Opis:
Współczesne materiały teledetekcyjne, a zwłaszcza wielkoskalowe zdjęcia lotnicze dostarczają możliwie najbardziej aktualnych informacji o środowisku geograficznym. Czyni to je niezbędnymi w nowoczesnym zarządzaniu miastem.
Contemporary remote sensing records, especially high-scale aerial photographs provide the most present data about the environment. This feature makes them indispensable for modern town management. Testing ground is a small town Puszczykowo located south of Poznań. Its specific localization near Wielkopolski National Park requires a special attention on problems related to the protection of natural environment of this area. The project of land information system based on the photomap at scale 1:2500 (2004) was proposed. The photomap is a main raster database related to geographical space. On this basis thematic vector layers were constructed, with special consideration of biologically active and protected areas. Each vector layer has its own text database, which is made for gathering of non-spatial data. Presented idea of land information system is an efficient tool for management and decision making. It makes environmental protection and utilization of town's natural resources more effective and more environment-friendly according to sustainable development paradigm. Vital problem of LIS introduction, especially in small towns is a lack of economic and data resources, which are necessary for system initiation.

Opis:
The author discusses the relationship between the river and town-scape in the context of management studies, spatial and urban planning and architecture. The focus is on the town's location and layout in relation to the river. The author points to the existence of the "Great Divide" between the eastern and western European civilisations, located approximately between the drainage basins of the Odra and Vistula rivers, dividing Poland into two basic zones with respect to urban planning. Over the centuries, it has influenced the foundation and layout of towns and remains a factor in their current situation. In the western zone, that is in the Odra basin, the layout of towns reflects the centuries of German influence, with some Austrian, Bohemian and Hungarian flavour. As a rule, the river has been carefully arranged and integrated into the townscape (Wrocław, Opole, Koźle, Kłodzko, Bystrzyca, Lądek). In the east, rivers have been generally neglected but the configuration of land, with towns elevated on high escarpments, contributes the picturesque quality to the panorama (Wawel in Kraków, Sandomierz, Płock). Four basic types of the town-river relationship are discussed: a big city on a big river; a large city on a small river; a small town on a big river, and a small town on a small river. The case study of Janowiec, a small town on the Vistula river, historic but poor, is discussed. Local traditions defining the layout and architecture of towns in the context of their riverside location are an important component of native culture and national identity and are particularly relevant as Poland prepares to join the EU. The author advocates interdisciplinary co-operation between urban planners, architects, engineers, and landscape architects.

In the 20s and 30s of the previous century a trend to found recreation towns existed. These were separated settlement units around big cities. Clearly precised functioning - spatial rules for those sets created harmonious settlement units in the suburban zone of huge centres. At that time in the area of Łodź several of such places were found, on all main transport routes which led out of the city. The urbanization processes of the last few dozen years dimmed the boundary of the city, suburban zone and separate settlement units. City - gardens as former settlement units, surrounded by others, separate and accidental sets of summer houses, mansions and other types of buildings were lost in structures and connections.

The river in the town, albeit so small as Siechnice is its important component, forming to some extent a tradition. The river takes part in landscape transformations, influencing its panorama. Three rivers - Odra, Oława and Szalona are situated in Siechnice district. Siechnice is a town for only 10 years, up to 1997 it was a village, where the agriculture was a main function, and rivers, especially Oława played in this time an important role. The localization at the riverside is a characteristic feature of Siechnice; it should be pointed out that terrains of this town require a suitable management.

