The recent economic crisis had a significant influence on the activities of public sector entities at both central and local levels. This research paper shows an analysis of changes in investments, debt and productivity of local governments in European Union countries in the years 2003-2012. During the crisis period, local governments performed a visibly positive role from the perspective of the countercyclical policy of the public sector. In the years 2009-2010, the share of local government investments in total investments (GFCF) grew to 10%. The active investment policies of local governments resulted in their higher indebtedness. Average annual net borrowing amounted to 0.5% of GDP per country during the crisis period. Although the borrowing was for purely investment activities, it was not noticeably correlated with an increase of productivity. In addition, after productivity growth in the 2008-2009 period, the subsequent years experienced an overall decrease of local government sector productivity. Further analysis showed a relative deterioration of the financial position of local governments regardless of their productivity profile. Taking into consideration the lasting fiscal strains, further stimulation of the economy with debt instruments appears an unsustainable policy for local governments, both in the context of future debt repayments, as well as the failure to lead to increased productivity.

Despite the fact that investments of local self-governments has been subject of research and scientific discussions for a long time, the consistent terminological and methodical basis concerning scope, magnitude, dynamics of investments has not been worked out yet. The major aim of the author has been to analyze some of the above issues from the individual point of view. Inclination towards investment of local self-governments can be understood as purposeful decreasing in current consumption, including of the group of individuals, in aimed at increase in wealth in the future. The author proposes synthetic measurements of financial standing of local self-governments and measurements that enable assessment of inclination towards investment level.

Aim/purpose – Disasters or catastrophic events create unforeseen circumstances and require new approaches from local and national administrations in addressing the negative impacts on society and the economy. Determining the role of e-government in providing the kind of services that are especially needed has become particularly relevant during COVID-19. This paper aims to assess the progress and current state of research on the role of e-government during or in the aftermath of catastrophic events. The purpose of this research is twofold: one, to benefit scholars by providing directions and a basis for further research, and two, to offer guidance to decision-makers involved with disaster management. Design/methodology/approach – The methodology used in this study is a systematic literature review. Multiple databases, including EBSCO, Elsevier, Emerald, JSTOR, Google Scholar, SAGE, ScienceDirect, Scopus, Springer, Taylor and Francis, and Wiley Online Library were searched for appropriate papers. In total, 36 papers published between 2004 and 2022 met our inclusion criteria and were analyzed. Findings – The study produced three types of findings. First, an analysis of the themes and trends in the existing literature. Second, a synopsis of the published research findings in the reviewed papers. And third, a description of the needs and opportunities for further research. Research implications/limitations – This study should help other researchers in directing their efforts in further exploration, and it should help people involved with real-life disaster management to navigate through the effective role and application of e-government. The main limitation is that we found only 36 research papers that met our inclusion criteria. Originality/value/contribution – Despite the potentially critical role that e-government may have in mitigating the negative effects of catastrophic events, research on e-government in disaster management seems to be still underdeveloped, and to our knowledge, there is no published systematic review of such research.

Głównym celem artykułu jest identyfikacja i analiza czynników sukcesu we wdrażaniu elektronicznej administracji na szczeblu regionalnym w Polsce. Pomimo że administracja nie szczędzi środków na rozwój publicznych usług elektronicznych, ich poziom ciągle jest niezadowalający. Dlatego autorzy podjęli próbę znalezienia odpowiedzi na następujące pytania: Jakie czynniki wpływają na rozwój e-administracji na szczeblu samorządu lokalnego? Jaki jest modelowy (wzorcowy) układ tych czynników? Jaki jest poziom rozwoju e-administracji w badanych gminach w ujęciu regionalnym? W tym celu zaproponowano i obliczono wskaźniki opisu i oceny rozwiązań informatycznych polskiej administracji samorządowej.
Main goal of this article is identification and analysis of successes factors in implementing of electronic administration on the regional level in Poland. In spite of the fact, that administration spares no expense to do the development of electronic public services their level is continually insufficient. There is an attempt inside the article to answer the following questions: What factors have an impact on the development of e-administration on the level of local government? What is the module system of these factors? What is the level of development of e-administration in surveyed communes in the regional spin? To that end offered and computed the rations descriptions and evaluations of informatics solutions of Polish local government administration.

Long-term financial forecast compiled mandatory since 2011 by local government units had to be a document containing not only the prediction on the basic financial categories, but also implemented projects. Already after the first year of application could meet up with the opinion that long-term financial forecast is not a perfect document planning and the management, and records of long-term financial forecast included in the Public Finance Act of 2009, were rated as imprecise. Most of doubt aroused realism of data, Long-term financial forecast compatibility with the budget resolution, the powers of local government bodies in the field of making various changes during the financial year as well as issues related to the list of projects. It seems that from the point of view of the Ministry of Finance, the purpose for which it was introduced long-term financial forecast has been reached. Ministry of Finance from 2013 to date monitor the financial condition of local governments, including the level of income, expenditure, deficit and debt of local government units for the financial year and the next three years, thanks to the obligation of the electronic transmission of resolutions and ordinances on long-term financial forecast. The article indicated some aspects of very controversial in the preparation of longterm financial forecast while attempting to answer the question whether long-term financial forecast has fulfilled its role as an instrument of financial management?

Inceasing scope of tasks assigned to local self-governments and limited financial resources for disposal create necessity to use external financial sources that enable fulfillment especially of investment tasks. Rating is one of the tools that increase reliability of a given local self-government. Credit rating given to a private or public entity by a respected rating agency leads to increase in bigger trust on financial markets and high rating may increase the basis of potential investors. The national valuation of debt issuance and its verification in comparison to the one made by offering organizer is also made by means of rating.

