Just before the 2019 European Parliament (EP) elections many authors have indicated their exceptional nature. In this article the author attempts to analyze how these particular characteristics and fi rst decisions taken after the elections by the key EU level actors may shape the EU integration process in the coming years. The article focuses on how the fragmentation of the EP may infl uence the choice of the European integration directions in the near future. One of the first observed effects of this fragmentation was the failure of leading candidates system during the appointment process of the Commission President. Another one is Ursula von der Leyen’s political programme for the European Commission, built on the strong awareness of the need to create a governing coalition between the EP and the European Commission. Acknowledgment of the challenge of the EP diversity by the New Commission President may have a positive effect on the EU-level democracy, however with a decrease in the efficiency of the EP legislative process.

The Western Balkans, which include Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia, are important geopolitical entities that serve as a conduit and battleground for influence between the European Union (EU) and external powers such as Russia, China, and Turkey. This article explores the complexities of EU integration in the Western Balkans, emphasising significant external influences from those global actors. The primary research problem focuses on how these influences manifest politically, economically, and culturally along with their implications for the region’s EU accession efforts. The analysis demonstrates that the EU’s approach to enlargement is increasingly influenced by geopolitical imperatives rather than purely political and economic reforms. Given the involvement of many external actors, the EU must devise a sophisticated policy that strikes a balance between advancing democratic ideals and addressing strategic security concerns. The article emphasises the EU’s urgent need to accelerate integration as a “geostrategic investment” (European Commission, 2018), with the goal of stabilising its periphery and countering these external forces. Finally, the article claims that successful EU integration for the Western Balkans depends on efficiently controlling external impacts and strengthening institutional resilience. The findings call for a diverse EU policy that blends geopolitical pragmatism with democratic governance to ensure the region’s inclusion into the European framework. This strategic balance is critical for maintaining stability and promoting long-term development in the Western Balkans in the face of competing global interests.

Migrations have accompanied mankind for hundreds of years. Wandering for livelihood has been and is inscribed in historical and social processes taking place on a regional and global scale. Decisions on change of residence usually are on economic grounds, but they can also be political, religious, social or related to the climate. They are taken by adults, but their range and effects also affect children. This happens when they take them with them, for the sake of wanting to improve their life situation, or when they leave them in the country of origin, for the same reasons.The challenge for these children is related to the problems of being able to adapt to the new situation, including education and their values,when they leave with their relatives, while when they stay they may experience loneliness, the lack of family warmth and a reduced sense of security. The following text is devoted to the situation of children of immigrants.

On March 29, 2017, as a consequence of the referendum of June 23, 2016, the British Prime Minister, Theresa May, notified the European Council the intention to leave the EU in accordance with art. 50 of the Treaty on European Union (TEU). This means that within two years the United Kingdom will probably leave the EU. The phenomenon that we have dealt with since the beginning of the integration process within the European Communities (and later the EU) but which has more and more influence on the shape and functioning of the European Union for more or less decades, is the differentiation of integration in the EU between its member states. The UK’s exit from the EU and the progressive differentiation of integration within this organization are two extremely important processes that will strongly affect the shape and functioning of the EU. The main objective of this study is to try to answer the question of how UK’s exit from the EU will affect the process of differentiation integration in the EU. The starting point is an outline of the position of the United Kingdom in the EU in the context of differentiation of integration in the Union, i.e. identification of the most important exclusions of this state from the EU acquis communautaire (mainly the EU primary law). In the third part of the article, an attempt will be made to indicate the consequences of the exit of United Kingdom from the EU for deepening differences in the integration of the EU member states. The summary contains the main conclusions.

This article is an attempt to formulate a theoretical model for governance of the European Union. On one hand it takes into account the ongoing theoretical debate in this field, and especially the critical analysis of recent years, while on the other it refers tothe actual course of the European Union’s systemic reform in terms of its coherent reform plan for the Economic and Monetary Union (especially the euro area). It also refers to the reforms of the EU proposed in academic literature.1 The article analyses various models of differentiated integration. Regarding the implemented reforms and the future model for the governance of the EU, the starting point is the dominant assumption in the discussions that the focus should be on the cohesion of the institutional and legal system of the EU. The model of ‘fl exible integration’ presented in the article takes as a starting point the fact that the internal differentiation of the various statuses of EU Member States has now become a systemic trend of the European integration process. Within the framework of the ‘fl exible integration’ model, the author identifi es the essential institutional and legal elements of the EU that will allow it to maintain its cohesion.

The ongoing EU–Turkey accession negotiations are probably the most complex talks related to the enlargement process in the EU’s history. Although they were initiated in 2005, so far both sides have managed to provisionally close only one out of 35 negotiation chapters. What’s more, the bilateral relations between the EU and Turkey are growing more and more tense. The most recent developments only prove that the talks may grind to a halt. It seems that both sides are tired of the endless negotiations and unexpected events, like the 2016 coup d’état in Turkey. The main aim of this article is to analyse the current political developments related to EU–Turkey negotiations in detail and find answers to two research questions. Will Turkey and the European Union face a diplomatic failure? What are the potential short-term scenarios?

The purpose of this article is to analyse the main characteristics of the EU’s foreign and security policy that can affect its functioning at present and in the future. Being part of the broader category which is the EU’s external policy, the EU’s foreign and security policy is plagued with numerous flaws. Reducing their impact would greatly strengthen this policy, but at the same time this depends on the resolution of the main axiological dilemma. It concerns the future shape of the whole European Union, which means that the EU needs to clearly formulate its finalité politique. The resolution of this dilemma will determine not only the future of the EU, but also the present and future shape of its foreign and security policy.

