The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea (the ‘Rotterdam Rules’) was adopted by the General Assembly of the United Nations on 11 December 2008. The Rotterdam Rules contain two oft-criticised changes from the existing regime governing international carriage of goods widely adopted among maritime nations, namely the International Convention for the Unification of Certain Rules Relating to Bills of Lading, Brussels, 25 August 1924 (the ‘Hague Rules’) and its subsequent Protocol in 1968 (the ‘Visby Protocol’ or the ‘Hague-Visby Rules’). These changes are, namely, an extension of the carrier’s obligations to maintain seaworthy vessel throughout the voyage (Article 14) and a deletion of an exclusion of carrier’s liabilities due to negligent navigation (Article 17). This paper addresses implications of these changes and assess whether ship-owners and ship-operators can comply with these without having to incur excessive additional expenses. The United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea (the ‘Rotterdam Rules’) was adopted by the General Assembly of the United Nations on 11 December 2008. The role of intellectual organizations in the formation of professional competence, social adaptability and volitional qualities of workers of marine industry is actual in terms of growth of natural and man-made emergency situations, unstable socio-economic environment. In the marine industry, except for the education system and research, such organizations have prospects of development as the most competitive in the shipbuilding, fishing industry, port management, the logistics of fishing in the ocean and coastal fisheries, transport and storage prior to further processing. In this article is proposed a holistic resource approach to the formation of intellectual organization as a major maritime educational complex that integrates all stages of maritime specialist training, from a seaman to a master of a large ship including active research and intense maritime practice.

Sea accidents are aimed to be prevented with an extensive amount of maritime safety regulation. The purpose of this paper is to present the findings of a questionnaire study that was targeted at Finnish maritime experts and addressed the question: how to prevent an oil accident in the Gulf of Finland. This study also includes a literature study about the problems of the current maritime safety regime. The findings of the questionnaire study are compared to the findings of the literature study. The questionnaire study showed that many kinds of policies have improved maritime safety, and they are needed to ensure maritime safety. For instance, ship construction, fairway maintenance, nautical charts and rules of the road at sea can be considered the cornerstones of maritime safety. However, the results ranked voluntary activities of companies as the most effective way to improve maritime safety in the future. Self-regulative approaches could solve some problems connected to more traditional policy-making.

Efficient and effective transport system is the key element for the future development of European economy. Simultaneously, the process of transport development is connected also with the negative effects for environment and society. For that reason, the concept of internalization of all external costs of transport is developing in European Union. The concept characteristics and specificity in the maritime transport is the main issue of the following analysis. The special interest is focused on the maritime safety, one of the key external cost category.

Opis:
This paper presents a few general comments on the effective global ocean governance (GOG). The Convention on the Law of the Sea (UNCLOS) establishes fundamental legal principles for the governance of the marine environment and its resources. Furthermore, in the context of GOG the international community is conscious that improving of global and regional cooperation ought to be in the mainstream of socio-economic and political discourse. Nowadays, the UNCLOS is not able to give an answer for all new questions arising in the law of the sea. Therefore, it would seem that there is a great need to provide more pragmatic approaches to global ocean governance by international community as well as national governments, using the holistic paradigm of sustainable development. At the regional level, the European Union promotes an integrated maritime policy. Each EU marine Member State is obliged to prepare national integrated maritime policy as a part of the integrated maritime policy of EU. The Maritime Policy of Poland was approved by the Council of Ministers on 17 March 2015.

Opis:
The paper presents the European Union’s approach to promote the advantages of short sea shipping as efficient and sustainable alternative solution to the global issues of road congestion. European Commission has made Short Sea Shipping one of the major priorities for European transport and maritime industries have made it one of their key areas for development. Short Sea Shipping plays an important role in reaching the objectives of the European Transport Policy, as it can help curb the forecasted substantial increase in heavy goods vehicle traffic, rebalance the modal shares and bypass land bottlenecks. In the paper are presented the advantages of Short Sea Shipping and the measures adopted by the European Union in order to better promote the use of this mode. Short Sea Shipping needs to be developed within an integrated and participatory approach, with the reliable involvement of stakeholders from the entire sector in order to fulfil its economic, commercial, social and environmental role.

Opis:
This paper covers the current state of maritime oil transportation in the Baltic Sea and the development of oil transportation in the 2000s, as well as estimations of transported oil volumes in 2020 and 2030 in the Gulf of Finland. The scenarios were formulated on the basis of a current state analysis, energy and transportation strategies and scenarios and expert assessments. The study showed that the volumes of oil transportation in the Gulf of Finland will increase only moderately compared to the current status: 9.5-33.8 %, depending on the scenario. Green energy policy favours renewable energy sources, which can be seen in the smaller volumes of transported oil in the 2030 scenarios compared to the 2020 scenarios. In the Slow development 2020 scenario, oil transport volumes for 2020 are expected to be 170.6 Mt (million tonnes), in the Average development 2020 187.1 Mt and in the Strong development 2020 201.5 Mt. The corresponding oil volumes for the 2030 scenarios were 165 Mt for the Stagnating development 2030 scenario, 177.5 Mt for the Towards a greener society 2030 scenario and 169.5 Mt in the Decarbonising society 2030 scenario.
