The European Union is not able to maintain CAP in its current form any more: radical reform is unavoidable. The recent past review of the CAP (Health Check) may help to reach a healthier CAP, but the proposed changes are not enough to overcome the difficulties. The future CAP meeting certain criteria – such as providing European added value, maintaining sustainability in economic, social and environmental terms – should be based on completely new principles. While defining these new principles and cornerstones of the policy it has to be taken into account that there is an ongoing paradigm change: there is a shift from the agricultural policy aiming at food self sufficiency and income parity towards a sustainable rural policy with spatial focus. The shift, itself is considered a continuous challenge, too. As an option could be considered a switch from direct payments to a flat rate payment based on public goods and fully decoupled plus complementary subsidies on regional base that is considered indeed to be targeted support for the provision of public goods. Another tool should be aimed at promoting and strengthening the viability of rural economy and society. It would serve on the one hand structural adjustment and new integrated risk and crisis management. On the other hand its objective would be the developing, strengthening of rural communities (improvement in the quality of rural life, support for local communities, maintenance of landscape are of higher importance). In order to create new effective policy tools – and justify that the abovementioned could be the future of CAP – and be able to attain the new objectives the following question definitely has to be asked: Do the past results, the future interest, the challenges and most of all financial possibilities – support from the EU and the national budget – of the old and new MSs differ or are these more or less similar? The paper is mainly aimed at analysing past and present agricultural expenditure originating in the EU and the national budget compared to the total EU expenditure, GNI, and GDP by means of quantitative methods. Furthermore it intends to study the trends of agricultural payments in the MSs and figure out whether the financial support is to be justified in the future.

This paper draws on experience from the Interreg IIIC project ProgreSDEC, covering local and regional authorities from Greece, Italy, and Spain cooperating with each other in interregional and transnational projects. It looks both at the vertical and horizontal dimensions of European integration and explains three aspects of territorial cohesion. Talking about growing awareness, it should be differentiated between awareness relating to European issues - such as the European territorial and institutional environment - to the quality of planning, and to the endogenous ‘territorial capital’. Key terms of European integrative planning are interpreted differently. The paper discusses the reading of ‘polycentricity’, ‘landscape’, and ‘governance’, in particular. Territorial governance can be looked at as an institutional approach to develop integrative planning in the context of territorial cohesion. This notably turns the attention to regions as the focus of integration, in terms of balancing sectoral approaches, bundling spacious networks, and handling the demands from different levels.

The issue of how to stimulate economic growth and development remains an open question. The EU structural funds are meant to help solve the problem at the regional level within the framework of the cohesion policy. Only some of these funds are used to directly subsidize businesses that are the engines of growth in a market economy. This paper aims to evaluate whether structural funds have played a positive and significant role in the development of enterprises in a region which does not belong to the economic leaders in Poland. It is based on the results of a direct study, statistical data and evaluation reports, as well as on the economic literature. The direct study was conducted in 2011. It focused on micro-economic projects supported by EU funds in the Lodz region. Interviews were conducted with representatives of 80 enterprises, which had completed at least one such a project. We conclude that the subsidies from structural funds have positively stimulated the modernization of the companies, albeit on a limited scale.

In accordance with the binding regulations of the EU law, each institution participating in the EU funds management process has in place relevant procedures preventing fraud and corruption and discouraging people from taking such actions. Managing institutions that work in cooperation with organisations which participate in the implementation of EU funds ensures the operation of an effective fraud risk management system and the implementation of effective anti‑fraud means which are designed to protect the financial interests of the European Union. The ethical norms and principles implemented in institutions which coordinate the process of EU funds management are of great importance for the process of reducing fraud related to EU funds. It was confirmed with the results of research carried out that clearly defined standards of employee conduct and determining procedures in the management and control system were the most important factors mitigating the irregularities. A special place was reserved for complying with the norms of ethical conduct and honesty by the employees of institutions managing the EU funds and development of a Code of Ethics which describes the conduct of the employees of institutions participating in the EU funds management process. The anti‑fraud procedures presented herein stem from EU law and are applicable in Poland.

