Opis:
The South African Maritime Safety Authority (“SAMSA”) responds to emergency calls from distressed ships. SAMSA, as a coastal authority, operates in terms of the South African maritime regulatory framework and its approach used to be robust. For example, South Africa is the first country to recognize the need to have a tug solely for the purpose of assisting ships in distress. However, close examination of the recent maritime incidents shows that SAMSA’s approach is falling short of keeping up with the ever changing challenges of places of refuge for ships in distress. This paper seeks to critically assess SAMSA’s approach to ships in distress as informed by the South African regulatory framework. The paper will further examine the possible solutions to identified shortcomings.

We developed a small Tsunami shelter. The design characteristics of this shelter are, its floater keeps the shelter floating even if the cabin space is fully flooded, the shelter can be self-recovered from the upside down situation when it rolls in the sea. When the shelter is washed away from the shore, it starts drifting. In that case, passengers might have to stay in the small cabin for several days. The length of the shelter is around 2m, which is much less than a typical life boat. So we carried out the first sea experiment using a real shelter with riding 8 passengers. In this paper, we’ll show the experimental results of motion sensor, towing force, as well as lessons learnt.

High level solution S4 of the IMO E-navigation Strategy Implementation Plan provides integration and presentation of available information in graphical displays received via communication equipment. At the same time, the problem of the correct application of digital selective calling (DSC) operational procedures in navigation practice has existed since the introduction of the GMDSS and requires a solution. This problem may be resolved on the base of integration maritime navigation and radiocommunication equipment. The article proposes approach for practical realization of this integration by implementing a SMART (specific, measurable, assignable, realistic, and timely) DSC interface within S4. Using this approach the practical realisation integration of AIS – DSC – Information display was implemented. It makes possible implementation of user-friendly human-machine interface (HMI) for navigator. An experimental prototype of communication graphical interface is designed, which allows effective decision-making on radio communication control/monitoring. The use IEC 61162-1/2 (Maritime navigation and radiocommunication equipment – Digital interfaces) data transfer provides standard inter-module connections and eliminates the negative impact of the equipment diversity from different manufacturers by means uniform HMI implementation.

Life is a very important to all of us that’s why the boat Captain must be aware about the safety of his crew, passengers, cargo and vessel. When disaster and emergency happen onboard you must know what to do. Based on this premise, the objective of this study is to train the Boat Captain and Motormen in Medical First Aid, Advanced Fire Fighting, Personal Survival Techniques and Collision Regulations. The study employed qualitative research using purposive sampling to gather the opinions and ideas of the respondents.

It is proposed the description of interface for VHF/MF/HF for simplification of DSC communication for implementation in the frame of conception developments in GMDSS services, applied to Maritime Mobile Services. This interface is realized within its integration with INS by an appropriate way on the base of common communication protocol for all three DSC communication sub bands in standardized and harmonized format and significantly simplifies the DSC user interface. It is very important for application in Maritime services, including GMDSS services, VTS services and SAR service. Suggested approach for improving DSC communication is based on the three main outputs of e-navigation strategic direction development related to the integration of communication and navigation equipment/systems, including standardized mode of operation. Implementation of the standardization demands to include in this integration the satellite AIS system. The feasibility of the proposal is supported by the existence of relevant IEC standards and IMO documents.

Opis:
The Norwegian Coastal Administration (NCA) is an agency of the Norwegian Ministry of Transport and Communications, and is responsible for services related to maritime safety, maritime infrastructure, transport planning and efficiency, and emergency response to acute pollution and drifting vessels. NCA has five regional Vessel Traffic Service centres. Of those, Vardø VTS has the special task of monitoring high-risk maritime traffic in Norwegian territorial waters, including the sea areas around Svalbard. Based on the history of ship incidents in Norwegian waters and lack of commercial tug resources in Northern Norway and the Svalbard area, the government decided in 2005 to establish a national emergency towing service. The establishment and coordination of this service was assigned to the Norwegian Coastal Administration. This paper briefly describes the development of the Norwegian Emergency Towing Service (NETS), how the service has changed over the years and plans for the coming years. Some cases involving emergency towing vessels are described. The paper also reviews the development of a national competence plan for senior officers on vessels employed by the Norwegian Emergency Towing Service.

Nowadays shipping industry has problems such as reduction of mariners, aging of mariners, and labor expenses. To solve the problems, One Person Bridge Operation was developed as navigation supporting system. However, One Person Bridge Operation remained technological problems and one man error. Therefore, in this study, telexistence on a ship was proposed by using satellite communication. Telexistence on a ship is a concept of maneuvering between land and ship with at least two mariners such as navigation officer and helmsman. Navigation officer works on ship as usual and helmsman supports ship from land. In this paper, remote maneuvering system was developed as the first step of telexistence on a ship. For evaluating the effectiveness, ship experiment was carried out. From the result, navigation officer and helmsman could alter ship’s course to 20 degrees within 60 seconds and less than 5% overshoot in the proposed remote maneuvering system.

User at the Inland Sea requires high position accuracy which is 5 m (2drms) or less. Therefore the position accuracy of standalone GPS is insufficiency. Consequently it needs to use DGPS for navigator sailing the Inland Sea. We executed numerical simulation of the propagation characteristic on the extended line of bridge pier at opposite side from DGPS station, and already confirmed that bit error in DGPS correction data signal occurs, and that correction data could not form by bit error. Furthermore, we carried out numerical simulation of the propagation characteristic of DGPS correction data signal received at sailing through center of the bridge, and solved receiving condition of DGPS correction data signal before and after passing through the bridge. In this paper, we executed to inspect mutually results of electric field intensity simulation for oversea and overland propagation on some sea area of the Inland Sea and measuring results of electric field intensity for DGPS correction data signal, and evaluated the possibility of abnormal propagation comprehensively.

In Finland the Regional Fire and Rescue Services (RFRS) are responsible for near shore oil spill response and shoreline cleanup operations. In addition, they assist in other types of maritime incidents, such as search and rescue operations and fire-fighting on board. These statutory assignments require the RFRS to have capability to act both on land and at sea. As maritime incidents occur infrequently, little routine has been established. In order to improve their performance in maritime operations, the RFRS are participating in a new oil spill training programme to be launched by South-Eastern Finland University of Applied Sciences. This training programme aims to utilize new educational methods; e-learning and simulator based training. In addition to fully exploiting the existing navigational bridge simulator, radio communication simulator and crisis management simulator, an entirely new simulator is developed. This simulator is designed to model the oil recovery process; recovery method, rate and volume in various conditions with different oil types. New simulator enables creation of a comprehensive training programme covering training tasks from a distress call to the completion of an oil spill response operation. Structure of the training programme, as well as the training objectives, are based on the findings from competence and education surveys conducted in spring 2016. In these results, a need for vessel maneuvering and navigation exercises together with actual response measures training were emphasized. Also additional training for maritime radio communication, GMDSS-emergency protocols and collaboration with maritime authorities were seemed important. This paper describes new approach to the maritime operations training designed for rescue authorities, a way of learning by doing, without mobilising the vessels at sea.
