May 1, 2004 is a joyful day for the Polish society. Poland became a member of the European-Union! The Austrians did not enjoy the admission of the 10 countries of Central and Eastern Europe to the EU. At that time only 38% of Austrians were satisfied with EU membership. Before the enlargement of the Union Austria suggested a seven-year grace period for citizens from new member states who wish to work in the area of the EU and the protection period for the four main industries. Members of the Austrian Government and the Commissioner, Franz Fischler expresses a hope that Austrian entrepreneurs would expand to the east. Sixty seven percent of entrepreneurs of small Austrian companies felt, however, that EU enlargement will not bring the country any benefits. They pressured the government to protect its own labor market, agriculture and border regions.

Opis:
The abundance of folk month names in different languages of Eastern Europe results in specific mental pictures in a speaker's mind. Translation usually fails to communicate the elaborate connotations implied, even in the case of closely related languages. The paper gives a comparative semantical analysis of folk month names in the Slavic languages, the Baltic languages, Finnish, Estonian, Hungarian, Romanian and Albanian, identifying the common features, the differences and possible reasons for both. The aim of the paper is to provide data for both linguistic and ethnological mapping of Eastern Europe, as an area that had been under less influence from the Latin-dominated culture and had in that way better preserved some original, less uniform linguistic features.

The study analyses the technical efficiency and the efficiency change of 193 community hospitals and polyclinics across Ukraine, for the years 1997 to 2001. These facilities are a subset of the medical institutions in rural Ukraine; they are identical w.r.t. their function in the health system and share the same departmental structure. The data comprise the number of physicians and the number of nurses employed in the departments as well as the polyclinics attached to the hospitals, the number of inpa- tient and outpatient admissions as well as the number of surgical procedures, lab tests and x-rays performed. Finally, the number of deaths and deaths after surgery are used as quality proxies. We employ an order-m estimator, a robust nonparametric technique to assess the ef- ficiency of health care providers as well as possible changes of their productivity. The efficiency scores are calculated with an output-oriented model. Efficiency scores are close to unity for hospitals whereas polyclinics are somewhat less efficient. The Malm- quist index exceeds unity for three out of four periods for both hospitals and polyclinics indicating improved productivity on average.

The paper describes the debates which took place during the 4th Annual CEENELS Conference (Moscow, 14–15 June 2019). The aim of the conference was to analyse the issue of legal innovativeness in Central and Eastern Europe, the topic which was chosen as a continuation of previous CEENELS conferences. The organizers wanted to challenge the widespread belief that the legal culture of Central and Eastern Europe lacks original and innovative concepts and ideas. Even if the conference did not bring a definitive answer about the character of Central and Eastern European countries’ legal culture, it showed that the region is not only a territory of legal transplants and reception of legal ideas, concepts and institutions, created in Western Europe or the US.
Artykuł opisuje dyskusje, które miały miejsce podczas IV Konferencji CEENELS (Moskwa, 14–15 czerwca  2019). Celem konferencji była analiza zagadnienia innowacyjności w zakresie prawa w Europie Środkowo-Wschodniej. Temat ten został wybrany jako kontynuacja poprzednich konferencji CEENELS. Organizatorzy chcieli podważyć powszechne przekonanie, że w kulturze prawnej Europy Środkowo-Wschodniej brakuje oryginalnych oraz nowatorskich koncepcji i pomysłów. Nawet jeśli konferencja nie przyniosła definitywnej odpowiedzi na temat charakteru kultury prawnej krajów Europy Środkowo-Wschodniej, to pokazała, że region ten jest nie tylko terytorium przeszczepów prawnych i recepcji idei, koncepcji i instytucji prawnych, tworzonych w Europie Zachodniej lub USA.

The predominant spatial conception of the EU contributes to an evident emergence of a sharpened territorial building of the European space. By all evidence the idea of both the territorial cohesion and territorial continuity shows how relevant the notion of territoriality in the ‘European discourse’ is and consequently how accepted the instrument of hard and closed border and the sharp inside/outside dichotomy are. Due to this pragmatic notion of territoriality, the idea of the EU as a ‘non-Westphalian new empire’ (according to the ‘neo-medieval paradigm’) became at least unrealistic. Its borders are getting more territorial, physical and visible. Hard border policies and practices on the Eastern and Western Balkan borders mirror the existence of a de facto barrier and of a deep ‘Westphalian memory’ in the way of using the territory as support of political unity.

