In the article, against the background of normative assumptions about intra-union democracy, the difficulties in the implementation of these assumptions are presented, especially in operation of the management of the union, as well as its causes. Some of the fundamental problems faced during debates of the National Liaison Committee (later National Committee) in the years 1980–1981, i.e. related to the degree of openness of the debates and negotiations and the status of the union's press (the degree of subordination to the union's instances), observance of statutory regulations and resolutions in the situation imposing leaving them, progressive centralization of decision-making processes (including the special status of chairman), as well as real abilities of the influence of regional authorities and member masses on the decisions, the actual role of advisers and experts in decision-making, the lack of separation of powers (unity of the union authorities). The causes of these problems were complex – some of them resulted from the ongoing strength of political conflict, some of the characteristics of the existing, centralized system of governance in the state, other from the necessity of rapid and effective action, communication difficulties, lack of appropriate competences or, finally, personality predispositions of both members of the leader-ship, as well as the ordinary members of the union. As a result, throughout the period under consideration, despite a number of achievements in the implementation of democratic principles in the union, it became impossible to fully comply with them in the management's activity.

Rok 2017 wiąże się nie tylko z kontynuacją negatywnych zjawisk w czeskiej demokracji, ale z ich pogłębieniem. Głównymi podmiotami odpowiedzialnymi za taki stan rzeczy są dwaj najwyżsi przedstawiciele władzy państwowej, czyli premier Andrej Babiš i prezydent Miloš Zeman. Ich działania w wielu wymiarach są sprzeczne z zasadami demokracji liberalnej, co rodzi podstawę do możliwości pojawienia się demokracji illiberalnej. Celem artykułu jest ukazanie postaw dwóch najważniejszych postaci w czeskim życiu publicznym w kontekście łamania zasad liberalnej demokracji. Warto jednak zauważyć, że silne zakorzenienie zasady “checks and balances” utrudnia wskazanym podmiotom przeobrażenie liberalnej w illiberalną demokrację w Czechach. Metodami analizy używanymi w procesie badawczym są: analiza i synteza danych oraz podejście instytucjonalne. Baza źródłowa artykułu opiera się na pozycjach czesko-, polsko- i anglojęzycznych.
In 2017 we observed the deterioration trends of the liberal democracy in the Czech Republic which had been present there for some time. The two highest-ranking politicians responsible for that decline are: Prime Minister Andrej Babiš and President Miloš Zeman. Their policies border on the deformation of liberal democracy, which can lead towards illiberal democracy in the future. The aim of the article is to analyze how their attitudes influence democracy in the Czech Republic. In contrast, the strong rule of checks and balances makes it impossible for the authorities to destroy liberal democracy. The methods used during the process of research are as follows: synthesis and analysis, the institutional approach. The article-specific bibliography includes Czech, English, and Polish source materials.

The main aim of the article is to present the practice of network governance concept in Finnish local government and its impact on local democracy, including the role played by elected representatives. The main hypothesis of the study implies that the idea of network governing, not only forces municipal councils to redefine their roles, but also reduces the scope of their responsibilities and limits the level of accountability. The study is based on empirical research conducted in 22 municipalities located in Pirkanmaa Region, Southern Finland in Spring 2015. The results of the research indicate that although network governance easily fits into Finnish local government, the concept brings many challenges. One of the most important challenges is the necessity to strengthen the say of elected representatives, presently perceived with regard to governing process mainly as rubber-stamp councils.

The article is an attempted analysis of the political discourse concerning citizens’ legislative initiatives. It allows one to see what happens at the interface between the legislative and groups of citizens, which in rare and exceptional circumstances present their "grass-roots" legislative proposals. This interdisciplinary work combines political science and a qualitative sociological approach. The specific method used was Martin Reisgl’s political rhetoric analysis. Transcripts of parliamentary debate on the three selected citizens’ legislative proposals served as research material. The analysis showed an overall specificity of debates on citizens’ projects, but also confirmed the importance of the context in discourse studies. Discussion about each of the three – unique – citizens’ projects was shaped differently.

