El presente artículo analiza los patrones migratorios de los mexicanos en Estados Unidos, poniendo especial énfasis en la migración femenina. La migración mexicana a los Estados Unidos de América sirve como ejemplo de la tesis que vincula las raíces de la movilidad femenina a la teoría migratoria del capital social, según la cual los lazos familiares y las conexiones sociales son los factores predominantes que provocan y facilitan la marcha de las mujeres, tanto en su dimensión nacional como transnacional. Este artículo presenta, a través del análisis de varias teorías migratorias in-terdisciplinarias, argumentos para explicar los motivos detrás de la movilidad humana, considerando para ello características de los flujos migratorios tales como la edad, el nivel educativo y el estado civil, entre otros. El objetivo es comparar a la mujer y al hombre migrante promedio, en sus caminos de México a Estados Unidos, y confrontar a las migrantes mexicanas con las migrantes de otras nacionalidades. Este análisis de la migración mexicana a Estados Unidos puede también contribuir a sustentar la hipótesis de la feminización de la migración mundial
This article analyzes the migration patterns of Mexi¬cans in the United States, with particular emphasis on female migration. This article aims to analyze the statements published by Polish MPs about the situation of migrants in a social media platform, Twitter. The results of the study show that politicians rarely raise the subject of migration, although a number of important events took place in the international arena regarding the problems of migrants from war-torn areas. Parliamentarians’ tweets are characterized by brevity and generality. They focus on informing about the risks associated with accepting migrants from war-torn areas. A large number of tweets is an appeal for humanitarian aid for migrants. Some posts refer to the chances of development of the Polish economy as a result of economic migration. Parliamentarians’ statements correlate with political, social and psychological factors that are influenced by the complexity of the subject of migration, polarization of public opinion and the existence of stereotypes and prejudice against migrants.

Aktualnie zauważamy głębokie zmiany w populacji świata. Do II wojny światowej mogliśmy dostrzegać ustawiczny wzrost liczby ludności w różnych częściach świata. Obecnie w wybranych państwach wschodniej części UE liczba ludności maleje, np. w Polsce lub Rumunii. Na wskaźniki demograficzne (współczynnik dzietności, współczynnik umieralności, współczynnik migracji) mają wpływ uwarunkowania ekonomiczne i społeczne. Różne polityki pronatalistyczne en masse są nieskuteczne. Społeczeństwa [państw] UE są skoncentrowane na innych oczekiwaniach niż macierzyństwo. Wspomniane zmiany będą wymagały nowych działań władz państwowych w obszarze demografii.

The essay analyzes the Dominican immigration policy during the dictatorship of Rafael Leónidas Trujillo Molina in the Dominican Republic (1930-1961), a policy whose origins are related to the massacre of Haitians in October 1937 and whose purpose was to rebuild his tarnished image before the international public opinion. The European events of the era such as the Spanish Civil War, the persecution of the Jews would contribute to this policy. But despite the “humanitarian” immigration policy of the Dominican dictator and his desire to promote agricultural and industrial development of the Dominican Republic, his policy was pronouncedly racist and xenophobic.
El ensayo analiza la política migratoria dominicana durante la dic-tadura (1930-1961) de Rafael Leónidas Trujillo Molina en la República Dominicana, política cuyos orígenes se relacionan con la masacre de haitianos en octubre de 1937 y cuya finalidad era la de recomponer su mala imagen ante la opinión pública interna-cional. Los acontecimientos europeos de la época, la Guerra Civil española, las perse-cuciones contra los judíos, contribuirían a esta política. A pesar del carácter “humani-tario” de esa política migratoria del dictador dominicano, del deseo de promover el desarrollo agropecuario e industrial de la República Dominicana, la misma revestía un acentuado carácter racista y xenófobo.

This paper explores the meaning of identity and nation, home and belonging, through the study of internal and international migration in three novels. In doing so it encoun- ters the construction of collective identity in Manzu Islam’s Song of our Swampland, the dystopian dislocation in Neamat Imam’s The Black Coat and the concept of meta-home in Tahmima Anam’s The Bones of Grace. The complex, unstable space of diaspora seems ever evolving and forever shifting. Here ‘home’ becomes what Homi K. Bhabha has ex- pounded as “a mythic place of desire.” In this fluid construction of diasporic existence the paper examines the concepts of “de-territorialization,” “unhoming,” “dislocation,” “iden- tity,” and “belonging.”

