Opis:
One of the primary sources of information and inspiration in the creation of new, more secure solutions in traffic organization are the occurrences with most serious consequences called accidents (air), serious accidents (rail) or catastrophes (road, sea). Accidents investigation is usually conducted in terms of searching for the reasons of these events and to make preventive recommendations aimed at elimination of these causes. In this paper, it is proposed to draw more attention to the events of somewhat less severity of the consequences - serious incidents (air), traffic conflicts (road) and incidents (rail, maritime). A model of real serious traffic incident, created with the use of stochastic, timed Petri nets is presented. Simulation experiments were carried out, which allowed for determination of the probability of transformation of the incident into the accident. The proposed method of analyzing serious traffic incidents also allows to determine the effectiveness of the barriers that have prevented an accident in a real occurrence.

Author of this publication identifies safety requirements regarding maritime transport of dangerous goods class 1. Various modes of transport are used to hazardous materials that often include maritime transport of hazardous materials, such as explosives. Dangerous Goods’ refers to items that are potentially dangerous during transportation. The above paper is based of techniques in ship operations, as well as the desirability of having more comprehensive recommendations which included dangerous goods. Dangerous goods have special transport requirements to eliminate or minimize the risk of injuring people or damaging property and the environment. The Recommendations are aligned with relevant IMO codes and the IMDG Code in particular. The above article is based on the results of safety research on maritime transport of hazardous materials, as Sworn Expert of the Polish Chamber of Maritime Commerce.

Safety, along with the issue of security, is the most substantial and critical issue to any society and nation of the mankind. The fact that human elements contribute dominantly, in particular, to the transportation – marine, air and road traffic – accidents requires not only the technical approaches, but also cultural configuration inherent to the accidents. This paper tries to incorporate Hofstede’s dimensions of national culture to identify possible interaction with accidents. It will be of help to figure out the need to consider the aspect of national culture to be efficient in dealing with policies for safer communities and nations.

Opis:
Design and construction of container ships follow consolidated requirements, with standard consideration of fire management. Indeed, cargo fires can have important consequence on crewmembers and cargoes, as well as impacting coastal zone and marine environment. Innovative strategies include prevention of events and mitigation of consequences. Digital solutions, providing with situational pictures onboard and around the vessel are fundamental for new fire management solutions, seamless and integrated into the vessel IT infrastructure, according to IMO regulations and the recent EMSA CARGOSAFE Report. The assessment of these solutions requires theoretical evaluation, validation activities in simulated environment and demonstration activities in real environments, with use cases to prove feasibility and benefits. This paper, after a review of traditional preventing and mitigating solutions against fire and an analysis of container ships fires, proposes applicable innovative technologies and operational measures, emerging problems for their potential implementation and requirements for virtual and real tests design.

Ensuring safety of railway traffic is one of the most important goals of every state. All incidents connected with security that take place in the networks of railway lines result in taking actions aimed at elimination of similar situations in the future. The elements affecting security of the railway system include: technical condition of railway infrastructure and rolling stock, applicable law, people, that is, professional qualifications and proper performance of tasks by the workers. The authors formulated the following research problem: what are the strengths of railway security, and what should be improved? The methodology of qualitative analysis was applied. The survey research on the level of security and diagnostics of causes, needs and options of improvement of security in rail transport were conducted. Broad analysis and inference were conducted. The directions of improvement of security in supervisory, technical, organizational and operational terms in railway transport were presented in this article.

The maritime industry plays a crucial role in the global economy, with roughly 90% of world trade being conducted through the use of merchant ships and more than a million seafarers. Despite recent efforts to improve reliability and ship structure, the heavy dependence on human performance has led to a high number of casualties in the industry. Decision errors are the primary cause of maritime accidents, with factors such as lack of situational awareness and attention deficit contributing to these errors. To address this issue, the study proposes an Ant Colony Optimization (ACO) based algorithm to design and validate a verified set of instructions for performing each daily operational task in a standardised manner. This AI-based approach can optimise the path for complex tasks, provide clear and sequential instructions, improve efficiency, and reduce the likelihood of human error by minimising personal preference and false assumptions. The proposed solution can be transformed into a globally accessible, standardised instructions manual, which can significantly contribute to minimising human error during daily operational tasks on ships.

