The Internet is changing not only the functioning of the commercial media, but also local government media (issued, created by local governments, understood as offices, and not social organizations, local, etc.). The opportunity has arisen for municipalities to expand their communication with residents, tourists, investors through publications on their websites. They need to adapt to network media. To do this, local governments are creating their own editorial teams to prepare content to meet the needs of their customers, who are increasingly using mobile devices. Based on my own research I have tried to identify the environment of the media of local governments, what content they prefer (agenda topics), the tasks to be fulfilled by a municipal, urban contemporary website, and who creates it. An important element is preparing media for mobile devices, the use of which has a strong upward trend.

The reform of Polish self-government in the 90's has led to the restoration of local democracy. However, the self-governmental institutions soon fell into crisis, having nearly lost the social trust required for the realisation of their mission. The principal cause behind this phenomenon was the atrophy of moral, political and legal responsibility of the local authorities towards the communities that have elected them. There is a twofold source of weaknesses and dangers for Polish self-government: the erroneous way of introducing changes in the system of government, and the forthcoming sociopolitical phenomena that hampered or even made it impossible to achieve some of the goals of the reform. We support the radical revision of legal regulation to remove these weaknesses. The basis for such a change will be the principle of subsidiarity as a governing rule for the entire system of public authority. This will ensure that the communities of inhabitants are seen as primary subjects of self-governmental power, and their power is rooted in citizens' rights to self-government. It is also necessary to ensure a truly pluralistic character of territorial power. Thus the citizens and their associations will have an influence on the election and functioning of the selfgovernmental bodies. The Author warns against the risk of emergence of a class of local and regional 'mandarins' in Polish public life – a class of practically ineradicable and systematically deficient leadership, likely to emerge should the mechanisms of democratic responsibility fail to be restored into the governmental bodies. The article ends with suggestions of particular legal changes aiming at the correct formation of Polish self-governmental institutions in both morally and socially rightful sense.

Local government is not free from dilemmas arising from ethical but illegal actions as well as legal, however, unethical ones. This breeds situations in which officials must decide whether to be loyal to the government authorities or citizens, whom they are obliged to serve. For instance, they must decide whether to accept the policy imposed by the district council making them change their clerical rules of conduct which, in their opinion, will be less favourably inclined to citizens. Consequently, they will be obliged either to take or refrain from taking certain actions, which stems from the inner imperative. At the root of this dilemma frequently lies a discord between law and ethics. The choice to be made leads to a moral dilemma. What is associated with this matter indeed is the question of revealing the truth about unethical, illegal, immoral or unlawful behaviour in the government that occurs with the employer’s silent approval. The so-called whistleblowing is the means to achieve it. The process is based on informing people or organizations who have the power to influence actions of the criticized individuals or organizations. This creates situations in which officials can no longer take advantage of two values and are made to choose only one of them.

The study presents critical reflections on the course and results of Polish local self-government reforms from March 1990, when after 40 years of the system of territorial soviets (national councils), self-government was reintroduced into communes, until January 2018, when an attempt to improve the systemic institutions of self-government in communes, poviats and voivodships was once again revisited. The author points out significant discrepancies between the basic ethical and political values of local self-government, i.e. democracy, independence and efficiency, and the changing content of self-government systemic laws as well as the practice of local authorities’ operations, and formulates proposals aimed at repairing Polish local self-government by adjusting its organisation and functioning to the principles resulting from the Constitution of the Republic of Poland and the European Charter of Local Self-Government. He considers as the most important the elimination of pathological phenomena of simulated local democracy which include: a drastically low turnout in elections and referenda, the disappearance of democratic responsibility of local self-government bodies, and the autonomy of the directly elected executive body of the commune from the influence of the local representation. From this point of view, he positively assesses the new regulations, strengthening the guarantee of transparency of operations carried out by local self-government bodies and control rights of councillors, as well as expanding the catalogue of initiative, consultative and control powers of citizens. He points out, however, that ensuring real democracy in of the local authorities requires a deeper reconstruction of the principles of self-government, the election process, and strengthening the role of representation in creating and enforcing the responsibility of executive bodies.

The core of the local self-government stems from the Western (Latin) civilization values. European Nations have always fought for the qualities and perseverance of local self government. Currently it is considered an attribute of local democracy, although in the European tradition it has long been related to the pluralist values of social life organization. The communes; freedom, and their independence from the local government have been derived from natural law and seen as a condition for a healthy social system. Contemporarily, local self-government as a law and ability for local communities to manage a range of public matters independently, has been anew recognized as a social system value in uniting Europe. Yet there have also revived certain historical threats to the local selfgovernment arisen from central and local bureaucracy, particularism, and bribing local power elites. In such case, the fight for a local government that complies with Latin civilizational values acquires a special meaning.

