In the labour market theory, the natural rate of unemployment is associated with the unemployment level, for which the market for purchasing power maintains a state of equilibrium. Full employment has become a crucial issue in contemporary debate, whilst the unemployment is considered a social problem. The following article will introduce a model for calculating the natural rate of unemployment in Poland, as well as its comparison with the real observed rate of unemployment, or the unemployment computed according to the BAEL method in context of the NAIRU theory (Non-Accelerating Inflation Rate of Unemployment). The article presents the results of an unemployment estimation based upon the main macroeconomic indicators for the Polish economy.

Labour markets in the Eurozone have not yet recovered from the global crisis that hit the world economy in late 2008. Across the Eurozone, the reduction of long-lasting unemployment is a priority for citizens and policymakers alike. The persistence of a large number of long-term unemployed persons over long periods of time generates huge social as well as economic costs in the Eurozone. We discuss about long-term unemployment in Euro countries over the period from 1995 to 2012. One of the characteristics of the recent recession (2008-2012) was the unprecedented rise in long-term unemployment in PIIGS countries in the Eurozone. The trend in long-term unemployment varied between "core" countries and PIIGS countries.

This paper concerns the problem of young people on the labor market in Poland. People under 25 years, in accordance with the Act on employment promotion and labor market institutions dated. 20 April 2004, are one of the groups of people in a specific situation on the labor market. Therefore, this issue should be studied in theory and in practice. Intent of this article is describe the situation in the surveyed area. Because of that author presented statistics from the Central Statistical Office and the reports of the Ministry of Labour and Social Policy. Author used many of literature, f. e., edited by Małgorzata Szylko-Skoczny pt. "Sytuacja młodzieży na rynku pracy w wybranych krajach Europy Środkowej i Wschodniej: raport z badań dla MOP". The article suggests that there is a problem with finding work for young people. This is mainly due to lack of experience, and to adapt to the conditions in the local labor market.

In the article there are presented findings of detailed analyses of dynamics one of basic parameters which characterize labour market, that is unemployment rate and long-term unemployment rate for the group new EU members. Celem artykułu jest empiryczne badanie zależności między bezrobociem i ubóstwem a przestępczością w Polsce na poziomie województw. Wykorzystane zostały dane przekrojowe, szeregi czasowe oraz dane panelowe za lata 2002-2012. Uzyskane wyniki sugerują, że wzrost stopy bezrobocia, a także ubóstwa może prowadzić do wzrostu natężenia przestępstw (szczególnie przeciwko mieniu) na danym terenie. W badaniach zależności między przestępczością a bezrobociem uwzględniono pewne szczególne rodzaje bezrobocia mogące mieć kryminogenny charakter, jak bezrobocie długoterminowe czy bezrobocie wśród osób młodych posiadających niskie wykształcenie.
There is empirically verified impact of unemployment and poverty on crime in the voivodships of Poland. There is presented spatial variation of poverty and crime in the regions of Poland. It is noticed that voivodships with highest poverty rate are characterized by lowest property crime rate. Then there were used time series and panel data sets. Panel data analysis suggests that increasing unemployment or poverty rate may lead to increase of crime rate and victimization risk.

The aim of the paper is to analyse the scale and structure of long-term unemploy-ment in Poland in 2004-2013. The paper also attempts to answer the question which gro¬ups of people were most at risk of long-term unemployment. The conducted analyses have led to the following conclusions. In the analysed period, the number of long-term unemployed, the long-term unem-ployment rate and the percentage of long-term unemployed changed in the same direc-tion as the number of unemployed and the total unemployment rate. The following groups of people had the smallest share in the long-term unemploy¬ed pool in the analysed period: under 25 years old as well as 55 years old and older, with post-secondary education, secondary education and university education. The following groups had the greatest share in the long-term unemployed pool: aged 25-34 and from 45 to 55 years old, with vocational education. The econometric analyses show that unmarried people aged 55 or more with a low level of education were at the greatest risk of suffering long-term unemployment in the analysed period. Young people with higher education and secondary education were the least likely to be long-term unemployed.

The deterioration in the general government sector in the EU-countries implied the reduction of budgetary expenditures. According to the analysis of the pertinent data the countries were generally eager to spend money for lowering unemployment rates. This is why the restriction on the expenses from the Labor Fund in Poland in 2011 and 2012 comprised an extraordinary source of savings. Apart from its negative consequences such as depletion of the number of unemployed supported by the forms of active labour market policies, they triggered new pro-effective solutions in employment offices.

