The article is devoted to the role of human factor in social development of the region. The human factor has a special meaning for the Nadodrze, because of the uniqueness and distinctiveness of the series of population processes taking place in this area in the years 1946-2035, as well as changing at this time spatial arrangement of Nadodrze voivodships. The particular importance in the construction of social objectives in strategies development (ammendment) for individual regions should have their demographic profiles so the empirical picture of the social situation appropriately enhanced could become the basis for diagnosis, without which the process of economic and social changes can not be properly defined.

On another Earth Summit in Rio de Janeiro in 2012, "The Future We Want" statement has been adopted, expressing the desire to renew the commitment to the SD and promoting the idea of sustainable future on the economic, social and environmental level. The content of this document indicates the domination of declarations and assurances over specific commitments. The most important, however, is to consistently take action in favor of SD, despite the scale of the challenges faced by the modern world, being much greater than means that respective entities are willing to spend to deal with global problems. In this case, we should hope that the results of the last Earth Summit will prove to be a good starting point for the formulation of subsequent SD objectives. Their accurate identification and systematic implementation will ensure sustainable development of the word economy.

Aim/purpose – The purpose of the paper is to determine the extent to which the ele-ments of integrated development planning are implemented and may be implemented into current local spatial policy tools. Design/methodology/approach – To address the purpose of the study, key spatial poli-cy acts were selected for verification on a local scale, i.e. local spatial development plans. The focus was on the latest local plans proceeding on the premise that the debate on the wider application of integrated development planning on a local scale is definitely more extensive under the legislative amendments of this period. Therefore, there have been selected all the local plans adopted in the West Pomeranian Province since 1 Janu-ary till 30 June 2019. There are 49 local spatial development plans adopted in various communes. Five plans have been adopted for Szczecin, one for Koszalin, and nine for communes of the Szczecin Metropolitan Area. The paper focuses on several issues con-tained in the plans adopted that can be associated with integrated development planning. Findings – While the local plans actually mostly contain these (obligatory) elements, they can be adopted in a variety of ways. In this context, attention should be paid to: first, the protection of environmental, natural and cultural values (i.e. determining whether the principles contained in the plan are merely a repetition/reference to other provisions of broader scope, and if so, which ones); second, to understanding the way of shaping public spaces, especially in the context of their possible impact on the social sphere. Furthermore, additional provisions contained in local plans should remain in the focus as they may reduce the potential conflict between existing land use plans. Research implications/limitations – This study examines all the latest local spatial development plans from the West Pomeranian Province. This research extends the per-spective of analysing the problem of integrated development planning and introduces the possibility of a new assessment of local spatial policy. Nevertheless, it should be recog-nised that the analysed provisions of the plans are also representative for other provinces. Further research can be continued for other provinces. Originality/value/contribution – The research literature clearly emphasises that ele-ments of integrated development planning have already been included at the current stage of local spatial planning. However, neither are they precisely indicated, nor classi-fied or analysed. The paper carries out these tasks, which is also important from the perspective of future application.

Głównym celem jest identyfikacja nieciągłych i wysoce zróżnicowanych tendencji rozwoju miast w Polsce odzwierciedlających hybrydowe wzorce ich rozwoju, wraz z wyróżnieniem grup miast cechujących się zbliżoną dynamiką rozwoju społeczno-gospodarczego. Metodyka badawcza obejmuje analizy prowadzone dla wszystkich miast w Polsce z wykorzystaniem narzędzi analizy statystycznej oraz analizy grupowania.
The article focuses on issues related to the reflection on the select concepts of cities development and on the formulation of the distinguishing characteristics of contemporary development trends emerging in the Polish cities included in the category of hybrid development. The main goal of the article is to identify nonlinear and highly diversified urban development trends in Poland reflecting by hybrid patterns of their development, along with distinguishing groups of cities characterized by similar dynamics of socio-economic development. The research methodology includes analyzes for all cities in Poland using statistical analysis tools along with cluster analysis.

Opis:
Local sustainable development emphasizes the role of a community. One of the key prerequisite of this process is therefore participation of inhabitants. Nevertheless traditional way of managing cities does not work very well in terms of public engagement. Local sustainable development requires both i.e. governance mechanisms introduced by the local authorities and positive reaction of inhabitants for the invitation for cooperation. The paper is intended to explore some critical issues and dimensions of governance and citizens’ engagement in terms of local sustainable development. It shows the general outlook on the most relevant conditions, factors, problems and barriers of this process in Poland. It presents experiences of the city of Rybnik in its work towards public engagement in local development.