The issue of the size of public administration is commonly researched. Most of the times this topic is tackled from a macroeconomic perspective, considering local and central administration together. That is why this paper uniquely takes on the local perspective only, analysing the size of local government (i.e. size of public administration at the local level) in Polish regions during the period of 2009–2013. Based on the existing literature, we chose five variables of the size of local administration at the commune level connected with employment and reflecting costs related to the functioning of local administration structures. All indicators were expressed per capita. With the usage of ANOVA, we proved significant differences in the size of public administration across regions for all variables. To compare the size of local governments across regions, we ranked all variables individually, and then we calculated the average ranking for all variables. Our findings have clear implications for policy makers, providing information about the regions with the biggest/smallest size of public administration at the local level. Our study suggests simple and accessible tool for continuous reporting on the size of public administration in order to monitor costs also in the upcoming years. The results of the monitoring could also be used for the establishment of an incentive program for regional policy representatives.

Corruption is an actual threat to democracy as it impairs the citizens’ trust towards the state. Therefore, it is necessary to undertake any actions that would prevent it; actions that would promote the formation of ethical structure in all departments of administration, as well as would build an ethical awareness among local government employees and city councilors. Ethical behaviour is dependent on clear procedures, good regulations and their proper interpretation. The principal objective should be to increase the citizens’ trust towards public administration and to improve administrative work. That is why one of the most obvious techniques (but not the only one) of raising ethical standards is to implement an adequate system of choice and selection of employees. In Poland, when the moral standard of a candidate for a post in public administration comes under close scrutiny, any doubts are quite often eliminated by the assumption that, if the candidate is patronized by a third party, its authority is a warrant of his or her adequate ethical standard. Of course, it’s a wrong point of view. The above-mentioned examples indicate that the rules of ethics should be introduced to public administration work because they guarantee that the quality of services will be good, they will neutralize corruption and, if followed, they will enable preparing public administration officers and local government representatives to assume responsibility for their actions.

Zagadnienie wydajności działania jednostek samorządowych w ramach sektora publicznego ostatnio cieszy się coraz większą popularnością, ponieważ samorządom powierza się coraz więcej zadań, wprowadzając jednocześnie ograniczenia budżetowe. Zarządzanie pieniędzmi podatników na tym poziomie staje się zatem coraz większym wyzwaniem. Z kolei coraz bardziej świadome społeczeństwo wywiera na samorządowcach presję, domagając się od nich większej odpowiedzialności i transparentności działań.Celem niniejszego opracowania jest ułatwienie – za pomocą przeanalizowania i znormalizowania wybranych wskaźników finansowych na poziomie lokalnym – władzom samorządowym stworzenia rankingu najbardziej i najmniej efektywnych jednostek samorządowych w Macedonii. Ustanowienie łatwo porównywalnego wskaźnika pozwoli na identyfikację sposobu wydatkowania środków oraz ustalenie, jakie dobre praktyki stosowane są w najbardziej wydajnych jednostkach. Czynnikiem ograniczającym możliwości badania okazała się słaba dostępność danych.Autorka ma nadzieję, że niniejsze opracowanie przyczyni się do zwiększenia zainteresowania opisywanym zagadnieniem badaczy z regionu bałkańskiego, którzy nie poświęcają mu wystarczajaco dużo uwagi. 
Local government performance within public sector performance is coming back because local government is faced with the problem of increased responsibilities under tighter budgets. Therefore, the issues of managing taxpayers’ money more efficiently and effectively still remain a challenge for local government decision makers. In addition, increased social inclusion has created a need for increased accountability and transparency towards local government managers.This paper aims to facilitate decision makers as well as local government officials to offer a ranking system of local government units (LGUs/municipalities) in Macedonia by analyzing and normalizing some of the main financial indicators that make up the final annual accounts of all LGUs in Macedonia. The output of this work is a local government index showing the best and worst performing municipalities in the country. The provision of one aspect of LG government performance allows all local government stakeholders to have an overview of the budget spent as well as identify some best practices by comparatively identifying the practices of the best performing LGUs. However, the data availability has narrowed the scope of this performance ranking.We hope that this study will contribute modestly to the existing literature of the performance in the public sector and specifically in that of the local government sector. There is an increasing interest in studies related to public sector performance. However, this interest has been very little in Balkan Countries.

Adam Smith is commonly viewed as the founding father of economics. This conviction stems from the publication of The Wealth of Nations in 1776. Smith’s works are chiefly examined in terms of economics. The discovery of reports of his Lectures on Jurisprudence and defining them as a “bridge” between his ethics, law and economics allows researchers to analyze Smith’s work from a fresh perspective. The aim of the paper is to discuss complex relationships between ethics included in The Theory of Moral Sentiments and general principles of law and economics. The main conclusion of this paper is that Smith emphasized the mutual complementation of moral and legal norms in the context of the economic development of the commercial society.

The Constitution of The Republic of Poland (Article 17) says that: “By means of a statute, self‑governments may be created within a profession in which the public repose confidence, and such self‑governments shall concern themselves with the proper practice of such professions in accordance with, and for the purpose of protecting, the public interest”. This regulation is based on two principles: The first is the principle of professionalism; the second embraces norms that must be observed by representatives of professions of public trust. Those groups can make the decisions of their members or profits for themselves. This puts them in a different position than other participants of social and economic life. Professional associations are not driven by market rules, nor administrative regulations (relating to the postulate of the division of labor). The problem begins when – from a social point of view – it is no longer possible to regard these organizations as trustworthy partners. The gap between legal and social perspectives raises doubts about the way in which a civil society could face professional self‑governments when they are seen as being hostile to them.

