Opis:: The paper attempts to quantify the impact of inequalities in regional economic development on disparities in spatial distribution of cashless payment infrastructure in Poland at the voivodeship (NUTS 2 region) level. Our findings reveal that general patterns of spatial distribution of GDP per person and the composite index of cashless payment infrastructure development are similar. The richest regions – mazowieckie voivodeship and the regions of Western Poland have the most developed infrastructure, while the poorer eastern voivodeships are clearly lagging behind. The obtained results indicate that the impact of economic development on spatial distribution of cashless payment infrastructure is statistically significant.

Opis:: The polish regional strategies present a problem of transport development in the regions. Although plans for transport systems in most provinces are not treated as a priority, it can positively assess of their visibility. The strategies differ in the complexity of the approach to the transport system (defined as a set of subsystems).They contain incentives to concentrate on improving transport accessibility, although at the risk of neglecting the improvement of the competitiveness of transport and the sustainability of its development. A characteristic is also the focus of attention on the development of road and air infrastructure.

The phenomenon of territorialization of development processes shows the process of rooting of economic activity in social and spatial relationships. Territorialization leads to the creation of new values and resources, and the emergence of a specific, creative relationship system capable of rapidly adjusting to change. It enables evolution in development – from a simple concentration of economic activity through specialization to specificity in development. The aim of the article is to search, in a theoretical way, for the answers to the following questions: when a simple concentration and agglomeration of economic activity turns into a regional specialization? Which factors and conditions determine the territorialisation of economic activity and the emergence of specificity in development paths? The presented article is of theoretical nature, based on a method of critical analysis of literature.

Opis:: The article discuss the objectives of European cohesion policy for the period 2014- 2020. The article next presents the trends which are required in terms of stimulating the development of polish regions in the future. Regional policy in Poland is dominated by European cohesion policy. Most of the funds which finance investment projects in the regions come from the EU budget, despite the fact that European cohesion policy is supposed to be complementary, and not dominant, in relation to national policies. The challenge of Polish regional policy is to develop the kind of operating model in which participation of the country and regional governments in decision-making and financial matters is dominant.

Opis:: A number of managerial difficulties arising from the geographical location of Poland's eastern provinces, amongst which are their trans-border and peripheral location as regards major economic centers as well as the abundance of valuable natural resources that restrict forms of economic activity, have exacerbated the threat of economic marginalization particularly in the rural areas of regions characterized by low rates of economic development. This raises the need to implement development strategies aimed at overhauling of both local and regional economic infrastructures to enable the realization of regional coherence policies both at national and EU levels. A key external factor for powering development processes in recent years has been the possibility to source EU funds to co-finance infrastructural investments aimed at ensuring both suitable living conditions as well as economic involvement.

Opis:: The article is devoted to the role of human factor in social development of the region. The human factor has a special meaning for the Nadodrze, because of the uniqueness and distinctiveness of the series of population processes taking place in this area in the years 1946-2035, as well as changing at this time spatial arrangement of Nadodrze voivodships. The particular importance in the construction of social objectives in strategies development (ammendment) for individual regions should have their demographic profiles so the empirical picture of the social situation appropriately enhanced could become the basis for diagnosis, without which the process of economic and social changes can not be properly defined.

Opis:: Artykuł prezentuje wybrane zagadnienia dotyczące zmian demograficznych w województwie mazowieckim. Sytuacja demograficzna Mazowsza jest powiązana z polaryzacją jego rozwoju powodującą zróżnicowania przestrzenne problemów społecznych. Dlatego w pierwszej części artykułu zaprezentowano podstawowe cechy rozwoju społeczno-gospodarczego województwa mazowieckiego oraz wskazano główne trendy w rozwoju demograficznym regionu tj.: a) spadek zachowań promałżeńskich i prokreacyjnych, b) depopulację obszarów peryferyjnych, c) starzenie się ludności. Odwrócenie tych zjawisk wymaga zdecydowanej reakcji rządu i władz województwa mazowieckiego. W drugiej części zaprezentowano przewidziane w „Strategii rozwoju województwa mazowieckiego do roku 2030. Innowacyjne Mazowsze” oraz w „Strategii Polityki Społecznej Województwa Mazowieckiego na lata 2014-2020” działania na rzecz powstrzymania i zapobiegania negatywnym trendom rozwoju społecznego.
The article presents selected issues of demographic change in the Mazowieckie Voivodship. Demographic situation is related to the polarization of its development, resulting in spatial differentiation of social problems. Therefore, in the first part of the article presents the basic features of the socio-economic development Mazowieckie Voivodship are presented and the main trends in the demographic development of the region are identified, such as: a) a decrease in marital and reproductive behaviors, b) the depopulation of peripheral areas, c) the aging of the population. These phenomena requires a strong response from the government and the regional authority. "The Development Strategy for the Mazowieckie Voivodship 2030. Innovative Mazowsze" and "The Strategy of Social Policy of the Mazowieckie Voivodship 2014- 2020" includes actions to stop and prevent the negative trends of social development.