Aim/purpose – The main purpose of the paper is the identification of opportunities and threats for city logistics development from a local authority perspective. Design/methodology/approach – The paper presents the original results of surveys conducted among city logistics experts from all over the world and among representa- tives of twelve EU capital cities. Findings – According to the study the most important opportunities for cities are stakeholders’ willingness for cooperation, as well as a good and long cooperation with them. It shows that a local authority cannot introduce any solutions in the field of city logistics without cooperating with other stakeholders. Therefore, the lack of cooperation can be a threat. The other threat highlighted by the majority of studied cities is the lack of standards on data collections. Without information in real time on problems and activities undertaken by various stakeholders in the field of city logistics it is very difficult for strategic and tactical decisions to be made by a local authority. Research implications/limitations – The most significant limitation of the research was the sample of respondents. Despite the fact that the questionnaire was sent to 28 EU capital cites only 12 out of them have completed and returned the questionnaire. A further problem arises from the lack of standards on collecting information on city logistics by cities. As a result of it many European cities do not collect this information or do it in a fragmentary way. Originality/value/contribution – The research results introduced in the paper make a contribution to the theoretical and practical knowledge on city logistics development. It fills the gap related to the external factors affecting the development of city logistics. The author’s concept of the framework for city logistics development with the inclusion of threats and opportunities and the set of questions can be a useful tool for local authorities as well as enriching the theoretical background for city logistics strategic planning.

The polish regional strategies present a problem of transport development in the regions. Although plans for transport systems in most provinces are not treated as a priority, it can positively assess of their visibility. The strategies differ in the complexity of the approach to the transport system (defined as a set of subsystems).They contain incentives to concentrate on improving transport accessibility, although at the risk of neglecting the improvement of the competitiveness of transport and the sustainability of its development. A characteristic is also the focus of attention on the development of road and air infrastructure.

This article presents results of the research whose aim was to determine attitudes of higher education institutions (HEIs) in Poland towards cooperation with the socio-economic environment at the regional level. Missions and strategies available on HEIs’ websites were examined using one of sociological research methods – content analysis. The collected documents were subjected to a quantitative and qualitative analysis to identify the directions and areas of this cooperation. The study conducted showed a strong connection between the commitment to regional development processes and the type of HEI (public academic HEIs, state higher vocational schools and private HEIs).

Article is devoted to the peculiarities of the transformation of the territorial structure of the region, which has emerged from the deeply to the trans-border as a result of the delimitation of the post-Soviet geospace. Author identifies and describes main historic- -geographical region’s development periods. The landscape’s role and the role of attraction of ethnic groups in the formation of ethno-cultural regional specificity and regional identity are represented in this article. The article is devoted to the peculiarities of the transformation of the territorial structure of the region and reveals some prospects in the development of territorial structure of the region in terms of ethno-cultural complex. Author employed the results of her own field research.
Artykuł został poświęcony osobliwości przekształcania struktury terytorialnej regionu, która wyłoniła się z głębokiej transgraniczności w wyniku rozgraniczenia geopolityki postradzieckiej. Autorka identyfikuje i opisuje główne okresy rozwoju regionu historyczno-geograficznego. W artykule przedstawiono role krajobrazu i przyciągania grup etnicznych w kształtowaniu specyfiki regionalno-etnokulturowej oraz tożsamości regionalnej. Uwidacznia on również perspektywy rozwoju terytorialnej struktury regionu pod względem kompleksu etnokulturowego. Autorka wykorzystała wyniki własnych badań terenowych.

