The EU is promoting cultural relations with Asian countries. While building interpersonal and institutional connections, the EU pays special attention to Japan. The image of the EU and its mutual relations with Japan are generally recognised as predominantly good and trustworthy. This paper will examine the process of building creative/progressive cultural relations between the EU and Japan based on two hypotheses; first: despite the fact that the EU tried to develop cultural relations within Japan, the embassies of the EU Member States are far more active in cultural programs than the EU Delegation; and secondly: the reception of the EU as a historic and cultural project is rather fragmented (as opposed to being holistic) in Japan. The aim of this research is to analyse, compare, and evaluate both the effort and achievements made by the EU and Japan in the process of building creative cultural relations. The research will demonstrate an analytical approach in the political sciences discipline.

Given that culture through cultural policies at all levels of governance has the potential to mitigate crises, the main aim of this paper is to indicate that the EU, through its recent actions (i.e. initiatives, measures, and projects) – and within the limits of its competences – is steadily moving in a direction to utilise the potential of culture in this regard mostly through its evolving cultural policy. This aim is achieved by applying qualitative methodology (i.e. a content analysis of relevant primary and secondary sources) in the following ways – firstly, the basic definitions of culture, cultural policies, and crisis are provided in order to eventually emphasise the growing recognition of the importance of culture in confronting crises according to recently published UNESCO and Council of Europe documents. Subsequently, after indicating the current course of the EU’s cultural policy and its accentuated cross-sectoral dimension, what follows is a review and analysis of the relevant actions taken within the framework of the EU’s cultural policy that are related to recent crises (i.e. the migrant crisis, the Coronavirus crisis, and the Ukraine crisis). In view of that, the results of this inquiry indicate that through its recent cultural actions – channelled mostly through its cultural policy – the EU is increasingly approaching culture as a valuable resource which has the potential to enhance resilience and recovery from crises in an EU context and beyond.

This article attempts to explain the understanding of culture which form the basis of the EU’s cultural policy as well as to present changes in that regard occurring along with the development of this policy. The research material consisted of common positions of the EU member states adopted during meetings of the Council of the European Union. The research was done using qualitative content anal sis. The most general conclusion from the research is that the basis of the EU’s cultural policy since the beginning of the researched period have consisted of two different approaches to culture in the EU: cultural unity and cultural diversity. Moreover, the creators of the EU’s cultural policy understood the role of culture in the integration process in four ways: as a non-instrumental value, a sociocreative factor, an economic factor as well as a factor enhancing the external relations of the EU. During the researched period we observed certain changes regarding the approach towards culture. They involved either changes within the already existing ideas or creating new concepts concerning the cultural sphere.

The European integration processes have had over the years many shapes, faces and, masks. European politicians noticed, as late as at the turn of 70s and 80s of 20th century that culture can signifi cantly influence the social life, economy, as well as international relations. At that time, however, they did not formulate any proposals of specific activity which could have lifted culture to supranational position, and the culture remained in the realm of national policies. In the early 80s, Ministers of Culture of the European countries, dissatisfied with cultural policy of the European Community, or rather lack of it, informally established intergovernmental Council of the Ministers. The council was announcing resolutions and recommendations for the European Commission, European Parliament, and European Council. The objective of this paper is analysis of the pioneering role of Ministers of Culture in integration processes at culture level. The research reveals that the intellectual and political work and influence of Ministers played a pivotal role in formulating the first paradigm of the Community’s cultural policy. They were also instrumental in creating fi rst programmes directed to culture and cultural operators in Europe.

The main purpose of the article is to present the evolution of legal regulations regarding national minorities in Ukraine, the structure of these minorities and the dynamics of demographic change. The authors analyzed the geographical distribution as well as the political, cultural and educational activity of the most numerous national minorities. They presented the main reasons for the increase or decrease in the size of the largest national groups. The political and legal foundations of minority activities, the specificity of the organization of their educational institutions, national-cultural associations and ethnic parties were analyzed. Particular attention was paid to the problematic provisions of the new Education Act (2017), which reduced the status of languages of national minorities in education and led to the deterioration of relations with individual countries with which minorities are associated. The authors discussed the most severe problems in bilateral relations arising from Ukraine’s policy towards minorities and some ideas on how to solve them. The main methods of improving nationality policy in contemporary Ukraine were also presented.

The paper analyses the nation branding as an umbrella concept applied by the Polish cultural diplomacy for the promotion of a positive image of Poland in the world since 2008. The analysis takes the form of a case study of a Project Asia, a new, long-term project aiming to promote brand Polska through high and non-commercial culture in East and South Asia. Since 2010 the project has been executed by Adam Mickiewicz Institute in cooperation with Polish diplomatic missions, Polish Institutes and other Polish institutions engaged in promotion of the Polish culture abroad. Establishing the presence of Polish contemporary culture in East and South Asia has become a significant challenge because of circumstances and contexts much different from those in which IAM used to develop consistent cultural narratives about contemporary Poland. The paper analyses the main institutional and cultural determinants of the project development, the dynamics of its implementation and its adjustment to the cultural realities of Asian countries.

This paper analyzes the practice of “cultural diplomacy” and “soft power” in the United Arab Emirates in light of previously developed practices in European countries such as France and Germany. These two concepts referred to international relations and invented in the Western world, describe strategies that have been taken up by non-Western governments, either to complement their hard power capacity with its soft equivalent or to fill a gap where hard power is missing. Diverse (especially state) actors in international relations appear convinced that public and cultural diplomacy, as an example of soft power, is the most advanced, non-invasive way of conveying a positive image, values, or lifestyle, being at the same time a non-violent means of pursuing national interests. How is the concept of cultural diplomacy applied and facilitated in non-Western countries? Which model of public diplomacy best describes actions undertaken by the Emirati authorities and what are the reason for developing a soft power strategy in the United Arab Emirates (UAE)? This article answers these questions through a comparative analysis of the United Arab Emirates with the examples of France and Germany. It points out the potential challenges and opportunities which arise from a non-Western government using a tool of cultural diplomacy by analyzing diverse initiatives undertaken by UAE, including the “Emirati Film Review in Poland”.