In 2010 Hungary entered a new chapter in its history, described on the domestic stage as ‘the struggle for freedom’, the ‘age of national independence’ (from any foreign diktat) and the ‘unorthodox economy’, which led also to its ‘opening to the East’ (including China and Russia). The unquestioned leader of the state, Prime Minister Viktor Orbán, even confi rmed that this is ‘an illiberal system’, moving ever further and further away from the liberal democracy established in 1990. Using mainly Hungarian language sources (as only small part of the crucial material is available in English), this study tries to describe the essence of the new system, the way it works, and what it looks like. The importance of this Hungarian case study lies in the fact that it constitutes yet another challenge on the path of European integration, along with so many other obstacles that have recently been occurring. Is the new Hungarian system a model for the others in the region and for the whole EU? No one knows the answer, but it is high time we examined what the Hungarian system looks like from the inside, after its departure from the rule of law, liberal democracy, and the system of checks and balances.

The aim of the article is to analyze the European programs of the main political parties in the Weimar Triangle countries. The analysis will focus on the political vision and possible institutional changes. In addition, the position on euro area reforms and (in Polish case) prospects for membership of the EMU will be examined. Another issue is the response to the migration crisis, and views on the future of the internal market, deepening cooperation in defense policy and a vision of the future of EU foreign policy. Finally, brexit issues will be examined. The article will compare the European doctrine of particular countries, then the views of the government (and its party base) and the opposition parties.

The novel coronavirus pandemic has triggered an economic slowdown worldwide, aggravating those steadily accumulated inequalities in income and wealth redistribution. Western-type capitalism, international cooperation, and European integration have found themselves at risk. This article points out the resemblances and dissimilarities in policies combating the recessions of 2008 and 2020 on both sides of the Atlantic, focusing specifically on the EU and Canada. It assesses the rising popularity of the welfarestate concept applied both to individuals and entire businesses deemed essential for democracy, notably in the EU, for which the protection of citizens' well-being and solidarity values are at the core of bloc integration. Conceptually conflicting solutions for those crises reflect a profound shift in policy making, reinforcing state interventions vs the neoliberal approach and intensifying discussions on a universal basic income as a tool in redressing socio-economic inequalities. This paper highlights the need for a trans-disciplinary approach to benefit policy making.

The European Union, an unique entity on the global scene, is at the crossroads. Original blueprint to create supranational subject is broken, under the pressure of Constitutional crisis (2005) and later economic and financial one (a spectre of Grexit). The process has speeded up in 2014 when external security went to the agenda, followed by unprecedented migrant wave coming to the EU in 2015. As result former euroenthusiasm has been replaced by euroskeptic forces, mostly of populist or nationalist nature what was so strongly confirmed by the British Brexit vote in June 2016. Those accumulated crises brought about many new division lines within the EU, well defined in this study – of political, economic, social, but even religious and cultural nature. Dominating till now liberal mainstream is retreating, while ‘illiberal democracy’, however meant, or even authoritarian solutions are starting to flourish. This is an extraordinary era when the whole project of European integration is at stake. Time to react and to sacrifice a lot to save it, if we don’t want to retreat under the new challenges surrounding us. The EU can be saved, even if it be different than before – the Author claims.

Visegrad Four (Czechia, Hungary, Poland and Slovakia) countries, known on international arena as V-4, never being strictly unifi ed grouping, in the context of the migrant crisis in the EU (2015 and after) seemed to emerged as one, unifi ed voice, at least in this particular issue. Due to the fact that especially Hungary and Poland are increasingly treated as a (nationalistic and populist) challenge toward the European values, as defined in so called Copenhagen criteria, the Author is trying to fi nd the answer about the future of the V-4 in the EU in the years to come.

Visegrad Group (V4) containing Czechia, Hungary, Poland and Slovakia, is one of the examples of regional cooperation within the European Union(EU). Recently V4 has shown some coherence in case of migrant wave to the EU, as well as presented unified position vis-à-vis climate change or leaders election in the EU. The Author has taken into consideration major political parties – both ruling and in the opposition – and their programs in all V4 countries and comes to following conclusions: 1. There is no coherence of V4, as Czech Republic and Slovakia are not ready to follow the footsteps of Hungary and Poland in creation of so called illiberal democracies. 2. All V4 countries are domestically highly polarized, with the exception of Hungary dominated by its charismatic leader Viktor Orbán. 3. Internal instability cannot bring a cohesive and unifi ed voice of V4 in the EU in more coordinated way. 4. If V4 countries will constantly undermine the core system of values, or Copenhagen criteria, of the EU, as Hungary and Poland is doing, combined with more and more problems with corruption, as all of them have, then un-famous East – West division line can reemerge in the EU and on the European continent leading to weakening of it on the global scene.

The aim of this paper is to place the case of the British 2016 referendum on whether to remain or leave the EU within theories of preference formation. Events and processes observed recently such the politicization of European integration, the growth of Eurosceptic and populist parties and movements, and more and more frequent reliance on voters’ opinions expressed in referendums – of which the British 2016 referendum is a special case – beg to consider which theories are best placed to explain these developments. The answer to these questions have a profound importance both from the perspective of EU politics, and allows for a better understanding of British politics too. The analysis spans since 1990s, thus stressing the importance of a long-standing processes for preference formation. In conclusion, the author assigns the highest explanatory power to historical institutionalism, focusing on the key role of British party politics, and intra-party divides in particular.

The main aim of the paper is to present important factors influencing present and future shape of the European Union. Among many important factors three of them have been chosen: globalization, collapse of the Washington consensus, as well as the shift in the international order. Author tried to show in which way the impact of those factors influences different spheres of the EU, starting with the most important issues (like an optimal model of the European integration) and coming to the economic and social matters. It was underlined that this kind of influence is reciprocal – it means that the European Union has also possibilities to change interational situation, and its ability with this regard depends on the EU’s effectiveness and performance as an international organization.
