The article concerns the problems associated with the use of financial instruments in the implementation of sustainable development policy in the European Union. The article presents the main deployment models repayable financial instruments in the Member States of the European Union. An analysis of the efficiency of use of financial instruments and selected barriers to their implementation.

Opis:: The article discuss the objectives of European cohesion policy for the period 2014- 2020. The article next presents the trends which are required in terms of stimulating the development of polish regions in the future. Regional policy in Poland is dominated by European cohesion policy. Most of the funds which finance investment projects in the regions come from the EU budget, despite the fact that European cohesion policy is supposed to be complementary, and not dominant, in relation to national policies. The challenge of Polish regional policy is to develop the kind of operating model in which participation of the country and regional governments in decision-making and financial matters is dominant.

Opis:: A number of managerial difficulties arising from the geographical location of Poland's eastern provinces, amongst which are their trans-border and peripheral location as regards major economic centers as well as the abundance of valuable natural resources that restrict forms of economic activity, have exacerbated the threat of economic marginalization particularly in the rural areas of regions characterized by low rates of economic development. This raises the need to implement development strategies aimed at overhauling of both local and regional economic infrastructures to enable the realization of regional coherence policies both at national and EU levels. A key external factor for powering development processes in recent years has been the possibility to source EU funds to co-finance infrastructural investments aimed at ensuring both suitable living conditions as well as economic involvement.

Opis:: Koncepcja polityki regionalnej podlega przemianom pod wpływem złożonych uwarunkowań, m.in. procesu globalizacji, rozwoju technologii informacyjno- -komunikacyjnych. Celem artykułu jest omówienie głównych zmian w europejskiej polityce spójności na lata 2014-2020 oraz przedstawienie rozwiązań dotyczących wdrażania tej polityki w Polsce w nowej perspektywie finansowania. W artykule przedstawiono nowy paradygmat polityki rozwoju regionalnego oraz omówiono najważniejsze założenia tej polityki w Polsce w nowej perspektywie finansowania. Kształt krajowej polityki regionalnej jest zdeterminowany rozwiązaniami przyjętymi w ramach europejskiej polityki spójności. Polityka regionalna realizowana po 2014 r. w Polsce będzie w większym stopniu uwzględniała potrzeby rozwojowe polskich regionów i wspierała wykorzystanie ich potencjału, również dzięki efektywnemu spożytkowaniu funduszy UE.
The concept of regional policy is subject to changes under complex conditions, including the process of globalization, development of information and communication technologies. The main aim of the article is to present the major changes in the European cohesion policy 2014-2020 and discuss solutions concerning its implementation in Poland in the new financial perspective. The article presents the new paradigm of regional development policy. It analyses the main assumptions of regional development policy in Poland in the new perspective of financing. The shape of the national regional policy is strongly determined by solutions adopted within the framework of the European cohesion policy. Regional policy implemented after 2014 in Poland will increasingly take into account the development needs of Polish regions and encourage the use of their potential, also thanks to the efficient use of EU funds.

Urban policy
Opis:: Peripheries means the land outside metropolitan areas. One of the main problems in these areas is a lack of growth factors. Some towns can contribute to the development of these regions, because there are few such factors, and it is easier to create the new ones, especially in urban policy. The subject of this paper is a typology of towns within the Polish peripheral coastal regions, limited to towns with more than 5 thousand inhabitants. Its purpose is to recognize diverse role of towns in the regional development, and to create the basis for the formulation of urban and regional policy. Typology takes into account the state of economic development, the external functions of towns, their impact, as well as present and future transport accessibility. Two kinds of systematization were applied: 1) quantitative typology applying Principal Components Analysis (PCA) and the cluster analysis using the k-means algorithm, 2) qualitative classifications. Then synthetic typology was done. As a result of the typology, there were identified important towns for the future development of peripheral areas and formulated the conclusions for regional planning and urban policy.