The article explores the practice perspectives of European and Euro-Atlantic integration for the West’s Eastern neighbours with a focus on Ukraine in the main directions of cooperation: political, economic, security, and communication. It has been established that Eastern Partners show a dissimilar political interest in rapprochement with the EU and NATO due to the existence of diff foreign policy goals. The EU’s Association Agreements with Ukraine, Georgia, and Moldova are primarily aimed at defending the European integration, so the states are interested in developing close trade relations, and in achieving open and sustainable economic growth. The results have shown that Ukraine’s deepening Euro-Atlantic ties are a continuation of the European course of the state’s development, since the interaction with the EU and NATO aims to expand transatlantic relations and create updated security formats. The article also analyses the mechanisms of improving the efficiency of the communication between the EU, NATO and Ukraine by informing the public about the progress of Ukraine’s integration into relevant structures, the reforms of the economic and security sectors of Ukraine, and its participation in the Alliance’s non-military initiatives. The findings suggest that the improvement of public communication tools increases the involvement of governments in implementing integration policy goals and identifying issues that need a further response. Additionally, the Ukrainian government should strategically focus on ensuring and implementing practical measures aimed at shaping the image of Ukraine as an intent partner that adheres to its political commitments.

W artykule została przedstawiona analiza głównych zasad i idei polityki wschodniej Polski, a także ewolucja tych idei na przestrzeni XX i na początku XXI w., z uwzględnieniem wpływu powstania Grupy Wyszehradzkiej. Autorka pokazuje warunki geopolityczne kształtowania polityki wschodniej po 1918 r. w II Rzeczypospolitej i wpływ na jej przebieg wewnętrznej sytuacji politycznej w kraju, jak i zmian w życiu krajów Europy Środkowej i Wschodniej w okresie międzywojennym, podkreśla olbrzymią rolę Józefa Piłsudskiego i inspirowanego przez Marszałka ruchu prometejskiego w tym procesie, a także innych działaczy ruchu, m.in. Włodzimierza Bączkowskiego i Jerzy Giedroycia. W tekście ukazano zmiany zasad ruchu prometejskiego i polskiej polityki wschodniej, które zachodziły pod wpływem transformacji geopolitycznej mapy Europy, wywołanej wynikami II wojny światowej, a także pokazano współczesny etap kształtowania polityki wschodniej Polski, wpływ na ten proces powstania Grupy Wyszehradzkiej i projektu Partnerstwa Wschodniego. W artykule zaznaczono ogromną rolę takich polskich czasopism, jak „Biuletyn Polsko-Ukraiński” i „Kultura”, ich redaktorów i publicystów w rozpowszechnieniu zasadniczych idei dialogu i współpracy między narodami sąsiadującymi, podkreślono coraz większą aktualność idei polskiego prometeizmu w kontekście współczesnej agresji Rosji na Ukrainę i zagrożenia wybuchu kolejnej wojny światowej.
The article presents an analysis of the main assumptions and concepts of Poland’s eastern policy, as well as their evolution over the course of the 20th and early 21st centuries, taking into account the impact of the establishment of the Visegrad Group. The author shows the geopolitical determinants of the formation of eastern policy after 1918 in the Second Republic and analyses how this policy was influenced by the internal political situation in the country and the changes in the life of the countries of Central and Eastern Europe. She emphasizes the great role of Józef Piłsudski and the Promethean movement inspired by the Marshal in this process, as well as that of other activists of this movement, including Włodzimierz Bączkowski, Jerzy Gedroyc. The text shows the changes in the assumptions of the Promethean movement and Poland’s eastern policy which occurred under the influence of the geopolitical transformation of Europe caused by the effects of World War II. It also presents the contemporary stage of the formation of Polish eastern policy, the impact on this process of the formation of the Visegrad Group and the Eastern Partnership project. The article emphasizes the great role of such Polish periodicals, such as the “Polish-Ukrainian Bulletin” and “Kultura”, their editors and columnists, in spreading the fundamental ideas of dialogue and cooperation between neighboring nations, the growing relevance of the idea of Polish Prometheism in the context of Russia’s contemporary aggression against Ukraine and the threat of another world war.

After the end of the bipolar world, the possibility of an East–West mass migration became a new issue that took root in the Italian consciousness in forms masked by the feelings of the threat of an imminent “mass invasion” from Central and Eastern Europe. This new fear stimulated restrictive measures belatedly adopted in Italy and created a de facto unjust and imbalanced condition for new migrants from Eastern Europe because the first South–North migrations’ wave had already occurred when the regimes of Central and Eastern Europe collapsed. There are many evident similarities between the beliefs, attitudes and the use of insecurity (not based on data) of the 1990s and the current Italian migration policy. What they have in common is the incorrect perception and the misuse of it by politicians and propagandists. Immigration from Eastern Europe continues to be compared to that from the South of the world and Asia which continues to be interpreted without considering their real natures and the actual trends that characterise them. According to new studies that compared survey results with population data, contemporary Italians overestimate the number of immigrants coming from outside the EU to their country more than any other Europeans. As a result, the misuse or ignorance of the data on migrations is particularly dangerous because the devaluation of them has critical implications for policymaking.