Celem artykułu jest przeprowadzenie analizy porównawczej zmian demograficznych oraz ruchów migracyjnych w Polsce na tle innych krajów oraz określenie wpływu tych zjawisk na rynek pracy. Badaniem objęto lata 2000-2012, wykorzystując dostępne dane statystyczne z zasobów polskich, krajów UE oraz organizacji międzynarodowych. W artykule dokonano także przeglądu literatury przedmiotu. Autorzy wykazali zarówno pozytywny, jak i negatywny wpływ badanych zjawisk na zachodzące na rynku pracy zmiany struktury uczestników tego rynku.
The aim of this article is to conduct a comparative analysis of demographic changes and migration in Poland compared to other countries and the impact of these phenomena on the labour market. The study covered the years 2004-2012, using statistical data available resources in Poland, European Union countries as well as international organisations. This article reviews the available literature. The authors showed both positive and negative effects on studied phenomena taking place in the labour market changes in the structure of market participants.

Celem artykułu jest określenie poziomu i tendencji zmian sezonowości bezrobotnych na wielkomiejskich rynkach pracy w Polsce. Podstawą analizy były dane dotyczące liczby zarejestrowanych bezrobotnych w miastach powyżej 300 000 mieszkańców za okres od stycznia 2002 do grudnia 2013 r. Sezonowe składniki bezrobocia wyodrębniono algorytmem Census X-12 ARIMA. Uzyskane wyniki wskazują, że sezonowość bezrobocia w dużych miastach w Polsce jest niska, najniższą sezonowością charakteryzowała się Warszawa, a najwyższą aglomeracja trójmiejska. W latach 2002-2013 we wszystkich miastach nastąpił wzrost sezonowości bezrobocia. Poszczególne miasta charakteryzowały się bardzo podobnym rozkładem wahań sezonowych bezrobocia w trakcie roku. Przeprowadzone analizy wskazują, że wrażliwość zmiany liczby sezonowych bezrobotnych na zmiany całkowitej liczby bezrobotnych była większa w okresie spadku liczby bezrobotnych w latach 2002-2008. Uzyskane wyniki wskazują także na procykliczny charakter sezonowości bezrobocia.
The aim of this article was to determine the level and the tendency of the seasonal character of the unemployed in the urban labour markets in Poland. The analysis was based on the data concerning the number of the registered unemployed in cities with more than 300 000 inhabitants, between 2002 and 2013. Seasonal factors were distinguished by using Census X-12 ARIMA. The results indicate that the seasonal character of the unemployment in big Polish cities is low, the lowest one turned out to be for Warsaw, the highest for Tricity. The increase in the seasonal character of unemployment was noticed in all cities between 2002 -2013. These cities were characterized by a similar range of fluctuation concerning the seasonal character of unemployment during the year. The analysis indicates that the susceptibility of the change in the number of the seasonal unemployed to the change in the total number of the unemployed was higher in the period of the unemployment decline between 2002 and 2008. The results also prove the procyclical nature of the seasonal character of the unemployment.

Źródłem występujących w ostatnim okresie zmian strukturalnych w gospodarce są w znacznym stopniu nowoczesne technologie przekształcające cywilizację industrialną w cywilizację usługową, budowaną przez społeczeństwo wiedzy. Skala tych zmian uzależniona jest pośrednio od poziomu zasobów pracy występujących na lokalnych rynkach pracy. Celem artykułu jest analiza dynamiki stopy bezrobocia jako swoistego efektu ubocznego procesu zmiany struktury gospodarki. Rozważania zawężono do analizy podstawowych parametrów pozwalających na ocenę skali bezrobocia, czyli stopy bezrobocia i poziomu bezrobocia długookresowego lokalnych rynków pracy uznawanych w wymiarze poszczególnych państw. Analizy szczegółowe dla grupy państw Europy Środkowo- Wschodniej (EŚ-W), będących jednocześnie członkami UE. Zakres czasowy badania to lata 2004-2013. Dane zaczerpnięto z bazy Eurostat i zasobów narodowych urzędów statystycznych.
Source of recent structural changes occurring in the economy are mostly new technologies that are turning the industrial society into service civilization, built by knowledge-driven society. Scale of these changes depends indirectly on level of labor resources on the local labor markets. Aim of paper is to analyze dynamics of unemployment rate as side-effect of process of changes in structure of the economy. Research is narrowed to analysis of basic unemployment level parameters, so unemployment rate, long-term unemployment rate of local labor markets of particular states. Specific analyses of group of Central-Western European states, being at the same time members of European Union. Time period is from 2004 to 2013. Data source is Eurostat database and national statistical offices.

