Opis:: The global economy requires global supply chain management which relies on visibility and responsiveness. Determinants such as: information technology tools, process knowledge, sales and operations planning experiences, etc., enable the formation of theory and practice for the supply chain control tower concept. The goal of the research paper is to identify business examples of different approaches to the supply chain control tower in the past and initiate a discussion on their future. This paper synthesizes past control tower practices and identifies possible future trends. The author performed: literature analysis, three selected companies’ case studies and comparative analyses. As the control towers evolve, while supply chains are transforming continuous, update from the market is needed. The research findings showed the selected companies, in the future, perceived control tower’s activities as a potential source of revenue not just solely a source of cost and time optimization as well as a source of value added to customer. The researched control towers were built and still they are developed. The business frequently changes and requires control towers to be adjusted, reengineered and adaptive. The researched control towers are needed to keep control over supply chain while it is transforming. There is a differentiation between the supply chain control towers, logistic services control towers and reverse supply chain control towers. An integration mechanism between the control towers would be necessary to assure entire supply chain visibility and orchestration. The research also shows the knowledge gap regarding the control towers in supply chain, specially their possible configurations and future.

Opis:: Sektor publiczny różnych szczebli (państwo, województwo, powiat, gmina) realizuje wiele zadań – od tych bardzo prostych, po kompleksowe, wydając ogromne sumy pieniędzy. Organizacje publiczne, dążąc do zapewnienia pożądanego poziomu świadczeń, coraz częściej korzystają z alternatywnych form organizacyjnych (np. partnerstwo publiczno-prywatne) i źródeł finansowania, tzn. gwarantują dostęp do świadczeń, jednak nie zawsze je samodzielnie wykonują. A to powoduje zmiany w (publicznych) łańcuchach tworzenia wartości, gdyż wzrasta liczba uczestników łańcucha. Zmiany te stanowią impuls do podjęcia próby wskazania, że orientacja na odbiorców i przepływy stanowi kluczowe atrybuty (publicznego) łańcucha dostaw.
The public sector at various levels (country, province, district, commune) realizes many tasks − from the very simple to the complex, spending a lot of money. Public organizations aiming to provide the desired level of benefits, turning to alternative form of organization more and more often (eg. public-private partership) and to diferent source of funding. That’s mean they guarantees the acces to the benefits, but they do not perform them by themselves. And this is the causes of changes in the (public) value chain, because the number of participants in chain is increasing. These changes are the impulse to try to identify that focusing on consumer and flow of materials are the key of public supply chain.

Opis:: W artykule podjęto problematykę możliwości wdrożenia orientacji procesowej do zarządzania publicznym łańcuchem dostaw. Wskazano na znaczenie uwarunkowań polityczno-prawnych, wyznaczających system celów i tworzących ramy realizacji zadań publicznych. Pokazano, że istotne znaczenie ma identyfikacja procesów podstawowych i wspomagających oraz koordynacja styków w łańcuchu tworzenia wartości publicznej. Podkreślono wagę wyznaczania jednostek odpowiedzialnych za realizację procesu, zwłaszcza w kontekście mnogości podmiotów, w tym prywatnych, realizujących świadczenia publiczne.
The article discusses possibility of implementation of the process orientation to the public supply chain management. The importance of political and legal conditions that set the system objectives and a framework of public tasks is pointed out. It is also shown that it is essential to identify the primary and supporting processes and coordination of contacts in the chain which creates a public value. The importance of determining who is in charge of the implementation process, particularly in the context of a multitude of stakeholders, including private, carrying out public services is emphasized.

The strategy of PKP S.A., adopted in 2016, assumes particular directions and aims of development of the national railways within the framework of the new vision, shaped by social and economic aims and logistics functions in the system of the Polish economy. The condition for providing adequate logistics support to economic processes is the creation of the suitable national logistics system responsible for the effective rationalisation of the flow of goods and people. An important component of such a system is the railway transport. The designed and executed development programme of railways results straight from the governmental Strategy of Responsible Development (SOR). The article presents the chosen aims, tools and ways of realisation of the strategic vision of development of the domestic logistics system, in which the central idea is the synergy obtained by the macro optimisation of time, costs and achieved effects.
