    Opis:
    The problem of valorization of landscape for needs of local spatial management plans and its protection is not a novelty from the point of view of landscape architects, unfortunately it is not noticed by town planners who are responsible for their realization. Many methods of landscape valorization exists; most of them bases on map layouts which takes only two dimensions into consideration and do not provide for the third one - height - which is exactly what an average man notices when is inside the analyzed area. By doing that we disregard the space surrounding us and its sequences. There is a necessity to elaborate such a method of research which considers all three dimensions. The presented method of valorization of landscape allows, after analyzing all elements, to consider the third dimension in the moment of elaborating of spatial management of a certain area. It can be used in the process of planning landscape protection against its degradation and destruction.

    The quality of the area in which we live can be determined in relation to suburban zones putting forward the problem how to reconcile the growing attractivity for investments in suburban areas with those still green open spaces, so far without any investments, without reducing their natural and landscape values? how to develop without any devastations? Such is our proposal of setting up a programme to develop those areas adjacent to towns. We want to illustrate this by examples of solutions in the Upper Silesian Municipal Area. The most important matter is to set up new landscape standards, new spatial Values referring to classical ideas of upgrading our towns, so that they might come up to modern times and a harmonious development. As a tool for such a planning may serve detailed and general plans of towns as a legal basis of their creation, the final effect being not only the health of their inhabitants, but also attractive outskirts of these human settlementst. Studies which have been undertaken indicate distinctly the necessity of cooperation and solidary endeavour of all the participants in this creative process, i.e. the shaping of suburban zones.

    Opis:
    Fast development of Wroclaw city at the end of the 19th and the beginning of the 20th century was related to its expansion to the neighbouring area. Smaller localities attached to the city kept their rural or provincial character. After the Second World War management and building of many settlements were subject to principal changes. Near the city centre high buildings were localized, the rule of complex and close buildings around the settlement squares was abandoned, multi-family buildings with more than 4 floors above the ground were built in peripheral areas. Buildings of this type spread as an effect of the de-urbanisation process on neighbouring communities, levelling their character. Some of the urban areas changed their appearance because of the new utilisation of the industrial area, solving waste and sewage management problems and protection of water-bearing territories. The precious agricultural lands disappear irretrievably. Disintegration and uncoordinated guidelines to the plans of space management allow for dissonance in roof constructions, breaking the harmony of the arrangement visible from a bird's eye view.

    The article brought closer to the concept of the spatial order, drew attention to the relationship between the space harmony and the ordering of relationships arising from the functional, socio-economic, environmental, cultural and compositional - aesthetic conditions and requirements. There were described the selected research and evaluation methods of the spatial order. The many-sidedness of the spatial order hinders its measurableness. The presented methods capture the issue in a fragmentary way. Tool for shaping of the spatial order at the local level is the local land management plan. The article presents an analysis of the records of the spatial order in the selected local land management plans of community Siechnice. In conclusions there was drew attention to the under-utilization of regulatory possibilities of the local plans. The used records enable flexibility in shaping of the building development, they do not include the landscape values and the need to protect them, the determinations contained therein are too vague and restrictive. With these records the creation of the spatial order seems to be impossible.

    The traditional form of rural urbanization is a result of social, cultural, economic factors and natural contitions. Nowadays, changes of these forms transform the village. It looses settlement individuality and its functions become unified. The study deals with a problem, which we can put into questions: what composes a character of rural urbanization, what kind of forms have influence on a perception of the space, how do present obligatory planning rules rise its quality, how to develop forms and rurles of creating rural area? To find answers to these questions the study includes analysises of 226 local plans of the spatial management, that were made for communities near Wrocław. Two of them were distinquished. First describes settlements, that concern rules of creating urbanization and area management. Second analysis shows a process of replacing various settlements by legal regulations which are not an effective instrument in keeping law. During analyzing we can see, that there are some values in the project development, which are important elements for the spatial order. For example: of a place/form: originality, individuality, unique; function's types: symbolic function, a tradition, a rank, specificity and attractiveness of place.

    Istotnym czynnikiem instrumentem kształtowania i ochrony krajobrazu miejskiego są narzędzia planowania przestrzennego w postaci aktów prawa miejscowego (miejscowych planów zagospodarowania przestrzennego) i aktów polityki przestrzennej gminy (studium uwarunkowań i kierunków zagospodarowania przestrzennego gminy). System planowania przestrzennego w Polsce determinuje rolę dokumentów planistycznych w zakresie ochrony krajobrazu przyrodniczego i kulturowego miasta, a także wpływa na praktykę tworzenia tych dokumentów. Przyjrzymy się następującym kwestiom: Jakie zapisy stosowane są w planach miejscowych i studium w celu ochrony i kreowania krajobrazu? Jak zapisy obowiązujących planów wpłynęły na krajobraz miejski? Jak zmieniał się krajobraz miejski na terenach nieobjętych planami miejscowymi? Wymienione zagadnienia ochrony i kształtowania krajobrazu miejskiego przeanalizowano na przykładzie wybranych miejscowych planów zagospodarowania przestrzennego w Poznaniu. Przedmiotem analizy były zapisy planów dotyczące ochrony krajobrazu, w szczególności ograniczenia zabudowy oraz ochrony terenów zieleni i cennych przyrodniczo. Zbadano też strukturę obowiązujących i uchwalanych planów pod kątem ich roli ochronnej. Przeanalizowano także sposoby ochrony krajobrazu w studium uwarunkowań i kierunków zagospodarowania przestrzennego miasta. Podjęte obserwacje pokazują niezbędną rolę miejscowych planów zagospodarowania przestrzennego do ochrony miejskiego krajobrazu, zwłaszcza ochrony terenów cennych krajobrazowo przed niekontrolowaną zabudową. Uwarunkowania prawne wpływają z kolei na praktykę tworzenia dokumentów planistycznych, zarówno w zakresie stosowanych zapisów, jak i priorytetów polityki przestrzennej miasta.
