The contribution is focused on one of the most fundamental ethical values and principles applied in public administration environment – responsibility and personal accountability of public officials and administrators, who have to be liable and answerable for their deeds and actions towards certain community, regional or local, and towards general public as well. The introductory part deals with the explanation of two concepts in question, responsibility and accountability regarding the processes of making, guarding and managing agreements, decisions and expectations in any relations, covering the area of public administration from the ethical point of view. The theoretical contemplation takes into consideration teleological and deontological conceptions, followed by practical summary of the public administration accountability mechanism. Finally, the basic ethical aspects and accountability levels are dealt with, keeping in mind that inner and outer influences on administrators’ and public officials’ accountability are connected with their behavior and decision-making.

The current law, which regulates the functioning of local government designate their powers and tasks that aim to achieve the objectives. Definition, based on article 272 (act on public finance) internal audit is an independent and objective activity, the aim of which is to support the Minister in charge of the department or manager in the implementation of goals and objectives through a systematic evaluation of management control and advisory activities. The article brought closer the possibility of creating the regional government's development policy, which is and can be to support the internal audit activity.

Internal audit is an activity independent, objective assurance and advisory, which aims to add value and improve the organization’s operations. It helps an organization accomplish its objectives by systematically and disciplined approach to evaluate and improve the effectiveness of risk management, control and corporate governance. Internal audit is primarily a tool to help managers of the unit, giving the possibility of efficient and effective management of all processes. Internal audit is also an instrument to support the majority decision-making processes undertaken by managers, through careful management of all resources held by the entity.

Legal Aspects of Lobbying in Decision-Making Processes of Public AdministrationThe process of decision-making in public administration is multifaceted, with the deci-sion being the result of complex proceedings aimed to settle a case or reach a specific goal. Public administration works in this area mainly in the legał environment, but not only. The decision-making process is determined by social conditions and includes agency of various persons whose conduct and actions lead to certain conseąuences. Due to the different tasks of public administration, its activity is not merely a result of the will of a given body but it can also be initiated by applicants interested in the attainment of defined objectives, including through lobbying. The essence of lobbying is to influence, within the confines of law, decisions of public authorities in a particular direction. In Poland, lobbying is nów an institution regulated by the Act of 7 July 2005 on Lobbying Activity in the Lawmaking Process (OJ No 169, item 1414).Lobbying is also very common in the European Union, where the phenomenon is not only acceptable, but even desirable.Lobbying is seen as bringing benefits for both parties consulted. The subject-matter of the article is the identification and analysis of the constitutional foundations of the legal provisions regulating the administrative procedure of public administration bodies in the Slovak Republic and analysis of decisions made by the Slovak Constitutional Court and Supreme Court. The administrative procedure represents an immanent process in which state and public administration bodies make decisions on rights, legitimate interests as well as obligations and duties in the field of state and public administration. The author aims to identify the most important provisions of the Slovak Constitution and to demonstrate their significance for the decision-making activities of domestic public administration bodies and at the same time to find out if the constitutional and legal basis is sufficient enough to make amendments regarding the decision-making processes of Slovak public administration bodies. The author's research hypothesis, resting on an enquiry to identify if the constitutional amendment is satisfactory and acceptable, is followed by an investigation of mutual relations between the current state of our society and its conditions being in a state of its rapid development and the contents of the constitutional amendment. It is argued that the Constitution as the basic piece of legislation must be adopted with accepted text so that potential changes would not entail having to change the Constitution.

This paper examines empirically a policy question whether or not there is a significant effect of the character of the relationships between the third sector organizations and public administration units for distribution of public resources at the local community level (gmina orcommunes). The key issue concerns the role of NGOs in making the level of community deprivation – measured by multidimensional index of local deprivation (MILD) – a factor in allocating resources to gmina (in the form of various subsidies accrued to it). An evaluation of the relative importance of the two competing criteria, equity andefficiency – which are typically, at least implicitly, involved in distribution of public resources – is conducted using public statistics data from the Bank of Local Data for years 2008 and 2010. Since it is usually assumed that the former remains of focus of the third sector units while the latter seems to remain under responsibility of the administration, one may expect that the type of relations between them will affect the prevalence of one of the two criteria over the others, without. however, knowledge of the circumstances conducive to it. Indeed, the results of empirical analysis reveal a clear pattern of the dependency –public resources obtained by gminas are shown to be on average both ‘need-adjusted’ and efficient when the relations are positive in character (however, not unconditionally – for instance, it is not true in the case of European Union’s funds).  And that there is a form of complementarity between the above mentioned principles (equity and efficiency) under a certain pattern of interaction between non-profit organizations and administrative units at the local community – some of the circumstances suitable for such a desired type of effects are discussed in the paper.

Background. In many economies, both developed and developing rapidly, we can observe the potential of administration as organizations which under appropriate conditions may show high levels of innovation. The administration on one hand may be an active participant and on the other hand act as a creator of conditions conducive to innovative activities. Both of these roles are important and complementary to each other because the administration can create a legislative base as well as adequate infrastructure and space for innovation, and then actively participate in the process of their diffusion. In recent years, the European Union has shown increasing interest in the actions for measuring innovativeness of the European administration and stimulating its growth. Research aims. The aim of the study is to compare the degree of innovativeness of Polish and Spanish administration and the activities undertaken to stimulate it. In research on the innovativeness of the EU economies (Innovation Union Scoreboard, 2014) both countries were in the group of "moderate innovators", although there are noticeable differences in the approach to the implementation of innovations and cultural conditions of their diffusion. Methods. The adopted research method was analysis of the reports on public sector innovativeness in the EU and foreign and national literature studies. Key findings. The analyzed research results clearly show a higher degree of innovativeness of Spanish administration in comparison to Polish administration. Spanish administration has more experience in implementing innovations in the field of management systems, communication, involvement of entities outside the sector to work on innovation and shaping the organizational culture conducive

Public servants are at times portrayed as appeasing political masters while aiming for illegitimate political and personal interests (an example that was featured in the British comedy “Yes, Minister”). This misperception demonstrates the balancing act required by public administrations, especially if they truly seek to serve the public. Adding inter- national law, global governance and modernization to the melting pot of EU members renders matters particularly challenging. The paper explores the issues’ theoretical and practical perspectives.Debate begins by examining international law and globalization components of global governance relevant to domestic public administration, including global administra- tive law. This definitional stage is followed by theorizing on how developments affect EU members’ public administration. Moving from theory to practice, the paper next discusses influences of the new global governance, non-state actors on public adminis- tration structures, legal environments and interrelationships. We end the discussion by offering policy proposals, food for thought and proposals for future research directions. In the past, European public servants were subject only to local laws serving local con- stituencies. Today, the same public servants are an integral part of an EU-Global mod- ern public administration serving the globe. This development creates great uncertain- ties, but with proper policies it can be a true blessing for both public administration and the EU-Global public
