The article discusses the historical mutability and political connotations of the geographical signifiers Eastern and Central Europe, and the chronotope Post-Soviet / Post-Communist Europe. It considers the tensions present in these denominations, arguing for the need to defamiliarize and re-define them. Three major sections survey the circumstances that shaped the referential and connotative values of the terms from the Enlightenment to the era of European integration. The article notes commonalities in the defining experiences of the countries in the east of Europe: their emergence from the ruins of former empires (Habsburg, Russian, Ottoman) and of the Soviet bloc. It considers whether the spatial terms have been developed from within or imposed from the outside, and discusses how they have perpetuated stereotypes of the region under consideration and its people(s) and generated enduring cultural myths. It concludes by proposing terms that recoup the cultural significance of the region—East-Central Europe, its close correlative East-Centre Europe, the neologism Europeast—and by alerting scholars working on transnational Shakespeare adaptations to the importance of recontextualizing research in individual national traditions as part of a larger investigation of the mutual translatability of shared experiences.

Opis:
The predominant spatial conception of the EU contributes to an evident emergence of a sharpened territorial building of the European space. By all evidence the idea of both the territorial cohesion and territorial continuity shows how relevant the notion of territoriality in the ‘European discourse’ is and consequently how accepted the instrument of hard and closed border and the sharp inside/outside dichotomy are. Due to this pragmatic notion of territoriality, the idea of the EU as a ‘non-Westphalian new empire’ (according to the ‘neo-medieval paradigm’) became at least unrealistic. Its borders are getting more territorial, physical and visible. Hard border policies and practices on the Eastern and Western Balkan borders mirror the existence of a de facto barrier and of a deep ‘Westphalian memory’ in the way of using the territory as support of political unity.

Opis:
The aim of the article was to show the relationship between Bulgaria and Europe in the past and of the present-day. The material used here comprises the texts of Western authors who perpetuated and still perpetuate the condescending treatment of Bulgarians and Bulgaria. The opinions of the Bulgarians about Europe were also presented. It was observed that the negative image of this country is determined by its location in the Balkans. The literature of the Western authors has preserved the idea of the Balkans as a battlefield between East and West, between barbarity and civilization. The border between Europe and the Balkans was understood in the past as a journey from civilization into the wild, from freedom to tyranny. Undoubtedly, the centuries of Turkish rule have left its mark on the inhabitants and culture of the Balkans. Bulgarians inhabiting a part of the Balkan Peninsula automatically found themselves in a part of the continent ill-perceived by the “Western world”. On the other hand, among the Bulgarians, as part of the Slavic world, there is a complex of underestimation and pursuit of Europe. Terms and wording related to the backwardness and catching up with Europe have become an element of the Bulgarian discourse. Bulgarian thinking duplicates stereotypes about the glory of the West and the Europeanization which they aspire to.

It seems that our world is made of mainly nation states - independent states based on one particular nation, sometimes with some minorities in that state. Thus the model seams to be ‘a nation is establishing its boundaries’. On the other hand, our world also has the ‘boundaries that made a nation’ model, in which a nation was created after boundaries were drawn. Most independent European countries belong to the first model but Spain, Belgium, and five tiny states belong to the second model.

The core of the local self-government stems from the Western (Latin) civilization values. European Nations have always fought for the qualities and perseverance of local self government. Currently it is considered an attribute of local democracy, although in the European tradition it has long been related to the pluralist values of social life organization. The communes; freedom, and their independence from the local government have been derived from natural law and seen as a condition for a healthy social system. Contemporarily, local self-government as a law and ability for local communities to manage a range of public matters independently, has been anew recognized as a social system value in uniting Europe. Yet there have also revived certain historical threats to the local selfgovernment arisen from central and local bureaucracy, particularism, and bribing local power elites. In such case, the fight for a local government that complies with Latin civilizational values acquires a special meaning.

This paper, while analysing innovation in Southeast Europe, and in particular the case study of Macedonia, focuses on the basic ties between foreign direct investments and innovation. Foreign direct investment is usually defined as dominant or controlling ownership of a company in one country (the host country), by an entity based in another country. The concept of industry-government- university relationships interprets the change from a dominating industry-government duo in the ‘industrial society’ to a growing triadic relationship between industry-government-university in the ‘knowledge society’. From the beginning of the transition process, foreign direct investments have been a priority, an essential pillar that moves the society forward towards a developed market economy. In addition, as the influx of capital increases it inevitably brings with it increased innovation. Hence we examine the possibility that these two indicators have a positive and upward ascent and facilitate the development of the economy.

The article analyses possible interests, attitudes and activities of the major actors in the ‘natural gas supply game’ in Europe after 1990: Russia/Gazprom, alternative suppliers like countries in the Caspian Sea area, the main consumers of gas and transit countries. It stresses that behaviour of the actors depends on the changing international political and economic situation and conditions in individual countries. Special attention is paid to pipeline projects: Nord Stream, South Stream and Nabucco, and reactions to them, such as building a LGN terminal at Świnoujście (Poland), North-South (Baltic-Adriatic) energy corridor and the Polish-Russian gas contract of 2010.