Opis:: According to contemporary concepts of regional growth, the most important factors of socio-economic development are the quality of human resources and their ability to cooperate. Especially education and constant skills development are important factors and generators of growth in the regions and the country. The experience of economically developed countries show that the economic successes, the high rank of these countries in the world market and the competitiveness increasingly depend on the level of public knowledge and the ability to create and use technical, economic, information, etc., knowledge in the economic terms. In the process of globalization, the quality of human factor plays larger role and regions take over the role of the state more or less. Among the factors influencing the competitiveness of the regions first of all are: - supply of skilled workpower, - opportunities for learning in the region, - demand for a highly skilled work, - certain number of skilled workers willing to improve their skills, - availability of research centres, - quality of education institutions. The main purpose of this paper is to show the relationship between education and socio-economic growth on the case study of West Pomerania. The article discusses: - contemporary growth factors; - education and related factors: the level of education, the impact of education on human and social capital, innovation and discovery, culture and socio- -economic growth; - education and development: on a case study example of structural changes in Western Pomerania, - conclusions and recommendations.

Opis:: This article presents results of the research whose aim was to determine attitudes of higher education institutions (HEIs) in Poland towards cooperation with the socio-economic environment at the regional level. Missions and strategies available on HEIs’ websites were examined using one of sociological research methods – content analysis. The collected documents were subjected to a quantitative and qualitative analysis to identify the directions and areas of this cooperation. The study conducted showed a strong connection between the commitment to regional development processes and the type of HEI (public academic HEIs, state higher vocational schools and private HEIs).

Opis:: Article is devoted to the peculiarities of the transformation of the territorial structure of the region, which has emerged from the deeply to the trans-border as a result of the delimitation of the post-Soviet geospace. Author identifies and describes main historic- -geographical region’s development periods. The landscape’s role and the role of attraction of ethnic groups in the formation of ethno-cultural regional specificity and regional identity are represented in this article. The article is devoted to the peculiarities of the transformation of the territorial structure of the region and reveals some prospects in the development of territorial structure of the region in terms of ethno-cultural complex. Author employed the results of her own field research.
Artykuł został poświęcony osobliwości przekształcania struktury terytorialnej regionu, która wyłoniła się z głębokiej transgraniczności w wyniku rozgraniczenia geopolityki postradzieckiej. Autorka identyfikuje i opisuje główne okresy rozwoju regionu historyczno-geograficznego. W artykule przedstawiono role krajobrazu i przyciągania grup etnicznych w kształtowaniu specyfiki regionalno-etnokulturowej oraz tożsamości regionalnej. Uwidacznia on również perspektywy rozwoju terytorialnej struktury regionu pod względem kompleksu etnokulturowego. Autorka wykorzystała wyniki własnych badań terenowych.

Therefore, such an important issue is the monitoring of progress in the direction of the implementation of sustainable transport. This monitoring must be done on every level of governance from local through regional to national and international. The main aim of this article is to show indicators that can be used in the monitoring of sustainable transport at the regional level. Opis:: The level of access to Internet is constantly evaluated and promoted by electronic communications regulators around the world. The issue is especially important in countries, such as Poland, where where Internet access is highly heterogenous among local markets. The objective of this paper is to identify socio-economic factors that influence the level of Internet access in local communities (gminas) in Poland. The definition of Internet access involves multiple criteria and encompasses in particular its availability, adoption, speed, quality of service and price. In the paper we propose a two-phase approach to a comparison of Internet access in various gminas. First we use Data Envelopment Analysis (DEA) to evaluate Internet broadband access depending on their demographic characteristics based on data from 2010 and 2011 collected by Poland's Office of Electronic Communications (UKE). In the second stage we explain the obtained DEA effectiveness indices using supervised learning techniques with the socio-economic status of the community as explanatory variables. We show that in the period under study rural communities experienced greater Internet access improvement than urban communities, therefore catching up with large cities and reducing technological gap. Moreover, we identify drivers of broadband Internet advancement, including: community type, community education and age structure, computerization level in schools and Herfindahl-Hirschman competition index. We show that an effective regulation may foster the advancement of fixed-location broadband Internet access.
