    Opis:
    Warta is a small town populated by 3354 residents. It is located in the western part of Lodz region. The town is also a seat of Warta rural-urban commune. The main aim of a article is to examine the impact of commune infrastructure investment from 2004 on spatial development of this town. The commune investments was recognized as technical instruments to stimulate sustainable development, know as a integrated order. The study involved all the commune investments carried out in the town and their impact on improvement of environment, quality of life and business conditions. Another aspects of the study was to examine of cohesion of those investments with the main priorities set out in commune strategic documents. The result of the study is determination of usefulness and effectiveness of investments made by local authorities.

    At present practically every town and village aims at finding a good idea for its socio-economic development. They are mostly geared towards supporting local traditions and customs, preserving the character of the town and region they are located in. Local food and products are promoted, and unique historical buildings and natural features put on display. Other towns and villages eagerly acquire completely different development policy. A new idea is usually something utterly surprising in these towns, and often unfamiliar in the region. It does no longer support local tradition nor serves its development, yet attracts many tourists and provides economic profits.

    Artykuł poświęcony jest analizie Strategii Rozwoju Miejskiego Obszaru Funkcjonalnego Malborka na lata 2014-2020, która przeprowadzona została z punktu widzenia miasta Sztum – jednego z partnerów realizujących strategię. W pierwszej części nakreślono ramy opracowywania strategii MOF. Opisano przesłanki merytoryczne służące do wyznaczania obszarów funkcjonalnych oraz scharakteryzowano instrumentarium adresowane do realizacji MOF-ów, jakim są Zintegrowane Inwestycje Terytorialne (w przypadku województwa pomorskiego – Zintegrowane Porozumienia Terytorialne). Część aplikacyjna zawiera opis Sztumu podkreślający jego specyfikę jako małego miasta, przedstawia MOF Malborka i jego priorytety z punktu widzenia znaczenia dla Sztumu. Zawarto w niej przykłady projektów strategicznych, w które bezpośrednio zaangażowane jest miasto, a których oddziaływanie przyczyni się do intensyfikacji jego rozwoju. Zaprezentowane badania, biorąc pod uwagę kontekst i cel artykułu, mają charakter idiograficzny, dla których właściwą procedurą badawczą jest analiza studium przypadków (case study).
    The article is devoted to analysis of the Development Strategy of Malbork Functional Area (FUA) for the years 2014-2020, which was carried out from the perspective of the Sztum town - one of the seven Partners implementing Strategy. The first part presents a framework for FUA strategies. Described the essential reasons for setting the functional areas and characterized instruments aimed at the implementation of the FUA, which are Integrated Territorial Investment - ITI (in the case of the Pomeranian Integrated Territorial Agreement). The application part contains a description of Sztum emphasizing its specificity as a small town, shows the MOF Malbork and its priorities from the viewpoint of importance for Sztum. It describes examples of strategic projects. It describes examples of strategic projects, in which the town is directly involved and whose the impact will intensify the development of the town.

    Opis:
    The objective of the paper is the identification of conditions and needs of development of urban functional areas, particularly in the scope of management and programming of their development through current implementation of ITI as an instrument of territorial development. The study focused on the management of functional urban areas (FUAs) of voivodship capitals and selected regional and sub-regional centres in Poland, as well as the implementation of projects adopted in ITI strategies. The actual cooperation of territorial self-government units in the scope of the functioning ITI Unions was analysed in the context of the development of the efficient city. The generic and financial structure of the undertaken activities and their contribution in the development of the competitiveness of cities and their functional areas was also analysed. The obtained results show that ITI permitted support of the development of the organisational culture of territorial governance and implementation of integrated investments in FUAs. They created a system of financial incentives and benefits determining the development of sustainable, efficient and competitive cities.
    Celem artykułu jest określenie warunków i potrzeb rozwoju funkcjonalnych obszarów miejskich, szczególnie w zakresie zarządzania i programowania rozwoju z uwzględnieniem bieżącej implementacji ZIT jako instrumentu terytorialnego rozwoju. Badania koncentrowały się na zarządzaniu miejskimi obszarami funkcjonalnymi (MOF) ukształtowanymi w strefie oddziaływania miast wojewódzkich (stołecznych) i wybranych regionalnych i subregionalnych ośrodków w Polsce, a także realizacji projektów przyjętych w strategiach ZIT. W kontekście identyfikacji cech miasta sprawnego została przeanalizowana aktualna współpraca jednostek samorządu terytorialnego w zakresie funkcjonowania związków ZIT. Dodatkowo analizie poddano dziedzinową i finansową strukturę podejmowanych działań i ich wkładu w rozwój konkurencyjności miast i ich obszarów funkcjonalnych. Uzyskane wyniki wskazują, że ZIT sprzyjają wspieraniu rozwoju kultury organizacyjnej sprawowania władzy i wdrożenia zintegrowanych inwestycji w MOF. stworzyły też system zachęt finansowych i korzyści określania kierunków rozwoju miasta zrównoważonego, sprawnego i konkurencyjnego.
