Broadening the scope of social security coverage against diverse social risks is one of relevant part of social development. However, when the state tries to withdraw existing social privileges, or pursues a policy which induces worsening quality and access to public services, this evokes discontents or even protests in society. Ageing society is a graduating feature of many modern states. Even though it is associated with extending life expectancy, it is also related to decreasing fertility and finally to high net migration outflow, as many jobseekers are looking for better working and living conditions abroad. That is the reason why the efforts undertaken towards balancing the pay-as-you-go pension system only through raising retirement age is not only injustice, but also ineffective in the longer term. What is worse, it can have a negative impact on both the economy and the society, which form together a complex and sensitive system. At the expense of saving financial solutions and under the name of higher and more reasonable pensions, extending retirement age may trigger many other negative consequences, primarily concerning future retirees and new labour market entrants.

Law is not only one of the important instruments of social policy. In a newer doctrine, it is also assumed that it fulfills an important role as a determinant of social structures, objectives and tasks of social policy and their hierarchisation. A prerequisite for an effective socio-economic policy is therefore to create for this activity institutional conditions authorising public authorities to act in the social and economic spheres, defining their objective scope, objectives to be achieved and the means to achieve these goals. In fact, law is evaluated through the prism of effectiveness in solving social problems. Labour law and related fields should primarily provide the entities dependent on socio-economic policy effective instruments (tools) influencing the course of socioeconomic processes, while guaranteeing civil rights to individuals.

Social justice has been the most widely recognized value among the Poles. They also declare their commitment to egalitarianism. Studies show, however, that there is a growing income inequalities among Polish people. Other researches also show that the increase in income inequality is accompanied with more frequent and more severe punishment. Poland is a country with one of the highest ratio of imprisonment in the European Union. In addition, there is over 30 thousand people convicted by law courts who are not in prisons. Current punishment policy is an unsuccessful response to the growing income inequality in Polish society.

Following the socio-economic transformation, the area of Świętokrzyskie region has become a problematic area due to the collapse of heavy industry, especially the arms industry. First of all, the plants with mass employment in the northern part of the region collapsed, and it was the population commuting to work from villages that was dismissed. As a result of mass dismissals in the industry and the collapse of numerous smaller plants 250 000 residents of the region have lost their job.

Artykuł zawiera analizę podstawowych założeń neoliberalizmu i ordoliberalizmu w sferze socjalnej i ich przydatności do rozwiązywania bieżących problemów. W warunkach osłabienia finansów publicznych nie jest możliwa kontynuacja aktywności państwa w sferze socjalnej prowadząca do nadmiernego wzrostu długu publicznego. Zdaniem autora warto powrócić do liberalnych koncepcji łagodzenia problemów socjalnych. Po pierwsze: ustanowić ramy porządku gospodarczego niezbędne do podjęcia przez każdego odpowiedzialności za utrzymanie siebie i najbliższych. Po drugie: wprowadzić adekwatne do bieżącej kondycji finansowej państwa mechanizmy pomocy socjalnej, charakteryzujące się przejrzystymi zasadami i niskimi kosztami funkcjonowania, w formie ujemnego podatku dochodowego.
The article contains analysis of the fundamental assumptions of the neoliberalism and ordoliberalism in the social sphere and their usefulness for solving contemporary issues. In conditions of weakening the public finance, it is not possible to continue such an activity of the state in the social sphere which is leading to the more distant debt increase. According to the authors, it is worthwhile to return to liberal concepts of relieving social problems. Firstly, ensuring appropriate conditions, establishing frames of economic order, essential to take the responsibility of supporting oneself by everyone and the nearest. Secondly, introducing appropriate to the current financial position of mechanisms of the public assistance, being characterized by clear rules and lowest costs of functioning in the form of negative income tax.