The article is discussing both challenges and problems that emerge from an intensified cross-border integration, particularly in Europe, which is creating a sort of ‘cross-border regionalism’ that might be sought as a new constituent part of a complex, multi-level system of governance incorporating not only national, but also local/regional agents. Cross-border regionalism is thus not only a system of government, but also a system of ‘grass-rooted’ social and spatial (re)integration of borderlands. This process is closely related to the question of changing territoriality, preserving on the one hand the regional control and on the other hand re-acting societal and territorial co-dependence.

Traditionally, the emotional attachment older adults have to their homes and the economic and health burden caused by residential moves have had a deterrent effect on mobility during old age. In spite of this static general trend, 20% of older Europeans change their residential location after the age of 65. Some studies point out that this percentage will increase in the coming decades along with the onset of baby-boom cohorts reaching older ages. The main objective of this article is to describe the residential mobility trends during old age in some European countries and identify the main features of those elderly that move after 65, using data from the Survey of Health, Ageing and Retirement in Europe (SHARE).

This article picks up on a tendency of recent criticism to look to Shakespeare for insights into contemporary politics, and extends it backwards to the period of German history known as the “Vormärz”―the period between 1815 and 1848. It establishes parallels between that period and the current debates about Brexit, and shows how equivalent issues are reflected in the accounts of King John given by three leading German critics of the “Vormärz” period―which also successively demonstrate the deleterious rise of German nationalism. These issues include: the weaknesses, mistakes and crimes of the powerful, and their effect both on the nation directly afflicted with them, and on others; the issue of national sovereignty and its relationship to the fellowship of nations; the struggle against arguably alien ways of thinking; the dividing line between necessary compromise and rank betrayal; the dilemma of choice; and the poisoned chalice of democratic freedom. And the parallels they establish between Shakespeare, the “Vormärz” and us are as instructive as they are unsettling.

The flow of immigrants into Europe is a phenomenon commonly known since the end of the Second World War. To a large extent it was the result of a colonial and then post-colonial relationship between metropolises and their overseas territories. Migration movements in Europe intensified after 1989 along with systemic changes in the eastern part of the continent. The phenomenon of increased migration to Europe observed since March 2015 combines both processes: economic migration, which undoubtedly dominates in terms of number, and exiles, of a much smaller scale, but given as the cause of migration by almost all migrants. A new phenomenon is the fact that a large part of migrants constitutes uncontrolled migration, which in previous years was marginal. In 2015, asylum applications were submitted in EU countries by as many as 1.25 million people. The influx of refugees to Europe has become not only a demographic phenomenon, but also a political one, evoking strong political emotions. Mass migrations also seem to be an instrument of international policy implementation by key world powers. The main purpose of the article was to present the background of the mass migration to Europe that took place in 2015. The main reasons for the decision to emigrate by the citizens of origin countries were shown, as well as the routes by which refugees flow into Europe.

May 1, 2004 is a joyful day for the Polish society. Poland became a member of the European-Union! The Austrians did not enjoy the admission of the 10 countries of Central and Eastern Europe to the EU. At that time only 38% of Austrians were satisfied with EU membership. Before the enlargement of the Union Austria suggested a seven-year grace period for citizens from new member states who wish to work in the area of the EU and the protection period for the four main industries. Members of the Austrian Government and the Commissioner, Franz Fischler expresses a hope that Austrian entrepreneurs would expand to the east. Sixty seven percent of entrepreneurs of small Austrian companies felt, however, that EU enlargement will not bring the country any benefits. They pressured the government to protect its own labor market, agriculture and border regions.

This paper explains various strategies of contemporary Islamists extremism in Europe. The author identifies the most important variants of Islamist extremism and deals with their goals and with strategic approaches how to achieve these goals. Quasi-legalist strategies as well as violent forms of interest-empowerment are described. The author uses sources from various Islamist organizations and analyses these materials within the framework of modern insurgency. A comprehensive outlook and threat assessment of Islamist extremist strategies are included in this article.

The study analyses the technical efficiency and the efficiency change of 193 community hospitals and polyclinics across Ukraine, for the years 1997 to 2001. These facilities are a subset of the medical institutions in rural Ukraine; they are identical w.r.t. their function in the health system and share the same departmental structure. The data comprise the number of physicians and the number of nurses employed in the departments as well as the polyclinics attached to the hospitals, the number of inpa- tient and outpatient admissions as well as the number of surgical procedures, lab tests and x-rays performed. Finally, the number of deaths and deaths after surgery are used as quality proxies. We employ an order-m estimator, a robust nonparametric technique to assess the ef- ficiency of health care providers as well as possible changes of their productivity. The efficiency scores are calculated with an output-oriented model. Efficiency scores are close to unity for hospitals whereas polyclinics are somewhat less efficient. The Malm- quist index exceeds unity for three out of four periods for both hospitals and polyclinics indicating improved productivity on average.

Opis:
Hiking, downhill skiing and snowboarding are among the most popular forms of active tourism in mountainous areas. Their popularity and their mass scale do not only result from the presence of the appropriate landscape, but also from its appropriate development. The objective of the article is to attempt to assess the attractiveness of selected Central European countries in terms of winter sports and mountain hiking, to consider the opinions of students who live in Visegrad Group countries, as well as to evaluate the barriers to development of their competitive offers. According to respondents, the most attractive countries for winter sports are Austria and Slovakia, and the least attractive are Hungary, Romania and Lithuania. In turn, according to the students, the best conditions for mountain hiking are in Slovakia, Austria, the Czech Republic and Poland. In addition, respondents from particular countries assessed domestic offers highly.
