The main purpose of the paper was assessment of the scale of changes in investment expenditures born by local communes considering directions of investments (classification aligned with the classes used for central budget purposes). The research spanned on the period of 2008-2012 being the years of global financial crisis and economic slowdown. The analyses were based on data delivered by RIO and GUS separately for urban, urban-rural and rural communes. The authors measured moreover the similarity between investment share structures for pairs of consecutive years. The assessment of structural changes followed the analysis of share in expenditures on particular classes of economy in total investment expenditures.

The flooded areas are one of the most conflicting areas. Spatial policy and planning on such areas of special flood hazards and their disastrous consequences should be carried on carefully, in accordance with the principles of sustainable development. Changes in Polish law, especially in water law (resulting from EU directives) require changes in the spatial policy on such areas. These changes can have long-lasting negative consequences especially in small towns, if they are not carefully thought out. In article were described negative consequences of floods and prevention, law regulations in the spatial policy on floodplains and the potential negative consequences of bad policy, especially in small cities.

Opis:
The main objective of this article is the evaluation of the contemporary land cover of areas exposed to floods. Two small towns in which flooding risk is high - Poddębice and Uniejów in lodzkie voivodeship, were chosen for detailed analysis. The area exposed to floods means an area that is probable to be covered by water once for a hundred years. The evaluation of the contemporary land cover was based on Topographic Database as well as local stocktaking, and supported by the use of GIS tools. The exposed areas aren't protected enough on the local level as far as planning instruments, especially local spatial development plans, are taken into consideration. As a result, the directives formulated by the heads of Regional Water Management Boards aren't used in practice, because they restrict land development of the attractive areas and hamper local economic development, even despite the fact that those areas are endangered by floods.

Dąbrowa Górnicza leży we wschodniej części Górnośląskiego Zagłębia Węglowego. Wydarzenia polityczne zadecydowały, że od 1815 roku znajdowała się ona w Królestwie Polskim połączonym unią personalną z Cesarstwem Rosyjskim. Na terenie samej osady odkryto złoża węgla kamiennego. W związku z tym powstały tutaj w I połowie XIX wieku kopalnie i powiązane z nimi huty cynku oraz żelaza. Do pracy w Dąbrowie Górniczej przybywało wielu ludzi. Wśród nich znalazł się także Karol Adamiecki senior – ojciec Karola Adamieckiego, późniejszego twórcy nauki organizacji pracy. Karol Adamiecki senior rozpoczął swoją karierę od praktyki górniczej, a zakończył na stanowisku inżyniera. Karol Adamiecki junior wzrastał w otoczeniu przemysłowego krajobrazu oraz wśród inteligencji technicznej, co z pewnością miało wpływ na jego późniejsze życie, a w szczególności prace wynalazcze.
Dąbrowa Górnicza is located in the eastern part of Upper Silesian Coal Basin. Political events decided that 1815 Kingdom of Polish was combined by personal union with the Russian Empire. In Dąbrowa Górnicza were discovered deposits of coal. Therefore, there were e in the mid-nineteenth century mines and associated iron and zinc smelter. Many people were coming to work to Dąbrowa Górnicza. Among these was Charles Adamiecki senior − father Charles Adamiecki − later founder of the learning organization. Charles Adamiecki senior started his career from the free practice of mining and ended as an engineer. Charles Adamiecki junior grew in an environment of industrial landscape and among the technical intelligence, which certainly had an effect on his later life, and in particular, the work of inventive.

Warta is a small town populated by 3354 residents. It is located in the western part of Lodz region. The town is also a seat of Warta rural-urban commune. The main aim of a article is to examine the impact of commune infrastructure investment from 2004 on spatial development of this town. The commune investments was recognized as technical instruments to stimulate sustainable development, know as a integrated order. The study involved all the commune investments carried out in the town and their impact on improvement of environment, quality of life and business conditions. Another aspects of the study was to examine of cohesion of those investments with the main priorities set out in commune strategic documents. The result of the study is determination of usefulness and effectiveness of investments made by local authorities.