W artykule zaproponowano wykorzystanie języka specyfikacji ontologii OntoUML w procesie wytwarzania ontologii UPON (Unified Process Ontology Development). Wyniki pracy powinny w rezultacie umożliwić procesowe i bardziej przewidywalne wytwarzanie ontologii dziedzinowych w ramach m.in. procesu wytwarzania oprogramowania ODSD (Ontology Driven Software Development), tym samym wychodząc naprzeciw ewentualnym problemom jakościowym ontologii dziedzinowych (jakość jest zwykle zawdzięczana uporządkowaniu zadań projektowych). Artykuł stara się wypełnić lukę w literaturze przedmiotu. Przy tym ułatwić dostarczanie wysokiej jakości ontologii dziedzinowych do procesu wytwarzania oprogramowania ODSD. Oryginalność artykułu wynika z uspójnienia języka OntoUML z procesem UPON.
The article proposes using the ontoUML in the UPON (Unified Process Ontology Development) ontology process. As a result, the production of domain ontologies should be more predictable, e.g., in the development of ODSD (Ontology Driven Software Development). Thus, it meets possible quality problems of domain ontologies (quality is usually due to the ordering of project tasks). The article tries to fill the gap in the literature on the subject. At the same time, it is easier to provide high-quality domain ontologies to the ODSD software development process. The originality of the article results from the coherence of the OntoUML language with the UPON process.

W artykule przedstawiono wyniki badań nad rozwojem demograficznym Polski w latach 1950-2013, z wykorzystaniem procedur przystosowanych do analizy wielowymiarowych szeregów czasowych. Na podstawie trzech zestawów cech diagnostycznych skonstruowano względny wskaźnik rozwoju oraz podjęto próbę wyodrębnienia jednorodnych faz rozwojowych, w których wartości są do siebie maksymalnie podobne w sensie ustalonej a priori wielocechowej metryki odległości.
The paper presents results of research on demographic development of Poland between 1950 and 2013 with the use of procedures adapted for the analysis of multidimensional time series. On the basis of three sets of diagnostic features a relative development index is constructed and an attempt is made to identify uniform development stages in which values are most similar to each other in terms of multi-quality distance metrics determined a priori.

The transport sector is a key sector for sustainable development because of the social and economic benefits that can be achieved thanks to him whit simultaneous minimizing the unfavorable consequences for society, economy and environment. Therefore, such an important issue is the monitoring of progress in the direction of the implementation of sustainable transport. This monitoring must be done on every level of governance from local through regional to national and international. The main aim of this article is to show indicators that can be used in the monitoring of sustainable transport at the regional level. Article points to the difficulties that arise when creating indicators and suggests directions for further work on indicators.

The level of access to Internet is constantly evaluated and promoted by electronic communications regulators around the world. The issue is especially important in countries, such as Poland, where where Internet access is highly heterogenous among local markets. The objective of this paper is to identify socio-economic factors that influence the level of Internet access in local communities (gminas) in Poland. The definition of Internet access involves multiple criteria and encompasses in particular its availability, adoption, speed, quality of service and price. In the paper we propose a two-phase approach to a comparison of Internet access in various gminas. First we use Data Envelopment Analysis (DEA) to evaluate Internet broadband access depending on their demographic characteristics based on data from 2010 and 2011 collected by Poland's Office of Electronic Communications (UKE). In the second stage we explain the obtained DEA effectiveness indices using supervised learning techniques with the socio-economic status of the community as explanatory variables. We show that in the period under study rural communities experienced greater Internet access improvement than urban communities, therefore catching up with large cities and reducing technological gap. Moreover, we identify drivers of broadband Internet advancement, including: community type, community education and age structure, computerization level in schools and Herfindahl-Hirschman competition index. We show that an effective regulation may foster the advancement of fixed-location broadband Internet access.

Rynek detalicznych zakupów internetowych w Polsce rozwija się dynamicznie od ponad dekady. W niniejszym artykule proponuje się, by za kolejny miernik rozwoju tego rynku uznać także liczbę i zróżnicowanie form walki konkurencyjnej występujących na tym rynku. Można przyjąć, że im bardziej rozwinięty rynek, tym większa liczba form walki konkurencyjnej możliwych do zidentyfikowania. W opracowaniu do identyfikacji konkurencji występującej na rynku e-commerce posłużono się klasyfikacjami prezentowanymi w literaturze dotyczącej konkurencyjności przedsiębiorstw.
Online shopping retail market in Poland is growing rapidly for over a decade. In this paper, it is proposed that as a measure of its development also could be recognized the number and diversity of the competition forms existing in the market. It was assumed that the more developed market, the greater the number of forms of competition are identifiable. In a study to identify the competition found in the e-commerce market was used classifications presented in the literature on the competitiveness of enterprises.