This article seeks to support the earlier dating of campaigns on the Roman eastern frontier in the 540s. It addresses points made in a recent contribution by Michael Whitby, who argued that the traditional chronology, which places a Roman invasion of Persarmenia in 543 and a Persian siege of Edessa in 544, should be retained. The article seeks to demonstrate that the grounds he offers are inadequate and concludes therefore that the earlier dating, according to which the Romans invaded Persarmenia in autumn 542 and the Persians besieged Edessa in 543, is to be preferred.

This article illustrates the different ways in which the poor are being put to work, in defence of a global neoliberal order by global economic institutions concerned with constructing them as resilient subjects, as well as by opponents of neoliberalism concerned with galvanizing the revolutionary potentials of poor people. In spite of the apparent gulf between neoliberalism and its revolutionary opponents, the poor find themselves subject to remarkably similar strategies of construction by both proponents and opponents of neoliberalism today. This predicament of the poor is particularly vexed in Eastern Europe where strategies of resilience are fast developing, and critical legal theory has so far offered little resistance to this trend. Turning against this tide, this article considers how we might reimagine poverty and conceive its politics beyond and against clichéd images of the poor as resilient subjects. Through an analysis of the work of the Hungarian filmmaker Bela Tarr, it argues for the necessity of images capable of conveying the intolerability of the conditions in which the poor continue to live, as well as the contingency of those conditions; images that serve as interventions on narratives which would reduce the poor to a life of mere resilience.

The study focuses on combining numerals dwa, trzy and cztery with nouns, in particular the constructions like niedziel dwie, where the noun - being the subject which is counted - has the form of plural genitive. Constructions like that, contemporarily treated as incorrect, occurred already in the Old Polish language and became very common in the 16th–18th centuries. In t he 19th century, t hey were rather rare, and in the 20th and 21st centuries they have been preserved only in the area of the Eastern borderland. The reason for the occurrence of such constructions was primarily the impact of the paradigm of numerals from 5 upwards. The genitive form of the noun was also to a large extent determined by the order in which the noun was pushed before the numeral. In the Eastern borderland it was also the influence of Eastern Slavic languages that contributed to the discussed phenomenon - it is also the actual reason for preservation of this construction until today in the Eastern areas.

This paper offers results of comparative analysis of some countries of Central and Eastern Europe (CEE): Poland, Lithuania, Hungary, Czech Republic, Slovakia, Latvia, Estonia which joined the EU in 2004 and Bulgaria and Romania who joined the EU in 2007 by presenting the material situations (material deprivation) of older generations using the available statistics from Eurostat database and microdata of EU-SILC (European Union – Survey of Income and Living Condition). In evaluation of material situation and so related material deprivation of older households we will focus only on selected aspects like possessing durable goods. The aim is to compare situation of various household types (like single 65+ or two adults with at least one 65+) within the same country and between CEE countries. Analysis showed differences not only within particular countries but also between countries for the same types of households.

Satan’s interference in the events described in the first chapters of the book of Genesis and in the life of the protoplasts is not mentioned at all in the biblical text. This happens, however, in pseudo-canonical texts. The article is a short survey on the apocryphal accounts that mention Satan and their influence on art. The main focus is put on the inclusion of the image of Satan behind Cain’s figure in a number of depictions of the scene The Murder of Abel in the Russian art of the 16th and 17th centuries. The possible links between this visual motif with several literary sources is examined, among them the Short and the Explanatory Palaea, the Tale of Bygone Years (Povest’ vremennykh let or Primary Chronicle), Russian recensions of the apocryphon The Sea of Tiberias, and of The Revelation of Pseudo-Methodius of Patara. In addition, some instances of the same visual decision in Balkan art are pointed out and their connection to Russian models is underlined.

In recent years, EU countries, including these from the Central Eastern European (CEE) region has recognised, that eco-innovation should be treated as strategic priority of their economies. The aim of this paper is to present a cross-country analysis of the connection between eco-innovation and its main drivers within firms from selected CEE countries (Bulgaria, Czech Republic, Romania) and Germany. The empirical part is based on micro-data for Community Innovation Survey (CIS) 2006-2008. Based on the results of stepwise regression between main policy actions sustaining innovation activity and eco-innovation performance we can conclude, that financial support for innovation activities has a rather limited role in promoting eco-innovation. At the same time enterprises from the CEE region regard environmental regulations as the most important drivers of eco-innovation. In Germany, a country ranked in the highest category in the Eco-Innovation Scoreboard, the variety of forces that influence eco-innovation is much more wide-ranging. This indicates that government actions should take a broader look and lay the more general bases fostering the model of a green growth.

Opis:
The research issue is to describe the tourist accommodation used for specialised tourism, including its types, distribution and scale, in the northern part of the Eastern Carpathians in the former Ukrainian Soviet Socialist Republic. The authors focused on the 1970s and 1980s which were the ‘golden age’ in the development of tourism in the Soviet Union. As a result of the analysis, 51 accommodation facilities were identified offering nearly 7,300 beds in the mid-1980s. It was the time when the development of that area reached its peak.