The aim of the article was to analyze the amount of property tax rates in the part relating to land. Small towns that are urban municipalities were analyzed. The results led to the conclusion that tax rates are not considered as a competitiveness factor. They fulfill fiscal functions and increase budget revenue. The average rates of land property tax for business amounted to 90% of the maximum value, in other cases - 70%.

The article assesses the development potential of the local housing property markets in urban and rural municipalities of the Olsztyn poviat (administrative district) in the Warmińsko-Mazurskie region. Using a synthetic indicator, a ranking of municipalities was drawn up for the years 2005-2011 based on the housing conditions as well as on demographic, economic and spatial conditions. Calculated synthetic indicators under the dynamic approach, i.e. for 2005-2011, as well as static approach, i.e. for 2011 alone, allowed for pinpointing the municipalities that have the potential and are developing - (Barczewo, Biskupiec, Dobre Miasto, Olsztynek) as well as municipalities without the potential and and showing no change in this area - BA type (Jeziorany). A lack of statistical significance between the synthetic indicators of local development and the development of local housing property markets has been shown.

At present practically every town and village aims at finding a good idea for its socio-economic development. They are mostly geared towards supporting local traditions and customs, preserving the character of the town and region they are located in. Local food and products are promoted, and unique historical buildings and natural features put on display. Other towns and villages eagerly acquire completely different development policy. A new idea is usually something utterly surprising in these towns, and often unfamiliar in the region. It does no longer support local tradition nor serves its development, yet attracts many tourists and provides economic profits.

The creation of conditions for improvement of the quality of life in a local community is the goal of development policies at each level of local government. A special role will be played here by the gmina (commune) local government as it is vested with decision- making powers and provided with various instruments. Of crucial importance for shaping long-term development policies at the local level are planning instruments. Preliminary observations show that the improvement of life quality as an objective usually exists in the consciousness of local government authorities but actions are as a rule taken as a response to current stimuli and factors and they do not always correspond to the objectives and priorities adopted in the planning documents. In light of the foregoing, the goal of this study is to identify local policies concerning improvement of the quality of life in rural communes, based on the analysis of their local strategies and on interviews with representatives of local government authorities. Studies covered the rural communes of the Janów district in the Lubelskie province.

Celem artykułu jest wskazanie podobieństw oraz różnic między Zagłębiem Ruhry a Zagłębiem Górnośląskim występujących podczas restrukturyzacji tych górniczych regionów. Na potrzeby badań dokonano szczegółowego przeglądu dostępnej literatury przedmiotu (zarówno w języku polskim, angielskim, jak i niemieckim) oraz wykorzystano analizę danych statystycznych. Artykuł omawia podobieństwa obu regionów w momencie rozpoczęcia procesu i znaczące różnice w czasie przeprowadzania restrukturyzacji. Realizowany w Zagłębiu Ruhry proces miał charakter przemyślanej, konsekwentnie realizowanej, długookresowej strategii, dlatego jego efekty są oceniane pozytywnie, zarówno w kontekście społecznym, jak i gospodarczym. Natomiast rozwiązania przyjęte w Zagłębiu Górnośląskim cechuje zmienność koncepcji i chaotyczność wprowadzanych rozwiązań. Niemniej jednak w obu regionach można wskazać mocne i słabe strony omawianego procesu.
The main aims of the paper are: to indicate the similarities and differences between the Ruhr District and the Upper Silesia occurring during the restructuring of these mining regions and to indicate investments of strategic importance directly related to the processes carried out. For the research, a detailed review of the available literaturę on the subject (both in Polish, English, and German) was made and the analysis of statistical data was used. The paper discusses the similarities of both regions at the start of the process and the significant differences in the time of restructuring. The process implemented in the Ruhr District was a well-thought-out, consistently implemented, long-term strategy, therefore its effects are assessed positively, both in the social and economic context. On the other hand, the solutions adopted in the Upper Silesia are characterized by the variability of the concept and the chaotic nature of the solutions implemented. Nevertheless, there are strengths and weaknesses in this process in both regions.
