The purpose of the present paper is to present the most important aspects for competency-based education and training for both maritime and the Inland Waterways sector, to ensure that every student/trainee in the EU possesses the same competencies on operational level (OL) and management level (ML) after graduating from their study or training. To reach these goals, trainers need to be able to educate and train students in the competency based system, which serves two purposes: defining minimum key competencies needed for crew members on board maritime and IWT vessels throughout the EU or worldwide, and thereby improving safety of navigation at sea and on the European interconnected waterways, and an increased level of labour mobility for crew members educated with the competencies as laid down in STCW 2010 and the new European directive.

Location study for the investment project entitled Multimodal Platform considering the area of the city of Bydgoszcz and commune of Solec Kujawski last year was published. The examples of existent multimodal ports in Europe show a growing demand for goods transport by the inland waterways. On the basis of the Multimodal Port, it is planned to export cargo from the ports in Gdansk and Gdynia. So, on the Vistula's waterway between Gdansk and Bydgoszcz is the basic rule for navigators is to keep safety distance to the river bottom and on the other hand, to bridge structures. The paper presents limitation for inland ships in the area of planned multimodal port near Bydgoszcz. The analysis of navigation conditions was carried out using probabilistic model of underkeel clearance to verify typical inland vessel traffic on planned port approach. Results of this analysis can be used for further research connected with minimal safety depth determination and risk analysis in study area.

The article presents the VHF communications system architecture for inland navigation within the area of operation of the RIS-PL Centre. The author has described the communication system modules used in the RIS on the Lower Oder stretch and presented the relevant equipment specification. The present condition of the system has been described, taking into consideration the location of its components, both in the field and in the environment, of key importance for VHF communication. The feasibility of implementation of GMDSS subsystems for integrated navigational data transmission in maritime and inland navigation at the RIS-PL Centre has been discussed.

The article presents the description of the transport logistics system for the carriage of goods on sea and inland waterways. The cargo line was calculated using sea and river transport routes and the calculation results were assessed. The coefficient of the circular voyage k r is given, which shows the need for the fleet in different types of vessels for the sea and inland water sections of the cargo line on condition that the vessels are equally loaded.

The paper contains the analysis of the possibility of container transportation on the Oder Waterway (the Gliwice Canal, the canalized stretch of the Oder River, and the regulated stretch of the Oder River), on the assumption that the waterway complies with conditions of class III European waterway. The analysis is based on the concept of modern motor cargo vessel, adjusted to hydraulic parameters of waterway. The vessel is designed for ballasting when passing under bridges. The amount of ballast water that enables transportation of two tiers of containers is given. The costs of waterborne transportation are compared to the costs of rail transportation of containers on selected shipping routes.

The paper presents issues related to the possibility of using an electric propulsion system for inland craft, in this particular case self-propelled barges. Perspectives for development of inland water transport in Poland are presented. Historical engineering designs used in water transport at the turn of the 19th and 20th centuries are shown. The current status of stock used in inland navigation along with the condition of waterways available in Poland is presented. Energy consumption by inland craft using various configurations of propulsion systems is discussed, along with comparison of energy consumption during transport of goods using road transport, rail transport and inland waterway transport. In addition to the hybrid electric and diesel propulsion systems, the alternative is to use the electric rail mules for moving the barges.

The paper continues the study of the same authors, who previously proposed a method of risk assessment in inland navigation. In the literature there is a gap in the research area of a risk management of transportation systems, especially: inland navigation. The authors carried out interdisciplinary research and presented the results related to the identification of risk factors present in the systems of inland navigation. The paper presents inland navigation risk analysis, conducted using the linguistic variables and the FMEA method, taking into account technical, economic and social aspects. The aim of the article is to present a procedure for the assessment of risk in inland waterways transport, and carry out risk analysis for transport companies. In paper the proposal of behavior scenarios, methods of preventing and minimizing effects of pointed risks are shown.

Maritime accidents have received considerable attentions due to the enormous property damage, casualties and serious environmental pollution. This paper first makes statistical analysis of the different types of maritime accidents in the period of 2012 to 2014 in the Yangtze River. Second, the problems of emergency management of maritime accidents are also proposed from the analysis of the major accident “Eastern Star”.. Afterwards, four practice cases, including decision support for maritime accidents, emergency resource allocation, emergency simulation system and effectiveness of emergency management, are introduced to present the insights gained from these practices. Last, in order to address these problems, this paper proposes that an artificial societies, Computational experiments, and Parallel execution (ACP) approach should be introduced to establish an improved management system for maritime accidents in the future, and an ACP based maritime accident emergency management framework is proposed.

