    Opis:
    North Macedonia can improve its economic growth by addressing the infrastructure gap by at least full capital budget utilisation. The outturn/execution of capital budget expenditures is low and in relative terms decreasing. The planned public finances for regional balanced development are also low and non-compliant with the legally set levels. A test of several hypothetical scenarios of full capital budget utilisation it is expected to positively contribute to the economic growth immediately and in the period to follow. Even if total debt increases in nominal terms, in relative terms the debt-to-GDP on a longer-run reduces through generating additional economic output.

    The article discusses the practical aspect of implementation of the idea of sustainable development in the EU Cohesion Policy in the 2014-2020 programming period in Poland. The objective of the study is to determine the relations between the idea of sustainable development and instruments of its implementation, and the identification of the scope of influence of Cohesion Policy tools on sustainable development of functional urban areas (FUA). The paper presents the author’s set of sustainable development indicators (SDI) and relevant analyses of their implementation in the financial and spatial aspect in 26 FUAs. Detailed analyses covered one of the new instruments of territorial development, namely Integrated Territorial Investments (ITI). The paper provides evidence which proves that the dominant sphere in the financial and spatial support is the modernisation of transport and energy engineering infrastructure, with potentially multiple effects, as well as the development of a structurally diverse labour market. The least support is provided to the strengthening of integrated management. The tested approach is applicable in reference to other functional areas in the EU. It can contribute to the determination of the extent to which the implementation of the Cohesion Policy supports sustainable development of cities and their functional areas. The application of SDI contributed to the understanding of the process in reality.

    Opis:
    The main aim of establishing Special Economic Zones (SEZs) is, among others, preventing the marginalization of less developed regions. The studies’ results, concerning the impact of SEZs on the economy are equivocal. The main aim of this study is to evaluate the impact of SEZs on the regional economy development on the region of Lodz example. Study is based on the statistical data, gathered from the Central Statistical Office for the period 2007–2013. The results indicate that SEZs have a positive influence on entrepreneurship development at regional level measured by the level of investment expenses and value of production sold.
    Celem tworzenia Specjalnych Stref Ekonomicznych (SSE) jest m.in. zapobieganie marginalizacji regionów słabiej rozwiniętych. Wyniki badań dotyczących oddziaływania SSE na gospodarkę są jednak niejednoznaczne. Celem niniejszego opracowania jest ocena wpływu Specjalnych Stref Ekonomicznych na rozwój gospodarki na poziomie regionalnym, na przykładzie województwa łódzkiego. Badanie przeprowadzono w oparciu o dane Głównego Urzędu Statystycznego za lata 2007–2013. Z przeprowadzonej analizy wynika, że SSE mają korzystny wpływ na rozwój przedsiębiorczości w regionie, mierzonej poziomem nakładów inwestycyjnych przedsiębiorstw oraz wartością produkcji sprzedanej.

    Celem artykułu jest szczegółowa analiza wydatków inwestycyjnych na infrastrukturę edukacyjną, poniesionych przez gminy Łódzkiego Obszaru Metropolitalnego. Zakres czasowy badania obejmuje lata od 2007 do 2013 roku, a więc miniony okres programowania Unii Europejskiej. Dzięki podjętym badaniom autorzy, po pierwsze, zidentyfikowali znaczenie inwestycji w infrastrukturę edukacyjną w polityce inwestycyjnej gmin Łódzkiego Obszaru Metropolitalnego. Po drugie, ocenili jakość planowania strategicznego i finansowego w zakresie rozwoju i modernizacji infrastruktury edukacyjnej w badanych gminach. Autorzy w swoich badaniach wykorzystali opracowaną wcześniej metodologię analizy planów strategicznych gmin oraz budżetów gmin i sprawozdań z ich wykonania (Napierała i in. 2013). Zdiagnozowano plany gmin w zakresie rozwoju i modernizacji infrastruktury edukacyjnej oraz zweryfikowano realizację owych zamierzeń. W analizach pokazano specyfikę inwestycji zrealizowanych w różnych typach gmin: wiejskich, miejskich i miejsko-wiejskich.
    The main goal of the paper is to analyze municipal investment expenditures for educational infrastructure in Lodz Metropolitan Area. Presented research was conducted for the period between the years 2007 and 2013, the last Multiannual Financial Framework of European Union. The authors identified significance of investments in educational infrastructure for municipal policy in Lodz Metropolitan Area. Moreover, they assessed the quality of strategic and financial municipal planning for development of educational infrastructure in the studied area. The authors used their own, earlier depicted methodology of complex analysis of municipal strategies, budget plans and financial statements (Napierała et al. 2013). Municipal goals of investment expenditures for educational infrastructure were identified. Moreover, the authors verified whether or not the purposes were achieved. Furthermore, specificity of investments were depicted for various types of municipalities: rural, urban and urban-rural.