Este artigo tem como finalidade, a partir de temas como a migração, a clandestinidade e as rela-ções de trabalho, analisar a constante presença de trabalhadores brasileiros na Guiana Francesa e Suriname, tomando como ponto de referência a fronteira norte do Brasil, e mais especificamen-te, o município de Oiapoque-AP. Parece-nos relevante neste trabalho entender o quadro geral das recentes mudanças em relação a este fenômeno histórico e as atuais tendências em relação aos postos de trabalho ocupados pelos imigrantes brasileiros, legal ou ilegal na região, principalmen-te após a inauguração da Ponte Binacional. A metodologia deste trabalho foi desenvolvida a par-tir da observação participante com grande auxílio da escrita etnográfica e análise documental. Neste sentido, este artigo pretende explorar os atuais fluxos migratórios, e identificar possíveis tendências e mudanças nas relações de trabalho no Platô das Guianas sejam em áreas de garimpo ou mesmos em núcleos urbanos como Caiena.
The purpose of this article is to analyze the constant presence of Brazilian workers in French Guiana and Suriname, in relation to topics such as migration, clandestinity and labor relations, taking as a point of reference the northern border of Brazil, and more specifically, the municipal-ity of Oiapoque-AP. It seems relevant to us to understand the general picture of the recent changes in relation to this historical phenomenon and current trends in relation to the jobs occu-pied by Brazilian immigrants, legal or illegal, in the region, especially after the inauguration of the Binational Bridge. The methodology of this work was developed from participant observa-tion with great help of ethnographic writing and documentary analysis. In this sense, this article intends to explore current migratory flows, and to identify possible trends and changes in labor relations in the Guiana Plateau whether in mining areas or even in urban centers such as Cay-enne

El objetivo de este trabajo es analizar el Régimen de Regularización Migratoria para ciudadanos senegaleses realizado en el año 2013 en el contexto de la nueva ley migratoria argentina, ley enmarcada en la perspectiva de la gobernabilidad migratoria. Las ideas que exponemos son resultados preliminares de una investigación en curso enfocada en analizar el impacto que tuvo el programa regulatorio en el colectivo de migrantes senegaleses. El caso senegalés vuelve a mostrar las limitaciones de la ley de migraciones, más allá de sus avances en materia de derechos para los migrantes. La inmigración persiste concebida como problema a partir de la irregularidad, donde los migrantes sólo pueden ser aceptados cuando su presencia lo amerita o cuando demuestran medios de vida “lícitos y útiles”. Y si bien para la ley la migración es un derecho, éste es ejercido de manera discrecional hacia ciertos grupos, por ejemplo, a través de la exigencia de visados.
The purpose of this study is to analyze the regime of migratory regularization for Senegalese ci-tizens in the year 2013 in the context of the new Argentine immigration law. The ideas that we present are preliminary results of an ongoing study focused on analyzing the impact that the regulatory program had on the collective of Senegalese migrants. The Senegalese case shows the limitations of migration law, beyond advancement of rights for migrants. Immigration continues to be conceived as a problem of irregularity, migrants can only be accepted when something warrants their presence or when they show that their lives are “lawful and useful”. And while migration is a right, it is exercised in a discretionary way towards certain groups, for example, through the requirement of visas.

How might migration legislation and policies contribute to modern enslavement of migrants in Australia? Migration law and policy are a shield in the sense that they have been used and have the potential to be used to shield or protect trafficked individuals and those subject to modern slavery. Nevertheless, the state could be complicit in modern slavery through its migration law and policies exemplified by English language requirements for visas and for entering into certain professions. By placing the English language barrier between migrants and their economic and professional aspirations in obvious cases when a demand for proof of English language proficiency must not be made in the first place, the Australian Government and institutions create the environment conducive for excluding migrants from the professions and exposing them to economic abuse and exploitation. The stated basis of the English language requirements for Australian visas is that English language ‘is critical to getting a job’ and safely practising a profession and participating in Australian society. Yet migrants from non-exempt countries are required to sit for an English test when they apply for permanent resident visas (such as Subclass 186) and temporary visas (such as Subclass 485), even when they are present and already employed in Australia. Educational qualifications in English awarded by Australian and non-Australian tertiary educational institutions that satisfy the Australian study and qualification requirements are not the acceptable proof of competency in the English language. The effect of non-recognition of educational qualifications in English as proof of the English language ability is that visa applicants from non-exempt countries, even those present and working in Australia and/or who have completed a course of study in Australia, have to sit for an English language test. The content of this test bears no connection whatsoever with the English language used in practice. The test has an expiry date thereby tying migrants’ English language ability to the test expiry date, suggesting that once the test expires, so does their competency in English. Failing one component of the test requires resitting all the four components. Whereas an Australian educational qualification in English is required for admission to the legal, medical and nursing professions, the English language competence of migrants from non-exempt countries who hold the qualification is extracted from this qualification. Therefore, migrants cannot rely on the qualification as prove of their competency in English, even though the practice boards accept this same qualification as meeting the standards for admission to practise. The evidence disallowed or required to prove the English language capability both for Australian visas and to enter into the professions thus belies the stated purposes of the English language requirements. English is a global language that is spoken by different nationalities in different parts of the world. Therefore, taking a blanket approach that proficient speakers of English originate in the nations that are exempt from the English language requirements ignores the reality of English language usage. In these circumstances, the English language would seem a disguised legal and policy tool for gatekeeping, exclusion and nationality-based discrimination. The deliberate denial of the English language abilities of certain migrants and the stipulation of absurd and inexplicable evidentiary requirements as proof of the English language competency deprive such migrants of opportunity to enter into professions of their choice, ridicule and expose them to exploitation and modern slavery contrary to Australian values and legislation on equality and fair play.

