Opis:
In this article the author discusses the difference between the concepts of power, leadership and influence; both concerning their use arbitrarily and their treatment as the interdependent variables. The analysis of some of the given definitions show that the term "presidential leadership” is narrowed to describe the public activities of the head of state. Sometimes the term is also used to compare the actions of many presidents. Many authors are inconsistent with their usage of the term in other wider contexts - particularly the contexts of the comprehensive political situation and the context of president's supporters. The conclusion of the article includes a statement claimed that the majority of the books and papers on presidential leadership are not actually on the leadership process but rather the power of the president. Thus, explaining that there is still a need to accurately define and describe the phenomenon of presidential leadership.

The aim of this article was to analyze Jorge Sampaio's leader¬ship qualities. Sampaio was the President of Portugal between 1996 and 2006. The foundation of Sampaio's leadership style is conside¬red to have been based on Margaret G. Still today questions are raised about Margaret Thatcher's leadership abilities. Questions such as: whether and to what extent the former Prime Minister was a doctrinaire without essential political competence? Did the policies implemented during her occupancy break the traditions of classical British conservatism? Did the Iron Lady's commercialism destroy traditional social ties of Tory England? Did her populism undermined the position of the British political establishment? Or can we talk about the economic miracle of the Thatcher era? By seeking answers to these and other questions the author of this article refers to the opinion of the several respected researchers of the New Right and the Tory traditionalism. He also harks back to the criticism of Thatcherism and the Iron Lady, which were the works of enemies within her own party, as well as of the intellectual circles of the left. Frequently those who have distanced, and those who currently distance themselves from the closer relationships with British conservatism.

When studying the phenomenon of political leadership in the European Union, one must take into account both the treaty solutions and political praxis. The subsequent analysis may lead to some interesting conclusions. One such conclusion illuminates the fact that the category of political leadership in the EU differs from the understanding of this phenomenon at the state level. In the EU, there are several operators exercising political leadership. Both at the intergovernmental level and the supranational cooperative level. The EU is an example of an organization that employs a distributed model of political leadership as a result of treaty solutions which in turn confirms the praxis.

The author conducted research and analysis on the following women who are currently holding or have held the office of President in European countries: Vigdis Finnbogadottir, Mary Robinson, Mary McAleese, Vaira Vike-Freiberg, Tarja Halonen, Dalia Grybauskaite, Atifete Jahjaga. Details are presented about the various problems the women faced and obstacles along their respective paths to inclusion in the political realm and pursuits for sustainable political careers. The analysis concerns every detail of each woman; their career paths are traced and their political and policy decisions are examined.

The article is devoted to the reception of Robert Michels's concept. Robert Michels accomplishments include being the author of the “Iron Law of Oligarchy”, being Max Weber's apprentice, and also co-editor of the famous journal Archiv fur Sozialwissenshaft und Sozialpolitik. Despite these impressive credits, Michels remains little-known in Poland. In the article, an attempt was made to introduce Michels in a biographical context. Furthermore, the article discusses the controversies surrounding the thoughts and evolution of the “Iron Law of Oligarchy's” author. However, the main purpose of the article is to explain the social determinants of the oligarchization of leadership in political parties. Michels states that, the necessity for organization and leadership immanently causes the oligarchical tendencies in social systems. In his book “Political Parties” he considered, that mass character of social phenomena makes direct-democratic leadership impossible. Even such organizations as political parties (especially socialist parties), and/or opting for democratic ideas, in fact simulate democratic standards.

Political leadership during the period of freedom movement in Africa had a dominant role. They coordinated and led the independence struggle against colonialism. The case of independence became the common goal of all Africans. Political leaders had full sup port of their people, among well known charismatic leaders Kwame Nkrumah can be mentioned. After the gradual success of common vision, which was independence, the view of previous freedom leaders was diversified on the process of continent's unity; they were divided into three different groups. The Casablanca group favoured a strong political union of independent Africa; the Monrovia group supported functional non-political cooperation and the Brazzaville group which stood for a gradual concept of African Unity starting with regional cooperation. Eventually all the leaders of three groups agreed to form the Organization of African Unity. Most of the freedom leaders started to build their power, based on a single party system, planning to stay in power for lifelong. These leaders became dictators and corrupted. Transfer of state power was based on violence. Some are still in office from the period of independence. Others died naturally exercising power while most of them were overthrown by military coupe or forced to leave office. They failed in terms of nation building. Conflict over power sharing started at the early stage of independence and still continues. The legacy of wrong exercise of power had resulted in ethnic conflict, political, economic and social crisis in Africa.

