    The peripheral regions are areas in need of development support. Traditional methods of support do not bring the expected results, so it is necessary to look for alternatives. This research shows that a regionally differentiated migration policy oriented to the increase in human capital may be a good choice, with a system of administrative incentives for immigrants designed to encourage immigrants to stay in the peripheral regions or to move there from other areas of the country of immigration. The subject of detailed analysis is the migration policy of Poland.
    Regiony peryferyjne są powszechnie uważane za obszary wymagające wsparcia rozwojowego. Tradycyjne metody wspierania rozwoju nie przynoszą oczekiwanych rezultatów, konieczne jest więc poszukiwanie metod alternatywnych. Skutecznym narzędziem może być prowadzenie polityki migracyjnej zróżnicowanej regionalnie i ukierunkowanej na wzrost najważniejszego z kapitałów rozwojowych – kapitału ludzkiego. Kluczowym elementem tej polityki powinien być system zachęt administracyjnych dla imigrantów nakłaniający ich do pozostania w regionach peryferyjnych lub do przeprowadzenia się tam z innych obszarów kraju imigracji. Przedmiotem szczegółowej analizy jest polityka migracyjna Polski.

    In 1990, the migration of the inhabitants of the Hidalgo state to the United States was intensified, becoming an emergent social phenomenon. In response to this, in 1999, the authorities of the state of Hidalgo made some intervention efforts. The aim of this document is to describe the antecedents of the public policies developed by the Hidalgo government in the care of its migrants in the United States, through a methodology of historical and qualitative analysis that investigate three governmental periods of management and various initiatives developed by the state.
    A partir de 1990 la migración hacia los Estados Unidos de los hidalguenses se intensificó, posicionándose entonces como un fenómeno social emergente. En respuesta al mismo, las autoridades del estado de Hidalgo, en el año 1999, hicieron esfuerzos de intervención. El objetivo de este documento es describir los antecedentes de las políticas públicas desarrolladas por el gobierno de Hidalgo en atención a sus migrantes en Estados Unidos, esto a través de una metodología de análisis histórico y cualitativo para investigar tres períodos gubernamentales de gestión y las diversas iniciativas desarrolladas por el gobierno estatal.

    The Federal Republic of Germany has developed a model of integration and assimilation of refugees and economic migrants, which for decades was a model for other European countries and the European Union (EU ). This was possible thanks to the consensus between the main political forces in the country, which, despite the natural alternation of power, do not undermine the main objectives of both foreign policy as well as internal, including the approach to immigrants. The situation changed after 2011 and the events in North Africa, known as the Arab Spring, the consequence of which was a massive influx of refugees and immigrants to Germany. This article examines the position of the main political parties in relation to the refugee crisis.
    Republika Federalna Niemiec (RFN) wypracowała model integracji i asymilacji uchodźców i imigrantów zarobkowych, który przez dziesięciolecia stanowił wzór dla innych państw europejskich i Unii Europejskiej (UE ). Było to możliwe dzięki konsensusowi pomiędzy głównymi siłami politycznymi w kraju, które, mimo naturalnej alternacji władzy, nie podważały głównych założeń zarówno polityki zagranicznej, jak też wewnętrznej, w tym kwestii podejścia do imigrantów. Sytuacja uległa zmianie po 2011 r. i wydarzeniach w Afryce Północnej, zwanych arabską wiosną, których konsekwencją stał się masowy napływ uchodźców i imigrantów do Niemiec. W artykule przeanalizowane zostaną stanowiska głównych partii politycznych w odniesieniu do kryzysu uchodźczego.

