In this article, we describe and assess the implementation of several methods of multi-criteria decision-making using a web-based computer application. Such an application makes it easier to determine the effectiveness of decisions. The methods adopted in this application are SMART (Simple Multi-Attribute Rating Technique), AHP (Analytic Hierarchy Process), and ANP (Analytic Network Process). Each of these methods has distinctive characteristics in determining the best alternative for the user. This study assesses the feasibility of each method in the application. The application is assessed based on functionality, reliability, efficiency, and usability. (1) Functionality is tested according to the appropriateness of the decisions made, (2) Reliability is assessed using stress testing, (3) Efficiency is assessed according to the computational effort, and (4) System usability is tested according to the user's answers to the Computer System Usability Questionnaire authored by J.R. Lewis. This research results in a decision support system based on SMART that has been appropriately tested and is ready for use.

Multi-criteria decision aid methods consider decision problems in which many alternatives are evaluated on several criteria. These methods are used to deal with perfect information. However, in practice, it is obvious that this information requirement is too strict. In fact, the imperfect data provided by more or less reliable decision makers usually affect decision results, since any decision is closely linked to the quality and availability of information. In this paper, a PROMETHEE II-BELIEF approach is proposed to help multi-criteria decisions based on incomplete information. This approach solves problems with incomplete decision matrix and unknown weights within PROMETHEE II method. On the basis of belief function theory, our approach first determines the distributions of belief masses based on PROMETHEE II’s net flows, and then calculates weights. Subsequently, it aggregates the distribution masses associated with each criterion using Murphy’s modified combination rule in order to infer a global belief structure. The final alternative ranking is obtained via pignistic probability transformation. A case study of a real-world application concerning the location of a treatment center of waste from healthcare activities with infectious risk in the center of Tunisia is studied to illustrate the detailed process of the PROMETHEE II-BELIEF approach.

One of the responsibilities of the health care sector regulator is to decide which health technologies (drugs, procedures, diagnostic tests, etc.) should be financed using public resources. That requires taking into account multiple criteria, of which two important ones are: cost and effectiveness of a technology (others being, e.g., prevalence, safety, ethical and social implications). Hence, health and wealth need to be traded off against each other, and hence the willingness-to-pay (WTP) has to be determined. Various approaches to setting WTP have been taken, yet the results differ substantially. In the present paper I claim that the proper approach is to treat WTP as a fuzzy concept (the decision maker may not be able to decidedly state that a given health-wealth trade-off coefficient is acceptable/unacceptable - an idea backed up by the survey presented in the paper). Previous research shows how this fuzzy approach can be embedded in defining the preference relation and pairwise comparisons. In the present paper I account for the fact that there are often more than two alternatives available. To avoid difficulties that might arise (e.g., incompleteness or intransitivity of preferences) I show how the fuzzy approach can be used to define a fuzzy choice function based on the axiomatic approach. Some properties are discussed (e.g., how the approach handles the dominance and extended dominance), and the directions of further research are hinted at.

Almost ten years have passed since some seminal structured literature reviews about multi-criteria decision-making for green supplier selection were published. We aimed to investigate the evolution of intellectual structures in this field through a structured literature review and bibliometric analysis using publications between 2010 and 2022. We noted that mathematical and analytical approaches are still dominating, and the complexity of the methods has increased. Bibliometrically, their theoretical foundation and techniques are the same despite the change of leading papers over time. Our contribution consist in extending earlier studies and discussing the evolution of the field.

Opis:
The complexity of modern projects makes the proper management crucial. The volatile environment of the XXI century means that it is important to choose the right decision at the right moment. During the life of project there is the need to make many decisions, which are embedded in time. Moreover, in many cases evaluation of these decisions depends on multiple criteria. Two approaches are poposed to deal with such situation: Multicriteria Decision Tree and Multi-State Real Options (MSRO). The paper compares areas of applicability, limitations and advantages of these methods. As result, it is concluded, that MSRO method is more specific and can be used only in situations where exist real options.
Złożoność nowoczesnych projektów sprawia, że zarządzanie ma kluczowe znaczenie. Niestabilne środowisko XXI w. oznacza, że ważne jest, aby podjąć właściwą decyzję w odpowiednim momencie. W trakcie realizacji projektu konieczne jest podjęcie wielu decyzji osadzonych w czasie. Ponadto często ocena tych decyzji zależy od wielu kryteriów. W celu rozwiązania takich sytuacji pojawiają się dwa podejścia: wielokryterialne drzewo decyzyjne i wielostanowe opcje realne (MSRO). W pracy porównano obszary zastosowań, ograniczenia i zalety tych metod. W rezultacie stwierdzono, że metoda MSRO jest bardziej specyficzna i może być stosowana tylko w sytuacjach, w których istnieją opcje realne.

