International transport is a subject to many regulatory measures worked out by governments, international organisations (e.g. IMO, ILO, EU), regional institutions and public entities. As a result, such regulatory mechanism, which is getting throughout international, strongly affects the real sphere of maritime transport as well as its productivity and efficiency. Maritime transport operators have to apply to many new standards and rules set by international public regulators aimed mainly at improving and enhancing safety and security at sea. It is sometimes very painful process in terms of costs and time but inevitable to survive in the highly competitive environment. The author analyses the nowadays existing regulatory mechanism in maritime transport and tries to evaluate it in terms of its impact on effectiveness of maritime transport processes.

Opis:
This paper introduces software solutions for communication, equipment control, and management of oceangoing ships for enhanced Global Maritime Distress and Safety System (GMDSS) network and equipment. This software controls all maritime transmission systems and integrates communications software at level of server and workstations. Equipment control software is used to control and maintained locally or remotely transceivers, transmitters, receivers and other hardware. Special management software is included to process, analyze and exploit the various types of information generated by GMDSS networks and equipment. This papers are also includes the concept of software solutions on radio and satellite GMDSS ship terminals, on radio and satellite GMDSS coast terminals, and as well as in GMDSS Cospas-Sarsat ground terminals. In addition, the cybersecurity system in GMDSS security management is also described in this paper.

Opis:
Pseudo-Random Noise (PRN) Gold code was selected for utilisation as the Global Navigation Satellite System (GNSS) pseudo-range measurement code sequence. Recent studies revealed a potential security vulnerability issue due to the Gold PRN code utilisation in a GNSS-related cyber-attack known as GNSS spoofing. Here a PRN code construction method based on chaotic-form logistic map is proposed as an alternative to the existing Gold code practice. Dubbed Chaotic Ranging Code (CRC), is a PRN code generation method that generates ranging code with orthogonal properties as good as, if not better, then those of the Gold PRN code, while assuming the encryption embedded in the proposed CRC code provides improved GNSS information security.
