    Opis:
    Globalisation – characterised by dynamic economic growth, increasing exploitation of the natural environment, and deepening social inequalities – brings negative consequences and is strongly perceptible also in local communities. A new approach to development policy based on the idea of sustainable development must be incorporated into local governments’ strategies, programmes, and actions. We adopted exploratory approach to determine the level and identify the spatial patterns of sustainable development of Polish poviats. The aggregated (synthetic) indicators of economic, social, and environmental development were developed to analyse the spatial patterns of the poviats’ development trends. Our research shows that in Poland there are overwhelmingly more poviats characterised by lower development than those better developed in all three analysed categories. Hierarchical analysis using the Ward’s method revealed that Polish poviats can be divided into three relatively homogeneous clusters in terms of development levels. The largest group consists of poviats characterised by the relatively lowest level of sustainability in economic and social areas, and the highest – by environmental development. Analyses using the Moran method made it possible to determine the so-called spatial regimes of clusters. The captured spatial relationships indicate that selected poviats have a significant impact on the level of development in the neighbouring poviats.

    This paper examines the role of educational support in social entrepreneurship development in Poland and Ukraine based on comparative case studies and a computer-assisted web interviewing method. The research investigates cross-country and cross-institutional differences in education concerning social entrepreneurship. The paper considers the different levels of social entrepreneurship education in primary and secondary school, university, and non-formal education. It is established that students at all levels of education should have an entrepreneurial mindset, which is a prerequisite for sustainable development. The key directions for developing education regarding social entrepreneurship in Ukraine are identified.

    Opis:
    Regional and local authorities today face a twofold challenge of delivering locally responsive policies in accordance with EU development goals. For this reason they need to align their development strategies with European guidelines. This paper determines the drivers and hindering factors behind the effective involvement of local and regional authorities in drafting and implementing EU policies with territorial impact. It evaluates several examples of multi-level governance operating in the institutional context of the EU and identifies its most important weaknesses such as lack of regional administrative capacities; insufficient Europeanization of subnational elites and inadequate communication between EU, national and regional levels.
    Władze regionalne i lokalne stoją obecnie przed podwójnym wyzwaniem projektowania własnych strategii rozwoju regionalnego w taki sposób, aby z jednej strony realizowały one potrzeby i oczekiwania wspólnoty regionalnej, z drugiej natomiast odpowiadały celom rozwojowym UE. Poniższy artykuł podejmuje próbę oceny efektywności wybranych mechanizmów rządzenia wielopoziomowego, które pozwalają na włączenie władz regionalnych i lokalnych w proces tworzenia oraz implementacji polityk unijnych. Przeprowadzona analiza wskazuje na szereg słabości w systemie rządzenia wielopoziomowego, tj. brak lokalnych zasobów administracyjnych, niedostateczna europeizacja elit regionalnych oraz słaba komunikacja pomiędzy poziomem unijnym, narodowym i regionalnym.

    Celem artykułu jest przedstawienie roli rządu federalnego jako jednego z aktorów uczestniczących w polityce rozwoju miast amerykańskich w latach 1965–2012. Paradoks implementacji, rozumiany jako ograniczenie możliwości osiągania celów polityk krajowych w związku z poszerzeniem kompetencji ich potencjalnych oponentów oraz zmieniające się poglądy kolejnych prezydentów na federalizm zostały uznane za kluczowe w wyjaśnianiu tytułowego zagadnienia. Posłużono się kategoriami: federalizmu, orientacji i instrumentów rozwoju oraz nakładów finansowych na rozwój. Orientacja i instrumenty rozwoju zostały przedstawione na podstawie wybranych programów federalnych adresowanych do miast, nakłady zaś – na podstawie budżetów federalnych. Ramy teoretyczne pracy stanowią trzy generacje teorii implementacji polityk publicznych. W konkluzji autorka wskazuje na wycofywanie się rządu federalnego i rosnące znaczenie władz stanowych w polityce rozwoju miast.
    The article discusses the involvement of the US federal government in the policy of urban development in the years 1965-2012. The implementation paradox, understood as a limited ability to achieve national policy objectives as a result of the empowerment of potential adversaries, and the changing views of the successive presidents on federalism were considered crucial in explaining the discussed issue. The following categories have been used: federalism, orientation and instruments of development, and financial outlays for development. Orientation and instruments of development have been presented on the basis of selected federal programmes addressed to cities, and outlays – based on federal budgets. Three generations of public policy implementation theories constitute the theoretical framework of the study. In conclusion, the author points to the withdrawal of the federal government and the growing importance of state authorities in urban development policy.