International transport is a subject to many regulatory measures worked out by governments, international organisations (e.g. IMO, ILO, EU), regional institutions and public entities. As a result, such regulatory mechanism, which is getting throughout international, strongly affects the real sphere of maritime transport as well as its productivity and efficiency. Maritime transport operators have to apply to many new standards and rules set by international public regulators aimed mainly at improving and enhancing safety and security at sea. It is sometimes very painful process in terms of costs and time but inevitable to survive in the highly competitive environment. The author analyses the nowadays existing regulatory mechanism in maritime transport and tries to evaluate it in terms of its impact on effectiveness of maritime transport processes.

In the article principles, pertaining to the safety of transport for explosives and unexploded ordnance of military origin and procedures that guarantee maximal effectiveness of the process of their neutralization, are presented. Since the end of the 2nd World War operations of neutralizing unexploded ordnance (UXO) of that era that still lie in ports, roadsteads and coastal areas are continuously conducted. During that war the Polish coast was one of the major battlegrounds and till now unexploded ordnance are found either on the sea bed or along the coast. Various analyses state that searching the sea and the coastline for unexploded ordnance is a task still to be carried out in the foreseeable future.

In recent years, various types of commerce including transport have suffered significant damage and costs due to cyber-attacks. The geographic scope of freight transportation has no boundaries, attacks can be launched almost anywhere there is an Internet connection. Therefore, there is no immunity from the failure of computer systems and information of delivery processes in the networks of organizations and companies engaged in maritime transportation. In addition, while the consequences of cyber-attacks on major shipping lines and ports, as well as the digital systems of logistics companies, can be comprehensively analyzed, the vulnerability of ships remains insufficiently studied. This paper offers an analysis of the risks in the field of maritime freight transport and the main factors of influence such as digitization on the safety of the transport process. The basic threats to the information system of the ship are defined and the techniques of risk analysis for the ship information security is proposed.

The paper presents threat assessment of potential terrorist attacks to the transport infrastructure. The range of transportation infrastructure has spread and includes railway, inland waterways, road, maritime, air, intermodal transport infrastructure and intelligent transport systems (ITS). ITS service is the provision of an ITS application through a well-defined organisational and operational framework with the aim of contributing to the user safety, efficiency, comfort and/or to facilitate or support transport and travel operations. Terrorism means acts of violence committed by groups that view themselves as victimized by some notable historical wrong. Although these groups have no formal connection with governments, they usually have the financial and moral backing of sympathetic governments. Typically, they stage unexpected attacks on civilian targets, including transport infrastructure, with the aim of sowing fear and confusion. Based on the analyses, transportation infrastructure is potentially threatened with terrorism attacks, especially road and rail infrastructure (about 23 %), and to a smaller degree the maritime and air transport infrastructure (about 2 %). There were 90,3% of incidents involve land transport (74,5% – vehicles, 9,5% – buses, 6,3% - rail) covered the 41-year period 1967-2007 in the USA. Legal steps to fight terrorism have been taken on the international level, furthermore, some institutions have been established for this purpose.

Industrial processes’ control systems based on PLC controllers play today a very important role in all fields of transport, including also sea transport. Construction of control systems is the field of engineering, which has been continuously evolving towards maximum simplification of system design path. Up to date the time needed for system construction from the design to commissioning had to be divided into a few stages. A mistake made in an earlier stage caused that in most cases the next stages had to be started anew. Modern software allows for quicker implementation of system design. Available debugging systems allow for defect detection at an early stage of project implementation. Application of additional protective devices will allow for remote diagnosing of the equipment state and introducing changes (depending on authorities granted). The paper presents general characteristic of integrated software for implementation of complex control systems. The issues related to the software use for programming of the visualisation environment, control computer, selection of transmission medium and transmission protocol as well as PLC controllers’ configuration, software and control have been analysed.

Dynamically implemented mandatory management systems resulting from legal requirements in maritime transport since 2006 [1-3], very often (especially in the first years of implementing the requirements) functioned independently by the optional procedural approach - ISO [4-5]. It is now common practice to integrate requirements in both - the mandatory and voluntary areas. Legal requirements and recommendations do not define and recommend a specific form of extending existing management systems. The publication describes the relationship between the requirements for the management systems currently applicable in maritime transport resulting from legal requirements (Safety Management System - SMS) and voluntary implementations (Quality Management and Environmental Management System). The common areas identified for the analysis of system requirements (for obligatory and optional systems) will facilitate the integration and broadening of the management culture in maritime transport organizations.