Evaluation o f programs initiated by manufacturing firms that are geared toward sustainability is worthy o f attention in research due to the current global demands o f addressing not just economic growth bu t environmental and social burdens. This paper a ttempts to provide a comprehensive evaluation framework using the hierarchical structure o f sustainable manufacturing (SM) indicators set developed by the US National Institute o f Standards and Technology (US NIST) and a multi-criteria decisionmaking (MCDM) approach, the analytic network process (ANP). ANP is deemed appropriate, aside from the multi-criteria nature o f the problem, because o f the presence o f subjective components that are interrelating in complex relationships. A real case study is carried out in a semiconductor manufacturing firm in the Philippines in the evaluation o f its programs toward sustainability. The results show that the creation and implementation o f cleaner production technologies are considered the most relevant programs. Developing energy-efficient products and adopting lean six sigma programs are considered second o n the list. This paper proposes that sustainability is achieved by formulating strategies that enhance customer and community well-being v ia addressing environmental concerns especially o n toxic substance, greenhouse gas (GHG) and air emissions. The contribution o f this paper consists in providing an evaluation framework which is comprehensive enough to capture real-life complex decision-making processes. Limitations and possibilities fo r future research are also presented in this paper.

This study aims to develop a new Interval Rough COmbinative Distance-based Assessment (IR CODAS) method for handling multiple criteria group decision making problems using linguistic terms. A single decision maker is unable to express his opinions or preferences on multiple criteria decisions, while a Multi-Criteria Group Decision Making MCGDM process ensures successful outcomes when handling greater imprecision and vagueness information. A real-life case study of risk assessment is investigated using our proposed IR-CODAS method to test and validate its application; a sensitivity analysis is also performed.

The article presents an application of chosen multi-criteria decision making method - the AHP method, under conditions of linear par tial information, in portfolio selection. Selecting a portfolio is a problem of choosing these quoted companies that give good profit. The problem of building a portfolio can be treated as a multi-criteria problem where some diagnostic features that characterize financial and economic condition of companies can be used as criteria. In the paper, the multi-criteria decision making method AHP was used under conditions of linear partial information (the criteria weights are not known precisely, only some linear cons traints on them are known). The approach enables to create a ranking of considered objec ts and may help to select the best listed companies to the portfolio.

Modelling of a decision-maker’s preferences in multi-criteria decision analysis is performed using weights that reflect the relative importance of the given decision criteria. The determination of accurate values of the weights is therefore of considerable importance. Numerous means and methods are used for this purpose, such as: the entropy method (i.e., the method of objective weights), the Simos method, the SWARA method, the ANP or AHP methods, and many others. This paper analyses the DEMATEL method, frequently used to identify cause-and-effect relationships. Nowadays, it is often used in multi-criteria decision analyses. In the opinion of some authors, DEMATEL may be useful also to determine the weights of criteria. However, the approach presented by these authors has certain drawbacks. The present paper proposes a different approach to the weighting procedure using DEMATEL. Using numerical examples, it also presents weights determined by this method and compared to those obtained using the AHP method.

Two different approaches were implemented to aid the process of selecting the best variant of road construction, namely approach based on the outranking relation and verbal decision analysis. Out of wide range of outranking methods three very well known were applied: ELECTRE Iv, PROMETHEE I and PROMETHEE II. In the case of VDA UniComBOS was used. The results obtained with different methods were not identical, nevertheless it was possible to identify variant worth recommendation, i.e. variant 2 a , which was always on one of two first places in rankings, regardless of the method that was used. On the other hand, variant 5 a was found to be the worst solution - its weakness was confirmed by all methods. The analysis conducted in the article proved that both described approaches can be used for solving the decision-making problems connected with project management. Although both of them have some disadvantages, as for example necessity to interact with decision-maker in order to determine values of parameters in the case of outranking methods and time-consuming as well as tiring comparisons in the case of VDA, they can improve the decision-making processes and help project managers to make more reasonable decisions. As a matter of fact, because of the differences between them, they can complement each other. Therefore it would be practical and beneficial to employ them simultaneously in all cases when it is merely possible and feasible.

Dla problemu harmonogramowania produkcji zostało zaproponowanych wiele modeli go opisujących. W artykule podejmiemy analizę zadań klasy flow-shop. W klasycznym ujęciu zadanie to jest zadaniem jednokryteriowym, jednak rozważanych jest wiele różnych funkcji celu. Znane są prace, które definiują ten problem jako zadanie wielokryteriowe. Zaprezentowany artykuł dokona przeglądu literatury przedmiotu w tym zakresie. Zostanie także przedstawiona implementacja wybranego modelu w systemie AIMMS. Słowa kluczowe: harmonogramowanie produkcji, implementacja modeli wielokryterialnych, harmonogramowanie wielokryterialne.
Production scheduling belongs to a broad class of problems of production planning. It consists of the steps. The last one is called the detailed scheduling. Many models have been proposed to describe this problem. They are classified into three main classes: flow-shop, job-shop and open-shop. In this paper, flow-shop problem analysis is undertaken. In classical approach, this is one criterion problem. In the literature there is known multi-criteria approach, which has been discussed. There is also presented the implementation of such model in AIMMS system.