In the literature on democratization and autocratization, one of the areas which clearly shows a gap in the theoretical framework is a very important territorial dimension of theseprocesses. This article is aimed at proposing the theoretical approaches based on two main pillars, which can be used in studies on democratization and autocratization at the subnational levels. The first one refers to democracy and changes of political regimes (approaches to democratization / autocratization and more static issues of the quality of democracy and local democracy). The second one refers to the territorial politics, accounting for the multilevel and network governance as well as theories of decentralization. Eventually, the author also presents possible preliminary directions of research, within which the territorial politics can be either an independent, alternatively intervening variable (studies on causes of changes regarding the political regime) or a dependent variable (analysis of effects of these changes).

Article aims to provide the reader with the specifics of non-European political sys-tems on the example of the presidential elections in Algeria. Although the election cam-paign alluded to Western standards, the election results confirmed the pre-election specu-lation. The unquestionable victory of the seventy-seven-year-old Abdelaziz Buteflika shows that power in Algeria is still in the hands of the old generation of politicians, harking back to the times of the War of Independence from the years 1954 to 1962. The article presents an analysis of the statements of the Constitution relating to the position of the President of the State, and a brief description of the current presidential elections in Algeria. It also presents the candidates and their manifestos in the campaign of 2014. The article ends with conclusions which show the internal and external factors affecting the stability of the Algerian political regime and examines the possible effects of the Bute-flika’s victory for security in the Mediterranean region and the European Union.

At the beginning of the 1980s a very serious internal conflict within the Social Democratic Party of Germany (SPD) appeared, which was played out on a few levels. The first one was the personal level, the second one was the program and ideology level. Both levels, especially in 1981 and in 1982 started to penetrate the strengthening the conflict and the signs of intra-party breakup, and revealing the views and actions of SPD party members, being in open opposition to the official policy of the social liberal government and the social democratic chancellor. Having entered opposition, the party adjusted the party program from above to the expectations of its members and its electorate, taking over a part of the intra-party opposition program (of the so-called left-wing of the party).

The main goal of the article is to answer the question about the role of direct de-mocracy in Swiss Cantons. The author in her considerations concentrates on such institu-tions as: cantonal referendum, cantonal popular initiatives and popular assembly (Landsgemeinde). The questions that were posed in this article were the following: how do the direct democratic institutions work in the Swiss Confederation? What kind of changes are taking place when it comes to cantonal forms of direct democracy? What is the role of Landsgemeinde and how does it function in practice? In the research process several research methods have been used by the author. They were: institutional-legal analysis that helped to study the legal acts on direct demo-cratic forms in Swiss cantons; quantitative analysis – basing on statistical data it was possible to evaluate the use of direct democratic forms of civic involvement. Also partic-ipative observation and individual interviews were very helpful in the research process – they were used during the author’s stays in Switzerland, where she was able to observe both Landsgemeinde – in 2013 in Appenzell Innerhoden and in 2014 in Glarus.

