    Polish educational system has been in the recent years the playground for incessant reforms and experiments. The purpose of that paper is therefore, to present the changes that took place in the last decade, hence influencing Polish educational policy, in particular pedagogical control. Moreover, the analysis of legislative acts, organizational documents and the literature regarding the area of pedagogical control aim at assessing the effectiveness of such policy.

    Opis:
    In the 18th century thinkers of the French Enlightenment discover Russia, whose institutional reforms replace their traditional utopian topics. The myths of Peter the Great and of Catherine II as Minerva of the North are created. Russia also becomes a peculiar laboratory of Enlightenment incarnate. Francesco Locatelli, the author of the Muscovian Letters, who between 1733 and 1735 spent two years in Russian prisons, attempts to deconstruct these myths. His book, which enjoyed an immense popularity in Europe, is an accusation of arbitrariness and inhumanity of the Russian regime.

    "...OUR GOVERNMENT HAS BEEN SPOILED, IT REQUIRES IMPROVEMENT AND NOT ALTERATION." JÓZEF ANDRZEJ ZAŁUSKI’S CONCEPT OF THE FUNCTIONING OF CONSTITUTIONAL SYSTEM OF THE NOBILIARY REPUBLIC Józef Andrzej Załuski, bishop of Kiev and the alleged author of Opisanie krótkie niektórych interessów wewnętrznych Najjaśniejszej Rzeczypospolitej Polskiej w roku 1762 (Brief description of some internal interests of the Eminent Polish Nobiliary Republic in 1762), tried to survey a series of opinions and reflections on the constitutional system of Poland at the decline of the reign of August III of Vettin dynasty and the beginning of reign of Stanisław August Poniatowski. The major element of Załuski’s analysis is his attitude toward liberum veto which was one of the most crucial elements of the Polish constitutional system. While perceiving the negative aspect of the abuse arising from the liberum veto, Załuski considered the latter to be the immanent part of the Polish constitution. He therefore regarded the liberum veto as something unavoidable and as something what produced a counterbalance vis-à-vis the voting by majority, the latter being applied in England, Sweden and Denmark. It is easy to observe that Załuski was a firm opponent of the majority vote system. What – in his opinion - was detrimental to the Polish Republic was the absence of the effective implementation of good laws. As a result he did not see any need for the introduction of new constitutional devices. The volume published by the bishop of Kiev assumed, to a large extent, also the shape of polemics conducted by him with Stanisław Konarski and with the treaty of the latter On the Effective Advice.

    Opis:
    Redefinition of the Catholic Church’s mission in the conflictual culture of modern BoliviaBolivia with the president Evo Morales has taken a course of reforms in the domain of economic ownership and social promotion of the indigenous Aymara and Quechua majority. Within the framework of socio-political and cultural tensions, the Catholic Church in Bolivia finds itself endangered by the governmental policy of marginalization all Western influences and the diminishing the impact of Christian religions. The attempt to return to the pre-Columbian beliefs of the Altiplano tribes does not leave much room for the continuation of the traditional involvements of the Church. The strategy of persistence, constant adaptation and creativity, seem to be the crucial elements of re-thinking the hitherto ways of the carrying out of the mission.

    Opis:
    The current Indian national drug policy has its roots in two documents originated in the 70-ties and the 80-ties of the XX. century. Although the first National Drug Policy was declared in 1978, it has been revised thrice since then, in 1986, 1994 and 2002. Also, in 1986 another document on the Indian drug policy, titled “Measures for Rationalisation, Quality Control and Growth of Drugs and Pharmaceutical Industry in India” was evolved. The drug policy has been implemented under some legal acts related mainly to the fields of health care, family welfare, scientific research and development, and industry. It emerged from the findings of the Hathi Committee (a committee commissioned to study the operations of multinational drug companies vis-à-vis indigenous companies and public sector undertakings).

    In 1848, Pierre-Joseph Proudhon (1809–1865) refused to yield to the enthusiasm of the Republican Camp about universal suffrage and the link established between political and social reforms. In his first book published after the Revolution of February (La solution du probléme social), he questioned the legitimacy of the republican conception of representation. But if the short history of the Second Republic soon confirmed his fears about the abuses inherent in representation, his criticism of universal suffrage sounds still useful when we want to apprehend the present day debate devoted to direct democracy. In any presidential system, the time of elections becomes the moment when a nation looks at themselves. In France, as in many other western countries, the elections bring substantial debates about the democracy. In 2007, the calls for direct democracy made up a central point of political debates and were related to a long time defiance to the representative system. They strangely echoed the debates that took place in the Second Republic after the deputies’ betrayal of the electoral law of May 31, 1850. In the article we show how Proudhon’s political thought can help us think about direct democracy.

    The article focuses on the international concepts, ideas and theories concerning the fundamental functions/services in the sphere of public health. Particularly it concerns the environmental problems, the influence of this functions on the public health priorities identification. The main goals of the work are the international approaches identification and description of the observed frequency of the environmental actions inclusion on the lists of public health functions. The nature and specifics of the analyzed issue as well as the Polish approach are presented in the context of the National Health Program for 2007–2015. The main theme of the paper relates to the basic questions: how and in which way the internationally identified and listed public health functions influence the priorities established in Poland and if the environmental actions are being included?
