    The article analyses the role of Latin as a universal means of communication among intellectuals during the fifteenth to eighteenth centuries. The author argues that the main task of Neo-Latin studies in Ukraine is a comprehensive, interdisciplinary study of literature and the affirmation of the modern concept of the history of Ukrainian culture as an inherently synthetic process. As a result of even a superficial review of the Latin authors of the fifteenth to nineteenth centuries and the imagery of their works, we can learn much about the place and role of bourgeoisie and Polish noblemen in Ukrainian society of that time, as well as look with new eyes at the Cossacks, clergy, and peasants, reaching not only to previously unknown information but also, what is valuable to a philologist, to its refined wording. The representatives of a variety of professional circles, political views, and regions made their contribution to the Latin works in different genres during more than five hundred years – that is why the reader can now afford to choose works for every taste.

    The author of the article writes about the identity of Odessa as about the kind of local identity that manifests itself in the historical context. He researches the individual examples of the local cultural specificity, appealing to the thoughts of authoritative writers and scientists. Odessa’s identity was formed through the influences of different factors, some of which were even contradictory. This gave rise to its uniqueness. It is characterised by liminality, independence (autonomy), cosmopolitanism. But it is important to understand that those influences were not equal, and their effects were often used for creating the ideological doctrines of the nineteenth and twentieth centuries. In the presented research, the author reveals the formative mechanisms of some stereotypical images that the concept of identity consists of. These mechanisms express open or hidden Russian imperial strategy of colonisation. That is why the eff orts to glorify the local and specific are questionable. In this context, the well-known Odessa cosmopolitanism is often explained. But sometimes it is incorrect to understand it as the effect of the historical process of assimilation by the national, linguistic, or religious denominational groups which took place in the city during the nineteenth and twentieth centuries. The article is also about the discrimination against the culture of the national minorities, who in the so-called Odessa myth are represented in a fragmentary and incomplete way. Ukrainian element was also discriminated against. This may seem paradoxical, as Odessa and the Black Sea region are a natural part of the Ukrainian cultural space.

    No processo de independência das colônias no Continente Ame¬ricano o federalismo esteve muito presente como um ideário, uma bandeira ou co¬mo perspectiva de organização estatal interna ou de integração de novos estados. A com¬plexidade do processo de construção dos novos estados nacionais “moder¬nos/liberais” encontrava a força e, ao mesmo tempo, a limitação nos poderes locais e re¬gionais vinculados a sua estrutura econômica-social. Nesse sentido, o federalismo po¬deria estar relacionado a perspectiva de um estado descentralizado e republicano, co¬mo em um estado que mantivesse a autonomia dos poderes locais ou regionais da “antiga” estrutura social do período colonial, dificultando de certa forma a “integração”. Assim sendo, a partir de um estudo da historiografia, especialmente a produzida na região platina, pretende-se neste trabalho, fazer uma análise das apro¬xi¬mações e diferenças dos projetos políticos federalistas regionais ou dos novos esta¬dos nacionais, em que a integração, a fronteira, a fragmentação estão presentes
    In the independence process of the colonies in America, the fe¬deralism was present as ideology, a flag, an internal perspective of state organization or as a way to integrate the new states. The complexity of the building process of the new national states (modern/liberal) found the strength and, at the same time, limita¬tion at the level of local and regional powers linked with the economic and social structure. In this sense, the federalism could be related to a decentralized and re¬publi¬can state perspective, as a state that keeps the local and regional autonomy of the po¬wers, and the “old” social structure of the colonial period, raising difficulties in in¬te¬gration. Therefore, from a historiography study, especially on Rio de la Plata region, this paper intends to do a analyze the similarities and differences in the regional po¬litical federalist projects, or those of new National states in which the problem of the integration, frontier and fragmentation are present.
