Opis:
International public opinion, especially European one, is focused on the issue of migrants reaching Europe from the Near East. Due to the scale of migration, southern neighborhood draws attention of decision-makers and the public of individual EU member states. For some countries, the number of migrants has become a problem of social nature (e.g. approximately a million migrants reaching Germany in 2015). However, the fact that a war rages on in Donbas, right beyond the EU’s eastern border, cannot be disregarded as the conflict fosters further migration problems (internal and international migration). Russo-Ukrainian conflict in Donbas has changed the perception of Ukraine’s internal situation. The conflict pertains not only to the issue of hard security (e.g. military capabilities), but touches upon soft security as well i.e. in this case, the issue of migration (both international, and one associated with Internally Displaced Persons, IDPs). It is noteworthy that events of the Euromaidan revolution resulted in one of the more violent transformations, not only in the post-Soviet space, but also continental Europe. In addition, Russia’s destabilization of eastern Ukraine and annexation of Crimea undeniably constitute the greatest European security crisis since the Balkan war of 1990s. Undeniably, when faced with economic, military and social problems (e.g. IDPs), Ukraine will not be able to manage the situation on its own without external financial aid.

Migration Crisis

Opis:
The migration flow to EU in 2015 or the so called “migration crisis” forced the EU to take rapid steps. One of them was a closer cooperation with Turkey which was the main transit country to Greece. The aim of this article is to examine the outcomes of the EU–Turkey Agreement in the context of accessions talks and effectiveness in decreasing the number of migrants arriving to Greece. One of the costs of this cooperation was supposed to be the speeding-up of both the negotiations and the visa liberalisation. However, after over a year since the Statement entered into force, this condition has not been fulfilled because of the violation of human rights in Turkey. It is reason to say that the Agreement didn’t have impact on the accession talks, but it gave Turkey a strong argument for blackmailing. The aim of the Agreement was also to decrease the number of migrants arriving to Greek islands and the fact is that it remains much lower compering to 2015, what can be considered as the effect of the Agreement even if the decreasing tendency started before announcement of the EU–Turkey Statement. But there are more factors which has to be analysed as e.g. closing the border with Syria by Turkey.

Global Crisis of Liberal Democracy
System of Representing Interests in the EU
Undemocratic Liberalism
Illiberal Democracy
CEE Countries
Opis:
The theory of representation is an essential element of the social contract that legitimizes the state in democratic societies. In the European Union, representations of interests play a similar role to the one visible in other democratic systems. They are one of the main political actors in the EU, along with the governments of the Member States, EU institutions, political parties, national administration and voters. The global crisis of capitalism radically changed the context of policy, undermined systemic rules and shifted the standards of the public sphere. On the wave of criticism of the economy and neoliberal elites, as well as the inefficiency of the democratic system, the pathologies of representative politics are also rejected. New populist parties and their authoritarian leaders are rooted in social protests that marginalize the role of intermediary organizations. This kind of policy also challenges current EU rules. The significant role of radical parties is partly due to the fact that the complexity of decisionmaking processes in the Union that strengthens the influence of well-organized interest groups, which is beneficial to strong actors in the public sphere (political elites, some industries and transnational corporations). As a result, the interest group policy has become, to a large extent, a synonym of “undemocratic liberalism” against which there are advocates of “illiberal democracy”, particularly infl uential in Central and Eastern Europe. After a long period of communist rule, the CEE countries are distinguished by a weak civil society and limited awareness of the role of representing interests at both national and EU level. Policies shaped in such circumstances have often proven to be closer to new forms of “post-national democracy” in the CEE rather than to traditional national institutions, and this state of matters earns criticism of populist and conservative parties.