May 1, 2004 is a joyful day for the Polish society. Poland became a member of the European-Union! The Austrians did not enjoy the admission of the 10 countries of Central and Eastern Europe to the EU. At that time only 38% of Austrians were satisfied with EU membership. Before the enlargement of the Union Austria suggested a seven-year grace period for citizens from new member states who wish to work in the area of the EU and the protection period for the four main industries. Members of the Austrian Government and the Commissioner, Franz Fischler expresses a hope that Austrian entrepreneurs would expand to the east. Sixty seven percent of entrepreneurs of small Austrian companies felt, however, that EU enlargement will not bring the country any benefits. They pressured the government to protect its own labor market, agriculture and border regions.

This article considers how Shakespeare’s King Lear has become a Brexit play across a range of discourses and media, from theatre productions and journalism to social media. With its themes of division and disbursement, of cliff edges and tragic self-immolation, Lear is the Shakespearean play that has been turned to as metaphor and analogy for the UK’s decision following the 23 June 2016 referendum to leave the European Union. Reading this presentist application of Shakespeare, the article attends to Shakespeare as itself a discourse through which cultural ideas, both real and imaginary, about Brexit and the EU are negotiated. It asks how can we might remap Lear in this present context―what other meanings and histories are to be derived from the play, especially in Lear’s exile and search for refuge, or in Cordelia’s departure for and return from France? Moving from a consideration of a Brexit Lear to an archipelagic and even European Lear, this article argues that Shakespeare is simultaneously a site of supranational connections and of a desire for values of empathy and refuge that reverberate with debates about migration in Europe.

Rozwój gospodarczy przyczynił się do transformacji strukturalnej w kierunku gospodarek usługowych, co zrodziło obawy związane z możliwościami utrzymania wzrostu produktywności. Celem niniejszej pracy jest zbadanie wzrostu łącznej produktywności czynników produkcji (TFP) w sektorze usług w porównaniu z gospodarką ogółem i sektorem przetwórczym, jak również wewnątrz sektora usług. Badanie przeprowadzono w oparciu o dane pochodzące z bazy EU‑KLEMS (2017) i obejmuje ono lata 1995–2015. Badaniem objęto kraje UE, co daje możliwość analizy porównawczej między krajami, a w szczególności między krajami ‘starej’ i ‘nowej’ UE. Z badania wynika, że wzrost produktywności w usługach był znaczenie niższy niż w przetwórstwie, ale w porównaniu z gospodarką ogółem różnica nie była już znacząca. Wyższy wzrost produktywności notowały kraje nowoprzyjęte do UE niż kraje starej UE, z wyjątkiem usług informatycznych i komunikacyjnych, które ogólnie były siłą napędową wzrostu produktywności w usługach.
Economic development has resulted in structural transformation towards economies based on services, which has raised some concerns about the limited opportunities for sustaining productivity growth. The aim of this paper is to examine total factor productivity (TFP) growth in the service sector in comparison with total industries and the manufacturing sector, as well as within the service sector. The study is based on the data from the EU‑KLEMS database (2017), and it covers the years 1995–2015. It refers to EU countries, making it possible to carry out a comparative analysis between countries, in particular between the ‘old’ and ‘new’ member states. The study demonstrates that productivity growth in services was significantly lower than in manufacturing, but compared with total industries, the disparity was not significant. Productivity growth was usually higher in the ‘new’ EU countries than in the ‘old’ ones, except for information and communications services, which, on the whole, were the main driving force behind the productivity growth in services.

This research investigates the level of the gender pay gap and gender parity in the Visegrad Group countries in light of the changes that took place in the whole EU during the last decade. The following hypotheses accompany the research objective: (1) the level of the gender pay gap diminished significantly over the last decade in the V4 economies; (2) the V4 countries are following a path to achieve gender parity. Data were taken from Eurostat. The pay gap and the managerial occupations indicators were used to verify the research hypotheses. The empirical investigation did not let us reject the first hypothesis for Poland only. However, it should be rejected for the other V4 economies. In addition, the second hypothesis should be rejected.