Opis:: Klastry jako rodzaj zinstytucjonalizowanej współpracy stanowią atrakcyjną formę podejmowania działań gospodarczych nie tylko ze względu na walor połączonych sił partnerów, ale również na wsparcie udzielane tego typu przedsięwzięciom przez Unię Europejską, kraje członkowskie i władze regionalne w ramach polityki rozwojowej. Zakłada się bowiem, że inicjatywy klastrowe będą stanowić element stymulacji wzrostu gospodarczego poprzez wykorzystanie czynnika współpracy biznesu i nauki wspieranego przez administrację publiczną. Artykuł opisuje podejście jednostek samorządu terytorialnego do inicjatyw klastrowych, ocenia stopień zaangażowania poszczególnych szczebli administracji w tego typu przedsięwzięcia oraz strukturyzuje czynniki sprzyjające i utrudniające rozwój klastrów z perspektywy partnera publicznego.
Clusters as a form of institutionalized cooperation are an attractive way of undertaking economic actions, not only due to the benefit of the combined forces of partners, but also because of the support for this type of organisations involved in the development policies of the European Union, EU Member States and their regions. It is assumed that cluster initiatives will be an element stimulating economic growth through the use of the factor of cooperation between business and science, supported by the public administration. The article describes the approach of local administration in Poland to cluster initiatives, assesses the degree of involvement of different levels of self-government in this type of projects and structures, as well as structures the factors favouring and hindering the development of clusters from the perspective of the public partner.

Opis:: Clusters are a powerful tool to promote regional economic development and stimulate competitiveness and innovation. This is undoubtedly the area constituting a large reserve for economic growth in Poland. The study focuses on the interaction between clusters and the public administration. It presents the way clusters are being preceived by the regional public administration, particularly in terms of the conditions determining the way clusters operate, as well as their knowledge about initiatives existing in particular regions. Data were obtained based on the nationwide survey, using Computer-Assisted Web Interview and Computer Assisted Telephone Interview. The study sample were all regional government administration offices and regional self-governments in Poland.

Opis:: Wykorzystanie funduszy europejskich jest jednym z głównych determinant rozwoju regionalnego. W ramach wsparcia finansowego z Unii Europejskiej w latach 2014-2020 Polska otrzyma 82,5 mld euro, które zostaną zainwestowane w zwiększenie konkurencyjności polskiej gospodarki, poprawę spójności społecznej i terytorialnej kraju oraz w podnoszenie sprawności i efektywności administracji. Na lata 2014-2020 Komisja Europejska zatwierdziła 22 programy (6 krajowych i 16 regionalnych).
The use of European funds is one of the main determinants of regional development. As part of the financial support from the European Union in 2014-2020 Poland will receive 82.5 billion euros, which will be invested in increasing the competitiveness of the Polish economy, improving social and territorial cohesion of the country, and in improving the efficiency and effectiveness of the administration. For 2014-2020, the European Commission has approved 22 programs (6 national and 16 regional).

Opis:: W artykule prezentowane jest podejście metodyczne do prowadzenia kompleksowych analiz na potrzeby polityki i strategicznego zarządzania publicznego. Do identyfikacji podobnych regionów, pomiędzy którymi mogą wystąpić efekty uczenia się, zaproponowano metody taksonomiczne, natomiast metodę delficką wskazano jako odpowiednią dla lepszego zrozumienia przyszłości usług publicznych oraz zwiększenia zdolności adaptacyjnych na różnych poziomach sprawowania władzy. Metody zostały zilustrowane przykładami zastosowań, zaczerpniętymi z dorobku projektu ADAPT2DC („New innovative solutions to adapt governance and management of public infrastructures to demographic change”).
The paper aims at presenting method approach to complex analysis in support of policy making and strategic public management. Taxonomic methods are used to identify similar regions that can benefit of mutual learning and improve their performance in public service delivery. Delphi study is proposed to better understand public service futures and increase adaptation capacities on different levels of governance. The methods are illustrated with samples of ADAPT2DC project („New innovative solutions to adapt governance and management of public infrastructures to demographic change”) works and reflections concerning their application.
