Opis:
Studies on the landscape in Poland date back to the 20s of twentieth century. The precursor has been prof. Adam Wodziczko, the initiator of Polish national parks - Wolinski and Wielkopolski. He has promoted the field of science called "farming landscape". Now it is identified with the shaping of the environment landscape architecture. In a situation where the landscape is created by investors and the private interests of individuals for whom the choice of the investment place is crucial, the formation of a new building is far from full knowledge of the direct and indirect effects of location decisions. In this context, it is necessary to develop methods for assessing landscape capacity - the ability of landscape to absorb proposed development associated with human activities without losing the current value of the landscape. This method could be used in spatial planning. Studies on the landscape capacity have been taken for the first time in the 70s of the last century in the United States. As a result, they are an obligatory part of the analysis now, performed before the location of investment. For several years, the landscape capacity assessment is also part of the landscape analysis performed at the local level in Britain. Determination metrics of possible landscape transformations can be an excellent tool in monitoring and managing the landscape changes resulting from implementation of the assumptions contained in planning documents. The value of practical use of metrics increase especially in the protected areas and areas particularly vulnerable to the expansion of housing. The example of such areas, where keeping of the principles of sustainable development in spatial planning is very important, are suburban areas and the municipalities located in landscape parks and other protected areas.

Opis:
This paper discusses the health impact of investment projects as measured by a Health Impact Assessment (HIA) with reference to research that has shown that the landscape has a therapeutic effect on human health. The Health Impact Assessment (HIA), which complements the Environmental Impact Assessment (EIA) used in the European Union, is a tool which can be used to protect against the potentially harmful side effects of development projects. Many projects, for example construction of a new highway that cuts residential buildings off from access to a park, could have a negative impact on the health of local residents. This paper demonstrates that, in addition to other more obvious risks, loss of local landscape value can trigger adverse health consequences. Unfortunately, the current EIA does not require an assessment of the negative effects on human health caused by the loss of therapeutic features of the local environment. Based on research showing the benefits of greenways for alleviating stress and promoting an active lifestyle, the HIA is recommended for evaluating investment projects and proposing appropriate compensation for the loss of the therapeutic value of the landscape. An example of a compensatory action would be to build a public park.

Opis:
The paper presents different examples of existing and planned system of Gdańsk Agglomeration's bypasses, localised mostly in suburban landscapes. It shows not only the potential threats for the suburban landscapes caused by construction and operation of new roads, but also the chances of improvements in the landscapes of chosen places and areas. Detailed description of environmental, visual and cultural impacts is presented for every chosen example. One of tools, which regulates problems with the landscape quality management, is Environmental Impact Assessment procedure (EIA). It is obligatory by law for all planned activities that might seriously affect the environment. That also includes major roads changing the quality of suburban landscape. Systematic and interdisciplinary approach realised by EIA ensures the proper assessment of landscapes' values and threats, to see technical, environmental, cultural, visual, social and economic problems not in isolation, but in their mutual relations. It helps to make a decision on most desired shape of a future development, including new road systems. It is especially important in the areas, where many different circumstances have to be taken into account, and the problem is to consider in a complex manner advantages and threats, and to compare strong and weak aspects of space, to ensure the best choice. ElAs may be helpful in avoiding and minimising negative impacts, but also in promotion, exposure, and better access to natural and cultural heritage of objects and areas, as well as in better management of their surroundings. Under some conditions, the road construction in suburban areas may open up new opportunities for the sustainable city development. This thesis has been illustrated by proposal of mitigation measures given for chosen cases.