Opis:
Due to the dominant role of coal in the structure of energy production and the high dependence on gas imports from the Russian Federation and together with politicization of economic relations with this country, Poland is particularly exposed to the unfavorable influence of some European Commission’s policies and initiatives in regards to energy policy. The paper has shown that they mainly concern the gas market and climate protection and include, first of all, the drive to increase the supply of Russian gas to the European Union and to reduce CO2 emissions by energy producers. The reciprocal links between these policies and initiatives and the economic and political interests of Poland have been presented. The conclusions drawn from this paper may include the possible negative effects of these links and proposals how to direct our country’s energy policy in order to limit or avoid these effects.
Ze względu na dominującą rolę węgla w strukturze wytwarzania energii oraz dużą zależność od importu gazu z Federacji Rosyjskiej, a także na upolitycznienie relacji gospodarczych z tym krajem, Polska jest narażona w sposób szczególny na niekorzystny wpływ niektórych działań i inicjatyw z zakresu polityki energetycznej, proponowanych przez Komisję Europejską. W artykule wykazano, że dotyczą one głównie rynku gazu i ochrony klimatu i obejmują w pierwszej kolejności dążenie do wzrostu dostaw rosyjskiego gazu do Unii Europejskiej oraz do ograniczenia emisji CO2 przez producentów energii. Przedstawiono wzajemne sprzężenia zachodzące między tymi działaniami i inicjatywami a gospodarczymi i politycznymi interesami Polski. Sformułowane wnioski obejmują możliwe negatywne skutki tych sprzężeń oraz propozycje ukierunkowania polityki energetycznej naszego kraju, które pozwolą na ograniczenie lub uniknięcie tych skutków.

The increasing dominance of neoliberalism as the key steering mechanism of the European Union (EU) since the early 1990s has implied the competitiveness-oriented reshaping of cohesion policy. The aim of this paper is to initiate a debate from a critical political economic perspective on the implications of this shift for Central Eastern European (CEE) member states. To this end, the paper discusses the formation of EU centre-periphery relations from a CEE point of view and formulates some preliminary suggestions as to how cohesion policy would need to be rethought in order to ensure the better integration of lagging CEE regions.

The predominant spatial conception of the EU contributes to an evident emergence of a sharpened territorial building of the European space. By all evidence the idea of both the territorial cohesion and territorial continuity shows how relevant the notion of territoriality in the ‘European discourse’ is and consequently how accepted the instrument of hard and closed border and the sharp inside/outside dichotomy are. Due to this pragmatic notion of territoriality, the idea of the EU as a ‘non-Westphalian new empire’ (according to the ‘neo-medieval paradigm’) became at least unrealistic. Its borders are getting more territorial, physical and visible. Hard border policies and practices on the Eastern and Western Balkan borders mirror the existence of a de facto barrier and of a deep ‘Westphalian memory’ in the way of using the territory as support of political unity.

The article explores the practice perspectives of European and Euro-Atlantic integration for the West’s Eastern neighbours with a focus on Ukraine in the main directions of cooperation: political, economic, security, and communication. It has been established that Eastern Partners show a dissimilar political interest in rapprochement with the EU and NATO due to the existence of diff foreign policy goals. The EU’s Association Agreements with Ukraine, Georgia, and Moldova are primarily aimed at defending the European integration, so the states are interested in developing close trade relations, and in achieving open and sustainable economic growth. The results have shown that Ukraine’s deepening Euro-Atlantic ties are a continuation of the European course of the state’s development, since the interaction with the EU and NATO aims to expand transatlantic relations and create updated security formats. The article also analyses the mechanisms of improving the efficiency of the communication between the EU, NATO and Ukraine by informing the public about the progress of Ukraine’s integration into relevant structures, the reforms of the economic and security sectors of Ukraine, and its participation in the Alliance’s non-military initiatives. The findings suggest that the improvement of public communication tools increases the involvement of governments in implementing integration policy goals and identifying issues that need a further response. Additionally, the Ukrainian government should strategically focus on ensuring and implementing practical measures aimed at shaping the image of Ukraine as an intent partner that adheres to its political commitments.

The purpose of the article/hypothesis: The purpose of the article is to analyse the relationship between stock prices of selected companies and COVID-19 cases in those countries where the tourism and banking sectors have a high share of national income, such as Croatia, Italy and Spain. Methodology: The methods used are Breakpoint Unit Root Tests to determine whether a time series is stationary or not, and ARDL cointegration technique for cointegration testing. Results of the research: It was found that the number of COVID-19 cases negatively impacted the tourism and banking market in surveyed EU countries.