In the 1930s, Latvia was one of the main target countries for economic emigration from Poland. Emigration to Latvia was seasonal. Between 1936 and 1939, each year about 40,000 Polish agricultural workers were employed in Latvian agriculture. Polish seasonal migration was the object of attention of the contemporary press, both Polish and foreign. A very valuable source of knowledge about Polish seasonal migration is the newspaper Nasze Życie (Our Life). This applies especially to various aspects of Polish migrants’ everyday life. It was the only Polish newspaper in Latvia (it was published in Riga). From 1936, the newspaper had a special section devoted to seasonal workers. It contained information and messages addressed to the migrants. The editorial team’s task was to provide the workers with comprehensive and reliable help. In this regard, advice and guidance was given on the organisation of workers’ lives and work. These advices were difficult to overestimate. The newspaper also covered religious and moral topics. At the same time, the newspaper was the main link between the workers and the Polish consular service. It published messages of the Polish Consulate in Riga. Unfortunately, the weekly reached few seasonal migrants. Most workers did not read or subscribe to the newspaper for various reasons. The article analyses the content of the newspaper Nasze Życie. The author confronted the content of the newspaper with other available sources regarding the issues of Polish seasonal migration in Latvia.

The Return of History (Welsh 2016) shows that the European refugee crisis has its historical predecessor in mass flight and analyses this episode by looking at the vulnerabilities this crisis revealed in the European Asylum system, with the UNHCR as its main body. Upon evidence of this modern return of mass flight, as well as of the contemporary reincarnations of barbarism, Cold War and inequality, the book reevaluates Fukuyama’s seminal thesis about the end of history, i.e., about the irremediable victory of the liberal democracy. It shows that the principles of international humanitarian law and the value of fairness are currently challenged on various fronts, by both state and non-state actors, and from within and abroad the democratic regimes. The book builds on this tension between the thesis of the end of history and the practice and experience of return of history. It discusses topics such as the resilience of liberal democracy, the potential to cope with and recover from crises, the possibility to predict problems and downturns etc.

The article discusses contacts and networks along the eastern coast of Sweden and around the Baltic Sea. The focus is on the decorated pottery c. 0–700 AD. Sweden and Scandinavia had different regional styles of pottery during this period. One of the most distinctive Scandinavian styles is found on Öland and Gotland. This style is distinguished by the elaborate use of stamps and vessels with handles positioned from the rim to the shoulder. Vessels made in this style are found outside the large islands, notably in Svealand, i.e. the lake Mälaren Basin in central Sweden, as well as in northern Sweden. More interesting is the spread and influences in the Dollkeim-Kovrovo culture, in north-eastern Poland, and Oblast Kaliningrad. During the Roman Iron Age, a special type of beaker is found from the Mälar basin to Gotland/Öland and further on in Oblast Kaliningrad. The connection can also be seen in dress ornaments and other artefacts. The regional differences in the pottery decrease during the Vendel Period (c. 550–800 AD). A new style of stamped vessels is spread from the Langobards in northern Italy to England and Scandinavia and marks a new, more uniform material culture. This marks probably a new area of more complex and centralised political units.

The issue of migration is now becoming part of a wider debate on cultural diversity. This article explores selected aspects of this debate in the context of school education. A relatively new subdiscipline, the anthropology of education, is indicated as a useful perspective in this matter. Anthropological research on migration and cultural differences in general can be regarded here as a scientific reconstruction of the processes that lead to the construction of otherness. The cultural figure of a migrant in particular serves as an example of these processes in the context of European education. Western concepts of otherness thus build large part of the current political and social debates on migration and the presence of migrants in the educational milieu. The article examines these concepts in relation to the main contemporary migration trends visible in the West.

La migración hacia Canadá derivada del Programa de Trabajadores Agrícolas Tem¬po¬ra¬les se ha convertido en una alternativa para que los habitantes del municipio de Acateno obtengan recur-sos económicos que aporten a la mejora de la calidad de vida de las familias receptoras de reme-sas. En este artículo se analizan las prácticas migratorias del ir y venir que se configuran como una producción espacio-temporal de la actividad laboral por contrato formal, desde la perspecti-va teórica de desarrollo sustentable. Los materiales y métodos contienen un procedimiento me-todológico transductivo con enfoque cualitativo. Los resultados y discusión apuntan a la dimen-sión acerca de cómo las personas migrantes han encontrado brechas de oportunidad para crear, con el uso de las remesas, un entorno de sustentabilidad
Migration to Canada via the Temporary Agricultural Workers Program has become an alterna-tive for the residents of Acateno to obtain economic resources that contribute to the improve-ment of the quality of life of the families that receive remittances. This paper analyzes the mi-gratory practices of coming and going that are configured as a temporary space production of la-bor activity by formal contract, from the theoretical perspective of sustainable development. The materials and methods combine a transductive methodological procedure with a qualitative ap-proach. The results and discussion point to the ways in which migrants have found opportunity gaps to create, through the use of remittances, an environment of social, economic and environ-mental sustainability that brings them closer to possible intergenerational benefits.