Problematyka włączenia społecznego osób niepełnosprawnych jako jednej z grup defaworyzowanych jest podejmowana przez instytucje unijne od początku lat siedemdziesiątych ubiegłego wieku. W ramach zasady subsydiarności działania aktywizacyjne są również prowadzone we wszystkich krajach członkowskich Wspólnoty. Istotnym elementem strategii wobec niepełnosprawności są inicjatywy w zakresie reintegracji na rynku pracy, które przyczyniają się w sposób bezpośredni do uzyskania samodzielności ekonomicznej, a tym samym likwidacji ubóstwa. Procesy legislacyjne, instrumenty finansowe, jak również działania w zakresie polityki spójności, polityki zewnętrznej, zwiększania konkurencyjności gospodarki oraz dążenie do wzmocnienia pozycji rynku unijnego to główne płaszczyzny wsparcia inkluzji społeczno-zawodowej osób niepełnosprawnych.
The issues concerning social inclusion of the disabled as one of the disadvantaged groups have been taken by EU institutions since the beginning of the 1970 s. According to the subsidiarity principle the mobilization activities are run also in all member states of the European Community. An important element of the strategy taken for the benefit of the disabled are initiatives involving their reintegration on the labour market which in a direct way help them gain economic independence and consequently eliminate poverty. The legislative processes, financial tools as well as activities involving cohesion policy, international policy, boosting economic competitiveness and pursue to strengthen the position of the EU market are the chief planes of support for the social and professional inclusion of the disabled.

Demograficzne starzenie się społeczeństwa jest procesem, który zgodnie z najnowszą prognozą ludności Polski w kolejnych dziesięcioleciach przebiegać będzie coraz szybciej. Takie szybkie tempo starzenia się ludności będzie miało istotne znaczenie dla wielu obszarów życia społecznego i gospodarczego. Już obecnie stanowi to wyzwanie dla lokalnej i regionalnej polityki społecznej, wymaga bowiem reakcji ze strony samorządów terytorialnych, zarówno w krótkookresowej perspektywie czasowej, jak i w dłuższym horyzoncie czasowym. Z uwagi na konieczność prowadzenia polityki społecznej przez jednostki samorządu terytorialnego niezbędne jest realizowanie jej w oparciu o długookresowe plany działania, jakimi są strategie. W artykule skoncentrowano się na analizie wojewódzkich strategii w zakresie polityki społecznej i zaprogramowanych w nich celach i kierunkach działań skierowanych na potrzeby osób starszych.
Demographic aging of the society is a process which, according to the recent forecast for the population of Poland, will intensify greatly in the next few decades. Such a rapid pace of aging will be of considerable significance to numerous spheres of social and economic life. It is already a challenge to local and regional social policies, as it calls for response from local governments both in short- and long-term perspectives. The article points to the need of a comprehensive perception of the socioeconomic challenges related to the aging of the society. Because social policy should of necessity be carried out by local self-governing bodies, it is essential for the policy to be based on long-term plans of action, i.e. strategies. The main focus of the article is the analysis of provincial (voivodeship) strategies for social policy, especially the strategies' aims and courses of action designed to address the needs of senior citizens.

Przemiany demograficzne związane z niżem demograficznym mają istotne znaczenie dla kształtowania polityki społecznej, zwłaszcza w obszarze rozwiązywania problemu wykluczenia społecznego. Spadek dzietności obserwuje się od lat we wszystkich kategoriach rodzin, ale w najmniejszym stopniu dotyczy to rodzin o niskim statusie społecznym i ekonomicznym, zagrożonych lub już dotkniętych wykluczeniem społecznym. Pomimo że ogólna liczba dzieci maleje, to liczba dzieci żyjących w rodzinach dotkniętych skrajnym ubóstwem zwiększa się. Jeśli wziąć pod uwagę wszystkie niekorzystne konsekwencje związane z doświadczaniem niedostatku w okresie socjalizacji pierwotnej (dzieciństwa i młodości), oznacza to, że znacząco rośnie ryzyko wykluczenia społecznego dzieci z tych rodzin w ich przyszłym dorosłym życiu. Jest to bardzo duże wyzwanie dla polityki społecznej, zwłaszcza tej prowadzonej na poziomie społeczności lokalnych. Niestety, chociaż liczba świadczeń oraz rodzin objętych pomocą społeczną szybko maleje, uwolnione zasoby pomocy społecznej nie są wykorzystywane na efektywną i skuteczną pomoc dla dzieci z rodzin zagrożonych wykluczeniem społecznym.
Demographic transformation leading to population ageing challenges the problem of social exclusion. The decrease of fertility index can be observed in all categories of families but to a different extent. The most noticeable decrease is observed in a group of young people who are starting their careers, are active and independent. On the contrary the fertility index decreases the least in the group of those with low social and economic status threatened or already hurt by social exclusion. That is the reason why each year more and more children live in extreme poverty. It happens despite in the past few years the number of children born annually has been decreasing. An experience of privation during juvenescence radically increases a risk of adulthood in poverty and dependence on social aid. Current social policy and social aid systems seem to oversee this problem. For years the number of people who are clients of social aid has been decreasing. However the unleashed potential of the system has not been redirected to support those poorest children and their families.