    Opis:
    Starting with the burdened history of the bilateral relations between the U.S. and his neighbor Mexico and using the analytical concepts of (neo)realism and social constructivism, the paper evaluates the results of the first year of this relationship under the presidency of Donald Trump. The priority areas of the White House were the construction of a wall on the border, the renegotiation (or abolition) of NAFTA and the immigration policy. The outcomes of these three policies are rather modest, the gap between rhetoric and reality until today is remarkable, partly as a consequence of a proper functioning of the democratic institutions in Washington. The bilateral relations are without doubt under stress, but not eroded. Insecurity continues to characterize the negotiations over NAFTA, the status of many Mexican (and Central American) immigrants in the United States and the future of bilateral border and security cooperation. The presidential elections in July of this year threaten to increase this insecurity not only in bilateral relations but also with respect to their impact for the whole region.
    Partiendo del legado histórico pesado de las relaciones entre EE. UU. y su vecino México y utilizando los conceptos analíticos del (neo)realismo y constructivismo social, el artículo hace un balance de estas relaciones bilaterales al final del primer año de la presidencia de Donald Trump. Las áreas prioritarias de la Casa Blanca fueron la construcción de un muro en la frontera, la renegociación (o abolición) del NAFTA y la política migratoria. Los éxitos en estos tres campos de acción son más bien modestos, la brecha entre el discurso y realidad hasta hoy notable, parcialmente como consecuencia del buen funcionamiento de las instituciones democráticas en Washington. Las relaciones bilaterales están, eso sí, bajo estrés, pero no erosionadas. Incertidumbre sigue caracterizando las negociaciones sobre el NAFTA, el estatus de muchos inmigrantes mexicanos (y centroamericanos) en Estados Unidos y el futuro de la cooperación bilateral fronteriza y de seguridad. Las elecciones presidenciales en julio del año en curso amenazan inyectar más incertidumbres no solo en las relaciones bilaterales, sino también con respecto a sus impactos en toda la región.

    Nowadays, Austria is facing significant challenges in implementing integrational policy towards immigrants It’s basic assumption is to enethe economic inclusion as soon as possible. On the other hand, the integration program generates quite high costs, and this fact is repeatedly used in public discussion. The emerging soccismscepticism towards immigration has become one of the reasons for the electoral success of the far right, which is considered to be the anti-immigrant Freedom Party of Austria. The article undertakes an analysis of a selected topic, including several aspects: the attitude of political parties towards the so-called immigration issues, the nature of election campaigns and government initiatives on Austria’s immigration policy. On the other hand, the questions raised in the paper concern the following issunce whenidis the change in the nature of public discussion in Austria come about, under what influence have the factors of anti-immigrant rhetoric intensified and what are the effects of such rhetoric? Another important issue is whether nly Freedom Party of Austria remains the only carrier of such rhetoric.
    Współcześnie w Austrii realizowana jest polityka integracyjna. Podstawowym jej założeniem jest jak najszybsza ekonomiczna inkluzja imigrantów. Program integracji cudzoziemców generuje dość duże koszty, a fakt ten coraz częściej wykorzystywany jest w publicznej dyskusji. Pojawiający się sceptycyzm społeczny wobec imigracji stał się jedną z przyczyn sukcesów wyborczych skrajnie prawicowej, uchodzącej za antyimigrancką Wolnościowej Partii Austrii. W artykule podjęto analizę wybranego tematu z uwzględnieniem kilku aspektów: stosunku partii politycznych wobec tzw. kwestii imigranckiej, charakteru kampanii wyborczych oraz inicjatyw rządowych dotyczących polityki imigracyjnej Austrii. Postawione pytania dotyczą natomiast następujących kwestii: od kiedy mamy do czynienia ze zmianą charakteru publicznej dyskusji w Austrii, pod wpływem jakich czynników antyimigrancka retoryka uległa intensyfikacji oraz jakie są skutki takiej retoryki? Istotną pozostaje również kwestia czy nośnikiem takiej retoryki pozostaje wyłącznie Wolnościowa Partia Austrii.

    Issues of modern situation of Russians in Ukraine analyzed in the article. Lighted up some aspects of migrations of Russian population and their consequence, level of education of Russian population and role of Russian minority in the Ukrainian society. Analyzed the issues and problems linguistic Policy implementation, public resonance and political fight around this issue. Analyzed some results of mobilization on ethnic base and influence of external factors for escalation of a separatist movement supported by Russia in the East part of Ukraine.

    В статье анализируются вопросы современного положения русских в Украине, освещаются результаты миграций и их последствия, уровень образования и место русских в украинском обществе. Раскрывается тема реализации языковой политики, а также общественный резонанс и политическая борьба вокруг вопроса о статусе русского как второго государственного. Показаны результаты мобилизации на этнической основе и влияние внешних факторов для эскалации сепаратистского движения, поддержанного Россией в восточной части Украины.
