    The article deals with the activity of women in the elections to the enforcement authority in Rzeszów over the period of 16 years, i.e. from the moment the act on the direct election of a commune head, town mayor and president came into force. An attempt was made to analyze the women's electoral participation in the candidacy for the position of mayor or president from the political science perspective. The choice of the place of this city is not without significance, as the feminization rate (the women’s involvement in local government authorities in cities with poviat status), indicates that Rzeszów came 62 out of 66 cities (Swianiewicz, Łukomska, 2020, s. 9). Examining the representation of female voters in five elections not only gauges the phenomenon of female gender participation, but also helps to understand the problem of underrepresentation of women among presidents at the city level with poviat rights. The article complements the discussions on the participation of women in local government authorities, but also fills a significant cognitive gap in research on the representation of women in local politics.

    W tekście podjęto próbę odpowiedzi, jakie koncepcje urzędu prezydenta przedstawiano w latach osiemdziesiątych w ramach toczącej się dyskusji dotyczącej kierunku reformowania państwa, oraz jakie były ich podobieństwa i różnice między nimi. W tym celu dokonano klasyfikacji koncepcji według trzech kryteriów: kompetencji prezydenta, rodzaju systemu politycznego, w którym przewidywano utworzenie tego urzędu oraz według funkcji, które miał realizować. Uwzględniając pierwsze kryterium można wyróżnić prezydenturę silną (takie koncepcje przeważały) i słabą, z punktu widzenia drugiego umiejscowienie prezydenta w istniejącym systemie, systemie przejściowym oraz w systemie przyszłym (demokratycznym); według tego podziału tekst został skonstruowany. Na drugą klasyfikację nakłada się podział według funkcji, których realizacji oczekiwano od tego urzędu – legitymizacji systemu, strażnika ustroju, mniej lub bardziej istotnej części systemu demokratycznego. Wykorzystano analizę dokumentów, metodę porównawczą, elementy metody historycznej.
    The text attempts to answer what concepts of the office of president were presented in the 1980s as part of the ongoing discussion on the direction of reforming the state, and what were their similarities and differences between them. For this purpose, the concept was classified according to three criteria: the powers of the president, the type of political system in which the creation of this office was envisaged, and according to the functions it was supposed to perform. Taking into account the first criterion, a strong presidency can be distinguished (such concepts prevailed) and a weak presidency; from the point of view of the second, the position of the president in the existing system, in the transitional system and in the future (democratic) system; according to this division the text was constructed. The second classification is superimposed on the division according to the functions expected from this office – legitimation of the system, guardian of the system, a more or less important part of the democratic system. The analysis of documents, the comparative method, elements of the historical method were used.

    Opis:
    Celem artykułu jest usystematyzowanie wiedzy na temat faktycznej roli Prezydenta RP w procedurze tworzenia Rady Ministrów w latach 1996–2005, czyli w okresie obowiązywania ustawy konstytucyjnej z dnia 17 października 1992 r. zwanej powszechnie Małą Konstytucją i Konstytucji RP z 2 kwietnia 1997 r. W literaturze przedmiotu konstytucyjne kompetencje Prezydenta RP w procesie formowania Rady Ministrów zostały poddane dogłębnej analizie i ukierunkowane na ich wszechstronne wyjaśnienie. W związku z tym, że tworzenie rządu stanowi połączenie czynności prawnych i faktycznych, z których część tych drugich ma charakter działań poufnych (konsultacje personalne w sprawie obsady stanowisk ministrów oraz założeń programowych), przeprowadzono analizę wpływu Aleksandra Kwaśniewskiego jako głowy państwa na personalną konstrukcję gabinetów Włodzimierza Cimoszewicza, Jerzego Buzka, Leszka Millera, Marka Belki (dwukrotnie) i Kazimierza Marcinkiewicza.  
    The objective of the present article is to systematize knowledge about the actual role of the President of the Republic of Poland in the procedure of creating the Council of Ministers in the years 1996–2005, i.e. during the period of the Constitutional Act of 17 October 1992, commonly known as the Small Constitution and the Constitution of the Republic of Poland of 2 April 1997. We performed a thorough analysis constitutional competences of the President of the Republic of Poland in the process of forming the Council of Ministers, as described in the subject literature, and explained them comprehensively. Due to the fact that the formation of the cabinet is a combination of legal and factual activities, some of which are of confidential nature (personal consultations on the staffing of ministerial positions and program assumptions), we carried out an analysis of the impact that Aleksander Kwaśniewski as the head of state had on the panel of the cabinets of Włodzimierz Cimoszewicz, Jerzy Buzek, Leszek Miller, Marek Belka (twice) and Kazimierz Marcinkiewicz.

    Niniejszy artykuł ma na celu przedstawienie współpracy Prezesa Urzędu Ochrony Danych z niezależnym organem  nadzorczym powołanym  przez Kościół katolicki. Biorąc pod uwagę niezależność i autonomię Kościoła katolickiego przewidzianą m.in. w Konstytucji RP oraz Konkordacie między Stolicą Apostolską a Rzecząpospolitą Polską z dnia 28 lipca 1993 roku, autor ma na celu wskazanie podstawy, zakresu  oraz zasad współpracy między ww. organami.  Postara się również przedstawić jakie korzyści przyniesie taka współpraca nie tylko organom, ale jaki może mieć wpływ na podniesienie poziomu  ochrony i bezpieczeństwa danych osobowych.
    This article aims to present the cooperation between the President of the  Personal Data Protection Office and the independent supervisory authority appointed by the Catholic Church. Taking into account the independence and autonomy of the Catholic Church provided for, among others, in the Constitution of the Republic of Poland and in the Concordat between the Holy See and the Republic of Poland of 28 July 1993, the author aims to indicate the basis, scope and principles of cooperation between the above mentioned authorities.  Taking into account the independence and autonomy of the Catholic Church stipulated inter alia in the Constitution of the Republic of Poland and in the Concordat between the Holy See and the Republic of Poland of 28 July 1993, the author aims to indicate the basis, scope and principles of cooperation between the above mentioned authorities.  The author attempts to present the benefits of cooperation between the abovementioned authorities and the impact it may have on increasing the level of personal data protection and security

Celem artykułu jest wskazanie jaki realny wpływ na polskie wojsko oraz bezpieczeństwo państwa ma Prezydent RP, który w czasie pokoju pełni swoje obowiązki w zakresie zwierzchnictwa nad siłami zbrojnymi za pośrednictwem szefa resortu obrony narodowej.