Dane empiryczne wskazują, że kraje europejskie pomimo różnic w poziomie i tempie niwelacji nierówności ponadindywidualnych charakteryzuje podobny system wartości etycznych. Na kanwie wspólnej moralności powstało wiele reguł postępowania w zakresie kształtowania i realizacji zadań polityki społecznej wobec niepełnosprawności. W ostatnich latach szczególnego znaczenia zaczyna nabierać zasada spójności ze względu na konieczność dostosowania strategii krajowych do wymogów unijnych. Przeprowadzona analiza wykazała, że użyte przez władze polskie narzędzia unifikacyjne w postaci uszczelniania systemu ulg we wpłatach na PFRON i dotacji do wynagrodzeń pracowników niepełnosprawnych doprowadziły do zespolenia polskiej oraz unijnej polityki społecznej w zakresie niepełnosprawności.
Years of experience show that European countries, despite the differences in the level and rate of reducing social inequalities, are characterized by a similar system of ethical values. On the basis of the common morality, there has been established a good practice of shaping and accomplishing social policy tasks regarding disability. In recent years, the principle of coherence has been gaining special importance because of the necessity to adjust home strategies to EU requirements. The analysis showed that the unification tools of sealing the system of relieves in PFRON contributions and allowances to remunerations for disabled employees, which Polish authorities applied resulted in the coherence of Polish and EU social policy regarding disability.

The search for full employment represents a societal delusion, given that the world does not need and cannot use all of the human labor available and, as time goes on, will need less and less. The pace of technologically created unemployment is increasing, and unceasing efforts to create jobs and to obscure the amount of real unemployment inevitably lead to personal degradation, societal corruption, economic disaster, and global danger. A new social paradigm, which does not posit work as its underlying and overarching value, is needed.

This article includes analysis of instruments and methods used within active social policy implemented in rural areas in Poland. The first part of the article consists of considerations focusing on specific of social and human capital in rural territories, and analysis of demographic situation and determinants of economic activity, entrepreneurship of rural areas. The second part of the article presents methods of community works in problematic, neglected rural areas with the use of partnership, interactive methods and participation of local residents. The main interest is focused on a new instrument of activation, namely Local Activity Programme (LAP) implementation in the six rural gminas. Problematic rural areas studies is based on content analysis of documents of the local programmes of LAP.

Due to the world economic crisis many countries, including Europe, carried out changes within the area of employment protection legislation. The majority of them concerned the reduction of employment protection but there were also examples of its improvement such as Denmark and Great Britain. There were also countries, e.g. Austria and Hungary, which implemented both types of correction. From theoretical point of view the importance of employment protection legislation for economic processes, the observed changes may be explained by its tendency to strive for optimum.

Liczne programy pilotażowe odnoszące się do idei powszechnego dochodu podstawowego (UBI) skłoniły do podjęcia próby zbadania, czy ta idea ma szansę przekształcić się z koncepcji teoretycznej w powszechny instrument wdrażany zarówno przez kraje biedne, jak i bogate. Przedstawiono koncepcję dochodu podstawowego, a także argumenty zwolenników i przeciwników tego rozwiązania. Na podstawie literatury dokonano analizy i systematyki dyskusji odnośnie do UBI. W podsumowaniu odniesiono się do perspektyw wprowadzenia powszechnego dochodu podstawowego oraz zwrócono uwagę na zagrożenia związane z tą ideą.
Numerous unconditional basic income (UBI) pilot projects raise the questions whether this idea can be transformed from a theoretical concept into a universal tool and be implemented both in poor and rich countries. In this article the unconditional basic income concept and the arguments of its supporters and opponents are presented. Based on the literature review, the discussions about UBI are analyzed and systemized. In conclusion, the author reflects on the perspectives of introduction of UBI and its dangers.

The efficiency of the public sector is currently the subject of numerous scientific, public and political debates. It is a very important issue from a social point of view, because the efficiency of functioning of this sector to a large extent determines the real long-term living conditions of individuals and entire societies. In this article, this aspect of the perception of public sector efficiency has been adopted as a research problem. The aim of the study is an analysis of selected problems arising from the social recognition of the efficiency of the public sector and suggest proposals to operationalize this category.

Efficiency indexes are used in economy niversally, but their utilisation within the social politics is also possible is in certain scopes. The specific index of financial efficiency can be applied to define the role of the state in funding the social protection system.