Aim/purpose – This study aims at examining the contribution of government expenditure on service sector growth in Nigeria for the period 1970 to 2017. The service sector and government intervention are vital to economic growth of any country, hence this study. Design/methodology/approach – The study utilised the co-integration and the error correction modelling techniques. The study also conducted the stationarity tests. Findings – The regression estimates showed that government expenditure had negative and significant impact of service sector growth in Nigeria. Research implications/limitations – The implication of the findings of this study is that government expenditure over the years has not contributed positively to enhance the growth of the service sector; the study therefore recommends the need for completion of various abandoned and on-going infrastructural projects, such as road construction, water provision and electrification projects, which are vital to the growth of the service sector. Moreover, the government can through the monetary authority issue directives deposit money in banks to give loans at a reduced interest rate to investors in the service sector. Originality/value/contribution – This study has been able to show that there is the need for greater financial commitment of the government in order to improve the growth of the service sector.

The subject of paper is to identify factors determining the propensity of local authorities to tax competition. The essence of tax competition is to gain the source of tax revenues. Hence, it is very convenient to make assumption that the prime factor intensifying tax competition should be fiscal deficit. The need to finance local budget expenditures amplifying the propensity to look for additional sources of taxation. Nevertheless it is possible the propensity in question is the consequence of so-called economic deficit. Economic deficit is the difference between per capita expenditures attributed to specified local society and per capita expenditures in reference local society. It is pointed that the number of inhabitants correlates positively with the degree of tax competition intensification. Theoretical investigation allows to suggest two models of tax competition. The distinction between them depends on the relation between the area of local tax impact and the area under administrative power. The model of intensive tax competition is executed when these areas cover each other. The model of extensive tax competition is realized when the impact area includes the administration one. The paper stresses on taking into consideration the problems of the efficiency of tax competition. In suggested context, the crucial problem is the permanence of the source of tax revenues. Especially, the lasting source of taxation induces the growth of efficiency. In particulars, the permanence of tax revenues depends on the existence the barriers of tax jurisdiction leaving.

W artykule opisano technologie informacyjno-komunikacyjne (ICT) i ich zastosowanie w administracji publicznej. Podjęto próbę zdefiniowania terminu e-Government, ukazując sposoby pomiaru jego efektywności oraz dokonując oceny poziomu rozwoju takich wdrożeń w Polsce. Przedstawiono cele, korzyści i bariery związane z wdrażaniem i użytkowaniem tego typu rozwiązań. Następnie skupiono się na ich wykorzystaniu w jednostkach samorządu terytorialnego. Celem artykułu jest zwrócenie uwagi na możliwość zastosowania technologii ICT w jednostkach administracji publicznej oraz ukazanie korzyści, jakie z takich wdrożeń wynikają. Przeprowadzony przegląd literatury oraz analiza danych statystycznych pozwoliły na ocenę dostępnej wiedzy oraz poziomu rozwoju opisywanego zjawiska w Polsce na tle innych krajów członkowskich Unii Europejskiej.
The paper discusses possibilities offered by information and communication technologies (ICT) and their use in public administration. It defines the “e-Government” term and shows ways of measuring its efficiency, attempting to analyse its development in Poland at the same time. Then it presents purposes, advantages and barriers associated with e-Government implementations. In the last part of this paper, the author focuses on usage of the ICT in local government units. The main objective of the paper is to emphasize possibility of applying ICT in public administration units and advantages which result from this kind of implementations. The review of literature enables assessment of the existing knowledge. Statistical data analysis let the author evaluate the level of development of described phenomenon in Poland against the background of other EU member countries.

The article addresses the most important (according to the author) factors in the Polish economy, which make ethical and moral attitudes of participants of economic life become secondary. High (and still rising) unemployment, huge differences in wages and income of the individual groups, and unfair tax system are pathological features of modern Polish economy. The consequence of these phenomena is alienation of a large group of people (poor and excluded) from society. The market and its ruthless tools (money and profit) in the hands of corporations and greedy individuals (rather than demand, supply and price they create) have become the new faith (in the absence of proper government activities) that leads to denial and moral decay of moral rules and unprecedented exploitation in the new system.

Aim/purpose – Provision of basic education is pertinent to human capital development, poverty alleviation and abating the threat of insurgence in Africa. Governments in different countries in sub-Saharan Africa (SSA) do budget and spend various amount of money on education every year, but little is known about the effect of such spending on education, especially primary school enrolment which forms the basic educational foundation. Design/methodology/approach – Using data for 24 countries from 2000 to 2016, this study assesses the effect of government educational spending on primary school enrolment in SSA by employing the System-GMM approach. Findings – The results show that government spending has significant (p ≤ 0.05) and positive effect on primary school enrolment in SSA. The results are further confirmed using different diagnostic tests which include the Arellano–Bond test for first and second order autocorrelation in the disturbance term and the Hansen J-test for the validity of the instrumental variables. Other variables analysed (control), which have positive influence on enrolment, include GDP, general number of teachers available, and percentage trained teachers. Population growth rate negatively influences enrolment. Research implications/limitations – The study therefore concludes that increasing spending on education by governments in SSA is sine qua non for improving primary school enrolment rate in the region. Originality/value/contribution – This study has contributed empirically and theoretically to the body of knowledge. The scope covered also makes the study uniquely robust and different from previous ones, though scanty, country-based assessments.

Are simpler governmental institutional structures generally better? This paper analyzes the effects of complexity in the allocation of government regulatory authority for pensions on various outcomes, focusing on the ease with which participants, plan sponsors, and the regulated industry have in interacting with the regulator. We argue that the less complex allocation of regulatory authority for private sector pension plans in Ireland (one regulator), compared to the United States (multiple regulators), facilitates participants and plan sponsors receiving assistance from the government in dealing with pensions issues. It does so by lowering information costs in dealing with the regulator.