Since 2005, political life in Poland has been dominated by two competing ideologies of the post-Solidarity formation. Electoral races between the post-Solidarity parties of the PO and PiS have revealed more than just the new face of political divisions. A dynamic and emotional struggle has been reflected in the different styles of party leadership. The increasing role of the media in political competition illuminates the important role of political actors by incorporating society as a passive viewer. Democratic elections, for political parties, are the real measure of approval and popularity for their political leaders. Kaczyński's opposite vision of the state of Poland “liberal” and “social”, also affects the divisions among the electorate. Finally, the results of the election contest undoubtedly affect the public's image of the two leaders, who dominate the public discourse due to the large amount of focused attention by the mass media. Consequently, the public's attention is captured and influenced by the views and political attitudes of its constituencies. Tusk and Kaczyński have the ability to mobilize and inspire many voters, they are masters at engaging the publics' hearts and minds. However there are limits, including that neither leader accepts people stronger than himself. Each feels that strong people pose a threat to their personal position. Their leadership styles are not indifferent to the quality of the political system, but the current model of leadership oscillates between the myth of martyrdom, the rhetoric of populism and passive vagueness.

In most simple societies it is possible to find different forms of the political power. Apart from the usual exercise of the power as government of the common matters, inside these groups the politics concerns the socialization of the youths preparing them to their social functions, the confrontation and adaptation of the interests of the group and the communication of the symbols. Outside the groups the politics of the lineage authority defends the integrity of the group and regulates the relationship between different lineages of the neighbourhood. The lineage authority bases on the kinship and the territory. The author presents the dynamic structure of the lineage and different factors having influence on the power of line- age authority. First, it is the kinship and the age hierarchy which cause the continuous change in lineages through the process of segmentation and fusion. Then, it is the territory which constitutes another important element of authority because its property remains in hands of the head of the whole lineage. Next, the author exposes the role of the ancestors as warrants of the political order and in the end he shows that the marriage as a contract between two segments or lineages can be an important means of political influence. The lineage authority disposes of sufficient political instruments to wield power without any coercive means.

In this article an argument is presented claiming that the strengthening or abating of emigrant Polish congregations is to a considerable extent due to the political activity of its leaders. It is emphasized that the cultural realm generates the profile of the leader (the leader being defined as participating individual who resolves own problems as well as the problems of the community). In social order, a proper education and the right qualifications have become the fundamental criteria needed for elevation into a new position in the socio-political management of a community. Nowadays one can enumerate two coexisting types of leadership in emigrant Polish congregations. The first type is a model of the leader representing the “old” emigration. A leader who is oriented towards cherishing of traditional forms of life of emigrant Polish congregations. Secondly, there is a model representing the newest wave of emigrants who favor the values of a global civic society which holds national and cultural diversity in high esteem. Careful thought indicates that the vital factors in determining emigrant Polish leadership have traditionally been political ideology and cultural connection, in conjunction with such elements like Catholicism, anarchism, democratic ideas, and the cult of modernity.

In a society permeated by mass culture, the process of taking control by the representatives of the symbolic elite - those who are considered to be authorities of the beliefs legitimacy, is connected with concept of redefinition of the „factual participation” of the elites in social communication. One can specify several conditions that increase the chance that the symbolic elite will exercise discursive leadership on any subject given the following: 1) a break with the bourgeois tradition of boycotting the „gutter press” by „enligh-tened citizens”; 2) the formulation of simple content enriched by easily understandable elements of professional knowledge; 3) speaking out on issues, currently absorbing the public opinion; 4) the initiation of the rhetoric of anxiety (including the rhetoric of fear, that adversaries are inciting the unwarranted anxiety); 5) the practice of secret tabloid politics - placing statements in the arena of social networks, checking the responses of Internet users and modifying one's statements in order to reduce the number of critical comments; 6) compliance with the political principle of „limited conformism” against the rhetoric of mass culture, since openly rude criticism of the opponents, evokes social stigma.

The article aims to analyze the leadership of Marek Jurek - the founder and the chairman of the Prawica Rzeczypospolitej (Republic's Right Wing). The author characterizes Jurek's journey to party leadership, his political convictions, the social-demographic charac-teristics of the leader, the type of leadership he employs, his status in the party structures, and his means of reaching his goals. M. Jurek is also a leader of a party now outside the parliament, the party that strictly refers to the teaching of the Catholic Church. Jurek defines the party as Christian-conservative. Emphasizing such issues as absolute prohibition of abortion, M. Jurek is also against: the legalization of same-sex partnerships, in vitro fertilization, and Poland's accession into the Euro Zone. He can be classified as a intellectually astute leader.

The author discusses the changing nature of political leadership in united Italy, making reference to the four political systems: liberal Italy (1861-1922), Fascist Italy (1922-1945), The First Republic (1946-1994), The Second Republic (from 1994). He analyzes the practices of transformism under Depretis, Crispi and Giolitti, as well as Mussolini's image as the nation's hero. Furthermore the author describes the gradual decline of Christian Democrats' leaders from De Gasperi to Andreotti and the original approach adopted by Berlusconi. The cases are studied in order of their contribution to the present condition of Italian political leadership with respect to such criteria as the leaders' background, age, motivations and values, and their pragmaticism/idealism. Mosca's ruling class theory is applied throughout as to demonstrate specific Italian inspirations and meanings.