Opis:
Mutual relations of towns and rivers is closely connected to the research project elaborated by us entitled: "Transformations town-village and village-town as a shaping factor for cultural landscape". The project includes questions connected with places which are located on the lower stages of the settlement network which are often called downgraded towns. This group includes small towns and villages which descend from larger towns. They used to be selfsufficient units at one time but now are absorbed by nearby cities or connected, creating new cities by joining two or more units. In Lower Silesia region and in neighbourhood areas, the number of such places is quite high, many of them lost their city rights directly after the war in 1945, and while a large number of them retracted those rights, others play the part of commune villages and very few are administrative units (so called "sołectwo"). To present the questions of mutual relations between small towns and the river, the most likely representative places for the whole set were chosen, which at the same time illustrate the influence of the river on historical and modern architecture, and present advantages and threats originated from the neighbourhood of water, and also on shaping of a landscape where river, lake, pool or even a small watercourse or water basin are essential factors. The chosen places were divided into two basic groups - Low-lying, along the course of the Odra river. In mountain areas, in Kłodzko Land and in the Czech Republic. Surface water can in various ways influence the attractiveness of the place where they exist. Near big rivers there is a possibility of organizing river harbours for touristic movements which connect separate places along the river. Appropriate management of river banks which run through separate places can increase the area of terrains intended for leisure and recreation (embankments along the river).

Shocking though this juxtaposition may seem, an analysis between the relations between the high-rise at the public park brings interesting conclusions concerning the manner in which a city develops. The article presents a short theoretical introduction followed by a number of case studies from New York, Tokyo, Kraków, and Gdańsk, with the idea behind being to draw conclusions useful in the current development of Polish cities. Naturally, the sizes and numbers of high-rise buildings in Polish cities cannot stand comparison to the skyscraping "forests", yet the ambitions of the authorities of Polish cities, specialists in urban matters, and developers alike frequently reach those heights and models. In Polish cities, the relationship between the dynamic development (which may be symbolised by the skyscraper) and natural and recreational values of the place (concentrated in the public park) increasingly often as sumes the form of a conflict. Standing on one side of the barricade are the developers and those who use the effects of their work, while on the other, there are the residents - neighbours of the places where the construction is to take place. Developers want to build, residents protest because they do not want to lose greens in their vicinity. Conflicts of this type as a rule last long and bring no result that could be considered a win-win situation for all the parties involved. Finding space for public parks is far more difficult in the extreme conditions of great metropolises than in Poland, yet there such dilemmas have been known far longer than here, which has allowed foreign municipal authorities, planners and resident groups to acquire greater experience in finding sites, and establishment and maintenance of parks, and more successes in conflict solving. Following their examples, one may learn how to achieve the balance between "hard" i.e. developed and "soft" i.e. natural structure of the city. The Polish case studies in turn allow observing characteristic barriers that make maintaining the balance in cityscapes harder. Their number includes: 1. lack of planning instruments to allow efficient balancing in the development of the "hard" and "soft" structures in the city, 2. lack of skill or at times goodwill to use the existing instruments, 3. lack of tradition of co-operation and also of trust between the three sectors of the economy: private, public and social.

Rozważania nad ewolucją elementów krajobrazowych i historycznych w Odessie pozwalają nam na ukazanie osiągnięć w dziedzinie sztuki ogrodowej w Południowej Palmirze. Niesprzyjąjacy klimat i warunki środowiska (skwarne lato, miejscami kamienne wybrzeże, stepowe wiatry, burze piaskowe) były przyczyną tworzenia sztucznych warunków umożliwiających zamieszkanie ludzi. Drzewa wysyłane były nawet do Saint Petersburga, Berlina i Warszawy. Utrata pewnych miejsc w historycznym środowisku miejskim może spowodować bezpowrotne rozbicie unikalnego połączenia starego z nowym, co jest głównym sekretem witalności miasta. Istnieje konieczność integracji działań rekonstrukcyjnych z zachowaniem cech strukturalnych historycznego obszaru miejskiego, z uwzględnieniem dominant, osi widokowych, panoram i perspektyw, porządku architektonicznego i poszczególnych elementów krajobrazu.

Among them are for example the castles of Cracow- Częstochowa Jura, a castle in Janowiec or in ZąbkowiceŚląskie. Remains of defensive walls of many Lower Silesia cities can also be counted in their number. They co-create in a picturesque way the landscape of the cities. And sometimes are dominants of such landscapes and their identifiers and discriminants.