Za jedno z najbardziej znaczących przemian w polityce światowej w XX wieku uznaje się globalne rozprzestrzenianie się demokracji. Ze względu na (jak się wydawało) silne zależności pomiędzy ustrojem demokratycznym i wolnym rynkiem promowanie demokracji zaczęło być coraz częstszym zjawiskiem, realizowanym przez coraz większą liczbę międzynarodowych aktorów. Celem niniejszego artykułu jest krytyczne spojrzenie na promowanie demokracji. Ważne jest przy tym pokazanie, jakie podmioty promują demokrację, jak również przedstawienie głównych celów im przyświecających i narzędzi wykorzystywanych, aby finalnie skupić się na krytycznej analizie zjawiska promowania demokracji, z przytoczeniem najważniejszych argumentów pojawiających się na ten temat zarówno w dyskursie naukowym, jak i politycznym. W artykule wyodrębniono kluczowe czynniki wpływające na osłabienie promowania demokracji za granicą, wskazując na: ograniczoną zdolność wpływania podmiotów międzynarodowych na proces demokratyzacji poszczególnych państw, który uzależniony jest od wielu czynników wewnętrznych; spadek wiarygodności, zaufania do promotorów demokracji (zwłaszcza do USA) oraz konflikt celów i interesów pomiędzy nadawcami i odbiorcami.
The global spread of democracy is considered one of the most remarkable changes in world politics in the 20th century. Due to the strong correlation between the democratic system and the free market, democracy promotion began to become a more common practice, carried out by an increasing number of international actors. The purpose of this article is to take a critical view of democracy promotion. In doing so, it is important to show which actors are promoting democracy, as well as to present their main objectives, in order to finally focus on a critical analysis of the phenomenon of democracy promotion, with a reference to the most important arguments appearing on the subject, both in academic and political discourse. The article singles out key factors affecting the weakening of democracy promotion abroad, pointing to: the limited ability of international actors to influence the democratization process of individual countries, which depends on a number of internal factors; the decline in credibility, trust in democracy promoters (especially the US), and the conflict of goals and interests.

Without a doubt, political journalism plays a central role in all types of media. It is based upon media coverage of current political life in both domestic and international aspects. As a result, it attracts the attention of a wide audience, interested in information and comments from this sphere. Political issues usually start messages in electronic media and are located on the front pages of newspapers. In the delivered paper its author defines the basic concepts of political journalism, he discusses briefly the history, functions and tasks, as well as the relationship arising between political journalists and politicians, sources of information and forms of communication. The political journalism is focused on providing the information about current political events, activities of political actors and its circumstances. In fact, political journalism relates to public and democratic tasks, shapes public opinion, links the political decisionmaking sphere and society. Besides, it gives importance to specific political problems, performing three functions: education, explanation, and mediation of transfer of political knowledge. The author discusses in the paper the forms of expression in political journalism such as reports, talk shows, interviews, reportages. Political journalism is changing under the influence of the development of new communication technologies.

In 1996 and 2015 two unsuccessful referendums have been carried out in Poland. They shared in common the institution of the initiator of the referendum (the president), low turnout, and instrumental treatment of these votes. The referendum of 1996 was intended to help Lech Wałęsa in the realization of his campaign promises. In 2015 Bronisław Komorowski wanted the referendum to win him the support of the followers of Paweł Kukiz. Many mistakes have been made during both referendums; for example: poorly worded questions, omission of detailed explanation of the consequences of the referendum, a series of manipulations from the politicians, such as the submission of additional questions. The ineffective results of these votes and the negative events surrounding their campaign had their impact on the state of the Polish direct democracy as well as on its functioning in the framework of the political system of the Third Republic.

The prevention of the abuse of rights is a legal instrument which aims at the protection of the spirit of law associated with the basic principles of a democratic system. Nevertheless its application sometimes leads to a decreasing effectiveness of the protection of human rights, and sometimes turns against democracy itself and the rule of law. The objective of this analysis is to consider the possibility of the optimalization of using application of such provision from the angle of the effective protection of individuals’ rights. The article has been prepared on the basis of dogmatic methodology with elements of historical analysis. The results of the analysis can contribute to the elaboration of a systemic approach towards the prevention of rights abuse with benefits for the protection of individual rights as well as foreseeability of law.

Opis:
This article concerns limitations, which the legislator levied on entities conducting an election campaign. The authors presented the most important aspects of the legal regulations pertaining to an electoral campaign and electioneering, next they character-ized the institution of “election silence”, limitations placed upon the place and time of conducting an electoral campaign and personal limitations, concluded in Polish Electoral Code. The article concludes with proposals of changes, which it would be possible to introduce into Polish election law.