One of the biggest challenges in 21st century is the issue of unemployment which affects not only the national economy, but also has a huge impact on people themself and their families. Economy recession which occurred globally, led to decrease in the relative supply and demand for work. The most affected group is youth, who despite of their education, cannot find their right place in labour market. Solutions provided by European Union are meant to prevent in development of the "lost generation", explore and develop the capability buried in youth unemployment, encourage to mobility when it comes to work. The main goal of UE member states (including Poland) is to implement these strategies to all administrative regions across the country. Decrease of unemployment in youth group will be a flashpoint in growth of these countries (including Poland).

Niniejsze opracowanie porusza problematykę konkurencyjności osób niepełnosprawnych na rynku pracy. Osoby niepełnosprawne, wskutek swoich ułomności psychofizycznych, bez odpowiedniego wsparcia finansowego i instytucjonalnego nie są w stanie skutecznie konkurować z osobami pełnosprawnymi na rynku pracy. Jak pokazują wyniki badań, sytuacja osób niepełnosprawnych na rynku pracy jest ciągle zdecydowanie gorsza niż osób pełnosprawnych i to pomimo udzielanej pomocy finansowej. W przypadku Polski finansowanie z Państwowego Funduszu Rehabilitacji Osób Niepełnosprawnych osobom niepełnosprawnym samozatrudnienia, pracodawcom zaś kosztów tworzenia stanowisk pracy i dofinansowania płac ciągle nie jest wystarczającym wsparciem, aby sytuacja osób niepełnosprawnych na rynku pracy uległa znaczącej poprawie.
This study raises issues of competitiveness of persons with disabilities on the labour market. People with disabilities due to their mental and physical handicaps without adequate financial and institutional support are not able to effectively compete with non-disabled people. Studies show the situation of people with disabilities in the labour market is still worse than the non-disabled in spite of the financial assistance provided.

The subject of this article is to present importance of the international cooperation in developing European Model of Youth Monitoring by the initiative under the name European Network on Regional Labour Market Monitoring (ENRLM). The article presents institutional and pragmatic grounded reasons for taking up such initiatives. The example of the initiative within ENRLM was availed for institutional basis. However on pragmatic basis the article presents the youth situation within the labour market and the risks resulting from the socio-economic transformations caused by the crisis. The article reveals how important this type of international cooperation is in the implementation of European youth policy.

Obserwowane zmiany demograficzne wskazują, że sytuacja ludnościowa poszczególnych regionów Polski jest trudna. Zachodzące zmiany odbijają się na rynku pracy, który z kolei ma wpływ na inne rynki. Z uwagi na wagę i skalę problemu, jakimi są praca, zatrudnienie, bezrobocie, ruch naturalny, nakłady inwestycyjne itd., w artykule podjęto próbę porównania w tym kontekście poszczególnych regionów Polski do województwa śląskiego. Badanie oparto na falce Daubechies, czyli falce ciągłej o nośniku zwartym. Jest to falka doskonale zlokalizowana w czasie. Charakteryzuje się dokładną aproksymacją funkcji oraz stosunkowo prosta postacią. Jako kluczowy cel artykułu przyjęto wyodrębnienie grupy regionów najbardziej podobnych do województwa śląskiego. Rozważania teoretyczno-matematyczne zostały aplikowane do analizy na danych rzeczywistych.
The observed demographic changes show that the situation of population of all Polish regions is difficult. The changes are reflected in the labor market, which in turn has an impact on other markets. Given the importance and scale of the problem they are working, employment, unemployment, natural motion, investment etc. in the article attempts to compare, in this context of individual regions to the Polish province of Silesia. The study was based on the Daubechies wavelet. The key objective of the article was to distinguish the group of regions most similar to the Silesian Voivodeship. The theoretical and mathematical considerations presented in the article were applied to analysis on real data.
