Opis:
In 1796–1815 Cracow had a relatively large military garrison, composed at first (until 1809) by the Austrian, and later (until 1813) by the Polish army. The garrison was eventually (until 1815) made up of the Russian troops. The presence of the military units caused conflicts with the civilians mostly due to the assignment of living quarters, arbitrary seizure of apartments by the officers and due to drunkness. What was also reported were the robberies, batteries and, in single cases, the homicide. The largest incidence of offences as committed by the Austrian army was reported in 1809 during its war against the army of the Duchy of Warsaw while the largest number of offences commited by the Russian soldiers was observed at the time when they occupied the town (1814–1815). This shows that the scale of crime was bound with the current political situation and with the absence of supervision as exercised by the officers over the soldiers, the officers’ attitude toward the inhabitants of Cracow being, as a rule, hostile.

Although Kraków is regarded as the cradle of Polish press (Merkuriusz Polski dzieje wszystkiego świata w sobie zamykający dla informacyjej pospolitej was the first printed and systematically published newspaper, from January 3rd to May 5th, 1661), its role in the history of Polish journalism had been very small until the beginning of the 19th century. Before the establishment of the Free City of Kraków (or the Republic of Kraków) in June 1815, several periodicals – most of them short-lived – were published by printers or book dealers. The role of professors of the Academy was important here. The publishing activity was inaugurated by Feliks Radwański (1756–1826), an alumnus of the Academy which he was associated with for many years. In order to promote his ideas, Radwański published, in 1806–1807, at his own expense, Dziennik Gospodarski Krakowski. It was the first paper of its kind in the history of the Polish periodical press. The author wrote about the application of plaster in bricklaying, about the cultivation of potatoes (until then unknown in our country), about new agricultural tools, farming, and the necessity of establishing agricultural schools. These pro posals were premature, too modern to fi nd followers willing to utilize them in middle-sized farms. This was the reason why Radwański discontinued this interesting publication. Jerzy Samuel Bandtkie, who published Kraków’s fi rst historical journal, Miscellanea Cracoviensia in 1814–1815, is, however, considered to be the pioneer of periodical press in Kraków. He also published Rozmaitości Naukowe in 1828–1829 and 1831. Antoni Z. Helcel published Kwartalnik Naukowy (1835–1836), regarded by scholars as the best periodical specializing in the humanities. Rocznik Towarzystwa Naukowego z Uniwersytetem Krakowskim Połączonego (1817–1872) is worth mentioning among academic journals.

Krzyżanowski was the son of Stanisław, who was a professor of history at Jagiellonian University, and Wanda, née Studnicka. His younger brother, Witold, was a professor of political economy and dean of the Law Faculty at Jagiellonian University. After his matura exams at St. Anne’s gymnasium he began to study at the Law Faculty at Jagiellonian University. After graduation he went on to complete a doctoral degree. In the meantime, he spent one term listening to lectures at the University of Vienna. Following which he started to work as a volunteer apprentice in the National Bank of Poland. He also began an apprenticeship as a barrister. After the First World War he worked at the State Treasury Solicitors’ Office, first in Cracow, then in Vilnius. His work in public administration had its influence on Krzyżanowski’s academic interests. In 1924 he published Trybunał Kompetencyjny. Studium z zakresu polskiego prawa publicznego, which qualified him for UJ’s veniam legendi in 1925. At the same time, due principally to a shortage of scientific staff, a chair of administrative law at the Stefan Batory University in Vilnius sat vacant. Krzyżanowski seemed to be the best candidate, but negotiations between the State Treasury Solicitors’ Office and the University were very long. Krzyżanowski was forced to give lectures as a substitute professor for several years, because the Ministry of Religion and Public Education didn’t permit him to be a titular professor. They treated his work at the University as being extraneous. Finally, on January 1, 1927 Krzyżanowski was reassigned to the State Treasury Solicitors’ Office in Vilnius and he also received permission to lecture at the University in Vilnius. Unfortunately, he died within a few months after a short illness. The paper contains a biography of Kazimierz Maria Krzyżanowski, along with an inventory of his scientific output.