The subject under discussion is the problem of publications on the relationship between the e-government implementation process and the ability to compete. Today, it is estimated that the key objective of the informatisation of public administration at both central and local levels, is the preparation and implementation of electronic public services for citizens and businesses productively and efficiently. The e-government vision presented by the European Commission, and gradually implemented through EU Member States shows, that the process of developing e-government should serve as a tool to support the processes of governance. Projects related to the informatisation may influence the improvement of the education system and health services, create jobs, change how resources are managed, reduce transaction costs and the overall transformation of institutional nature. The currently used measuring tools of benefits from the implementation of public e-services and general development of e-government do not always show directly whether they are generated. The purpose of the publication is to identify and evaluate currently used indicators of electronic administration development in the context of measuring the benefits of this process, which are significant for improving the country’s competitiveness in the international arena.
Przedmiotem rozważań zawartych w publikacji jest problematyka zależności między procesem wdrażania administracji elektronicznej a zdolnością konkurencyjną kraju. Współcześnie ocenia się, że kluczowym celem informatyzacji administracji publicznej, zarówno na szczeblu centralnym, jak i lokalnym, jest produktywne i efektywne przygotowanie oraz wdrożenie elektronicznych usług publicznych dla obywateli i przedsiębiorstw. Wizja e-administracji przedstawiona przez Komisję Europejską oraz stopniowo realizowana przez państwa członkowskie UE ukazuje, że proces rozwoju e-administracji powinien służyć jako narzędzie wspomagające procesy rządzenia. Projekty związane z informatyzacją mogą wpływać m.in. na poprawę systemu edukacji i służby zdrowia, tworzenie nowych miejsc pracy, zmianę sposobów zarządzania zasobami, zmniejszenie kosztów transakcyjnych i ogólne przemiany instytucjonalne. Stosowane obecnie narzędzia pomiaru korzyści wynikających z wdrażania e-usług publicznych i ogólnie rozwoju e-administracji nie zawsze ukazują je wprost. Celem publikacji jest zidentyfikowanie i ocenienie stosowanych obecnie mierników stopnia rozwoju administracji elektronicznej w kontekście pomiaru korzyści wynikających z tego procesu, mających znaczenie dla poprawy konkurencyjności państwa na arenie międzynarodowej.

The aim of the article: The main aim of the article is to present the essence and significance the institution of civic budget as a tool not only allowing citizens to actively participate in the process of deciding about the directions of spending public funds, but also a tool to determine the directions of social expectations, the essence and importance of social participation. Hypothesis: The hypothesis accepted in the study stipulates that the growing popularity of the civic budget makes it an effective tool for social participation. Methodology: The study was based on a literature review, legal acts, information on the functioning of the civic budget in Lodz as well as a questionnaire conducted among the city residents. Results of the research: The civic budget in Lodz has been functioning for eight years, and during this time it has been constantly contributing to the idea of citizen involvement in the decision-making process. Although the budget procedure itself is undergoing numerous corrections and transformations, as the ongoing political, social and macroeconomic changes must be taken into account, it is still a basic tool enabling active participation and involvement of citizens. The matters it concerns are important to the community, and the civic budget offers an opportunity to express their opinions on key issues. The conducted survey indicates that Lodz is a positive example of using the participatory budget mechanism in the city management process. The sustained high (on a Polish scale) turnout confirms the inhabitants’ interest and willingness to change the public space, thus positively influencing the building of a sense of local community.

While much discussion centres on China’s engagement with Central and Eastern European countries, few studies investigate the role of subnational actors in the relations between the two sides. This paper brings China’s cooperation with Central and Eastern European (CEECs) countries, centred around what is popularly known as the “16 + 1” mechanism. It aims to unravel the link between local governments and the “16 + 1” cooperation mechanism. Local governments’ external cooperation is a new attempt in China’s diplomatic layout. It argues that the exchanges between local governments are a useful supplement to the in-depth cooperation between the two sides, and the cooperation between the two sides has formed a relatively stable pattern. At present, it has entered the stage of an in-depth integration focusing on optimization and upgrading. The further development of local cooperation mainly depends on whether it can play a sufficient leading role in the economic development of China and the countries of Central and Eastern Europe.

Artykuł poświęcony jest trybowi powoływania rządu w Republice Chorwacji. Przepisy Konstytucji chorwackiej tryb ten określają w dość wąskim zakresie. W praktyce doprowadziło to do kryzysu rządowego po wyborach w 2015 r. Ostatecznie doszło do powołania rządu w tym czasie. Jednakże w toku stosowania przepisów konstytucji pojawiły się istotne problemy związane z interpretacją jej postanowień. Artykuł przybliża tę problematykę.
The article is devoted to the procedure of appointing the government in the Republic of Croatia. The provisions of the Croatian Constitution define this procedure in a rather narrow scope. In practice, this led to a government crisis after the 2015 elections. A government was finally formed at that time. However, in the course of applying the provisions of the Constitution, there were significant problems related to the interpretation of its provisions. The article brings this issue closer.