This paper analyses required personnel, training capacities and equipment for participation in the United Nations peacekeeping operations with the riverine elements. In order to meet necessary capabilities for engagement in United Nations peacekeeping operations, Serbian military riverine units have to be compatible with the issued UN requirements. Serbian Armed Forces have the potential to reach such requirements with the River Flotilla as a pivot for the participation in UN missions. Serbian Military Academy adopted and developed educational and training program in accordance with the provisions and recommendations of the IMO conventions and IMO model courses. Serbian Military Academy has opportunities for education and training military riverine units for participation in the United Nations peacekeeping operations. Moreover, Serbia has Multinational Operations Training Center and Peacekeeping Operations Center certified to provide selection, training, equipping and preparations of individuals and units to the United Nations multinational operations.

The Automatic Identification System (AIS) is an important maritime safety device, which is populous in inland rivers. Compared with that in open sea, the Package Error Rate (PER) of AIS in inland river has increased sharply due to its complex environment. With the help of hardware in loop simulation, it is possible to make statistical calculation on the PER under a given field strength and describe the data by quadratic rational fraction. Meanwhile, in the three dimensional software environments, the signal field strength is able to be calculated by the ray tracking method, which exhausts all the possible propagation paths, including direct way, reflection, diffractions, and the other medium attenuation matters. Beyond that, in the model, the propagation geography information in inland rivers is required to be simplified in some way, or the computation of the ray tracking is too hard to get. The paper set the Changjiang Wuhan channel as the field testing region, and all the deviations are less than 5% in sunny weather, which proves the method accurate and effective.

Shortage of seafarers is important topic as maritime industry plays a key role for economy of the European Union. According to the latest assessment of economic value of shipping industry in 2012, the EU shipping industry is estimated to have directly contributed €56 billion to GDP, employed 590,000 people, and generated tax revenues of €6 billion. During recent years increasing attention is paid to the education and training of seafarers as the seafarers and their knowledge are essential to sustainable development of the maritime cluster, as indicated in the maritime strategy of European Union. Indicative estimates suggest there were almost 38,000 students/cadets in maritime academy – type training across the EU and Norway in 2012, a 11% increase from 2004. Understanding of current trends in the pool of seafarers is prerequisite for successful implementation of the strategy. Main obstacle for assessment of effectiveness is lack of possibilities to monitor contribution from maritime education institutions to current state of European seafarers’ pool. The aim of this article is to show parameters which should be taken into account to model seafarers’ supply in future. The parameters are discussed on the basis of information from the Seamen Registry of Maritime Administration of Latvia.

Sea–river ships can connect the area inside of land with oversea places without of indirect trans- shipment. In many cases the sea-river ships move on waterways (natural and artificial) inside of land for hundreds kilometres. Navigation in inland waters has to meet the same requirements as those for pilot navigation. This is due to the relations between the ship size and other objects on water area. These ones caused the navigation more hard then on open seas. The paper presents the criterion of safety assessment of navigation during sea-river ships manoeuvring ship in inland waters.

Development of the river sea transport is directly related to the characteristics of waterway network which enables navigation between river basins and seas. Inland waterways in Serbia belong to the Danube navigational system. There are two navigational directions: Danube East and Danube West. River-sea transport can be directly established in these directions between the Serbian international ports on the Danube (Apatin, Novi Sad, Belgrade, Pan?evo, Smederevo and Prahovo). Development of the Pan-European Corridor VII and the River Danube-Black Sea and Danube-Rhine-Main region would allow not only in Serbia but also in neighbouring states and all over Europe connection with the sea. In this paper the technical and exploitation characteristics of the river Danube will be analysed in terms of the navigation of various river and sea vessels with different exploitation characteristics.

Opis:
China's extensive inland navigable water system determines that inland navigation must be an important part of China's shipping industry. The collision process of ship striking the anti-collision pier is analyzed through simulation experiment in this paper. The results show that the collision process usually lasts less than 2 seconds, and the peak value of the collision force, friction and resultant force appears 0.5 after the start of the collision.
