwie eskalacji napięć międzynarodowych i globalnych. Zasady i reguły przestrzennego zróżnicowania H. Hotellinga i A. Downsa zostały zastosowane do opracowania typologii narodowych strategii soft power w celu oceny ich skuteczności i segmentacji potencjalnych odbiorców dla uzyskania maksymalnego efektu. Stwierdzono, że ze względu na polimodalność i cywilizacyjną różnorodność świata, uniwersalistyczne projekty soft power mogą mieć ograniczony sukces, przy znacznych kosztach i stratach reputacji, przyciągając jednocześnie kraje mające zbliżone wartości i odpychając inne. Podział ten stanowi podstawę do grupowania „baniek informacyjnych” nie tylko według interesów, ale także wartości

    The paper discusses some chosen, leading tendencies observed in the area of political relations and systems of exercising power in Latin America. The author attempts to analyze some specific features characteristic for the transforma-tions in the Latin American political systems. She takes into consideration main as-pects and conditions of the political transitions which are: the growing importance of elections, as well as durability and popularity of electoral democracy in that region; the extension of competences and reinforcement of the role of executive powers; the crisis of representative democracy; the decline of the importance and role of political parties and the parliament; the appearance of apolitical forms of leadership and new forms of expression of social interests. The paper ends up in a conclusion that Latin America enters a new phase of political advancement and attempts to find its own model of democracy.
    El trabajo reflexiona sobre algunos fenómenos que destacaron en el ámbito de las relaciones políticas y desempeño del poder en América Latina. El artí-culo trata de responder a la pregunta sobre la especificidad de los cambios de los sis-temas políticos. La autora analiza los principales aspectos y condiciones de la transi-ción política, a los que incluye el aumento de la importancia de las elecciones, la per-manencia y universalidad de la democracia electoral en la región, la ampliación de las competencias y el fortalecimiento del papel del poder ejecutivo, la crisis de la demo-cracia representativa, el déficit de la importancia y papel de los partidos políticos y el parlamento, la propagación de formas apolíticas del liderazgo y las nuevas formas de articulación de los intereses sociales. El artículo termina con la conclusión que América Latina entra en una nueva fase del desarrollo político y busca su propio modelo de la democracia.

    This article substantiates theoretical and methodological approaches regarding the impact of the power–opposition interrelations on the strengthening and weakening of democracy. Based on the analysis of a number of indicators and modern political process in Poland, it has been concluded that democratisation takes place against the backdrop of the permanent formation and preservation of two opposed poles in the political space. Deflection from democracy increases the distance between two competing/conflicting parties – pro-government and opposition. This situation automatically accumulates the potential of pole’s force. Therefore, the interrelations between the power and the opposition turn into the force of stratification and equalisation that allows reducing the “democracy deficit” and bring the political system into the state of equilibrium.
    W artykule wskazano teoretyczne i metodologiczne ujęcia dotyczące wpływu wzajemnych relacji władza–opozycja na wzmacnianie i osłabianie demokracji. Na podstawie analizy szeregu wskaźników i współczesnego procesu politycznego w Polsce ustalono, że demokratyzacja przebiega na tle trwałego formowania i utrwalania relacji między dwoma przeciwstawnymi biegunami w sferze politycznej. Odchodzenie od demokracji zwiększa dystans między dwiema konkurującymi ze sobą stronami – prorządową i opozycyjną. Automatycznie gromadzi to potencjał siły bieguna. Współzależności między władzą a opozycją zamieniają się w siłę rozwarstwienia i wyrównywania, co pozwala na zmniejszenie „deficytu demokracji” i doprowadzenie ustroju do stanu równowagi.

    Opis:
    The paper aims to study the work of Leon Petrazycki and analyze modern Ukrainian scholars’ opinions on Petrazycki’s scientific achievements. This study focuses on Petrazycki’s work, his psychological theory, in particular, in view of our own perspective on the law and within the framework of our theological and sociological theory, which considers the law as a social life phenomenon and regards moral imperative of the Almighty God as the basis of law. Every civilization communicates moral imperative through sacred writings (the Ten Commandments in Christian Bible, six hundred and seven rules in Jewish Torah, seventy-two rules in Muslim Quran). It is within the framework of this moral imperative that the society and the state develop the law. The paper addresses the modern absurdity and at the same time antinomy of law, lying in the fact that there is more and more law in the society but less and less law in life of an individual due to the fact that states rapidly upscale rulemaking, but laws are becoming less accessible to an individual. This study draws on conceptual issues of Petrazycki’s theoretical heritage, fundamental principles of his psychological theory, as well as connection between law and morality, described by Petrazycki, which are the spiritual heritage of society. The most important issues of Petrazycki’s work, in our opinion, are studying the nature of law, balance of emotion and intellect, official and intuitive, desirable and actual components in law, as well as subjective and objective law, law policy and power. The paper reveals that assessment of Petrazycki’s work in modern Ukrainian legal studies is ambivalent: from sharply critical (Prof. P. Rabinovich), compliant with Russian (O. Timoshina (St. Petersburg)) approach and critical yet positive perception of Petrazycki’s psychological theory (S. Maksymov, O. Merezhko, M. Kuz, O. Stovba) to admiration for Petrazycki’s genius, whose work was ahead of his time (I. Bezklubyi, N. Huralenko, V. Dudchenko, O. Rohach, M. Savchyn, V. Tymoshenko). Thus, the research findings suggest that Petrazycki’s work belongs not only to the past, but also to the present and future of jurisprudence, sociology, psychology, economics. Further in-depth analysis of Petrazycki’s heritage will contribute to more accurate diagnosis of urgent legal issues in social development of modern Ukraine, real assertion of personocentrism as a postulate of contemporary theoretical jurisprudence and guidelines for public authorities, as well as practical solution to many controversial scientific and legal issues.
