Opis:: This article diagnoses the selected macroeconomic factors, such as: rate of unemployment, inflation, GDP, spending power of the households, and characterizes their indirect impact on the enterprises’ market research expenditures and research industry turnovers. The problems of financial expenditures, i.e., their allocation on the marketing researches (depending on the supply and demand market situational perspective in a given market) are also discussed. Moreover, as indicated in the article, enterprises are forced not only to cut their financial sources on the marketing research projects in unfavorable economic situation, but they choose different methods of the research.

Opis:: W pracy przedstawiono miejsce wydatków na turystykę w strukturze budżetów polskich gospodarstw domowych, ich wybory i preferencje z tym związane. W artykule wykorzystano istniejącą literaturę przedmiotu oraz dane statystyczne GUS z lat 2007-2013. Za pomocą danych z opracowań GUS określono wydatki gospodarstw domowych na turystykę zorganizowaną i noclegi na poziomie 1,5%-1,8% w badanym okresie, a także oszacowano łączne wydatki na turystykę zorganizowaną i indywidualną w strukturze budżetu przeciętnego polskiego gospodarstwa domowego na poziomie niespełna 4%.
The work is expected to show a place of tourism spending in the structure of Polish households’ budgets, their choices and preferences associated with it. The article uses the existing literature and GUS statistics of 2007-2013. Using the data from the GUS studies identified household expenditure on organized tourism and accommodation – 1,5%-1,8% in researched period, as well as the estimated total expenditure on organized tourism in the structure of the budget of the average Polish household, less than 4%.

Opis:: Obecnie rola państwa w kształtowaniu konkurencyjności kraju nie jest ograniczona jedynie do wspierania rozwoju innowacyjności i kapitału ludzkiego. Coraz większe znaczenie ma prowadzona polityka socjalna, która realizowana jest w celu stworzenia państwa nie tylko konkurencyjnego na arenie międzynarodowej, ale także gwarantującego wysoki poziom życia mieszkańców. Jednocześnie głównym problemem współczesnego państwa opiekuńczego jest stawianie czoła coraz większym kosztom polityki społecznej. Celem artykułu jest ocena, czy koszty państwa ponoszone na działalność redystrybucyjną, odnoszące się do sfery socjalnej, są wydatkowane efektywnie. Badanie efektywności wydatków państwa zostało przeprowadzone przy wykorzystaniu metody Data Envelopment Analysis.
Nowadays, the role of government in shaping the country’s competitiveness is not limited only to supporting the development of innovation and human capital. It is increasingly important to run social policy, which is implemented in order to create the state not only competitive on the international stage, but also ensuring a high level of life. At the same time the main problem of the modern welfare state is to confront growing costs of social policy. The aim of this article is to assess whether the costs incurred for the state redistributive activities relating to social area, are spent effectively. Examination of the effectiveness of the state expenditures was conducted using the method of Data Envelopment Analysis.

Opis:: Aim/purpose - This study examined the impact of public sector spending and governance on economic growth in Sub-Saharan Africa (SSA) and further assessed the role of governance in the causal relationship between public sector spending and economic growth in the sub-region. Design/methodology/approach - The study employed the Panel Corrected Standard Errors (PCSE) estimator on data spanning the period 2002 to 2020 across a sample of 31 selected countries in SSA. To check for the robustness of the results, we adopted the Dumitrescu and Hurlin (2012) panel non-causality test to detect Granger causality in the relationships among the variables. Findings - The findings show that spending in the public sectors alone, such as education and health, does not always yield the needed outcome of promoting economic growth. Government education expenditure stimulates economic growth in SSA, albeit the effect is statistically insignificant, whereas government health expenditure has a growth-limiting effect in SSA. The results reveal that government effectiveness, rule of law, political stability, and absence of violence/terrorism are among the governance indicators that can help to fast-track economic prosperity in SSA. However, the results further show that good governance can act as a stimulant to invigorate the effectiveness of public sector spending in achieving economic growth in SSA. The growth-enhancing complementary role of good governance to public sector spending is robust across all governance indicators except political stability for government education spending and regulatory quality for government health spending. Research implications/limitations - The findings imply that strengthening good governance in SSA is non-negotiable in managing and using public funds allocated to the public sectors and in achieving sustainable economic growth, poverty alleviation, and income inequality reduction in the sub-region. However, the findings of this study are limited to the SSA region and may not apply to other regions of the globe. Originality/value/contribution - The contribution of this paper is that it examines the moderation effect of governance in the causal relationship between public spending and economic growth in SSA while accounting for cross-sectional dependence. The paper also contributes to the existing literature by using disaggregated governance and public sector spending components to ascertain the robustness of the results and better inform policy.

Opis:: W artykule przeprowadzono rozważania nad problemami oceny samodzielności dochodowej i wydatkowej samorządów. Celem artykułu było stworzenie miar pozwalających ocenić i porównywać samodzielność wydatkową polskich gmin. Wskaźniki wyliczone na podstawie zaproponowanych miar zaprezentowano dla 2014 r. Pokazano, że ponad połowę budżetów polskich gmin można uznać za niezależną od własnej polityki samorządów. Siła tego ograniczenia jest zróżnicowana między gminami i tylko w niewielkim stopniu odpowiada zróżnicowaniu samodzielności dochodowej gmin.
This paper presents discussion on the problems and opportunities of assessment of income and spending autonomy of local governments. The aim of the paper is to develop measures to assess and compare the spending autonomy of Polish municipalities. Indicators calculated on the basis of the proposed measures are presented for 2014. It has been shown, that only about half of the municipal budgets can be considered as independent. The strength of this limit varies between municipalities and is not strongly dependent on their wealth, and only to a small extent corresponds to the diversity of the revenue autonomy of municipalities.