Forts of the outer fortification ring in the city of Poznań, according to a design of Władysław Czarnecki, were to constitute the basis for the construction of a green belt surrounding the city. Planning decisions made after WWII resulted in spaces between forts becoming covered by increasingly dense building development, which eventually made it impossible to create a continuous green belt. Still, as late as the 1990's designs were created, aimed at linking 18 fortification objects so that they could constitute a comprehensive system, following the concept of their historic functioning. However, these plans were never realized. Studies on spatial planning developed at present may determine how visible the preserved systems connected with the Poznań Fortress are going to be and how they will function in the urban landscape.

The quality of life in modern cities depends on many factors. The river as an objective border concentrates different natural and cultural elements and plays a significant part in the urban structure. The way of accomplishment of riversides have an influence on the urban composition and its functional zones. An interesting example, which was designed according to the spirit of that time, is the riverfront of the Salgir river in Simferopol (Crimea, Ukraine). During the late 1970s the riverside was comprehensively arranged in the urban section and a functional and aesthetic recreation area was built - parks, public gardens, boulevards etc. The greenway became the most favourite meeting place of the towndwellers. It was realized according to the 10th five-year plan of socialist development, the river with regular banks together with natural elements had almost become a symbol of the epoch, that proclaimed the supremacy of man over the environment. Now the greenway demands complex renovation and, first of all, adaptation to the contemporary needs of citizens as well as regulation of particular chaotic investments on the riverbanks.

Many big cities are located on water (seas, rivers). We can enumerate some of them such as: Warsaw and Cracow on the Vistula, Prague on the Vltava, Paris on the Seine, Rome on the Tiber, London on the Thames, Berlin on the Spree. An interesting example is Copenhagen - the capital of Denmark, the oldest kingdom in the world (1,700,000 inhabitants, area 43,000 km2 ). It is located on one of the 406 Danish islands i.e. Zealand, on the Sound (Oresund) sea strait, with numerous waterways running into the city. The amount of water present in the direct city surroundings considerably influences the metropolis landscape. Seaside and riverside towns usually owe their size, development and strong connections with other countries to the water areas. The presence of water in their landscape influenced their unique character, individual form and exceptional face. Copenhagen developed very quickly, especially thanks to its localization near waters, strengthening its position and becoming one of the most important centres of communication and trade in Europe. Its landscape, in particular the old town and the town centre resembles Amsterdam (it is popularly called "Little Amsterdam"). The issues of water in towns and waters on which the city is located is the subject of many theoretical discussions connected with creating the harmonious landscape of urbanized river valleys.

The interesting scenery of Gtuchotazy is influenced by several elements. The town is located in a river valley, has a spa tradition and an extensive railway junction, which has, an exceptional in Poland, railway line serving municipal transport. From a passenger and cargo main railway station three lines stem: to Nowy Swi^tow, Jindfichov ve Slezsku, Mikulovice and the municipal line where two other stations in the town are located. Two almost parallel lines depart from the main station towards the south: one to Mikulovice and a municipal line. Both meander down the river valley among the town buildings, the municipal line below the other. This makes the town's landscape rich in railway buildings and constructions: railway crossing attendant's houses, viaducts, trussing bridge over the river and old steel guardrooms controlling international traffic in the past. The most interesting landscape is that of the spa district, where the railway crosses the central square. Railway buildings and constructions in Gluchotazy are characteristic elements of the area and have great aesthetic and cultural value. Progressive degradation of the rai I way causes material damage to the landscape of the town. Adequate town planning actions should be taken to stabilize it and preserve it.

During siege of Wroclaw in 1945 year this area of the city was considerably destroyed. After the war the most valuable monu-ments were successfully rebuild, but "Bishops gardens" was revaluated only in 1999-2003 years. This set is situated in the back of Southern frontage of Katedralna street - main street leading to the Cathedra. The object consisted of the complex of gardens near the Bishops Palace and gardens of canonical court. It was small geometrically planned out garden, situated general on two levels declining in direction of river, with downstairs, balustrades and stone flowerpots sculptures. No elements of ancient lay out arrangements in general is preserved and only in some cases it was possible to apply the formula of reconstruction. In design and executive works the companies and person organized into associations "Ogrody Dolnoslqskie" took part. Present the "Bishops gardens" became one of the most attractive walking places of Tumski Ostrdw visited by occupants of Wroctaw willingly.
