In their external appearance, the Islamic-period köshks in Central Asia, especially the characteristic buildings with corrugated outer walls, dated broadly speaking from the 7th–8th century AD to the times of the Mongol conquest at the beginning of the 13th century, are apparently fortified. However, they lack a number of features characteristic of defensive buildings. Their interpretation as residential structures in this period is indisputed, hence their apparent defensiveness has been attributed to a line of evolution from pre-Islamic architecture of this type, which played a military role. A review of various defensive elements present in these structures, compared with buildings from an earlier period, highlights this process. An apparent exception is the Great Kyz Kala at Merv, Turkmenistan, which may have not lost its defensive capacity immediately, as recent research by the UCL Institute of Archaeology Ancient Merv Project has demonstrated.

The article addresses the infl uence on Central Asian reality exerted by naming and the practice of identifying the peoples inhabiting this area by dominant Others. I note that the identifi cation of those human communities was always an act of aggression that led to establishing a relation between rulers and those subordinate to them. I submit that what joins various epochs in the history of the human communities of Central Asia is not imperialism but rather colonialism, and propose describing those processes by means of a systemic concept of colonialism. Imperial practice in Central Asia was based on subordinating tribal communities and non-national states without deeper interference into their inner structures. Up until the 20th century the three great powers jockeyed above all to block one another. The change following the collapse of the USSR did not lead to the creation of regional independence. Rather, the national identities of the new states are a product of the modernization compelled by Soviet policies. This especially concerns small communities that, always valuing their autonomy, did not strike observers-explorers as material for nations. The preponderance of the external point of view along with the infl uence of images arisen in the dominant surrounding (including that of science) maintain these local communities in a state of backwardness. Identifi cation and classifi cation remain an eff ective tool for blocking their path toward establishing a new identity.

This article presents a qualitative research with the aim of analysing and prognosing the future of relations between the European Union and hydrocarbon exporting countries in Central Asia, based on bilateral Partnership and Cooperation Agreements. The results of analysis, set within the broader geopolitical competition for influence in the region, distinguishes Turkmenistan's significant role as both potentially important state for the future of the EU's energy security, as well as the greatest challenge in building relations with the states of the region in a framework that requires a common axiological foundation.

Opis:
This work focuses on the parliamentary control in Uzbekistan. Currently, besides the Constitution of Uzbekistan, the issue of parliamentary control is subject to the Act from 11 April 2016 „on parliamentary control” and other legislative acts, in particular relating to the constitutional position of Oliy Majlis. The law provides for various mechanisms of control over the executive power (e.g. vote for budget approval, parliamentary inquiry, parliamentary investigation, presenting information about their business by the executive power). Currently, the most important challenge related to the development of parliamentary control in Uzbekistan is further democratisation of the political regime, increasing political pluralism.
